Surface Warfare: Taking the Offensive

I am indebted to the leadership of CIMSEC for providing a platform for me and senior members of my team at OPNAV N96 to lay out for readers key parts of our vision for the future direction of Surface Warfare. Captain Jim Kilby started it off with “Surface Warfare: Lynchpin of Naval Integrated Air/Missile Defense”, and Captain Charlie Williams followed up with “Anti-Submarine Warfare (ASW) – The Heart of Surface Warfare” and “Increasing Lethality in Anti-Surface Warfare (ASUW)”.   Both of these officers were recently selected for flag rank, and the Surface Force could not be more fortunate. Their years of fleet experience in these mission areas uniquely qualify them to lead our force in the future. Together with our continuing mastery of land attack and maritime security operations, the three operational thrusts they describe a Surface Force that is moving from a primarily defensive posture to one on the offense. This is an exciting development, and I want to spend a few paragraphs reinforcing their messages.

The single most important warfighting advantage that the U.S. Navy brings to the joint force is the ability to project significant amounts of combat power from the sea, thousands of miles from our own shores on relatively short notice and with few geopolitical restraints. No one else can do this, and for the better part of two decades, our ability to do so was unchallenged. Without this challenge, our mastery of the fundamentals of sea control—searching for and killing submarines, over the horizon engagement of enemy fleets, and long range air and missile defense—diminished, even as the world figured out that the best way to neutralize this power projection advantage was to deny us the very seas in which we operate.

Surface Warfare must “go on the offensive” in order to enable future power projection operations. I call this “offensive sea control” and it takes into consideration that in future conflict, we may have to fight to get forward, fight through our own lines, and then fight to stay forward. Pieces of ocean will come to be seen as strategic, like islands and ports, and we will offensively “seize” these maritime operating areas to enable further offensive operations. Put another way, no one viewed the amphibious landings in the Pacific in WWII as “defensive”; there was broad understanding that their seizure was offensive and tied to further offensive objectives. It is now so with the manner in which we will exercise sea control.

What does this mean to fleet Sailors? It means that we have to hit the books, dust off old TACMEMOS and begin to think deeply again what it means to own the inner screen against submarines, to hunt down and destroy adversary surface vessels over the horizon, and to tightly control the outer air battle. We need to study the threats and devise new tactics designed to counter them. We need to master the technology that is coming to the fleet—Navy Integrated Fire Control (Counter Air), or NIFC-CA; the Air and Missile Defense Radar (AMDR); the SQQ-89 A(V)15 ASW Combat System; the LCS ASW Mission Module; the introduction of the Griffin missile in the PC class; new classes of Standard Missiles; Rail Gun; Directed Energy. We will need to use these systems and then do what Sailors always do—figure out ways to employ them that the designers never considered.

Going on the offensive is a mind-set, a way of thinking about naval warfare. It means thinking a good bit more about how to destroy that than how to defend this. Don’t get me wrong—we will still need to be able to defend high value units, amphibious forces, convoys, and logistics—but we will increasingly defend them by reaching out and destroying threats before those threats are able to target what we are defending.

We are moving to a concept of dispersed lethality in the Surface Force, one that presents an adversary with a considerably more complex operational problem. It will not be sufficient to simply try to neutralize our power projection forces. While these will be vigorously defended, other elements of the surface force will act as hunter/killer groups taking the fight to the enemy through the networked power of surface forces exercising high levels of Operational Security (OPSEC) and wielding both lethal over-the-horizon weapons to destroy adversary capabilities and sophisticated electronic warfare suites to confound adversary targeting. Especially in the Pacific, vast expanses of ocean will separate the carrier air wing from dispersed surface operations, so the paradigm of the past few decades that suggested the carrier would provide strike assets to supplement the Surface Force is no longer valid. We will leverage air wing capability, but we will not be dependent upon it.

Working in tandem with shore-based maritime patrol aircraft and our organic helicopters, we will seek out and destroy adversary submarines before they threaten high value units or fielded forces. Bringing together the networked power of surface IAMD forces and the mighty E-2D, we will dominate the outer air battle, eliminating threats to the force at range. The Surface Force will seize strategic “maritime terrain” to enable synchronized follow-on operations.

Those who may ask how the current fiscal environment impacts this vision, my answer is that it does so substantially. We will be forced to favor capability over capacity. We will favor forward deployed readiness over surge readiness. We will continue to invest in forward-looking capabilities through a strong science and technology/research and development budget, while ensuring we accelerate those promising technologies closest to fielding and most effective in advancing our offensive agenda.

We will posture more of the force forward, and more of it in the Pacific. While the total size of the fleet will likely decline if current conditions continue, more of it will be where it needs to be, it will be more effectively networked over a larger more dispersed area, and it will be equipped with the weapons and sensors necessary to enable this offensive shift.

I am bullish on Surface Warfare, and you ought to be too. I look forward to continuing this dialogue on the Renaissance in Surface Warfare, and I am proud to be part of the greatest Surface Force in the greatest Navy the world has ever known!

100 Years Ago: Veracruz 1914 (Part 1)

This April marks the 100th anniversary of one of the strangest episodes in the history of the U.S. Navy and Marine Corps, the mostly forgotten 1914 occupation of Veracruz.

A relatively minor event during the lengthy and violent Mexican Revolution, it is also overshadowed by another American armed intervention in Mexico, the 1916 “Punitive Expedition” led by General John Pershing in pursuit of Pancho Villa.  The Veracruz occupation is remembered, if at all, for the embarrassingly large quantity of medals awarded to its participants, and as one of the numerous “small wars” conducted by the Marine Corps in the late nineteenth and early twentieth centuries.

The roots for the 1914 occupation of Veracruz started a few years earlier, in the chaos caused by the Mexican Revolution.  Porfirio Díaz had ruled Mexico as a dictator since the 1870s (re-elected as President through periodic sham elections), but was finally forced from office in 1911 in the face of an opposition coalition that represented the whole spectrum from liberals to warlords and bandits.  His successor, the aristocratic but principled liberal Francisco Madero, was soon overthrown and murdered during a 1913 coup led by General Victoriano Huerta, who proceeded to declare himself President.

The U.S. first began creeping towards possible military intervention in Mexico in 1911, with President Taft instructing the Army to create a “Maneuver Division” for use in potential contingencies south of the border.  Madero’s death during the Ten Tragic Days (La Decena Trágica) of February 1913, weeks before Woodrow Wilson’s inauguration following his defeat of both Taft and Theodore Roosevelt in the 1912 election, resulted in the deployment of U.S. Navy ships to ports on both the east and west coasts of Mexico to observe the situation and protect American citizens and interests.

A month later, in March 2013, Venustiano Carranza established the “Constitutionalist” opposition to Huerta’s government by bringing together another coalition of liberals, regional leaders, and warlords/bandits.  By the next spring, Constitutionalist forces had made their way to the vicinity of Tampico, where there was a substantial American presence (mostly due to Tampico’s central role in the Mexican oil industry).  Rear Admiral Henry T. Mayo commanded the U.S. Navy forces offshore Tampico.

The direct cause of the U.S. seizure of Veracruz was enabled by the convergence of the U.S. Navy and Constitutionalist army on Tampico.  On 9 April 1914, personnel from USS Dolphin were mistakenly and briefly detained by Mexican soldiers (Federales loyal to Huerta) while buying fuel from a warehouse along the river near the front line between the two opposing Mexican armies.  Although the Mexican General in command of Huerta’s forces quickly released the American sailors and apologized, Mayo would only be appeased by the Mexicans giving a 21-gun salute to the U.S. flag after it was raised ashore in Tampico; a stipulation that would be unacceptable to any Mexican patriot.

In the following days, tensions were also raised by additional minor insults to U.S. honor, including the arrest of a “mail orderly” from USS Minnesota ashore in Veracruz, and the detention of a courier working for the embassy in Mexico City.  In response, on 14 April, President Wilson, whose personal and political distaste for Huerta and his manner of assuming power in Mexico was well known, ordered that the entire Atlantic Fleet immediately proceed from Norfolk to Mexico’s Gulf coast.

By 20 April the stakes had been raised even higher, as the President secretly informed a small group of Congressional leaders that he had been informed by the U.S. consul in Veracruz that a shipment of arms for Huerta’s army was on its way to Veracruz onboard a German cargo ship, Ypiranga.  Although Wilson wished to ask for congressional authorization for the use of force against Mexico, he did not wish to publicly disclose his knowledge of the Ypiranga shipment.

Later that night, Secretary of the Navy Josephus Daniels (most historically notorious for outlawing drinking onboard Navy ships) sent a warning order to Rear Admiral Frank F. Fletcher, commander of the ships off Veracruz, to “be prepared on short notice to seize customs house at Vera Cruz.  If offered resistance, use all force necessary to seize and hold city and vicinity”   The following morning, Fletcher received the order from Daniels to “Seize customs house.  Do not permit war supplies to be delivered to Huerta government or any other party.”

US Secretary of the Navy Talks LCS, Partnerships, and the Future of the USN

Last Friday the Secretary of the Navy, the Honorable Ray Mabus, participated in the latest Military Strategy Forum discussion organized by the DC-based Center for Strategic and International Studies (CSIS). Ever vigilant, CIMSEC dispatched a fearless one-man delegation to the discussion. Below are some of the highlights of the event with the SECNAV.

With a few topics off the table, including the situation in Ukraine and the ongoing fiscal year 2015 budget negotiations, the central theme of the discussion revolved around the Littoral Combat Ship (LCS) and its future. In contrast with the speech made by the Secretary of Defense on 24 February, the SECNAV presented a more optimistic view of the contested vessel design and its prospects. By 2016, four LCS are expected to be on extended deployment. The Secretary further argued that the LCS should continue to be built through the current five-year defense plan, and, once complete, that further decisions should be taken based on the ship’s record, taking in account the costs of replacing it. As the LCS is only now beginning operational tests, there is no reason why the next flight of the LCS should not be modified. The Secretary cited the example of the subsequent flights of the DDG 51 and the Virginia class attack subs, which differ greatly from the original design. However, if modifications ultimately prove inadequate, the LCS will have to be replaced.

The second topic of discussion centered on the future of the U.S. Navy’s ‘Rebalance to the Pacific.’ The branch plays a crucial role, as it can brings presence and capabilities to regions in a way that the Army or Air Force cannot without more permanent basing or training agreements. However, according to the SECNAV, in order to ensure presence the Navy needs four elements: People, platforms, power, and partnerships. All are important, but none more so than partnerships. The United States relies on information provided by its partners, and fused from a variety of sources. That requires constant communication, relationships, trust, and familiarity. It is therefore crucial that the United States should reassure its partners in the Asia-Pacific that its rebalancing towards the region is real. To this end, the share of the fleet in the Pacific will increase from 55% to 60% by the end of the decade, and the contingent of Marines in Darwin, Australia, will grow to 1000 over the course of this year. Significantly for those keeping an eye on Washington’s rebalancing to the Pacific, the SECNAV emphasized that their role will not be restricted to training with Australian forces, but will include greater engagement in that part of the world.

The third, and perhaps key, point of Friday’s event focused on the future of the U.S. Navy in general, along with the sustainability of its current size and operational capacity. Secretary Mabus is convinced that the Navy’s size will reach 300 ships by the end of the decade, and that once reached the number will be sustainable. He did, however, add that the era of unlimited budgets, common a decade ago, has come to an end. Despite emerging constraints, he believes a combination of measures can cut costs and keep a 300-ship Navy afloat in the long term. This includes relying on mature technology (and crucially, not forcing expensive immature tech on new ships), disciplining requirements to keep them somewhat constant, fixed-price contracts, greater transparency in procurement, and relying on stable and tested designs. Here, the decreasing prices of the Arleigh Burke-class destroyers was cited as an example to emulate; as an increase in bids from two to three ships per year cut unit costs, without sacrificing quality. Other measures include increasing the share of biofuel used by Navy ships, for which the branch is cooperating with the Department of Agriculture and the Department of Energy. Here, the U.S. “fracking revolution” will likely not prove much help, as oil and gas are globally traded commodities. Every time the price of oil increases by a dollar, it ends up costing the Navy and the Marine Corps another 30 million. The Navy hopes that at least half of all fuel used will be biofuel by 2020. Four biofuel companies are set to provide 163 million gallons, priced at 4 dollars a gallon. Although not expanded upon at the event, this initiative forms part of the “Farm to Fleet” program unveiled in December 2013. Although designed to contribute to America’s energy security, provide jobs to rural communities, and ensure a supply of low-cost fuel for the Navy, the program has already proven controversial due to its mounting costs, amounting to hundreds of millions of dollars.

Cost-cutting measures will become increasingly important as the size of the fleet increases. A new amphibious group is set to be ready in the Pacific by 2018, providing Marines – not only those in Darwin, but all over the Pacific – with a spectrum of new options, including an improved resupply capability.

The event concluded with a few interesting tidbits, including on the need for a national debate on the upcoming – and expensive – Trident nuclear missile modernization; the deployment of laser weapons (coming into use this year); and, the F-35C (the SECNAV sees no problem with it being delayed, as the Navy was always the last in priority and the Initial Operating Capability has not changed).

A2AD Since ’73

The threat posed by Anti-Access/Area-Denial (A2AD) capabilities is at the core of the the U.S. Navy and Air Force’s Air Sea Battle (ASB) operational concept.  However, A2AD weapons are not new,  in particular playing an important role in the 1973 Yom Kippur War.

A2AD and the ASB Concept

The ASB operational concept defines A2AD capabilities as “those which challenge and threaten the ability of U.S. and allied forces to both get to the fight and to fight effectively once there.”  One of the main capabilities that ASB has been established to counteract and mitigate against is the “new generation of cruise, ballistic, air-to-air, and surface-to-air missiles with improved range, accuracy, and lethality” that are increasingly available to states around the world.  Figuring out ways to operate in a world in which missiles are easy to acquire and operate is extremely important to the U.S. military, since A2AD weapons “make U.S. power projection increasingly risky, and in some cases prohibitive,” threatening the very foundation upon which the ability of the U.S. military’s ability to operate at will across the globe rests upon.

Missile Warfare in the Middle East

Using A2AD weapons, particularly surface-to-air missiles (SAM), surface-to-surface missiles (SSM), and anti-ship cruise missiles (ASCM), to conduct a form of asymmetric warfare is not a new idea.   In particular, the use of missiles to counteract an enemy’s superiority in the air or on the ground was very much a part of Soviet doctrine by the 1960s.  To protect against the U.S. air campaign during the Vietnam War, Soviet missiles and personnel were extensively used by North Vietnam.  Perhaps the best example of A2AD in action, however, was the Soviet-enabled missile campaign waged by Egypt against the Israeli military during the 1973 Yom Kippur War (also known as the Ramadan War or October War).

The use of missiles formed an essential part of the plans of Egypt and Syria to win back the territories lost so precipitously during the 1967 Six Day War.  In his book the Arab-Israel Wars, historian and former Israeli President Chaim Herzog noted that:

“the Egyptians had meanwhile studied and absorbed the lessons of the Six Day War: with the Russians, they concluded they could answer the problem of the Israeli Air Force over the battlefield by the creation of a very dense “wall” of missiles along the canal, denser even that that used in North Vietnam.  The problem posed by Israeli armour was to be answered by the creation of a large concentration of anti-tank weapons at every level, from the RPG shoulder-operated missile at platoon level up to the Sagger missiles with a range of some 3000 yards and the BRDM armoured missile-carrying vehicles at battalion and brigade level.”

As part of Operation Caucasus, the Soviet Union “deployed an overstrength division” of air defense forces, with eighteen battalions each composed of SAM batteries, Anti-Aircraft Artillery (AAA), and teams equipped with Man-Portable Air Defense Systems (MANPADS).  Although technically identified as instructors, the Soviet troops actually “were dressed in Egyptian uniforms and provided full crewing for the deployed SAM systems.” Using lessons learned in Vietnam, the air defense forces along the Suez Canal were capable of  “relocating frequently and setting up ambushes for Israeli aircraft using multiple mutually supporting batteries.”  Syria also procured Soviet SAM batteries to support their part of the planned surprise attack.  In Herzog’s words, the overwhelming array of SAMs and AAA “would provide an effective umbrella over the planned area of operations along the Suez Canal” and “to a very considerable degree neutralize the effects of Israeli air superiority over the immediate field of battle.”

The Egyptians pursued a similar effort in their efforts to combat Israel’s ground forces.  Per Herzog, Israel’s “armoured philosophy” emphasizing “massive, rapidly deployed, armoured counterattack” would be faced by an Egyptian Army that had crossed the Suez Canal “equipped to the saturation point in anti-tank weapons and missiles in order to wear down the Israeli armour.” The Arab leaders were not just concerned with achieving missile dominance inside the expected battlefield along the canal, however, but also that Eyptian and Syrian aircraft could not match their Israeli counterparts “outside the range of missile surface-to-air defence systems.”  Therefore, the Soviets also provided surface-to-surface FROG and SCUD missiles capable of directly striking at Israel itself, with the hope that they could deter against Israel’s ability to attack their own capitals.

Egypt and Syria’s employment of A2AD weapons had a significant tactical impact on the war.  Estimates of the losses of Israeli aircraft vary.  Herzog stated that 102 Israeli planes were shot down (50 during the first three days), with half shot down by missiles and the other half shot down by AAA.  According to other articles, “Israeli public claims are that 303 aircraft were lost in combat,” crediting SAMs with shooting down 40 and “between four and 12 to Arab fighters.”  This means that although most Israeli aircraft may have been shot down by AAA, the “missile wall” can be credited with “denying the use of high and medium altitude airspace, driving aircraft down into the envelope of high-density AAA.”

One can argue that the lessons learned from employment of A2AD in 1973 can be overstated (after all, Israel eventually won the war, at great cost).  However, Herzog’s claim that it was “a war of great historic significance” is merited, as it “was the first war in which the various types of missiles – surface-to-surface, surface-to-air, air-to-surface, and sea-to-sea – were used on a major scale,” and that “the entire science of military strategy and technique has had to be re-evaluated in the light of” its lessons.  In particular, the Egyptians in 1973 executed what the Air-Sea Battle concept identifies as an important objective of A2AD, in which “an aggressor can slow deployment of U.S. and allied forces to a theater, prevent coalition operations from desired theater locations, or force friendly forces to operate from disadvantageous longer distances.”

Evolution of Air-Land Battle and the Influence of the 73 War

If the Army’s AirLand Battle doctrine of the 1970/1980s can be seen as an intellectual precursor to Air-Sea Battle in its emphasis on “degradation of rear echelon forces before they could engage allied forces,” then the link between the 1973 Yom Kippur War and Air-Sea Battle is clear.  General William DePuy was the first commander of the U.S. Army’s Training and Doctrine Command (TRADOC) upon its establishment in 1973.  In particular, “DePuy had taken an intense interest in the reform of tactics and training, in line with tactical lessons drawn from the 1973 Arab-Israeli War.”  During the tenure of DePuy’s successor, General Donn Starry, TRADOC formulated AirLand Battle and laid the doctrinal framework for the modernization of the U.S. Army and inter-service, joint operations.

What is the Answer?

How and why Israel won the war in 1973 entails a much longer discussion possible in this particular blog post.  The solution to A2AD that the Navy and Air Force  have proposed through Air-Sea Battle “is to develop networked, integrated forces capable of attack-in-depth to disrupt, destroy and defeat adversary forces.”  The reader can decide whether those are just buzzwords and whether the A2AD threat faced by the Israelis forty years ago was an easier challenge to  overcome than what could be faced by the U.S. military today and in the future  What is clear, however, is that the notion of A2AD is not new, and was very much an important part of Soviet-supported military operations during the Cold War.
