The Brazilian Navy: Green Water or Blue?

Although much attention has been directed toward the uncertain fate of the Mistral-class amphibious assault ships that were being built in Saint-Nazaire, France for export to Russia, there has been considerably less reporting on Brazil’s quiet naval expansion. The Brazilian Navy has frequently been dubbed a ‘green-water’ force to distinguish it from conventional ‘blue-water’ or ‘brown-water’ navies. Whereas a blue-water navy is concerned with operations on the high seas and engaging in far-ranging expeditions, brown-water navies are geared toward patrolling the shallow waters of the coastline or riverine warfare. Green-water navies, however, mix both capabilities, focusing mainly on securing a country’s littorals but also retaining the ability to venture out into the deep waters of the oceans.

For several decades, this green-water label has been accurate to the Brazilian Navy. Although possessing a vast array of inland patrol ships and river troop transports to exert sovereignty over Brazil’s many rivers and drainage basins, the Brazilian Navy also boasts the BNS Sao Paulo, a Clemenceau-class aircraft carrier purchased from France in 2000. But there has recently been a shift in Brazil’s maritime priorities, suggesting that it may soon be more accurate to regard the Brazilian Navy as a blue-water force with some lingering vestiges of brown-water capabilities. Begun under Luiz Inacio Lula da Silva, President of Brazil from 2003 until 2011, and intensified under the Dilma Rouseff’s current government, Brazil has been on a shopping spree for military hardware. Although this has included procuring 36 Gripen NG multirole fighter aircraft from Saab for use by the Brazilian Air Force, much of the recent contracts have pertained to the purchase of vessels intended to modernize the Brazilian Navy. Brazil’s five Type 209 diesel-electric attack submarines, acquired from Howaldtswerke-Deutsche Werft, will be joined by four Scorpène-class diesel-electric attack submarines to be built domestically with completion of the first vessel expected in 2017.

In March 2013, Brazil’s President Dilma Rousseff inaugurated a domestic shipyard at which Brazil’s first nuclear-powered submarine – the fittingly named BNS Alvaro Alberto – will be built with French support. Delivery of the completed vessel is not expected until 2025 but the success of the project would bring Brazil into a very small club of countries with operational nuclear-powered submarines: the United States, United Kingdom, France, Russia, India, and China.S34 Tikuna

The Barroso-class corvette commissioned in late 2008 also seems to have inspired a new series of ships for the Brazilian Navy. The domestic shipbuilder Arsenal de Marinha do Rio de Janeiro has been contracted to build four vessels based on the design of the Barroso-class but with “stealth capabilities” and which will possess both anti-ship and anti-air armaments. Delivery of the first of these new stealth corvettes is expected in 2019 and as such many specific details about the design are currently unknown. Furthermore, delivery of two new Macaé-class offshore patrol vessels is expected in 2015, while an additional two will be delivered in 2016-2017, bringing Brazil’s fleet of these patrol vessels to seven in total.

But why is there this rapid buildup in maritime forces for Brazil? To some degree, these new procurement projects are intended to offset the Brazilian Navy’s diminished capabilities following the retirement of 21 vessels between 1996 and 2005. This would not explain the focus on vessels with longer-range expeditionary capabilities, though. Some observers may attribute the acquisition of ships with capabilities clearly not intended for the patrol of inland waterways, such as the new “stealth-capable” Barroso-class corvettes, to the threat posed by Guinea-Bissau’s instability. That Lusophone West African country, which has been dubbed a “narco-state”, has been a major hub in the international drug trade; Colombian cocaine often makes its way to Guinea-Bissau from the Brazilian coast, only to then be exported onward to Europe. But President José Mário Vaz, who was elected by a decisive margin to lead Guinea-Bissau in May 2014, has quickly moved to crackdown on corruption in the Bissau-Guinean military and seems set to make counter-trafficking a priority during his term in office. Even if Brazilian policymakers believe it may be necessary to exert a stronger presence in the South Atlantic to discourage narcotics trafficking, a nuclear-powered attack submarine is not at all the right tool for the task.

Rather, it seems most likely that there are two principal factors motivating Brazil’s naval procurement projects. With regard to BNS Alvaro Alberto and the potential acquisition of a second aircraft carrier, Brazil craves the prestige of at least appearing to be the leading maritime power in the Southern Hemisphere. Participation in major international maritime exercises, such as the IBSAMAR series conducted jointly with Indian and South African forces, are intended to promote a view of Brazil as a power that ought to be respected and consulted, particularly as Brazilian policymakers continue to pursue a permanent seat for their country on the United Nations Security Council. More importantly, however, the shipbuilding projects on which Brazil has embarked are intended to build up domestic industry and contribute to economic growth.

Brazil is already attracting considerable interest as a shipbuilder. In September 2014, the Angolan Navy placed an order for seven Macaé-class offshore patrol vessels, with four to be built at Brazilian shipyards. Over the past several years, Brazil has exported various vessels and equipment for use by the Namibian Navy. Equatorial Guinea has expressed its intent to acquire a Barroso-class corvette from Brazil for counter-piracy purposes. The A-29 Super Tucano, a turboprop aircraft intended for close air support and aerial reconnaissance, is produced by Brazilian manufacturer Embraer and has been exported for use in roughly a dozen national air forces. If Brazilian industry is successful in producing submarines and stealth corvettes, demand for Brazilian military hardware will only grow, generating impressive revenue and creating many jobs.

 Of concern, however, are Brazil’s long-term intentions with regard to the construction of BNS Alvaro Alberto. There are few navies in the world with the infrastructure and know-how necessary to successfully operate one or more aircraft carriers; after all, the club of those countries with aircraft carriers in service is limited to just nine. But the export of nuclear-powered attack submarines would undermine the international community’s non-proliferation treaty and could potentially harm international peace and stability. The Islamic Republic of Iran has been rumored to occasionally entertain plans to obtain a nuclear-powered submarine, while the Democratic People’s Republic of Korea has allegedly expressed a private interest in obtaining Soviet-era nuclear-powered submarines from the Russian Federation. This is not to say that Brazilian authorities would consider exporting such vessels to Iran, North Korea or other such regimes, but there is certainly a market for future submarines modelled on BNS Alvaro Alberto. It will be necessary to keep a very close eye on the Brazilian shipbuilding and nuclear industries in the 2030s, especially as domestic demand for this class of vessel is satisfied. 

To obtain a deeper understanding of Brazil’s long-term strategic goals and to perhaps exert some degree of influence over Brazilian arms exports, it would be advisable for NATO to seek a partnership with the country. In August 2013, a partnership was established between NATO and Colombia, demonstrating that the Alliance certainly is interested in security affairs in the South Atlantic. Brazil could also contribute much know-how to NATO members, especially as the Alliance attempts to find its place post-Afghanistan. Clearly, there is much work to be done in the area of trust-building if such a partnership is to be found prior to the expected completion of BNS Alvaro Alberto: as Colombian officials visited with NATO counterparts to discuss the partnership, Brazilian policymakers were among those Latin American figures who condemned Colombia for the initiative.

Partnering with Brazil will be very challenging diplomatically, but it is an effort that must be made. This rising power will soon find itself with a blue-water navy and, as such, military vessels flying the Brazilian ensign will become an increasingly frequent sight in the South Atlantic.

Charting a Closer Course: Obama’s Trip to India

When President Obama next week attends India’s Republic Day festivities, celebrating the 65th anniversary of the country’s constitution, he’ll be the first U.S. President invited as the guest of honor and treated to a spectacle rife with symbolism. In addition to floats, bands, and regiments parading along the Rajpath on everything from mounted camel to motorcyle representing the diversity of India, the President will also witness a ceremonial flyover of a P-8I maritime patrol aircraft (MPA) in formation with two MiG-29K fighter jets (pending security concerns). This flight is symbolic in its own right for several reasons.

A Maritime Renewal

On the face of it, the flyover celebrates the induction of both aircraft into the Indian Navy. But their inclusion, the only other time than the display of Harriers in 1984 that naval aviation has taken part in the flyover, also highlights India’s renewed emphasis on bolstering its status a maritime power. India’s confidence in its naval service was shaken in the wake of a spate of nearly a dozen terrible accidents over a roughly the past year-and-a-half, resulting in the loss of more than 20 lives and significant damage to several vessels.

2nd_Boeing_P8IDespite adopting a “Look East” policy in 1991, India has in large part to this day viewed its strategic choices through the prism of its contentious relations with its neighbor to the northwest, Pakistan, promoting its air and ground forces at the expense of its naval. After Prime Minister Narendra Modi declared in November that he would follow through on the previous policy’s promise by setting out to actually “Act East,” observers are beginning to see signs of action. Modi has boosted ties with Vietnam and Japan, including inviting the latter to return last summer for its U.S.-India naval exercise Malabar and last week agreed to further strengthen US-India-Japan trilateral ties, although the effective result of this sentiment is unclear at this point. Early this year India may have also (but denies having) played a role in reversing China’s influence in Sri Lanka, seen as a key node in China’s Maritime Silk Road concept and playing host to Chinese submarine port calls to India’s displeasure, through aiding the surprise defeat of President Rajapaksa.

Additionally, the increased investments India has made of late in the sea services are starting to bear fruit, as evidenced by more than just the new aircraft. The sea trials begun in December of India’s first indigenous nuclear ballistic missile submarine, the commissioning of its first indigenous guided-missile destroyer in August, and the construction underway of its first indigenous aircraft carrier also demonstrate – despite schedule slippages – the increased priority in funding the sea services are receiving. On New Year’s Day, India received another confidence boost, reporting that its coast guard succeeded in intercepting a fishing boat operated by terrorists before they were able to execute another “Mumbai-style attack.”

Opportunities

It will not be lost on most observers that the MiG is of Russian origin, and the P-8 hails from the United States. As such, the flight represents the choice for India between its traditional weapon supplier, Russia, and new options. These alternatives include India itself, as it looks to produce as much domestically as it can, at times in partnerships with those willing to share technologically advanced designs, but also those with whom it would like to cement friendships. In the Indo-Pacific such as Japan, which is attempting to finalize a deal over US-2 amphibious aircraft.

This presents the United States with several opportunities. During his trip President Obama is expected to renew a defense cooperation framework with India for another 10 years. But this is more or less the continuation of the status quo. At the same time, India is seeking suppliers of drones, and is likely to get the RQ-11 Raven, but would be well suited for sale of larger drones for maritime surveillance or as strike aircraft. Further, India is reportedly weighing the benefits of nuclear propulsion for its second indigenous carrier.

Both drones and nuclear propulsion are fields in which the United States excels, yet selling either carries risks. The sale of armed and larger drones, which U.S. export controls currently restrict, would if nothing else pique other partners already turned down from purchases. If lax safety standards led to an accident aboard a nuclear vessel, public opinion could call into question the U.S. Navy’s use of it. But the bigger risks are those of missed opportunity, the opportunity not only for business, but for binding ties between two maritime powers with much to gain through increased cooperation.

#CARRIERDEBATE: Bearcraft are the Answer

[Editor’s Note: The following more appropriately fits in our annual International Maritime Satire Week, but Matt couldn’t wait]

Friday night,  Naval Academy History Museum and USNI hosted a debate on the viability of Aircraft Carriers as a future naval asset. Bryan McGrath, the affirmation, and Jerry Hendrix, the negation, wrestled over the value-for-return and vulnerability of a carrier to enemy weapon systems. There were, however, three particular points of agreement – that there are concerning issues about the range and ability of the modern-day carrier air wing, that unmanned aviation is the future… and Grizzly Bears are terrifying.

In that light, it seems that a mutually-acceptable solution for the investment security and return sought by Jerry Hendrix and the flexibility and potential sought by Bryan McGrath would be using our greatest fear to solve our mutual problem. Even as we speak, the CNO’s office for naval aviation, N98, is testing the B3AR5: unmanned bearcraft. With the terrifying visage and endurance of a grizzly bear, with the flexibility and precision of an aircraft, the B3AR5 propels US naval security, and the bearcraft carrirer, into another 60 years of dominance.

The Elephant at Sea: China’s Naval Outlook

A Brief Overview of China’s Naval Outlook

Naval supremacy is one of the oldest forms of projecting national power. For millennia, the ability to operate well beyond a country’s coastal waters has provided nations with unmatched security. Aircraft carriers multiply naval supremacy exponentially, providing a navy with floating bases, thereby relinquishing any dependence on other governments or local bases. Both practically and symbolically, the aircraft carrier has been central to American power projection over the six decades during which it has dominated the Pacific – but it is those same vessels that are now under threat from China’s vast new array of missiles.

Throughout the history of carrier aviation, it has been said that the first thing a President asks during times of crisis is: “Where is the nearest aircraft carrier?” The U.S. has had a naval presence, including aircraft carriers, in the northwestern Pacific Ocean for over half a century. Beginning with the defeat of Japan in World War II, the U.S. Navy has treated these waters as their own. It has used its unmatched naval power to implement a rules-based international system oriented toward the promotion and preservation of free trade, freedom of navigation, and the democratic rule of law. This dominance was accelerated in 1972 when the U.S. endorsed China’s return to the family of nations, thereby implicitly leading to China’s acceptance of American military dominance in Asia.

While there have always been Chinese antagonists to American naval dominance in the Pacific, one would find it difficult to argue that American dominance in the region has not led to the most stable and prosperous period of China’s modern history. That said, many proponents of China’s imperial ambitions assert that America’s role in the Pacific is crumbling, as China vows to recast its historic military and political might in the region.

Today, China is especially concerned with the security of its seaborne commerce in the area it calls the Near Seas – the coastal waters that include the Yellow, East China, and South China Seas. As such, China is beginning to implement a strategy to exert increased control over the Near Seas, pushing the U.S. Navy farther and farther east. In doing so, China is launching a profound challenge to the U.S.-led order that has been the backbone of China’s own modern economic success.

American military strategists assert that for the past 20 years China has been expanding its military with a keen focus on investments in its “anti-navy” – a series of warships, silent submarines, and precision missiles specifically designed to prevent the U.S. Navy from operating in large areas in the northwestern Pacific Ocean. As Dennis Blair, a retired U.S. Navy admiral who was the commander of U.S. forces in the Pacific region states: “Ninety per cent of [China’s] time is spent on thinking about new and interesting ways to sink our ships and shoot down our planes.”

Some observers believe China wants its naval capabilities to perform as an anti-access/area-denial (A2/AD) force—a force that can deter U.S. intervention in a conflict in China’s Near Seas region, or at a minimum reduce the effectiveness of intervening U.S. forces. That having been said, China currently does not possess a fully operational aircraft carrier – though it is expected to have one in service by 2015.

The U.S. Pacific Fleet, on the other hand, is the world’s largest fleet command, encompassing 160 million square kilometres and consisting of approximately 200 vessels. Of these, two are aircraft carriers.

The U.S. has not lost an aircraft carrier since the Japanese sank the USS Hornet during the Battle of the Santa Cruz Islands in 1942. Today, the mere thought of an aircraft carrier being vulnerable could be enough to restrict its use, as the loss of a carrier would be an unfathomable psychological defeat to American naval prestige and credibility – akin to a Pearl Harbor or 9/11. These sentiments are beginning to be realized in the Pentagon, as a new concept of fighting wars at sea is taking shape.

AirSea Battle, inspired by the AirLand Battle concept, is an integrated battle doctrine that officially became part of U.S. grand strategy in February 2010. The purpose of this doctrine is to shape U.S. military power in such a way as to better address asymmetrical threats in the northwestern Pacific and Persian Gulf – in other words, China and Iran.

By weakening the U.S. Navy’s presence in the Pacific, China hopes to undermine America’s alliances with other Asian countries, thereby reshaping the balance of power in the region. If U.S. influence does indeed decline, China would be in a position to quietly assume a leadership position in Asia, giving it much greater sway over the rules and practices in the global economy. The future of global security hinges on the floating of two vessels in the Pacific, for if one American aircraft carrier were to be sunk, the balance of power would be dramatically altered.
