Eight Good Questions Strategic Thinkers Should Ask

Strategic thinking can happen almostb anywhere: in a conference room, a university lecture hall, or in the dark basement of a military headquarters. If you think about it, really anyone can do it, from a president to an Army private, from a subject matter expert to an armchair general. Although anyone can do it at any time and in any place, doing it well is neither easy nor is it commonplace.

A variety of research projects have sought to uncover what it means to think strategically in the military context. In general, strategic thinkers act primarily in one of four roles: leader, advisor, practitioner, or planner. To function effectively in these roles require the skills of information gathering, learning, critical thinking, creative thinking, thinking in time, and systems thinking. Building upon these ideas, the purpose of this article is to explore some of the timeless questions that strategic thinkers can ask to help themselves and others think clearly about issues of strategic significance.

WHAT ARE THE FACTS, ASSUMPTIONS, AND LIMITATIONS?

This question is so basic it is often forgotten or glossed over, but asking it is absolutely essential. In a strategic context, there are a tremendous number of facts to consider. The key is to identify the ones that really matter the most without going too far and reaching the point of paralysis by analysis. As for assumptions, if never surfaced and debated they represent a sizable gap in one’s logic. Many failures at the strategic level are due to people insufficiently discussing assumptions, or worse, dismissing them outright. One recent example that highlights the importance of good assumptions is when decision makers assumed that the troops that invaded Iraq in 2003 would be “greeted as liberators.”

While strategic thinkers always should try to think in an unconstrained manner, there always exist some physical, logistical, moral, or financial limits to what is possible. Failure to understand the parameters and limits of a strategic approach has led to many military overextensions throughout history (e.g., Napoleon in Russia, Soviet Union in Afghanistan, etc.). Much like the enemy, the real world always gets a vote. Understanding the limiting factors and developing a common understanding of the problem are supporting activities, which leads to the next question.

WHAT IS THE STRATEGIC PROBLEM AND DOES IT PRESENT ANY OPPORTUNITIES?

Uncovering a problem statement is also essential, but often overlooked. Many strategic thinkers immediately dive in and start describing what must be done. In a fast-paced environment, it can be very tempting to do this, but it should be avoided. Fundamentally, if you do not pause and take the time to identify the problem you are trying to solve, how can you ever hope to solve it?

One of the easiest and most effective ways to develop a problem statement is to spot the gap between the current conditions and the desired conditions (the “want-got” gap). What is almost magical about developing a problem statement is that if you get it about right, the answer should begin to reveal itself, even in the most difficult of situations. Of course, most strategic problems are complex or wicked and change over time. Therefore, it is important for the strategic thinker to not only ask this question early, but also ask it again and again as the strategic problem unfolds.

By their nature, military thinkers often tend to think about negative, worse–case scenarios and outcomes. To take a more optimistic approach, one may find it valuable to look for opportunities as well as problems. The idea here is this: if one can seize small opportunities over time, this can build irreversible momentum and eventually bring about positive change. Overall, this question helps focus time, effort, and resources in a coherent, positive, singular direction.

WHAT ENDURING INTERESTS ARE AT PLAY?

Many strategic thinkers seek to implement parrot the latest policy position they heard without fully thinking about the inherent interests at play. Some argue that interests such as prosperity, values, security, and legitimacy, will always be important despite which direction the political winds are blowing. The strategic thinker should try to understand how the political intent is tied to the enduring interests that will remain long after a political position has changed. This question helps one put the problem in context and reflect upon the deeper strategic meaning behind the problem and its possible solutions.

IN THE PAST, WHICH STRATEGIES WORKED, WHICH DIDN’T, AND WHY?

The lessons of the past are always there to school the strategic thinker if they are willing to listen. Of course, events will rarely unfold exactly the same way twice, but there are often important echoes from the past to be heard in the present. This question suggests that strategists would be well served by looking for practical advice from history and tying those lessons to prudent courses of action in the present. Neustadt and May’s Thinking in Time describes even more questions that help the strategic thinker make the most effective use of history. The benefits of this question are that it helps one reflect upon the past and generate possible options on what can be done today.

WHAT ARE THE OPTIONS (AND WHICH ONE IS THE LEAST WORST)?

In the past, policy makers may have been satisfied with being presented between one and three courses of action. Today, many policy makers demand strategic advice as a menu of options, where they can pick and choose what to implement and when to implement it. In these cases, the strategic thinker has to think divergently and come up with as many options as possible. As strategic problems rarely have solely military solutions, strategic thinkers should have the ability to develop options that include elements of national power beyond just the “M” in the Diplomatic, Informational, Military, and Economic (DIME) model. Of course, with wicked problems, there are often no good options, just a series of progressively bad ones.

HOW DOES THIS ALL END?

It is easy for a strategic thinker to become so engrossed with the minutiae of the problem that they can lose sight of their goal. Perhaps, at times, the goal shifts and the previously agreed upon destination is now a fool’s errand. That is why this question is so important. The strategic thinker must have the ability to take a break from the crisis of the day and take the long view. Because there is often so much uncertainty surrounding strategic problems, reflecting on the end state is often difficult. However, if you do not know where you really want to go, any road will take you there.

IS THIS WORKING?

When a policy is approved or a plan is signed, the thoughts captured on the document are frozen in time and begin their rapid descent into irrelevancy. This is a natural progression where a key concept’s idea is game-changing today, much less so in six-months, and barely remembered a year later. The key here for the strategic thinker is to not rest too much and remain in a state of continual assessment and advocate appropriate change as events unfold. As strategic problems are usually both quantitative and qualitative in nature, keeping an open mind to all types and sources of information is prudent.

WHAT’S NEXT?

Even the best strategic ideas are subject to failure if the follow through is lackluster, therefore, it is important to always ask what happens next. Every strategic choice comes with some degree of risk. These risks should be understood and, if possible, mitigated. In addition, with complex problems many issues remain unseen, and there is always the possibility of unintended consequences. Many strategic shortcomings are the result of taking prudent action in the present that results in future blowback that was unforeseen at the time.  An excellent example is the lack of U.S. follow through in Afghanistan following the withdrawal of the Soviet Union, popularized in the movie, Charlie Wilson’s War.

CONCLUSION

The level of responsibility placed on the shoulders of a strategic thinker can be daunting. The ability to think clearly is difficult in situations where time is of the essence, lives are on the line, or billions of dollars are on the table. It is precisely because of the high-stakes that good strategic thinkers need to ask good questions to uncover good answers. Of course, there are many questions that strategic thinkers should ask and this list is simply one starting point. In the end, the quality of one’s strategic thought will be directly proportional to the time and effort they put into the endeavor, no more and no less.

Blurring Definitions of Naval Power

My colleague, Joshua Tallis, wrote a recent article on CIMSEC on the current controversy regarding the nature of a navy. The controversy revolves around a recent conversation between CIMSEC members regarding the understanding of a navy’s central organizing principle. It was brought about by concerns raised about the rise of a global non-state fleet of vessels called the Sea Shepherd Conservation Society (SSCS) conducting missions “other than war” such as fisheries enforcement and interdiction of whaling vessels. Of significant concern is the increasing problem of piracy, which is currently introducing a wider maritime security challenge that must be addressed. 

How should states deal with piracy, which is engaged in by non-state actors and prohibited under international law? There is concern that as organizations such as Sea Shepherd continue to expand, the likelihood that they will engage with traditional nation-state navies will increase. Does this suggest there should be a change in Navy lexicon on piracy? Or does it suggest, as Joshua Tallis argues, that we need an updated definition of piracy, which is currently not legitimate because in our system, only the state has the right to exercise violence?

Fundamental to the challenge is the way a military is differentiated from non-state groups either by the scale of the force it can exert or because it is made up of ships that are designed for war. N.A.M. Rodger is cited as an example of a naval historian who defines a navy as a permanent fighting service. In other words, a navy fights.

Blurred Distinction

In her book, How Everything Became War and The Military Became Everything, Rosa Brooks argues that the collapsing barriers between war and peace threaten both America and the world. In her first chapter, Pirates!, she relates the incident on April 8, 2009, in which four young Somali pirates boarded the merchant vessel Maersk Alabama, making it the first U.S – flagged ship to be seized by pirates in nearly two hundred years. Four days later, Navy SEAL snipers shot and killed three of the pirates, rescuing the Maersk Alabama captain and capturing the fourth pirate.

Ms. Brooks argues that the Navy assault on the Maersk Alabama was in many ways a typical twenty-first century military engagement. “The nature of piracy has changed”, she asserts. Although modern piracy is largely engaged by non-state actors, states are becoming more challenged in counterpiracy operations, which are probably here to stay. “What is the military for in a world in which future threats are as likely to come from non-state actors as they are from the navies of foreign states?” she asks. The boundaries around war, military power, and legitimacy are getting even more blurry and she makes a case that America may pay a price.

A Larger Issue

Several members of the academic community have begun to raise much broader issues about the nature of contemporary warfare and the changes in the roles of the military vis-à-vis the different civilian actors with whom it works. For example, in her book, Borderless Wars: Civil-Military Disorder and Legal Uncertainty, Antonia Chayes speaks of how civil-military relations have become blurred in the attempt to adapt to festering gray area conflict situations. Rosa Brooks book looks not only at the impact of war’s blurriness on the Navy’s patrol of the seas for pirates. Rather, it points out that there are many other problems today’s military personnel are being asked to perform, such as training Afghan judges, building Ebola isolation wards, and eavesdropping on electronic communications. The need for deeper civil-military integration, especially for Humanitarian Assistance/Disaster Relief, is another emerging mission that has also been discussed on CIMSEC and elsewhere.

In general, Rosa Brooks argues that we are tackling problems that are too narrow and that states should find new ways to redefine the military, which, in her view, has become a one-stop-shopping solution to global problems. In this sense, we do need updated definitions of not only piracy, but of the increasing interaction of the roles of military and civilian organizations in maintaining maritime security in the world. This interaction has been largely caused by the ambiguity in current international conflicts between states that occupy the space between war and peace – sometimes called the “Gray Zone.”

The Gray Zone

 In the last few years, there has been increasing interest in what has been called a “Gray Zone” between traditional notions of war and peace. Again, this concept is introduced by Rosa Brooks, where she cites the May 19, 2015 article by David Barno and Nora Bensahel in War on the Rocks that describes Gray Zone challenges, including cyber and globalization, that is characterized by intense political, economic, international, and military competition more fervent in nature than normal steady-state diplomacy, yet short of conventional war.

CNA’s Special Operations Program has been monitoring Gray Zone developments in which the traditional mode of competing is political warfare. The Gray Zone requires intensive interagency cooperation and may need a new national security structure that make current military campaign models obsolete. Do we need two militaries – one for military  combat operations and one for Gray Zone conflicts? Do we need to determine what Gray Zone success looks like and establish meaningful criteria for measuring the effectiveness of such operations? These are areas of analysis that will lead to new laws, politics, and institutions premised on the assumptions  – according to Rosa Brooks – that the U.S. will forever remain unable to draw sharp boundaries between war and peace and will frequently find itself in the space between, a space that Sea Shepherd occupies.

Conclusion

The current CIMSEC discussion on the nature of piracy and non-state navies is part of a larger dialogue on a range of DoD responses to piracy that are already underway. In her recent book, Rosa Brooks introduces many underlying questions that go beyond the definition of a Navy. One question is how deeper civil-military integration will occur as more “soft power” missions are undertaken in the future. Should the military continue to expand its activities into traditional civilian spheres, or should it re-define the laws of war to accommodate the Gray Zone between war and peace and change the way it defines the military’s role in this zone? I recommend the book as a thoughtful look at the increasingly blurred boundaries between “war” and “not-war” and the call for creative new ways to reinvent our military, to protect human dignity, and to prevent abuses of power.

The Status of Brazil’s Ambitious PROSUB Program

In spite of Brazil’s political crisis, the Brazilian Navy has continued with its ambitious project of domestically constructing a new fleet of submarines, including a nuclear-powered platform. The first Scorpène-class submarine is expected to be launched in 2018, an important development though a couple of years behind schedule. However, the question remains: does Brazil require today, or will it require in the foreseeable future, an advanced submarine fleet?

The PROSUB Program

A 2009 contract between the Brazilian Navy and French conglomerate DCNS “covers the design, production, and technology transfer required for four Scorpène-class conventional submarines, and the design assistance and production of the non-nuclear part of the first Brazilian nuclear powered submarine, including support for construction of a naval base and a naval construction site.” This contract was the result of a defense agreement signed in 2008 by then-Brazilian President Luiz Inacio Lula da Silva and his French counterpart, then-President Nikolas Sarkozy. This project is known as the Submarine Development Program (Programa de Desarrollo de Submarinos; PROSUB).

At the time of this writing, SBR-1 Riachuelo (S-40) is nearing completion as it is expected to be launched in 2018 and delivered to the Navy in 2020. The next submarine, SBR-2 Humaitá, will be launched in 2020, while SBR-3 Tonelero (S-42) and SBR-4 Angostura (S-43) are scheduled to be completed by the early 2020s.

It is worth stressing that the Brazilian Navy is particularly interested in learning how to manufacture the submarines domestically, rather than relying on DCNS to construct and assemble the submarines abroad. For example, in July, the Brazilian company Nuclebras Heavy Equipment (Nuclebrás Equipamentos Pesados; NUCLEP) delivered the stern section of Humaitá to Itaguaí Construções Navais (ICN) which is assembling the platform in Rio de Janeiro. According to IHS Jane’s Defense Weekly, “the submarine’s hull has been divided into five sections and to date … four sections of SBR 2 [have been delivered]. The final one is scheduled to be delivered in November.”

As for the nuclear submarine SN-BR Alvaro Alberto (SN-10), the Brazilian Navy’s PROSUB webpage reports that it is still in the developmental phase and that actual construction will commence in 2017 and be completed by 2025. “The transfer [of the submarine] to the Navy is expected to take in 2027,” the Navy explains.

A word should be said about the status of the shipyard, also part of PROSUB, since the Navy wants the capacity to construct more of these platforms in the future. To this end, a 750,000 square meter complex is under construction in the municipality of Itaguaí (Rio de Janeiro). In 2013, the Metal Structures Manufacturing Unit (Unidade de Fabricação de Estruturas Metálicas; UFEM) was inaugurated, with then-President Dilma Rousseff in attendance. Among other tasks, UFEM will manufacture the metal hull structures of the platforms.

The DCNS and Other Issues

It is necessary to highlight that the construction of these platforms has not been a smooth ride. A 1 March 2013 article by Reuters reported that “the first conventional submarine [will be completed] in 2015 and the nuclear-powered submarine will be commissioned in 2023 and enter operation in 2025, the Brazilian Navy said in a statement.” The timetable was perhaps too ambitious as the first submarine Riachuelo is now scheduled to be launched in 2018, three years later than originally reported. Similarly, the nuclear platform is now expected to be ready by 2025, not 2023. Part of the reason for the delay has to do with the country’s recent economic crisis which has affected the budget of governmental agencies, including defense.

Due to space considerations, we cannot provide a full account of Brazil’s political crisis over the past year with regards to the Lava Jato revelations. Nevertheless, it is important to note that the Brazilian conglomerate Odebrecht, which is involved in PROSUB via its ICN unit, has been implicated in the scandal. (Ret.) Admiral Othon Luiz Pinheiro da Silva, considered the father of Brazil’s nuclear program and a major supporter of the nuclear submarine (see his biography in Togzhan Kassenova’s commentary Turbulent Times for Brazil’s Nuclear Projects) has also been implicated in illicit activities. He was sentenced to 43 years in prison this past August for corruption and money-laundering. While PROSUB itself has survived the recent crises, these scandals raise the question whether there will be new allegations of illegal activities surrounding the construction of these platforms in the near future.

The other problem with PROSUB is that sensitive information about the Scorpène-class subs may be out in the open as DCNS has suffered a massive intelligence leak. This past August, the Australian daily The Australian published documents which “detail the secret combat capability of six Scorpène-class submarines that French shipbuilder DCNS has designed for the Indian Navy.” According to reports, the DCNS leak includes more than 22,000 pages about the Indian platforms.

Regarding this incident, Brazilian Rear Admiral Flavio Augusto Viana published a letter stating that “the Brazilian submarines were designed along specifications made by the Brazilian Navy, which means that there are differences between our submarines and those of other countries.” Therefore, the Brazilian Navy, “does not foresee any impact on the construction of the SBR.” The author is not qualified to compare the Brazilian and Indian Scorpène-class subs, however it is likely that there are some general similarities between the two models.

At this point it is worth remembering the words of Admiral Eduardo Leal Ferreira, commander of the Brazilian Navy, who spoke at a recent 26 September event entitled “Addressing Challenges in the Maritime Commons” at the National Bureau of Asian Research. An article written by the author for IHS Jane’s Defense, quotes Admiral Ferreira stating that the PROSUB program is the Navy’s main priority, followed by upgrading the fleet’s frigates, and then repairing the Sao Paulo(A-12) carrier. In other words, PROSUB, in spite of delays, budget issues and other incidents, will continue.

Discussion

Given that PROSUB is well underway and by next decade we will see a modern, domestically constructed, Brazilian submarine flee. The question is: why does Brazil need these platforms?

The standard reason is for Brazil to monitor and protect its 7,500 kilometers of coastline and vast maritime territory, including its natural resources (the discovery of underwater oil reserves is an often-mentioned fact), from domestic and foreign threats. In his remarks for NBAR, Admiral Ferreira added that the Atlantic Ocean is an open ocean, not a closed sea, so Brazil requires a blue water navy, hence the importance of the submarine and aircraft carrier program. The admiral also highlighted the necessity to have freedom of navigation, implying a blue water navy is necessary, “so when there are problems in the South China Sea or the East China Sea or wherever, we won’t be affected.”

This author argues that Brazil does not have any major inter-state issues that would make the submarines, a platform suitable for conventional warfare, necessary. The reality of South American geopolitics is that Brazil’s relations with its 10 neighbors, including one-time competitor Argentina, remain quite cordial. Hence, the possibility that a regional state would attempt to aggressively take control of part of Brazil’s exclusive economy zone is too remote to realistically contemplate.

Additionally, while Brazil has pursued the submarine program (among other platform acquisition projects), this has not sparked a regional arms race for fear of an “imperialist” Brasilia trying to take over a neighbor’s territory. In other words, regional states do not appear threatened by Brazil’s PROSUB program, highlighting the current status of regional geopolitics and the general success of confidence building mechanisms (for example Brazil has a constant presence in regional military exercises, such as hosting UNITAS Brasil 2015 and serving as the deputy commander for PANAMAX 2016 – Multi-National Forces-South), which make the possibility of inter-state warfare remote in this region.

Likewise, there is little chance that an extra-regional power will deploy a fleet to Brazilian waters a la Spanish Armada to take over its oil platforms. While it is true that the U.S. did send a fleet, led by the USS Forrestal, to support Brazil’s military coup in 1964, bilateral, regional and global geopolitics are not the same as five decades ago.

Without a doubt, Brazil deserves a well-equipped and modern navy that can address its 21st century challenges, protecting its maritime territory, particularly the offshore oil platforms, and cracking down on maritime crimes like drug trafficking (or other types of smuggling) or illegal fishing. However, this author argues that submarines are hardly the appropriate platforms for these tasks. A fleet of oceanic patrol vessels (OPVs) along with a robust air wing would be more suitable for coastal and oceanic patrol, including the interdiction of suspicious vessels.

Final Thoughts

In his September remarks at NBAR, Admiral Ferreira explained the need for Brazil to possess a blue water Navy in case of a hypothetical armed conflict in the South or East China Seas. This author has not found a direct correlation between the two issues: if an incident took place, would Brazil need to deploy its platforms to the open seas in defense of freedom of navigation? While the Admiral’s statement is not clear, the wider goal is to obviously increase the power projection of the Brazilian Navy by making it a blue water navy. This explains PROSUB’s priority, as this will be a major source of pride regarding the country’s naval capabilities, including the ability to manufacture these platforms.

Additionally, Admiral Ferreira highlighted that the Brazilian Navy is a dual-purpose navy as “we are not just a war-fighting Navy like the U.S., we have other collateral tasks, we are coast guard, we are maritime authority for safety of the sea [and] we have lots of tasks in the Amazon basin.” Indeed, the Brazilian Navy has a variety of tasks. However, the question remains if a fleet of four Scorpène-class submarines and one nuclear-powered submarine are the ideal platforms to carry out these duties when OPVs and frigate-type platforms (which the Navy is upgrading) are more suitable for these tasks.
