Cruisin’ for a Bruisin’

The following article is special to our International Maritime Shipping Week. While we often discuss the threats to maritime shipping, this week looks at dangers arising from such global trade, and possible mitigations.

International Maritime Shipping Week requires us to invert our usual thinking – instead of considering threats to merchant shipping, we look at how supposedly innocuous ships threaten the broader world.

What could be more innocuous than cruise ships?

Hundreds of sun-chasing, fun-seeking tourists accompanied by a staff of well-dressed entertainers, professional food service staff and smiling sailors. Nothing could possibly go wrong…

Before I continue, I should note (in what I’m sure is a standard disclaimer for International Maritime Shipping Week) that cruise ship companies are very professional organizations, and I am in no way impugning their ability to keep passengers and property secure. The scenarios proposed herein are entirely hypothetical.*

Now to business.

Cruise ships are different from all other shipping in one important respect – their passengers. Any plan to use the cruise industry as an avenue of attack should take advantage of this. To ignore the passengers would be to give up a potential asset and also inject too much uncertainty into terrorist planning, since sometimes people stumble onto things unexpectedly(as recent reports suggest may have been the case aboard the Achille Lauro in 1985, when the crew’s inconveniently-timed delivery of complimentary fruit caused the four Palestinian hijackers to improvise actions for which they were ill-prepared, according to The Independent [UK]).

One tactic would be to use passengers passively. Packing hundreds or thousands of individuals aboard a ship provides a terrorist his key asymmetric asset – anonymity among the masses. Additionally, a cruise ship brings together large numbers of people who don’t know one another and would have no idea if a particular individual belonged aboard or not. A terrorist can hide in plain sight aboard the ship during transit in a way that wouldn’t be possible aboard a cargo hauler, where any unfamiliar person is immediately apparent. Then, upon arrival at his target port, he can disembark and simply disappear into the country to make mischief. The crew would surely notice a passenger’s absence, but not until all the tourists had been accounted for, and by then the subject would be long gone.

Imagining a more active scenario, passengers could be used as hostages or human shields as cover for some greater plan. Whatever the terrorists may have in mind, authorities will be reluctant to storm aboard the ship when the threat of civilian casualties is high. This may buy enough time for the hijackers to use the cruise ship itself as a weapons platform or as a diversion to enable some other operation to go forward – such as sending operatives ashore in small craft, as in the 2008 Mumbai attack.

More sophisticated, and potentially far more damaging, would be to use the passengers themselves as threat vectors. A terrorist could infect a cruise ship with a slow-acting pathogen, for example. Passengers would walk off the ship unaware of any symptoms and go to their homes all across the country. Only after their trip would the biological weapon begin to manifest itself – and spread. Conceivably this could be done with computer viruses, as well, though it’s not immediately clear why attacking cruise ship passengers as opposed to some other group would be worth the trouble. But where there’s a weakness, someone will exploit it, and the concentrations of people on cruise ships present a juicy target for the initial phase of a “viral” attack.

That said, the most likely malevolent use of a cruise ship is a good, old-fashioned hijacking in the name of propaganda. Cruise ships offer an enormous number of hostages and are media magnets when trouble hits – review the coverage of the Costa Concordia or the Carnival Triumph, turn it up to eleven, and then add the political and diplomatic ramifications that would result. Hijacking a cruise ship may not be innately useful (possible grounds for a later post), but in skilled hands it can cause many global second-order effects far bigger than the fate of one little ship.

You’ll never see “The Love Boat” the same way again.

Meeting the Full Demands of Sea Control

CVF or LHDIf you remember from my previous post I suggested that a fleet consisting of 13 frigates, 3 CVL, 5-6 tankers, and 4 RFA-operated assault ships struggles to provide a continuous offensive presence because we have to off-deck many of the required ASW helicopters onto the assault ships. There are many solutions to this problem. One is simply “more ships”. There are however, two other options that immediately spring to mind, namely CVF or LHD.

Larger Carrier (CVF)

Increasing the size of the airwing on the CVL from 20 aircraft to 30 allows the carrier to be dedicated to Sea Control aviation duties, including ASW. This relieves the burden on the amphibious ships and allows them to concentrate on supporting the landed troops.

Increasing the size still further to around the 40 aircraft mark allows us to embark many of the additional aircraft required for assault/support operations and removes the need for any aviation maintenance capability on the assault ships. This makes the assault ships even cheaper as they become simply lillypads for helicopter landing, takeoff, and refuel.

We also end up with a carrier that can do some serious damage if needed.

The other option is to “bolt” the Sea Control Carrier onto the top of the assault ship to save money on crews and hulls. This yields a ship that can operate as either a Sea Control Carrier or an assault ship. It cannot easily do both at the same time as a flooded well deck and manuevering to launch landing craft would conflict with the need to manuever for winds to launch and recover jets. This means we would need more ships which negates the cost saving advantage.

That said, it is worth bearing in mind that four such ships could provide sustained defensive sea control near one’s home waters, or the ability to “surge” two ships forward for an offensive – with one tasked for sea control and the other as a true helicopter-carrying assault ship. The two on station would be sustained by the two back at port.

It then becomes a costing exercise to determine which is the most sensible avenue to pursue.

Conclusion

Given the original £2b figure per CVF, the choice is obvious. Increase the size of the aircraft carrier. Furthermore, by accepting possible gaps in sustained operations, we can reduce the number of carrier hulls to two.

This along with RFA-owned/operated amphibious assault ships is the way I belive the U.K. is headed. The need for a heavy amphibious assault is diminishing. The need for continuous presence and logistical support is increasing.

I therefore question the sale in 2011 of the RFA Largs Bay to Australia in favour of keeping our LPDs.

From Fighting Piracy to Terrorism, the PMPF Saga Continues

The rise, fall, and rebirth of the Puntland Maritime Police Force (PMPF) is a bizarre and thrilling story that I have been following, to the point of obsession, for the last two years. As CIMSEC readers are surely aware, one is hard pressed to find a report on Somali piracy that does not advocate an onshore solution for this maritime crime.

When it came to actually establishing security and rooting out pirate bases in the autonomous region of Puntland however, it was not NATO, the EU, the U.S, or U.K. that took the lead, but a South African private military company financed by the United Arab Emirates.

The PMPF has earned international praise for denying pirate gangs an onshore sanctuary and for rescuing hostage mariners, but has also been labeled an unaccountable private army by UN monitors. Despite international pressure, financial arrears, and pirate infiltration the PMPF and its South African mentors continue to march on. With piracy now largely eliminated, the marines appear to have engaged a new foe—the Islamist insurgents of al-Shabaab.

Amphibious Operations: More Than Meets the Eye

20121002ran8098578_006In the last few weeks, we’ve seen some impressive photographs and the naming ceremony of the first of the 27,000 tonne Canberra-class landing helicopter docks (LHDs) coming together in the BAE shipyards in Williamstown, Australia. These vessels will do much more than replace the Manoora and Kinimbla amphibious ships retired precipitously in 2011. They’ll greatly expand the capability of the Australian Defense Force (ADF) to deliver people and equipment around Australian or onto foreign shores.

In turn, this new capability will provide future governments with a wider range of military options during times of crisis—although perhaps not as substantial a boost as might be expected. The problem with amphibious operations is that they become much more demanding when there’s any significant opposition.

If we look at the recent Defence white paper, we can get some insight into current defence thinking. The notion of amphibious operations in support of combat activities is still there from the 2009 paper:

The ADF would seek to undertake operations against an adversary’s bases and forces in transit, as far from Australia as possible. This might involve using strike capabilities and the sustained projection of power by joint task forces, including amphibious operations in some circumstances.

The aim, we’re told is to eventually produce an amphibious capability suitable for employment across the spectrum of operational activities—i.e. from humanitarian and disaster relief missions through to power projection operations. That’s a huge range of activities, and the upper end would require considerable support from the ADF’s most capable combat platforms—air defence from fast jets overhead and air warfare destroyers; sea control from surface combatants and submarines; and extensive intelligence support. In short, most of the ADF’s capability would have to be mobilised to support opposed amphibious operations.

But there’s a considerable geographic limitation that needs to be factored in. As our map last week showed, air cover from Australian bases won’t cover many of the land masses in the archipelago to the north or elsewhere in the ADF’s primary area of operations. Even with air-to-air refuelling it wouldn’t take long for the RAAF to struggle to provide standing air cover much beyond 1,000 km range.

If defence planners are serious about conducting amphibious assault operations using these vessels, they’d be looking seriously at the option of a naval task group taking along its own air power. Opposed operations without air cover aren’t a recipe for success. The Falkland Islands War, for example, would have been a resounding defeat for the British without the Harriers embarked on their aircraft carriers.

The Navy takes pains to remind us that these will be the largest ships they’ve ever operated (video), even bigger than the aircraft carriers HMAS Melbourne and Sydney. The Melbourne was retired in 1982, and the ADF hasn’t had the ability to take its own air power along on naval operations since. The large flight decks of the LHDs are getting a few naval stalwarts excited about getting fixed wing aviation back into the fleet, and there were a few murmurs around Russell Hill when the 2009 white paper was being developed (and when money wasn’t so tight).

The combination of the Canberra-class and the short take-off vertical landing (STOVL) version of the Joint Strike Fighter seems to be a credible option for getting back into the fixed wing naval aviation business. The Australian ships are built to the specs of the Juan Carlos-class amphibious assault ship operated by the Spanish Navy. The Spanish vessels embark Matador (Harrier) short take-off vertical landing (STOVL) jet operations. In fact, the model LHD in the DMO foyer had half a dozen jets below decks at first, although they discretely disappeared at some stage.

But the two ships the ADF are getting won’t be configured for fixed wing operations, lacking as they do the radar and air control systems necessary. Nor is there any plan to acquire those systems or the STOVL aircraft required. And budget pressure will mean that it’s not likely to happen in the foreseeable future.

That’s likely one reason for the 2013 Defence white paper placing much more emphasis than its predecessor on security, stabilisation, humanitarian assistance and disaster relief operations. Also on the agenda are cooperation and engagement activities in the South Pacific and Timor-Leste, including bilateral and multilateral exercises with regional security forces.

In fact, the South Pacific countries can expect regular visits from the Canberra class. We’re told that the ADF will establish an ‘enduring joint amphibious presence in the South Pacific through regular deployments’. That’s a long way from amphibious assault far from home, but much more attuned to the scenarios that the ADF is actually likely to be tasked to respond to.

At most, two LHDs could land a couple of thousand Australians on a beach at the end of a vulnerable supply chain—and it’s hard to find problems that have that as the solution. But even non-warlike missions can require an across-the-beach force to seize entry points. That’s consistent with the announcement that Army’s approach to amphibious forces will be initially modest, with a single battalion (2RAR) to be trained as an Amphibious Ready Element, with options to expand later if required.

These are all sensible and achievable developments. It will take time to get the ADF used to operating and deploying from the new ships, and a gradual approach will allow practice and doctrine development that can be built on later. It’s also not going to bleed Army’s training resources dry at the expense of all of the other tasks they are required to prepare for.

Above all, it means that reality has intervened in the development of an amphibious capability. Our land forces have the capability and capacity to do many things that will add to the security of the region and help in times of dire need. But they won’t have the scale, firepower or air cover for decisive amphibious combat operations in any serious conflict. Thankfully, that seems to be off the table for now.
