A2AD Since ’73

The threat posed by Anti-Access/Area-Denial (A2AD) capabilities is at the core of the the U.S. Navy and Air Force’s Air Sea Battle (ASB) operational concept.  However, A2AD weapons are not new,  in particular playing an important role in the 1973 Yom Kippur War.

A2AD and the ASB Concept

The ASB operational concept defines A2AD capabilities as “those which challenge and threaten the ability of U.S. and allied forces to both get to the fight and to fight effectively once there.”  One of the main capabilities that ASB has been established to counteract and mitigate against is the “new generation of cruise, ballistic, air-to-air, and surface-to-air missiles with improved range, accuracy, and lethality” that are increasingly available to states around the world.  Figuring out ways to operate in a world in which missiles are easy to acquire and operate is extremely important to the U.S. military, since A2AD weapons “make U.S. power projection increasingly risky, and in some cases prohibitive,” threatening the very foundation upon which the ability of the U.S. military’s ability to operate at will across the globe rests upon.

Missile Warfare in the Middle East

Using A2AD weapons, particularly surface-to-air missiles (SAM), surface-to-surface missiles (SSM), and anti-ship cruise missiles (ASCM), to conduct a form of asymmetric warfare is not a new idea.   In particular, the use of missiles to counteract an enemy’s superiority in the air or on the ground was very much a part of Soviet doctrine by the 1960s.  To protect against the U.S. air campaign during the Vietnam War, Soviet missiles and personnel were extensively used by North Vietnam.  Perhaps the best example of A2AD in action, however, was the Soviet-enabled missile campaign waged by Egypt against the Israeli military during the 1973 Yom Kippur War (also known as the Ramadan War or October War).

The use of missiles formed an essential part of the plans of Egypt and Syria to win back the territories lost so precipitously during the 1967 Six Day War.  In his book the Arab-Israel Wars, historian and former Israeli President Chaim Herzog noted that:

“the Egyptians had meanwhile studied and absorbed the lessons of the Six Day War: with the Russians, they concluded they could answer the problem of the Israeli Air Force over the battlefield by the creation of a very dense “wall” of missiles along the canal, denser even that that used in North Vietnam.  The problem posed by Israeli armour was to be answered by the creation of a large concentration of anti-tank weapons at every level, from the RPG shoulder-operated missile at platoon level up to the Sagger missiles with a range of some 3000 yards and the BRDM armoured missile-carrying vehicles at battalion and brigade level.”

As part of Operation Caucasus, the Soviet Union “deployed an overstrength division” of air defense forces, with eighteen battalions each composed of SAM batteries, Anti-Aircraft Artillery (AAA), and teams equipped with Man-Portable Air Defense Systems (MANPADS).  Although technically identified as instructors, the Soviet troops actually “were dressed in Egyptian uniforms and provided full crewing for the deployed SAM systems.” Using lessons learned in Vietnam, the air defense forces along the Suez Canal were capable of  “relocating frequently and setting up ambushes for Israeli aircraft using multiple mutually supporting batteries.”  Syria also procured Soviet SAM batteries to support their part of the planned surprise attack.  In Herzog’s words, the overwhelming array of SAMs and AAA “would provide an effective umbrella over the planned area of operations along the Suez Canal” and “to a very considerable degree neutralize the effects of Israeli air superiority over the immediate field of battle.”

The Egyptians pursued a similar effort in their efforts to combat Israel’s ground forces.  Per Herzog, Israel’s “armoured philosophy” emphasizing “massive, rapidly deployed, armoured counterattack” would be faced by an Egyptian Army that had crossed the Suez Canal “equipped to the saturation point in anti-tank weapons and missiles in order to wear down the Israeli armour.” The Arab leaders were not just concerned with achieving missile dominance inside the expected battlefield along the canal, however, but also that Eyptian and Syrian aircraft could not match their Israeli counterparts “outside the range of missile surface-to-air defence systems.”  Therefore, the Soviets also provided surface-to-surface FROG and SCUD missiles capable of directly striking at Israel itself, with the hope that they could deter against Israel’s ability to attack their own capitals.

Egypt and Syria’s employment of A2AD weapons had a significant tactical impact on the war.  Estimates of the losses of Israeli aircraft vary.  Herzog stated that 102 Israeli planes were shot down (50 during the first three days), with half shot down by missiles and the other half shot down by AAA.  According to other articles, “Israeli public claims are that 303 aircraft were lost in combat,” crediting SAMs with shooting down 40 and “between four and 12 to Arab fighters.”  This means that although most Israeli aircraft may have been shot down by AAA, the “missile wall” can be credited with “denying the use of high and medium altitude airspace, driving aircraft down into the envelope of high-density AAA.”

One can argue that the lessons learned from employment of A2AD in 1973 can be overstated (after all, Israel eventually won the war, at great cost).  However, Herzog’s claim that it was “a war of great historic significance” is merited, as it “was the first war in which the various types of missiles – surface-to-surface, surface-to-air, air-to-surface, and sea-to-sea – were used on a major scale,” and that “the entire science of military strategy and technique has had to be re-evaluated in the light of” its lessons.  In particular, the Egyptians in 1973 executed what the Air-Sea Battle concept identifies as an important objective of A2AD, in which “an aggressor can slow deployment of U.S. and allied forces to a theater, prevent coalition operations from desired theater locations, or force friendly forces to operate from disadvantageous longer distances.”

If the Army’s AirLand Battle doctrine of the 1970/1980s can be seen as an intellectual precursor to Air-Sea Battle in its emphasis on “degradation of rear echelon forces before they could engage allied forces,” then the link between the 1973 Yom Kippur War and Air-Sea Battle is clear.  General William DePuy was the first commander of the U.S. Army’s Training and Doctrine Command (TRADOC) upon its establishment in 1973.  In particular, “DePuy had taken an intense interest in the reform of tactics and training, in line with tactical lessons drawn from the 1973 Arab-Israeli War.”  During the tenure of DePuy’s successor, General Donn Starry, TRADOC formulated AirLand Battle and laid the doctrinal framework for the modernization of the U.S. Army and inter-service, joint operations.

What is the Answer?

How and why Israel won the war in 1973 entails a much longer discussion possible in this particular blog post.  The solution to A2AD that the Navy and Air Force  have proposed through Air-Sea Battle “is to develop networked, integrated forces capable of attack-in-depth to disrupt, destroy and defeat adversary forces.”  The reader can decide whether those are just buzzwords and whether the A2AD threat faced by the Israelis forty years ago was an easier challenge to  overcome than what could be faced by the U.S. military today and in the future  What is clear, however, is that the notion of A2AD is not new, and was very much an important part of Soviet-supported military operations during the Cold War.

Does Seapower Pay?

Daniel Drezner is an International Politics professor at Tufts University with an informative and entertaining blog at Foreign Policy.  He recently published an article in the journal International Security asking whether “military primacy yields direct economic benefits.”

This is an important issue for seapower advocates, with organizations like the U.S. Navy traditionally claiming that American dominance at sea is part of the bedrock foundation of a smoothly running international economic system.  The 2007 Cooperative Strategy for 21st Century Seapower argues that the “maritime domain…carries the lifeblood of a global system that links every country on earth,” and that “United States seapower will be globally postured to secure our homeland and citizens from direct attack and to advance our interests around the world that relies on free transit through increasingly urbanized littoral regions.”  

The 2010 Naval Operations Concept similarly envisions U.S. naval forces that “effectively conduct the full range of maritime security operations and are instrumental in building the capacity, proficiency and interoperability of partners and allies that share our aspiration to achieve security throughout the maritime commons.”

Drezner examines three potential ways in which a state’s military primacy could provide tangible benefits:

1. Geoeconomic Favoritism: “Military preeminence” may spur private sector investment both domestically and from abroad, as “all else being equal, a country is far more likely to attract foreign capital if it is secure from foreign invasion.”

2. Geopolitical Favoritism: Weaker states may “provide voluntary economic concessions to the dominant security actor.”

3. The Public Goods Benefit of Military Primacy: Military “primacy facilitates the creation of global public goods” with “a wide range of international relations theorists” claiming “that a liberal hegemon is a necessary and sufficient condition for the creation of an open global economic order.”

The particular potential benefits of U.S. seapower in its current, globally-deployed state would most likely be realized in terms of the “Public Goods Benefit.”  The particular hypothesis which Drezner is trying to test here is whether “by acting as a guarantor of the peace in hotspots such as the Middle East and Pacific Rim, the United States keeps the international system humming along-which in turn yields significant benefits to the United States itself.”

In terms of concrete examples of how the U.S. military has secured the global economy by protecting the sea-lanes, Drezner cites naval operations in the Middle East, an area of both political instability and significant economic importance due to the need to securely ship oil out of the region as well as the recent multi-national campaign against Somali pirates.  However, he then proceeds to question whether naval or military power can be credited with minimizing energy market disruptions or defeating piracy, pointing out that “world oil markets” can be relatively resilient and are capable of adjusting to severe price changes, and that “improved private security on board” merchant shipping may have been a more important factor in the decreased threat from Somali pirates.  With his focus being military power in general, however, he does not provide a detailed discussion of seapower’s role in the global economy other than his brief discussion of oil and piracy.

Drezner claims that if “unipolarity” and military primacy worked as predicted, China should have been “pacified” by the various manifestations of U.S. policy towards the Far East as part of the the 2011 “pivot,” but instead has acted increasingly aggressive towards its neighbors.  Unaddressed in this article, yet probably at the top of the list of factors impacting and/or justifying continued U.S. naval hegemony in the Pacific, is the tangible impact of growing Chinese strength afloat.  It is often assumed by China-phobes that a China with a strong navy acting assertively in regards to its claims over the surrounding oceans would be bad for the international system (presumably through somehow limiting freedom of navigation in the region), hence justifying continued American military presence in the Pacific.  However, there is no empirical evidence to prove that case yet (because it has not happened), and advocates of both sides are forced to rely on hypotheticals.  Drezner has asked the right macro-level questions, but it is unclear if there is specific enough data to generate a definitive answer regarding the tangible benefits of specifically American (or Chinese) naval primacy in East Asia.

Drezner concludes that military primacy is an important resource for a Great Power, but that “military preeminence” alone  does not produce “significant economic gains.”  Although primacy can be an “an important adjunct to the creation of an open global economy and the reduction of militarized disputes and security rivalries,” a hegemon whose economic strength is declining may not be capable of reaping the benefits of the economic system it has established and protected.

While members of the sea services or naval enthusiasts generally embrace the notion that seapower is an important element of protecting the international system and prosperity both at home and abroad as undisputed truth and gospel, the jury is still out on whether military power is always worthwhile in economic terms, and Drezner questions those often reflexive assumptions here.  In an era of budget uncertainty, the Navy needs to have good tangible answers to justify its continued existence when these types of questions are asked in the future.

A Korean Peninsula Combined Fleet

In my previous entry on the U.S.-ROK naval strategy after the OPCON, I argued for a combined fleet whereby the U.S. and ROK Navies, together with the Japanese Maritime Self-Defense Force (JMSDF), may share their unique resources and cultures to develop flexible responses against future threats by Kim Jŏng-ŭn. Since I have been getting mixed responses with regards to the viability of the aforementioned proposal, I felt compelled to flesh out this concept in a subsequent entry. Here, I will examine command unity and operational parity within the proposed combined fleet.

First, as Chuck Hill points out in his response to my prior entry, should the three navies coalesce to form a combined fleet, the issue of command unity may not be easily overcome because “[w]hile the South Korean and Japanese Navies might work together under a U.S. Commander, I don’t see the Japanese cooperating under a South Korean flag officer.” Indeed, given the mutual rancor over historical grievances, and the ongoing territorial row over Dokdo/Takeshima Island, both Japan and the ROK may be unwilling to entertain this this arrangement. However, this mutual rancor, if left unchecked, could potentially undermine coherent tactical and strategic responses against further acts of aggression by Kim Jŏng-ŭn. It is for this reason that Japan and the ROK should cooperate as allies if they truly desire peace in East Asia.

So how can the three countries successfully achieve command unity within the combined fleet? One solution would be for an American admiral to assume command of the fleet. However, while it is true that the ROKN and the JMSDF have participated in joint exercises under the aegis of the U.S. Pacific Fleet, this arrangement would stymie professional growth of both the ROKN and JMSDF admirals who lack professional expertise comparable to their American counterparts. In particular, given that ROKN admirals will assume wartime responsibility for their fleets after the 2015 OPCON transfer, such arrangement would be unhealthy for the ROKN because it would only lead to further dependence on the U.S. Navy.

Instead, a more viable solution, as Hill suggests, would be for the three navies to operate on a “regular rotation schedule…with the prospective commander serving as deputy for a time before assuming command.” This arrangement would somewhat alleviate the existing tension between the ROKN and JMSDF officers. Furthermore, the rotation schedule may serve as an opportunity for ROKN and JMSDF admirals to prove their mettle as seaworthy commanders.

One successful example that demonstrates the efficacy of the above proposal is the ROKN’s recent anti-piracy operational experience with the Combined Task Force (CTF) 151 in the Gulf of Aden from 2009 to the present. In 2011, ROKN SEALs successfully conducted a hostage rescue operation against Somali pirates. ROKN admirals also assumed command of the Task Force twice, in 2010 and 2012 respectively.[1] According to Terrence Roehrig, the ROKN’s recent anti-piracy operational experience has “provide[d] the ROK navy with valuable operational experience [in] preparation for North Korean actions, while also gaining from participating in and leading multilateral operations.”[2]

However, it should be noted that it is “unclear whether ROK counter-piracy operations [with CTF 151] had a significant deterrent effect and, if so, it [was] likely to be limited.”[3] While CTF 151 may provide a plausible model for command unity for the combined fleet concept, it does not fully address potential operational and logistical problems in the event of another armed conflict on the peninsula. Moreover, while frequent joint exercises and exchange programs have lessened operational and linguistic problems, so long as the ROKN continues to be overshadowed by the Army-centric culture and structure within the ROK Armed Forces, it cannot function effectively as a vital component of the U.S.-ROK-Japan alliance in deterring future aggression by Kim Jŏng-ŭn.

To achieve operational parity within the combined fleet, I recommend the following. First, the United States could help bolster the naval aviation capabilities of both navies. The JMSDF has been expanding its number of helicopter carriers, while the ROKN is expanding its fleet of Dokdo-class landing ships, supposedly capable of carrying an aviation squadron or unmanned aerial vehicles (UAVs), in addition to its naval air wing. However, the absence of carrier-based fighter-bomber capabilities may pose problems for the combined fleet concept because it deprives the fleet of flexible tools to respond expeditiously to emergent threats. Thus, the U.S. Navy and Marine Corps could equip the two navies with the existing F/A-18E/F Super Hornets or the new F-35s.

Second, both Japan and the ROK should bolster their amphibious and special operations forces (SOF) capabilities. As the successful hostage rescue operation in January, 2011, of the crew of the Korean chemical tanker Samho Jewelry by the ROKN SEAL team demonstrates, naval SOF capabilities may provide the combined fleet with a quick reaction force to deal with unforeseen contingencies. Furthermore, amphibious capabilities similar to the U.S. MAGTF (Marine Air-Ground Task Force) may provide both the ROK and Japan with the capabilities to proactively deter and not merely react to future DPRK provocations. That the Japanese Rangers[4] have recently trained for amphibious landing with U.S. Marines, while the ROK MND (Ministry of National Defense) has granted more autonomy to the ROK Marines, can be construed as steps in the right direction. As if to bear this out, there are reports that the ROK MND plans to establish a Marine aviation brigade by 2015 to enhance the ROKMC’s transport and strike capabilities.

In this blog entry, I examined command arrangement and operational parity to explore ways in which a combined U.S.-ROK-Japanese fleet may successfully deter potential DPRK threats. Certainly, my proposal does not purport to offer perfect solutions to the current crisis in the Korean peninsula. Nevertheless, it is a small step towards achieving a common goal—preserving peace and stability which all East Asian nations cherish.

Navy Combat Information Integration

The U.S. Navy at a high level has recognized the potential value of the concept of integrating combat information from own-force tactical sensors and sensors external to the force to achieve information superiority and dominance of an adversary. However, there is little evidence of concrete action to implement this vision.

On 26 November, 2012, the Navy Strategy for Achieving Information Dominance 2013-17 was published identifying the “Integration of Combat Information” as one of its four major goals. Joint Pub 1-02 defines Combat Information as “Un-evaluated data, gathered by or provided directly to the tactical commander which, due to its highly perishable nature or the criticality of the situation, cannot be processed into tactical intelligence in time to satisfy the user’s tactical intelligence requirements.” Navy Strategy identifies the specific objective of the “integration of all source information across kill chains with outputs from all sensors in all domains accessible in time to facilitate freedom of action, targeting, and the employment of weapons, both kinetic and non-kinetic.”

In its January 2012 Report on Arleigh Burke Destroyers, (GAO-12-113), GAO reported that Navy planned to leverage offboard sensors such as Performance Tracking Support System (PTSS) to enhance performance of the DDG 51 Block III Air and Missile Defense Radar (AMDR). Navy envisioned ground and space-based sensor systems providing target cueing for AMDR. This cueing would have meant the shooter ship could be told by the off-board sensors where to look for a target, allowing for earlier detection and increasing the size of the area that could be defended by the shooter. While it is yet unclear why PTSS was cancelled last month, the concept still serves to highlight the potential benefits from integrating off-board sensor data with the ship’s own tactical sensor data and combat system.

Given OPSEC considerations, communications constraints, and especially tactical timelines this integration has to occur at the tactical level, e.g. onboard ship, and will therefore require the staff of Office of the U.S. Chief of Naval Operations (OPNAV) and Navy acquisition to bridge some long-standing institutional seams. Within OPNAV, various codes will have to agree on the concept and their roles with respect to requirements and resources. Navy acquisition will have to decide which Program Executive Office (PEO) is responsible for the acquisition of combat information integration solutions for ship classes. The long-standing situation in which PEO Integrated Warfare Systems (IWS) acquires combat systems and PEO C4I acquires C4I systems for ship classes sustains the institutional friction that has precluded implementation of integrating combat information since at least late 1978, when OUTLAW SHARK demonstrated the concept.

Articulating visions, goals, and objectives is valuable but relatively painless. The heavy lifting is in the institutional change that is necessary to solve problems and exploit opportunities. To quote Machiavelli: “There is nothing more difficult to take in hand, more perilous to conduct, or more uncertain in its success than to take the lead in the introduction of a new order of things.”
