The logistical side to the US Pivot to the Pacific. One of the aspects not often discussed of the US “Pivot to the Pacific” is that it is not just combat forces (US Army, US Air Force, US Navy and US Marine Corps) moving, but also the Military Sealift Command, which constitutes the cornerstone of logistical support for US operations all over the world. Just to get an idea of its size, if this command’s ships belonged to another nation they would be the fourth-largest navy in the world. As a consequence, NATO European members must reinforce their logistical capabilities.

The best-prepared naval forces to achieve this are the Royal Navy (the Royal Fleet Auxiliary, to be more precise) and France’s Marine Nationale. Germany is beginning to boost her global-scale force projection capabilities, limited to date due to well-known historical reasons. Now, the economic crisis and ensuing budget cuts are providing added impetus to the development of shared capabilities. While there is a growing pressing to achieve this, it is nothing new. For example, we can mention the United Kingdom and the Netherlands as a model of force integration, with their UK/NL Landing Force. By the way, there is a Catalan angle to this. Anglo-Dutch cooperation in amphibious operations dates back to the 1704 landing in Gibraltar, where a 350-strong Catalan battalion under General Bassett also took part. Therefore, should a future Catalan contingent join the UK/NL Landing Force, they would just be coming back home. Another significant example are the three Baltic Republics, which combine their naval forces in the BALTRON (Baltic Naval Squadron).

Barcelona and Tarragona Harbours: two key dual-use infrastructurs in the Western Mediterranean. When we talk logistics, one of its key elements are ports. It is precisely when countries are pondering how to cut costs that the concept of dual-use infrastructures comes to the fore. In this area, the ports of Barcelona and Tarragona can make a much greater contribution that they do at present. Right now, other than the occasional port visit by the US and other Allied navies, they are not the permanent home of any Spanish Navy unit. Furthermore, despite healthy growth in terms of tonnage, much of their necessary connecting infrastructure remains incomplete. In particular, a European gauge connection to the French railway network. However, in addition to featuring in plans for a future Catalan Navy, they could also become an strategic asset for NATO, being home to a portion of the Atlantic Alliance’s logistical units in the Mediterranean Theatre.

It is not just a matter of size. Both infrastructures are located in areas sporting a concentration of industry and transportation links. These links must certainly be improved, in line with the EU’s 2013 decision to confirm the “Mediterranean Corridor” as a key element of the Old Continent’s transportation networks. This label refers to a railroad transportation axis connecting cities and ports along the Spanish southern and eastern seaboards to France. Since most EU member states also belong to NATO, there is no reason to expect any discrepancy between the two organizations when it comes to the logistical map of Europe.

The benefits on the civilian economic front of completing this infrastructure have already been explained at length by myriad economists, such as for example Ramon Tremosa, currently serving as member of the European Parliament, who has written extensively on the project and worked hard as a lawmaker to see it come to fruition. This explains the support of the French Government and the European Commission, which have rejected alternative proposals to drill a tunnel in the Central Pyrenees, connecting Spain and France through the Aragon region. From a naval logistics perspective, this alternative plan would not have benefited NATO and allied navies to the same extent, since it would have meant bypassing Tarragona and Barcelona. The benefits of the “Mediterranean Corridor”, on the other hand, also extend to the field of defense. For example, should NATO’s Response Force (NRF) need to project one of its battle groups in a crisis scenario, we may ask ourselves whether Toulon, Marseilles, and Naples harbors would suffice. While it would not be impossible, it may make it harder to label it a rapid-reaction force.

The Pivot to the Pacific rests on a strong NATO and a secure Mediterranean. The US Pivot to the Pacific, and more widely the growing coordination among the maritime democracies in the Indian-Pacific Ocean Region, are based on the assumption that the Mediterranean will be secured by NATO. Thus, any move reinforcing security in this body of water has a direct, positive, impact on the struggle for the rule of law at sea in the Indian-Pacific Region. A struggle, let us be realistic about it, that is surely to be bitterly tested in the future ahead. As a historical reminder of the connection between the two regions, we may mention the failed British strategy to defend Singapore. Built at a time of scarce resources, the naval base was supposed to provide the necessary facilities for a strong naval and air force to be moved in the event of a crisis, without the expense involved in a permanent presence. However, the need to protect home waters, the Atlantic, and the Mediterranean, meant that all that London could send were HMS Prince of Wales and HMS Repulse, sunk by Japanese land-based naval aircraft in the South China Sea in the opening days of the Second World War in the Pacific.

Conclusions. Barcelona and Tarragona are key dual-use facilities in the Western Mediterranean, whose naval logistical potential to date has not been fully exploited. Their worth will multiply once the “Mediterranean Corridor”, backed by Paris and Brussels, is completed. Their potential contribution to NATO is growing as pressure on defense budgets forces countries to get as much bang for the buck as possible, and as moves to reinforce the Indian-Pacific Ocean Region make it imperative to fully secure the Mediterranean.

CNO’s 30-Year Shipbuilding Strategy Reflects Lessons of his Favorite Book

Armchair Admirals and defense analysts alike lit up the blogosphere when President Obama first announced the strategic “Pivot” from Mid-East counterinsurgency operations to the Pacific, with visions of Surface Action Groups, Carrier Battle Groups, and Amphibious Task Forces the like of which haven’t been seen since former Secretary of the Navy John Lehman’s 600 Ship Navy.  Alas, the CNO’s vision of that Pivot leaves many feeling like the victims of a Jedi Mind Trick: “This isn’t the Fleet you’re looking for.” 

Afloat Forward Staging Bases (AFSBs), Joint High Speed Vessels (JHSVs), Mobile Logistics Platforms (MLPs), and Littoral Combat Ships (LCS) will never be mistaken for surface combatants; however, they represent the product of a refined understanding of what wars we are likely to fight in the future, and a sabermetric analysis of what it takes to win the peace in the Pacific—presence, lift, and command and control (C2).  While facing significant fiscal constraint, by focusing acquisitions on affordable platforms capable of persistent presence in uncontested waters and afloat forward basing of expeditionary / special operations forces, Admiral Greenert is on the cusp of successfully employing strategic Moneyball in his 30-year shipbuilding plan.

According to National Security Advisor Tom Donilon, the purpose of the Pivot is:

“…strengthening alliances; deepening partnerships with emerging powers; building a stable, productive, and constructive relationship with China; empowering regional institutions; and helping to build a regional economic architecture that can sustain shared prosperity.” 

Key to achieving these strategic aims is regional stability—a stability that can only be maintained with the confidence of regional power brokers that the status quo is acceptable and not threatened.  The U.S. supports freedom of navigation and defense of its allies against rogue actors such as the Democratic People’s Republic of Korea (DPRK) through deployment of conventional naval forces such as Ballistic Missile Defense (BMD)-cruisers and destroyers.  However, these ships do not provide an optimal platform for two of our largest mission sets in strengthening alliances and partnerships: Theater Security Cooperation and Humanitarian Assistance / Disaster Response (HA/DR).  Relatively low-cost, an ability to embark disparate and substantive payloads, and a capability to access littoral waters make JHSV, MLP, and LCS the optimal platforms for these missions.

In his recent book, Invisible Armies, Max Boot notes that the most prolific type of war throughout history is the insurgency.  Indeed, the last true state vs state war took place over the course of a few weeks in 2008 between Georgia and the Russian Federation, while formal insurgencies continue on every continent save Antarctica and Australia.  Since 1945 and the information/media revolutions, insurgent victory rates have increased from 29% to 40% (with caveats).  As the ability to access and broadcast information increases and fractures to different mediums, Boot hypothesizes that insurgent success rates will continue to grow; with it, insurgencies will proliferate.  The United States has spent the past decade refining our doctrine, organization, training, materiel, leadership, personnel, and facilities (DOTMLPF) to successfully implement counterinsurgency.  Having sacrificed this capability and capacity many times in the past to refocus on building large, conventional forces to engage in rare conventional combat, the Department of Defense has the chance to make a historic deviation and retain some of that urgently needed competence.  Bottom line: insurgencies aren’t going away anytime soon, and neither should naval ability to support counterinsurgency operations.

There exists a myth of “credible presence” in some corners of naval strategy.  This myth devalues the “sabermetrics” of presence, lift, and C2 for more traditional metrics of large-caliber guns, vertical launch cells, and radar dB.  Purveyors of the myth believe that absent a Mahanian armada capable of intimidating the People’s Liberation Army (Navy) to never leave their inshore territorial waters, our presence operations aren’t ultimately successful.  The myth operates under the false portrayal of the People’s Republic of China as a monolith, the same fallacy with regards some of our recent adversaries—Ba’athists, Islamists, and Communists.  The PRC and the U.S. conduct over $500 billion in trade annually, much of that through PLA and PLA(N) companies that would stand to lose their financial backing should a shooting war break out between the U.S. and PRC—an undesirable outcome despite the testy rhetoric of select PLA generals and colonels.  The question is not how to win a war with the PRC—I am confident that we can do that, albeit painfully.  The question that should drive our acquisitions in the Pivot is “how do we win the peace?”

The capability and capacity of JHSVs, MLPs, and LCSs to successfully conduct afloat forward staging and presence operations has been demonstrated by their respective ship class predecessors both operationally (Philippines, Africa Partnership StationSouthern Partnership Station, Somalia) and in exercises (Bold Alligator, Cobra Cold).  By focusing acquisitions on these platforms, we stand a greater chance of building on both our presence and afloat forward-staging capability/capacity.  While the Air-Sea Battle and its high-end carriers, cruisers, destroyers, and amphibious task forces is an essential strategy to deter armed aggression by China, the CNO is playing Moneyball to win the peace at a bargain price.

Law of the S.E.A.

With the recent statements from U.S. Secretary of Defense Panetta and the U.S. Chairman of the Joint Chiefs of Staff (CJCS) advocating the ratification of the three decade-old UN Law of the Sea Convention (UNCLOS), it is clear that U.S. policy will continue to support a cooperative approach to maritime security.  Besides Secretary Panetta’s detailed justification for UNCLOS in providing “economic jurisdiction” and a seat at the table (sans hypocrisy) for future international maritime dispute resolutions, UNCLOS supports freedom of navigation and access to the global commons (unless restricted by historical treaties such as the Montreux Convention).

UNCLOS ratification enshrines the principles of freedom of navigation and access, thereby strengthening the U.S. position in the pacific region and the U.S. pivot to South East Asia (S.E.A.). Ratification supports future S.E.A. diplomatic developments through its focus on the region’s most prominent domain.  Maritime territorial claims continue to inflict tension in S.E.A. and with UNCLOS as the primary legal guidance, the U.S. would be forced to stay on the diplomatic sidelines for a multilateral discussion without ratification.  Yet, U.S. accession and ratification would result in isolation and a decline in future cooperation with those remaining maritime countries that have maintained disputes over UNCLOS and chose not to accept or ratify it, namely:

Cambodia, Colombia, Democratic People’s Republic of Korea, Ecuador, El Salvador, Eritrea, Iran, Israel, Libya,  Peru, Syria, Timor-Leste, Turkey, United Arab Emirates, Venezuela [1] 

Despite the advantages Secretary Panetta and other U.S. advocates cite for the international maritime legal framework and global commons access rights (including the Arctic), the U.S. and other non-ratifying countries have long since acknowledged various negative aspects of the convention: increased non-local environmental policies, International Seabed Authority fees and taxes, international eminent domain grabs of intellectual property (to share new technology used in exploiting the economic opportunities of the expanded maritime domain), and the perception of a requirement to suspend all military-related actions while conducting innocent passage.

In order to fully address the impact of UNCLOS ratification to S.E.A. regional stability, countries such as the U.S. must weigh the finer points of the treaty and second-order effects its ratification might bring.  As a new signatory, would U.S. diplomatic relations with Turkey and Israel now hinge on ignorance of Greece and Cyprus maritime boundary and Exclusive Economic Zone claims?  As U.S. businesses continue to explore deep sea beds, would the U.S. concede to limited exploitation and research of (traditionally unquestioned) U.S. bodies of water by an international consensus?  How would the U.S. discuss future fish stock trade with South American countries concerned with migratory fish locations beyond 200nm?  Perhaps the U.S. pursuance of UNCLOS to support the pivot to the Pacific truly outweighs these other non-vital diplomatic considerations, but I can’t stop wondering if by doing so, the U.S. may cause yet another pivot among its allies.

 

Mission First, Capabilities Always

 

My esteemed colleagues Kurt Albaugh and Matt Hipple made some interesting arguments about the U.S. Navy’s Littoral Combat Ship (LCS) in the past two days, although I disagree with each in different ways. At the risk of drowning our readers in the LCS debate, I’m going to make some brief remarks of my own and defer my own full analysis until I’m conflict-of-interest free, just so we can get it out of our system.

 

Mr. Albaugh highlighted a lot of good points about LCS. LCS is not meant to be the concept vessel formerly known as streetfighter and does a good job fulfilling a lot of low-intensity missions and niche combat roles. A less-threatening platform makes it easier to operate with partners in places like Africa, where cooperative engagement is more law-enforcement focused. And, as the Chinese and Philippine navies demonstrated by pulling out in favor of civilian vessels in the Scarborough Shoal, low-end ships can help ease tense stand-offs and prevent misunderstandings from escalating into conflicts. Few would like to see the U.S. and China in a dust-up, so there are benefits to be gained from the U.S. demonstrating to its partners a commitment to peacefully resolving maritime incidents.

 

However, I disagree with the argument that forward deploying only weak vessels will prevent China from hostility. As commentor Chuck Hill noted, being inoffensive does not always prevent aggression. In dealing with state actors like China with a “Realist, zero-sum view of the world,” more capability is likely a greater deterrent of aggression than a perception of weakness. While deploying only low capability ships in sensitive areas would limit China’s ability to claim a menacing U.S. naval presence as pretext for action, it would not prevent China from taking that action.

 

In addition to soft power missions like Pacific Partnership and America’s commitment to its value system, the influence the U.S. maintains in the Asia-Pacific region is in large part derived from its partners’ perceptions of defense assistance credibility. In a region with a rising power with uncertain intentions, purposefully choosing weakness lessens the United States’ influence with friends and potential foes alike.

The good news is I continue to disagree with Mr. Albaugh. LCS can actually be used as an offensive asset, clearing the way for power projection. And I disagree with Mr. Hipple that the ship was designed without a purpose or strategy in mind. The very example of China’s focus on anti-access/area-denial (A2/AD) capabilities are what drove LCS’ design. The three official mission packages – anti-submarine warfare, surface warfare, and mine-countermeasures – are all meant to fill counter-A2/AD capability gaps. And the ship itself, with its shallow draft, is meant to open access to U.S. forces in precisely that area of congested waters, the littorals, where most hostilities are expected to take place. This is the reason just purchasing multiple HSVs, as Juramentado and Mr. Hipple suggested, would not work. It is the same reason the National Security Cutter would not work.

 

This is not to say LCS can perform every mission of a destroyer or frigate – but that’s okay, that’s not what the Navy meant it or needs it to do. Nor is LCS perfect. Rather than risk-averse organization Mr. Hipple portrays, if anything, the Navy took too much risk on immature technologies for LCS’ mission packages, as Juramentado suggested. Budgets and politics also played a role in the program’s history. And sure, I would love to see a better anti-ship cruise missile, but this is a failing across the entire U.S. Navy, not confined to LCS. Learning from experience, capitalizing on feedback, and tweaking things like manning and mission package equipment will help.

 

There are still wrinkles in the LCS program, but a question of the role of LCS within the U.S. fleet remains only if the technologies that enable the originally intended missions do not come to fruition. That is no small wrinkle, but it is a different one than finding a strategy.
