Why It Is Time For a U.S. Cyber Force

The proposal to create a U.S. Space Force has cyber professionals wondering about the government’s national security priorities. While spaceborne threats are very real — some of which cannot be suitably described in a public forum — the threats posed in cyberspace have been all too real for over a decade, and include everything from nuisance hacks by nation-states, to the weaponization of social media, to establishing beachheads on our nation’s electric grid, or the internet routers in your own home.

Since 2009, incremental improvements have been made to the nation’s ability to operate in cyberspace during this period. The establishment of U.S. Cyber Command (USCYBERCOM) — first subordinate to U.S. Strategic Command, and then elevated to a Unified Combatant Command (UCC) — and the formation of the 133 teams that comprise the Cyber Mission Force (CMF) are chief amongst them.

Yet despite all of the money and attention that has been thrown at the “cyber problem” and for all of the increased authorities and appropriations from Congress, the nation’s offensive and defensive cyber capabilities suffer from inefficiency and a lack of a unified approach, slow to non-existent progress in even the most basic of cybersecurity efforts, and a short leash that is inconsistent with the agility of actors and adversaries in cyberspace. Our adversaries continue to attack our diplomatic, information, military, economic, and political systems at speeds never before seen.

The discourse surrounding the formation of a dedicated service for space defense has captured the American imagination, and for good reason. Since World War II, America has shown her ingenuity and innovation, and the success of the U.S. Air Force provides a historical model for how a combat-ready, specialized fighting force can be built around a new warfighting domain. However, a force structure has already taken shape within the U.S. military that would logically translate to its own service, and the operational culture it would both allow and cultivate would greatly enhance the effectiveness of national security.

It is past time to form the U.S. Cyber Force (USCF) as a separate branch of the United States Armed Forces.

America’s Position in Cyberspace is Challenged Daily — but it can be Strengthened

It’s no surprise that a wider breadth of adversaries can do more harm to American interests through cyberspace than through space, and for far less cost. In the aftermath of the 2008 Russo-Georgian War — the cyber “ghosts” of which are still alive and well in 2018 — Bill Woodcock, the research director of the Packet Clearing House observed, “You could fund an entire cyberwarfare campaign for the cost of replacing a tank tread, so you would be foolish not to.”

Deterring and responding to Russian hybrid warfare in cyberspace, countering Chinese cyber theft of U.S. intellectual property, shutting down state and non-state actor attacks, defending American critical infrastructure — including the very machinations of our democracy, such as voting and political discourse and even cyber defense of U.S. space assets are just some of the heavy-lift missions that would occupy a U.S. Cyber Force.

Admiral (retired) Jim Stavridis recently described four ways for the U.S. and allied nations to counter challenges like the weaponization of social media and multifaceted information warfare campaigns on Western democracy: public-private cooperation, better technical defenses, publicly revealing the nature of the attacks (attribution), and debunking information attacks as they happen. A dedicated U.S. Cyber Force, with the proper ways and means to do so, could accomplish all of these things, and be a major stakeholder from day one.

Admiral (ret.) Mike Rogers, former Director, National Security Agency (NSA)/Chief, Central Security Service (CSS) and Commander, USCYBERCOM, in his 2017 testimony before the Senate Armed Services Committee, cautioned against prematurely severing the coupling of cyber operations and intelligence that has been the hallmark of any success the U.S. has thus far enjoyed in cyberspace. General Paul Nakasone, the current DIRNSA/CHCSS and Commander, USCYBERCOM, made the same recommendation in August 2018. Despite increased resourcing of USCYBERCOM by both Congress and the Executive Branch, operational authorities in cyberspace are hamstrung by concerns about blending Title 10 military operations with Title 50 intelligence activities, along with negative public perception of the NSA. The relationship between USCYBERCOM and NSA requires a complicated (and classified) explanation, but blending cyber operations with rapid, fused intelligence is vital, and go hand-in-hand — to separate them completely would be to take the leash that already exists around USCYBERCOM’s neck and tie their hands with it as well. Offensive and defensive operations in cyberspace are two sides of the same coin — and intelligence is the alloy between them. Standing up a U.S. Cyber Force would also enable a deliberate re-imagining of this unique symbiosis, and a chance to — very carefully — lay out lines of authority, accountability, and oversight, to both prevent overreach and justifiably earn public trust.

The above challenges could be addressed in part by refining the existing structures and processes, but the real sticking point in USCYBERCOM’s sustainment of fully operational cyber forces lies in how we build forces ready to be employed. Force generation of the CMF through the various armed services’ manning, training, and equipping (MT&E) their own cyber warriors is an inefficient and weak model to sustain a combat ready force in this highly-specialized and fast-moving mission area.

Cyber resources play second-fiddle to service-specific domain resourcing; for example, the Department of the Navy has an existential imperative to resource the maritime domain such as shipbuilding and warplanes, especially during a time of great power competition. The cyber mission is secondary at best, and that’s not the Navy’s fault. It just simply isn’t what the Navy is built or tasked to do. This same reality exists for our other military services. Cyber will always be synergistic and a force multiplier within and across all domains, necessitating the need for the services to retain their existing internal cyber operations efforts, but feeding the joint CMF is ultimately unsustainable: the CMF must sustain itself.

The Cyber Force is Already Taking Shape

USCYBERCOM, NSA, the 133 teams comprising Cyber Mission Force — are approaching full operational capability in 2019 — and the operational and strategic doctrine they have collectively developed can now more easily transition to a separate service construct that more fully realizes their potential within the joint force. There is a strong correlation here with how the U.S. Army Air Force became the U.S. Air Force, with strong support in Congress and the approval of President Truman. The DoD has begun revising civilian leadership and building upon cyber subject matter expertise, as well, with the creation of the Principal Cyber Advisor (PCA) to the Secretary of Defense — a position that Congress not only agreed with but strengthened in the Fiscal Year 2017 National Defense Authorization Act. Such a position, and his or her staff, could transition to a Secretary of the Cyber Force.

The footprint would be small, and room in Washington would need to be carved out for it, but the beginnings are already there. Cyber “culture” — recruiting, retention, and operations — as well as service authorities (blending Title 10 and Title 50 smartly, not the blurry “Title 60” joked about in Beltway intelligence circles) would all benefit from the Cyber Force becoming its own service branch.

Perhaps one of the greatest benefits of a separate cyber branch of the armed forces is the disruptive innovation that would be allowed to flourish beyond the DoD’s traditional model of incremental improvement and glacial acquisition. The cyber domain, in particular, requires constant reinvention of techniques, tools, and skillsets to stay at the cutting edge. In the early 2000s, operating in a cyber-secure environment was thought to mean a restrictive firewall policy coupled with client-based anti-virus software. In 2018, we are developing human-machine teaming techniques that blend automation and smart notifications to fight and learn at machine speed. Likewise, the traditional acquisition cycle of military equipment, often taking 4-6 years before prototyping, just doesn’t fit in the cyber domain.

In short, the “cyber culture” is an incubator for innovation and disruptive thinking, and there are professionals chomping at the bit for the chance to be a part of a team that comes up with new ideas to break norms. A dedicated acquisition agency for cyber would be an incubator for baked-in cybersecurity controls and techniques across the entire DoD acquisition community. The Defense Innovation Unit (DIU) — recently shedding its Experimental “x” — is proving that something as simple as colocation with innovation hubs like California’s Silicon Valley and Austin, Texas, and a willingness to openly engage these partners, can deliver innovative outcomes on cyber acquisition and much more. Similarly, the Cyber Force must be free to exist where cyber innovation lives and thrives. 

Creating the USCF has other benefits that would be felt throughout the military. The Army, Navy, Marines, and Air Force, relieved of the burden of feeding the offensive and national CMF and paying their share of the joint-force cyber bill, can better focus on their core warfighting domains. This doesn’t absolve them of the need for cybersecurity at all levels of acquisition, but a USCF can be an even greater advocate and force-multiplier for DoD cybersecurity efforts. Services can and should retain their service-specific Cyber Protection Teams (CPTs), which could be manned, trained, equipped, and tactically assigned to their service but also maintain ties into the USCF for operations, intelligence, and reachback. Smart policies and a unity of effort can pay big dividends here, as the services would naturally look to such an organization as the resident experts.

Extreme Challenges with Existing Forces

Much has been made of the extensive difficulties faced by our military services for the recruiting and retention of cyber expertise in uniform. Brig. Gen. Joseph McGee, Deputy Commanding General (Operations), Army Cyber Command (ARCYBER), described an example in which a talented cyber prospect “realized he’d make about the same as a first lieutenant as he would in a part-time job at Dell.” Examples like this are repeated over and over from entry-level to senior positions, and everything in between, on issues from pay to culture. In the military, being a cyber expert is like being a fish out of water.

The service cyber and personnel chiefs have made a clear case before the Armed Services Committees of both houses of Congress for the urgent need for flexibility on issues such as rank and career path for cyber experts specifically. Cyber needs were repeatedly cited as the rationale for the need for changes to restrictive military personnel laws. Many of these items were indeed addressed in the Fiscal Year 2019 (FY19) National Defense Authorization Act (NDAA), with provisions which may now be implemented by each service in what is hailed as the biggest overhaul to the military personnel system in decades:

  • Allow O-2 to O-6 to serve up to 40 years without promotions, or continue service members in these grades if not selected for promotion at a statutory board
  • Ability for service members to not be considered at promotion boards “with service secretary approval” — for instance, to stay in “hands on keyboard” roles
  • No need to meet 20 years creditable service by age 62 for new accessions (no need for age limit or age waiver above 42 years old for direct commissions)
  • Direct commissions or temporary promotion up to O-6 for critical cyber skills

But even these provisions do not go far enough, and the services are not obligated to implement them. When the challenges of pay, accessions at higher rank, physical fitness, or military standards in other areas come up, invariably some common questions are raised.

A common question is why don’t we focus on using civilians or contractors? In the case of naval officers, why don’t we make them Staff Corps (instead of Restricted Line), like doctors and lawyers who perform specialized functions but need “rank for pay” and/or “rank for status?” What about enlisted specialists versus commissioned officers?

The answer to the first question is easy in that we do use civilians and contractors across the military, extensively. The reason this is a problem is that we also need the expertise in uniform, for the same legal and authorities reasons we don’t use civilians or contractors to drive ships, lead troops, launch missiles, fly planes, and conduct raids.

As for making them Staff Corps officers or equivalent in the other services, the Navy, for instance, has been talking about going the other direction: making officers in the Navy Information Warfare community designators (18XX) unrestricted line, instead of restricted line, like their warfare counterparts, or doing away with the unrestricted line vs. restricted line distinction altogether. This is a matter of protracted debate, but the reality is that some activities, like offensive cyberspace operations (OCO) and electronic attack (EA), are already considered forms of fires under Title 10 right now — thus requiring the requisite presence of commissioned officers responsible and accountable for the employment of these capabilities. The employment of OCO creates military effects for the commander, and may someday be not just a supporting effort, or even a main effort, but the only effort, in a military operation.  

Under the Navy’s Information Warfare Commander Afloat Concept, for the first time the Information Warfare Commander of a Carrier Strike Group, the Navy’s chief mechanism for projecting power, can be a 18XX Officer instead of a URL Officer. If anything, we’re shifting more toward URL, or “URL-like”, and the reality of the information realm as a warfighting domain is only becoming more true as time goes on, if not already true as it stands today.

So what about our enlisted members? They’re doing the work. Right now. And the brightest among them are often leaving for greener pastures. But still for reasons of authorities, we still need commissioned officers who are themselves cyber leaders, subject matter experts, and practitioners.

None of this is to say that direct commissioning of individuals with no prior service as officers up to O-6 is the only solution, or that it would not create new problems as it solves others. But these problems and all of the concerns about culture shock and discord in the ranks can also be solved with a distinct U.S. Cyber Force which accesses, promotes, and creates career paths for its officers as needed to carry out its missions, using the full scope of flexibility and personnel authority now granted in the FY19 NDAA.

Another major challenge is the lack of utilization of our reserve components. Many members of our reserve force have multiple graduate degrees and 10-15 years or more of experience, usually in management and leadership roles, in information technology and cybersecurity. We have individuals in GS/GG-14/15 or equivalent contractor and other positions, who are doing this work, every day, across the Department of Defense (DOD), the Intelligence Community (IC), academia, and industry.

Yet reservists are currently accessed at O-1 (O-2 under a new ARCYBER program), need to spend 3-5 years in training before they are even qualified to mobilize, or for the active components to use in virtually any operational or active duty capacity. And that’s after doing usually a year or more of non-mobilization active duty, for which nearly all employers don’t give differential pay because of existing employment policies, including in federal GS/GG positions.

We have very limited mechanisms and funding sources to even put reservists on active duty at NSA or USCYBERCOM, where our service cyber leadership repeatedly states we need people the most. And in the rare instances we manage to put people on some type of active duty in a cyber role in their area of expertise, it often is not a “mobilization” under the law — which means a person is now an O-2 or O-3, and with that “level” of perceived authority and experience to those around them. And they often just left their civilian job where they are recognized as a leader and expert — and easily make $200k a year.

Most people appreciate that you can’t just magically appear as an O-6, and have the same depth, breadth, and subtlety of experience and knowledge as a O-6 with 25 years in uniform. Yet these O-6s, as well as general and flag officers, routinely retire and assume senior leadership positions in all manner of public and private civilian organizations where “they don’t know the culture” — because they’re leaders.

So while a person off the street doesn’t have the same level of understanding of the military culture, it’s incorrect to say they can’t innovate and lead on cyber matters — to include in uniform as a commissioned officer. We’re not so special to imply that you can’t lead people and do the critical work of our nation, in uniform, unless you’ve “put in your time” in a rigid career path. It’s time to change our thinking, and to establish a military service to support the realities of that shift.

Recommendations

The call for a dedicated cyber branch of the U.S. Armed Forces is not new. Admiral (ret.) Jim Stavridis and Mr. David Weinstein argued for it quite passionately in 2014, calling on national leaders to embrace cyber innovation and imploring us to “not wait 20 years to realize it.” Great strides have been made in the four years since that argument was made, and we are closer than ever to realizing this vision. It will take a focused effort by Congress and the president to make this happen, as it did with the U.S. Army Air Forces becoming the U.S. Air Force in 1947. A tall order, perhaps, in today’s political environment, but not impossible, especially given the desire to compromise on issues of national defense and when both Republicans and Democrats alike are seeking wins in this column.

To summarize: the threat is eating our lunch, USCYBERCOM and the CMF are nearly ready to transition to their own service branch, and the benefits of doing so are numerous:

  • Sensible use of resources spent on cyberspace operations
  • An incubator of disruptive and rapid innovation in the cyber domain
  • Improved oversight and accountability by policy and under U.S. Code
  • More efficient and sustainable force generation and talent retention
  • Better alignment of service-specific core competencies across all warfighting domains
  • Synergy with a unified space commander (such as cyber protection of satellite constellations)

The United States House of Representatives recently ordered the Government Accountability Office (GAO) to begin an assessment on DoD cyberspace operations as part of the FY19 NDAA. This study, due to Congress in 2019, should prove enlightening and may become a foundational effort that could be built upon to explore the feasibility of establishing the U.S. Cyber Force as a new branch of the Armed Forces. Congress could order this as soon as FY21, with the Cyber Force fully established by the mid-2020s (blazingly fast by federal government standards, but no faster than the proposed Space Force).

Conclusion

The President has also now relaxed rules around offensive cyberspace operations, perceiving the urgent need to respond more quickly to cyber threats and cyber warfare directed at the United States. We have a great stepping stone in USCYBERCOM, but with no plans to take it to the next step, even a dedicated combatant commander for the cyber domain will face challenges with the above issues for the duration of its lifespan. Similar to how we are just becoming aware of space as a distinct warfighting domain, cyber has already been a warfighting domain since the beginning of the 21st century. The time for a U.S. Cyber Force is now. The threat in cyberspace, and our underwhelming response to it thus far, cannot wait.

The “Space Corps” is Dead…For Now

The last time Congress created a new military branch was in 1947 when they formed the Air Force out of the Army Air Corps. Now, several Congressmen want to create a new branch of the military: the Space Corps. However, when the House of Representatives passed the final version of this year’s National Defense Authorization Act (NDAA), now signed into law by President Trump, it addressed the controversial proposal in no uncertain terms:

“No funds authorized to be appropriated by this Act or otherwise available for fiscal year 2018 for the Department of Defense may be used to establish a military department or corps separate from or subordinate to the current military departments, including a Space Corps in the Department of the Air Force, or a similar such corps in any other military department.” ~H.R.2810 – National Defense Authorization Act for Fiscal Year 2018, Section 6605

Its proposer and strongest supporter, Representative Mike Rogers (R-AL), asserted that the Air Force has dropped the ball on space over the last two decades, allowing our adversaries to close the space technology gap with us. The only thing that could save us now was to create an entirely new branch of the military– The Space Corps– sharing a similar relationship with the Air Force as the Marine Corps has with the Navy.

To be fair, we do have a problem. Modern Air Force strategy has highly valued fighters and air attack. Accordingly, fighter pilots represent 31 percent of the Air Force General Officer leadership, to include six out of the fourteen top four-star officers (for comparison, Air Force Personnel Command reports pilots of ANY aircraft compose only 20 percent of officers). Officers in other fields (such as space) have historically not been promoted as frequently or highly. Additionally, sixteen years of combat operations under inadequate budgets have encouraged raiding the space funds of tomorrow to meet the mission requirements of today.

Most significantly, our adversaries have indeed enhanced many of their space capabilities to near-peer status. Recently, China tested quantum communication satellites, and Russia enthralled the Space community with maneuvering satellites that have unknown strategic intentions. Both countries, as well as the European Union, have launched their own navigation satellites to remove their reliance on the American GPS constellation.

However, Rep. Roger’s Space Corps plan ignored three important truths:

1. Our adversaries have a vote on what their space capabilities are. Even with more focus on space, on what grounds were we to protest or prevent Russia from launching satellites? They have just as much right to the peaceful use of space as we do, and embarrassingly, we depend on them for all of our own manned space flight since the shuttle retirement in 2011.

2. We already have Air Force Space Command (AFSPC) Headquartered in Colorado Springs, it is run by four-star General John “Jay” Raymond. What would a Space Corps realistically do that AFSPC is not capable of doing? If Congress aims to get him a seat on the Joint Chiefs of Staff, it would be easier to amend Title 10 of the United States Code to make him a required consultant on all issues related to space, or change who he ultimately reports to. There is a precedent: that was the initial role the Commandant of the Marine Corps played before he was given a permanent seat. Such an amendment would also be far easier to implement than forming an entirely new branch.

3. A new military department will only complicate appropriations. Fiscal year 2009 was the last time Congress passed an appropriations bill for the Department of Defense before the actual start of the fiscal year. This has led to numerous continuing resolutions that Army Chief of Staff General Mark Milley called “professional malpractice” when he testified to Congress in April. Approaching a decade of indiscriminate budget cuts from sequestration, our forces are stretched thin. Congress proved this point on January 19th when they failed to pass the third continuing resolution for the 2018 fiscal year. The first two passed only hours before yet another government shutdown. When the third failed, the entire federal government shut down for almost three days until they ended it on January 22, with only another three-week stopgap passed. A new military branch would incur more redundant overhead. What makes Congress think that if we can’t afford to adequately fund space now, or anything else, we can afford it after we spend billions on a whole new branch?

The Space Corps idea received a cold reception from the Department of Defense from the start. Air Force Secretary Heather Wilson told Congress, “If I had more money, I would put it into lethality, not bureaucracy.” Her sentiments were seconded in separate testimonies by General John Hyten, the Commander of United States Strategic Command (USSTRATCOM), as well as General Raymond.

Secretary of Defense James Mattis also opposed it. While he has recognized that we need to update our approach to space, he believes no one has adequately argued that the Space Corps is the way to do it. It would only become another budget strain.

To the Air Force’s credit, they realized several years ago that they were dropping the ball on space. It is no accident that General Raymond, a man with a background in missiles and space, was put in charge of AFSPC. Backing him up as the Unified Combatant Commander over AFPSC, General Hyten also has significant space experience. He led AFSPC as its previous Commander and served as the deputy there before that.

Even though the final NDAA scrapped the Space Corps, Congress did make at least one critical change to benefit AFSPC. General Raymond’s job now comes with a minimum six-year term. This draws from the Naval Reactors model begun by Admiral Hymen G. Rickover, where the Admiral oversees the program for an eight-year term. This has contributed to the Navy’s consistently strong nuclear operational and safety record, and it will do worlds of good for the space program as well.

The Air Force has the right leadership cadre in place. It needs a chance for this reinvigorated command structure to succeed. Proposing the Space Corps did get the attention of all the right people, but it has more problems than solutions. The concept will likely keep reappearing every year for the foreseeable future, as several congressmen have alluded to. Will our military one day require a Space Corps? Possibly. But it is not today, and it is not next year. Killing the proposal now was the right call.

The Chinese Dream and Beijing’s Grand Strategy

At the 19th National Congress of the Chinese Communist Party (CCP), President Xi Jinping opened the assembly by delivering a seminal report to its members. The three hour-long speech emphatically reaffirmed a strategic roadmap for national rejuvenation and officially heralded a new era in Chinese national development. Beijing now seems, more than ever, determined to move forward from Mao Zedong’s revolutionary legacy and Deng Xiaoping’s iconic dictum (“observe calmly, secure our position, cope with affairs calmly, hide our capacities and bide our time, be good at maintaining a low profile, and never claim leadership”). Beijing also appears poised to expand its global power and influence through the ambitious Belt and Road Initiative, expansive build-up and modernization of the People’s Liberation Army (PLA), assertive foreign policy, and forceful public diplomacy. Underpinning these strategic activities are various ancillary strategies – maritime, space, and cyberspace – all interlinked with the grand strategy of the Chinese Dream.

Xi has irreversibly moved China away from the legacies of Mao and Deng, and resolutely set the country on the continued path of the Chinese Dream – a strategic roadmap for national rejuvenation (grand strategy) that interlinks all ancillary strategies. The following discourse will explore the cohesive alignment of these strategies and the connected strategic themes pervasive throughout them.

Grand Strategy

A closer examination of Xi’s remarks reveals Beijing’s true national ambitions. He spoke at great length about the “Four Greats – experience the great struggle in the new era, construct the great project of CCP building, and promote the great cause of socialism with Chinese characteristics, in order to realize China’s great dream of national rejuvenation.” All in all, the speech outlined Chinese strategic intent in terms of “what” (national rejuvenation), “when” (by what date should national rejuvenation be achieved by), and “how” (ways and means to achieve national rejuvenation).

The “what” and “when” is articulated as: “By 2049, China’s comprehensive national power and international influence will be at the forefront.” In other words, restore the Middle Kingdom’s status as a leading world power and civilization thereby realizing a “modern and powerful China” by 2049.

The “how” consists of several goals. First, promote abroad “socialism with Chinese characteristics in a new era (Xi’s Thoughts).” Until now, Beijing did not actively export its ideology to the world. However, Xi views Western liberal democracy (at best) as an obstruction to China’s rise and (at worst) as a threat to the Chinese Dream. He believes Chinese socialism is philosophically and practically superior to the diametrically opposed modern occidental thought as evidenced by China’s meteoric national development and economic growth; and as a way to catch up with the developed nations and prevent the regression to humiliating colonialism.

The second major goal is to displace the extant Western-oriented world order with one without dominant U.S. influence. This includes offering developing countries a strategic economic and political choice of Chinese “benevolent” governance involving mutual friendship but not encumbering alliances – economic development with political independence. In essence, take note of China, a rising power and growing economic juggernaut that does not have to make political accommodations, an appealing case to developing states, particularly those under authoritarian rule.

The third goal is to further develop the PLA to enable and safeguard national rejuvenation. Xi charges the PLA to realize military modernization by 2035 and become a world-class military by 2049, which means the PLA must attain regional preeminence by 2035 and global parity with the long-dominant U.S. military by 2049.

The fourth goal is to exercise a more assertive foreign policy to promote and advance the Chinese Dream. National security is now just as important as economic development. The new strategic approach calls for the balanced integration of both interests – long-term economic development with concomitant economic reforms intended to restructure and realign the global political and security order and safeguard and enhance the internal apparatuses of China’s socialist system until it can be the center of that new global order.

Maritime Strategy

Chinese maritime strategists have long called for a maritime strategy– top-level guidance and direction to better integrate and synchronize the multiple maritime lines of effort in furtherance of national goals and objectives (the Chinese Dream). For Beijing, last year’s historic and sweeping award on maritime entitlements in the South China Sea by the International Tribunal of the Permanent Court of Arbitration at the Hague – overwhelmingly favoring the Philippines over China – makes this strategic imperative even more urgent and pressing. Shortly after the ruling, the CCP’s Central Committee, State Council, and Central Military Commission signaled their intent to draft a maritime strategy in support of China’s strategic ambitions for regional preeminence and eventual global preeminence. The developing and evolving strategy proposes coordinating Beijing’s maritime development with efforts to safeguard maritime rights and interests.

China’s maritime activities are influenced by Mahanian and Corbettian principles and driven by its strategic vision of the ocean as “blue economic space and blue territory” – crucial for its national development, security, and status. Beijing is on a determined quest to build maritime power, and naval and security issues are only part of that strategic vision. The forthcoming maritime strategy will encompass more than just the PLA Navy, Coast Guard, and Maritime Militia. Also at play is China’s wide-ranging approach to maritime economic, diplomatic, environmental, and legal affairs. Therefore, the new strategy will need to balance two competing national priorities – building the maritime economy (economic development) and defending maritime rights and interests (national security).

A key component of the emerging maritime strategy is Chinese efforts to shape maritime laws to support national rejuvenation. Beijing will try to fill international and domestic legal gaps that it sees as hindering its ability to justify and defend current maritime territorial claims (East and South China Seas) and future maritime interests (possibly in the Indian Ocean, Arctic, and Antarctica) – part of a continuing effort to set the terms for international legal disputes it expects will grow as its maritime reach expands. These developing maritime laws bear watching as a public expression of Beijing’s strategic intent in the maritime domain and a possible harbinger for the other contested domains as well.

Space Strategy

Last December, China’s Information Office of the State Council published its fourth white paper on space titled “China’s Space Activities in 2016.” Since the white paper was the first one issued under Xi, it is not surprising that the purpose, vision, and principles therein are expressed in terms of his worldview and aspiration to realize the Chinese Dream. Therefore, one should read beyond the altruistic language and examine the paper through the realpolitik lens of the purpose and role of space to the Chinese Dream; the vision of space as it relates to the Chinese Dream; and the principles through which space will play a part in fulfilling the Chinese Dream.

Although the white paper is largely framed in terms of China’s civilian space program, the PLA is subtly present throughout the paper in the euphemism of “national security.” The references in the purpose, vision, and major tasks deliberately understate (or obfuscate) Beijing’s strategic intent to use its rapidly growing space program (largely military space) to transform itself into a military, economic, and technological power.

The white paper also highlights concerted efforts to examine extant international laws and develop accompanying national laws to better govern its expanding space program and better regulate its increasing space­-related activities. Beijing intends to review, and where necessary, update treaties and reframe international legal principles to accommodate the ever-changing strategic, operational, and tactical landscapes. By and large, China wants to leverage the international legal framework and accepted norms of behavior to advance its national interests in space without constraining or hindering its own freedom of action in the future where the balance of space power may prove more favorable.

Cyberspace Strategy

On the same day as the issuance of the “China’s Space Activities in 2016” white paper, the Cyberspace Administration of China also released Beijing’s first cyberspace strategy titled “National Cyberspace Security Strategy” to endorse Chinese positions and proposals on cyberspace development and security and serve as a roadmap for future cyberspace security activity. The strategy aims to build China into a cyberspace power while promoting an orderly, secure, and open cyberspace, and more importantly, defending its national sovereignty in cyberspace. The strategy interestingly characterizes cybersecurity as the “nation’s new territory for sovereignty”; highlights as one of its key principles “no infringement of sovereignty in cyberspace will be tolerated”; and states intent to “resolutely defend sovereignty in cyberspace” as a strategic task. Since then, Beijing has steadily increased policy, legal, and technical measures to tighten its state controls of the Internet – limiting the information flow to the populace and curbing the unwanted foreign influence of Western liberal democracy.  

Both the space white paper and cyberspace security strategy reflect Xi’s worldview and aspiration to realize the Chinese Dream. The latter’s preamble calls out the strategy as an “important guarantee to realize the Two Centenaries struggle objective and realize the Chinese Dream of the great rejuvenation of the Chinese nation.” Therefore, like the white paper, one should also read beyond the noble sentiments of global interests, global peace and development, and global security; and examine the strategy through the underlying context of the Chinese Dream. What is the purpose and role of cyberspace to national rejuvenation; the vision of cyberspace power as it relates to national rejuvenation; and through which principles will cyberspace play a role in fulfilling national rejuvenation?

The role of the PLA is likewise carefully understated (or obfuscated) throughout the strategy in the euphemism of “national security.” The references in the introduction, objectives, principles, and strategic tasks quietly underscore the PLA’s imperatives to protect itself (and the nation) against harmful cyberspace attacks and intrusions from state and non-state actors and to extend the law of armed conflict into cyberspace to manage the increasing international competition – both of which acknowledge cyberspace as a battlespace that must be contested and defended.   

The strategy also puts high importance on international and domestic legal structures, standards, and norms. Beijing wants to leverage the existing international legal framework and accepted norms of behavior to develop accompanying national laws to advance its national interests in cyberspace without constraining or hindering its own freedom of action in the future where the balance of cyberspace power may become more favorable.

Four months later in March, the Foreign Ministry and State Internet Information Office issued Beijing’s second cyberspace strategy titled “International Strategy for Cyberspace Cooperation.” The aim of the strategy is to build a community of shared future in cyberspace, notably one that is based on peace, sovereignty, shared governance, and shared benefits. The strategic goals of China’s participation in international cyberspace cooperation include safeguarding China’s national sovereignty, security, and interests in cyberspace; securing the orderly flow of information on the Internet; improving global connectivity; maintaining peace, security, and stability in cyberspace; enhancing the international rule of law in cyberspace; promoting the global development of the digital economy; and deepening cultural exchange and mutual learning.

The strategy builds on the previously released cyberspace security strategy and trumpets the familiar refrains of national rejuvenation; global interests, peace and development, and security; and development of national laws to advance China’s national interests in cyberspace. Special attention was again given to the contentious concept of cyberspace sovereignty in support of national security and social stability.

Connected Strategic Themes

Ends – Chinese Manifest Destiny. Chinese strategists have long called for a comprehensive and enduring set of strategies to better integrate and synchronize the multiple strategic lines of effort in furtherance of national goals and as part of a grand strategy for regional preeminence and ultimately global preeminence. National rejuvenation reflects their prevailing expansionist and revisionist sentiment, and is the answer to their calling. China is unquestionably a confident economic juggernaut and rising global power, now able to manifest its own national destiny – the Chinese Dream – and dictate increasing power and influence across the contested and interconnected global commons in support of national rejuvenation.

Ways – Global Commons Sovereignty (Economic Development and National Security). Beijing’s maritime activities are driven by its strategic vision of the ocean as “blue economic space and blue territory.” China seems to regard space and cyberspace very much in the same manner and context in terms of economic potential (value) and sovereign territory (land) that requires developing and defending respectively. For now, there appears more policy clarity, guidance, and direction for sovereignty in cyberspace, while space sovereignty seems more fluid and may still be evolving policy-wise. Nevertheless, Beijing still needs to balance the two competing national priorities – building the domain economy (economic development) and defending domain rights and interests (national security) – in all three contested and interconnected global commons.

Means – Laws to Support Strategy. Beijing seeks to shape international laws and norms and develop accompanying domestic laws to be more equitable and complementary to its national interests. The legal campaign is part of continuing efforts to set the terms for international legal disputes that Beijing expects will grow as its reach expands across domains. China wants to set the enabling conditions for future presence and operations (and perhaps preeminence) across the contested and interconnected global commons.

Risks – Western Liberal Democracy. Beijing largely sees Western liberal democracy (at best) as an impediment to China’s rise and (at worst) as a danger to national rejuvenation. Many Chinese view the United States as the embodiment of the diametrically opposed modern occidental thought that actively tries to contain their peaceful rise and prevent them from assuming their rightful place in the world. Therefore, they believe the Chinese Dream is not only a strategic roadmap for global preeminence, but also a strategic opportunity to right a perceived historical wrong (humiliating colonialism). China still feels disadvantaged by (and taken advantage of) a Western-dominated (and biased) system of international laws established when it was weak as a nation and had little say in its formulation.

Conclusion

At the end of the day, Beijing has a comprehensive and coherent grand strategy that guides, directs, and synchronizes its strategies. Washington would be prudent to take note and plan accordingly. Otherwise, America risks being outmaneuvered and outmatched across the contested and interconnected global commons and ceding U.S. regional and global preeminence to a more organized, flexible, and agile China.

China: Connected Strategic Themes Across Global Commons Pt. 2

Are there connected Chinese strategic themes that cut across the contested and interlinked global commons (domains) of maritime, space, and cyberspace? If so, what are they and what could the United States do about them?

Part 1 of this two ­part series explored the cross-domain nexus between the maritime, space, and cyberspace global commons by examining the latest Chinese white paper and strategies. Repeated refrains included the Chinese Dream (national rejuvenation); global interests, peace and development, security, and the development of national laws to advance China’s national interests in the three contested battlespaces. Special emphasis was given to the contentious concept of cyberspace sovereignty in support of national security and social stability. With this backdrop, Part 2 will now derive possibly connected strategic themes that cut across the interlinked global commons and discuss how the United States could best respond.   

The Chinese Dream

Chinese Manifest Destiny. Chinese strategists have long called for a comprehensive and enduring set of strategies to better integrate and synchronize the multiple strategic lines of effort in furtherance of national goals (ambitions) and as part of a grand strategy for regional preeminence, and perhaps ultimately global preeminence. China’s dream of national rejuvenation may be the answer to their calling. The prevailing leadership’s sentiment appears now expansionist and revisionist. The time has come for Beijing to finally abandon the long-standing state policy of hide capabilities and bide time championed by the iconic former President Deng Xiaoping; right a perceived historical wrong; put behind the painful humiliation of the past; and assume its rightful place on the world stage as a destined global power. China is unquestionably a confident economic juggernaut and rising global power, able to manifest its own national destiny – the Chinese Dream – and dictate increasing power and influence across the contested and interlinked global commons in support of national rejuvenation.     

Global Commons Sovereignty (Economic Prosperity vs National Security). Beijing’s maritime activities are driven by its strategic vision of the ocean as “blue economic space and blue territory” crucial for its national development, security, and status. China seems to regard space and cyberspace very much in the same manner in terms of economic potential (value) and sovereign territory that requires developing and defending respectively. For now, there appears more policy clarity, guidance, and direction for sovereignty in cyberspace, while space sovereignty seems more fluid and may still be evolving policy-wise. Nevertheless, Beijing still needs to balance two competing national priorities – developing the domain economy (economic prosperity) and defending domain rights and interests (national security) – in all three contested and interlinked global commons. Many anticipate the initial emphasis will be on the economy since it is an enduring asymmetric counterbalance to the preeminent United States. The rationale calculus is simple for Beijing. Why would China opt to directly confront a militarily and economically stronger United States now when it can subtly and quietly undermine American preeminence through lasting economic partnerships and enduring political agreements (bilateral preferably and multilateral when necessary)? Beijing can always recalibrate later based on the fluid strategic conditions and confront Washington more directly and forcibly when opportunities arise, or if and when the balance of power shifts more in its favor.     

Shaping Law to Support Strategy. Last year, China announced its intent to create new domestic maritime laws in support of its evolving maritime strategy. These developing domestic maritime laws bear watching as a possible harbinger for the other contested and interlinked global commons of space and cyberspace and as an attempt to right a perceived historical wrong. The former is part of a continuing effort to set the terms for international legal disputes that Beijing expects will grow as its domain reach expands; the latter reflects China feeling disadvantaged (and taken advantage of) by a Western-dominated system of international laws established when it was weak as a nation and had little say in its formulation. In general, the broad legal approach makes a lot of legal, political, and military sense from Beijing’s perspective. China wants to set the enabling conditions for its future strategies across the contested and interlinked global commons in terms of implementation and sustainment. Beijing seeks to expand its domain borders through buffer zones. It will buttress and justify with legal underpinnings its growing domain presence and operations and also exert greater control within those buffer zones. China seeks to eventually shape international laws and norms (and develop accompanying domestic laws) to be more equitable and complementary to its national interests.

U.S. Strategic Opportunities

Maintain Preeminence. Just as maritime preeminence is necessary to guarantee the freedom of the seas, so too are space and cyberspace preeminence needed to guarantee the freedoms of space and cyberspace. By committing to preeminence in all three contested and interlinked global commons, the United States will better protect its critical strengths; enhance its deterrence posture by being able to impose larger costs, deny greater benefits, and encourage more restraint, and reverse the growing perception of American decline. Having complementary domain policies and strategies fosters unity of effort, optimizes resource allocation, sends a strong deterrent message to potential adversaries, and reassures allies and partners. To do otherwise invites strategic misalignment and miscommunication and encourages potential competitors like China to further advance their counter-balancing efforts in the maritime, space, and cyberspace global commons.    

Protect the Global Commons. Now is not the time to cede territory in the contested and interlinked global commons of maritime, space, and cyberspace. China pursues very broad, long-term, and synchronized domain policies and strategies, and may view any perceived U.S. force posture reduction as another opportunity to reset the international accepted norms in its favor. Reduction may also increase Beijing’s confidence in its ability to shape and influence Washington’s decisions and encourage China to press the United States for additional domain concessions in return for vague and passing promises of restraint while it quietly and steadily expands and strengthens its positions in the global commons.                               

Dominate the Narrative. To compete with Beijing short of conflict, Washington needs to reframe the narrative that China dominates with accusations of containment. The United States could be more proactive and seize the messaging initiative like it does in the maritime domain. Former Secretary of Defense Carter hit the right resonance notes during the Shangri La Dialogue in June and in the November/December 2016 edition of Foreign Affairs with his gentle reminders to the region of America’s traditional role as the principal underwriter of maritime security, political stability, and economic prosperity in the Indo-Asia-Pacific; warning China not to build a “Great Wall of self-isolation”; and using the catchall concept of “principled security network of alliances and partnerships” to outline a vision that the United States has long sought to describe. The same needs to be done in the contested and interlinked global commons of space and cyberspace. The “balancing” message needs to be reiterated at every opportunity and at the highest level, and synchronized throughout the whole-of-government and with allies and partners. There can be no U.S. policy seams or diplomatic space for Beijing to exploit. In short, acknowledge that both countries have competing visions and encourage China to act as (or become) a more responsible global stakeholder that contributes positively to the international system.

Seize the Initiative. The maritime strategy and accompanying domestic maritime laws are coming, but China has not said when. The same can be largely said in the space and cyberspace global commons. Hence, Washington could privately and publicly ask Beijing now for discussions and briefings on its developing domain strategies and laws; challenge vague or problematic content and context, such as how the security and economic pieces fit together, and inquire how they comport with international law and rule of law, and if they do not, why not. Otherwise, silence concedes the strategic initiative to Beijing and allows it to control the strategic narrative.

Conclusion

At the end of the day, the strategic window of opportunity to shape and influence Beijing’s developing domain strategies may soon close for Washington. To China, U.S. inaction implies tacit acknowledgement and consent to execute its domain strategies and strategic ambitions unhindered and unchallenged. At stake is nothing less than U.S. preeminence in the contested and interlinked global commons of maritime, space, and cyberspace, and ultimately as a global power. For decline is a deliberate choice, not an imposed reality.
