Seafighters Will Never Operate In A Logistics-Free World

Every QDR season, Wayne Hughes rousts himself from his Naval Postgraduate School hideout and mounts a push for his beloved teeny-tiny combatant–the “Seafighter”.  His latest, “Sustaining American Maritime Influence,” published in the September 2013 USNI Proceedings, is his usual salesman-like effort (in which he is joined by retired Admiral John Harvey, NPS Operations Research heavy-hitter, the retired Captain Jeffrey Kline, and LT Zachary Schwartz, USN) to get small craft onto the national security agenda.

Hughes’ small ship advocacy has worked–at least to a point. Small LCS-like ships are coming into vogue, yet it is fairly obvious–after perusing his repeated calls for ever-smaller ships–that Hughes thinks LCS, in its current guise, is too big, too pricey and too sophisticated. But his subsequent proposals for ever-smaller ships really risk falling flat because his “tiny ship” argument does not work without simultaneous reinvestment/recapitalization of a much-maligned and costly ship class–the surface-ship tender. But Hughes, in his sales pitches, doesn’t have much time for tenders. He stays firmly with the sexy and superficial to make his pro-small-ship argument. After all, the Seafighter concept is a seductive “transformational” idea, tuned to catch notice of Congress and defense reformers–small ships are cheap. They can be built in numbers. And in numbers, they offer flexibility. They are wonderful engagement tools. They are now seen as an “alternative” to LCS. Fine. And he’s correct. But there’s just one big problem.

Logistics.

For a forward-deployed Navy, any small-ship scheme–well, any small ship scheme that has aspirations to be more than a coast-bound, Soviet-like homeland defense force–must be logistically supportable. That’s where Hughes and his fellow small-ship boosters run into heavy weather. Once sufficient logistical support is added to any small ship scheme, the economic savings vanish, and we end up generating a host of battlefield problems that Hughes and Kline simply refuse to analyze (in one larger study–recasting the entire Navy as an almost entirely small-craft affair–discussion of the logistical implications and subsequent cost–was just, well, not included).

There’s a big, fat, fiscal reason why tenders were some of the first to be ushered out of the arsenal. The ships were pricey, the crews large and costly, and you had to guarantee a sufficient level of forward operations to make the ships worth their while.

Now, the fact that the NPS Operations crowd comes back, year after year proposing the same concept is admirable, but their refusal–or, frankly, their inability–to address the gaping logistical holes their small-ship argument does the Navy academic community a disservice.  So here’s my message to that crowd: Reorient your small ship advocacy towards explaining logistical requirements needed for small-craft forward operations.

And, mind you, this is coming from somebody who likes Wayne and loves small ships.

First, Small ships don’t operate in a vacuum, and they certainly will not operate forward or be ready for action without refueling capability, ready resupply and maintenance. Think about it. Pick up any book about PT boat operations. Consider the ample shore establishment and fleet train those ships needed back in World War II.

The second reason why we need to have a discussion is this: Nobody knows what they want in a tender. It’s fairly obvious Hughes originally didn’t want just any old cobbled-together auxiliary. Here’s what he wanted back in 2000, in the USNI Proceedings article, “21 Questions for Seafighter”:

“The smaller model [streetfighter] should be sized so that a high-speed mother ship can carry six or eight.  The upper limit is therefore around 300 tons, and the craft must be configured to launch and recover in an open sea.  The crew should be small, so crew endurance is probably going to be the limiting factor on mission time.  Habitability, sustainment and replacement crews must reside in the mother ship.  Aircraft would have to be based within the mother ship, too, thus limiting the radius of action of the small streetfighter for some tasks.

Larger versions of, say, 1,200 tons would have to transit under their own power to their operating theaters and be followed closely by a tender for support….a potential convenience is that six spare destroyer tenders already exist for their support. On the other hand, aircraft carried by the 1,200 ton streetfighters would need support by the tender or an accompanying air-capable ship.”

Okay.  Aside from the fact that Hughes probably knew that four of the six available destroyer tenders had been struck the year before (the Shenandoah, Cape Cod, Yellowstone and Samuel Gompers), it’s pretty clear Hughes was interested in a gold-plated auxiliary.  Look at the language–”fast” ,”air-capable”, “launch and recover in an open sea”.  Even then, Hughes knew that this LHA/T-AOE/AD/MLP hybrid was going to be far more expensive than the $500 million he suggests as a tender price-point.

But Hughes is not alone. We do not have a good model for tenders.  Frankly, I’m really vexed that we are poised to decommission some of our fast T-AOEs (yes, I know there is a sound engineering reason for that move), and I think the MLP offers all kinds of interesting options that we have yet to fully explore. Logistical ships have been overlooked for far too long, and we must do more to discuss and study them.

My third reason I wish to have wider consideration of auxiliaries is that auxiliaries are entering the fleet! We are ushering MLPs and JHSVs into service and about to design a T-AO(X) for mass production. If small ships can leverage these platforms, or if small ships demand a larger T-AO(X) block buy for support, then the National Security community needs to know now.

Unfortunately, small ship advocates are soft-pedaling their support requirements. Rather than engage in a frank discussion of floating logistical support, small-ship proponents use a fall-back strategy–an impressively simple solution called (you guessed it!) shore-basing.

In Hughes’ 2000 article, that strategy was detailed in one sentence:

“Whenever operations are near a friendly state, a small, prepackaged, transportable shore facility is an alternative.”

In Hughes’ latest act of small ship advocacy, he acknowledges the price of logistical support, but, in the end, he takes pretty much the same tack:

“When they [Seafighters] operated independently in coastal waters, then tender support was conjectured. Exploratory tender support for a large flotilla of 100 missile ships located in many places was disturbingly expensive in manpower and construction costs.

However, we believe our previously outlined worldwide survey—as well as the clearly attractive current Navy plans to base the LCS overseas in Singapore—demonstrates that in real-world circumstances we will usually be collaborating with a state where the ships can be supported ashore. Tender services might be desirable for out-of-the-way places, and so the personnel costs of two or three interim alternatives—to include auxiliary ships or amphibious-assault ships such as the USS Ponce (LPD-15)—should be included in the cost of deploying flotilla squadrons.”

The LCS deployment to Singapore was a bit of a wakeup call. We’ve forgotten that any forward-basing scheme that relies upon host-nation resources is a tough task rife with lots of opportunities for error. With Glen Defense Marine Asia, we learned that lesson–in spades. Aside from the fact that the LCS’s husbanding agent is under investigation for corruption, we are still struggling mightily with the logistical challenge of getting spares, techs and other items into another country in a timely fashion. The cost and delay stemming from customs, export control, security requirements and other issues make forward-deployment a personnel-heavy challenge. For persnickety combatants, it’s a lot easier to have a ship at the pier full of spares, techs and back-up crews dedicated to the task at hand.  (My offhand thought is to take most of the LCSron folks in San Diego and put ‘em all on a tender.)

(A tender also helps grant small ships an added measure of flexibility–I won’t even get into how geopolitics could, at a time of tension, break war plans that depend upon forward-basing schemes to work.)

Yes, other ships do manage to operate forward. There are plenty of success stories out there. But maintaining a solid old T-AO forward is one thing, while maintaining a bunch of new “yet-to-work-out-the-kinks” combatants is something else entirely.

At a minimum, a tender would have made the LCS introduction to forward-basing go far more smoothly. I mean, why have our current shore-basing options in the Gulf–the some ones we cite today as a rationale for “more” forward basing–worked so well?

Those arrangements go smoothly because, twenty years ago, the U.S. Navy brought in tenders, and used those as bases to help develop trusted relationships, a means for engaging local shore support establishment, support protocols and so forth.

With new auxiliaries coming on-line and the current “small ship” showpiece struggling to “win” a forward deployment, it would be far more useful for small ship advocates to take a new tack, and start exploring how to best enable forward operation of small craft. Stop indulging in another set of long, well-trodden discussions of small-ship capabilities, costs and other minutiae. Let’s figure out what we need to do logistically to enable small ships.

I’ll be blunt: if those small ships cannot reliably operate forward, then all the effort Hughes and his friends put into promoting small-ship Seafighter design, armament schemes and operational doctrine means nothing.

Philippine Navy Frigate Program: An OPV by Any Other Name?

The Philippine Navy has unveiled bidding specifications to purchase it’s first new major surface combatant in several decades. Titled “Frigate Acquisition Program,” this key milestone of the Capability Upgrade Program will reorient the nation’s military from decades of COIN operations and enable a credible defense against conventionally-armed opponents.

090906-N-0120R-068A closer look at the program’s bid specifications along with missions that are likely to be met by the platform, reflects the balancing act between cost and capability that all naval forces must perform when seeking mid-to-low assets. Is it really a frigate that they’re looking for? Or is it more of a corvette? Or even an Offshore Patrol Vessel (OPV)?

It’s worth noting that at a functional view, the distinctions today between frigates, corvettes and OPVs are subtle; and in most cases, the label used is more about political expediency than clear-cut delineations about capabilities. For purposes of this article, an OPV leans towards enforcement or constabulary duties as opposed to being a dedicated combatant vessel, with a minimal weapons fit necessary to fulfill it’s function.

A Philippine Navy Desired Force Mix paper published in 2012 identified gaps in several operational specialties including Anti-Air Warfare (AAW) and Anti-Submarine Warfare (ASW); roles traditionally filled by frigates and corvettes. The bid specifications at a high level paint a picture of a multi-role combatant with embarked helicopter that meets both those capabilities, plus a moderate surface warfare punch.

However, a closer look at the requirements calls into question if the program is really seeking a frigate:

  • Perform Economic Zone Protection Roles
  • Operate up to Sea State 6
  • Operational Range of 4,500 nautical miles @ 15 knots
  • 30 Days Endurance
  • Minimum upper speed of 25 knots

Starting at the top, the Exclusive Economic Zone (EEZ) specification combined with high endurance and rough sea-state handling gives signals that we’re looking more at a patrol vessel for primary use. The contemporary history of spats with China over the resource-rich Shoals and the Spratlys is a stark reminder that asserting claims in the maritime space is one of the Philippine’s political drivers for modernization. Currently, the Navy has only two vessels capable of sustained operations to the edges of the EEZ; namely the newly acquired High-Endurance Cutters (WHEC) from the U.S. Coast Guard. It’s logical that follow-on ships would enhance those same patrol and presence operations.

The lower speed range (most combatants top out at 30+ knots), large operating radius, modest cruise rate and long endurance time reinforce the idea of patrol rather than dedicated offensive operations. While a specific propulsion type is not mentioned, one of the reasons the Philippines did not leverage wide availability of gas-turbine ships in the used defense market is a concern for their high fuel consumption rates. That may be explained in some part by the doubling of the Navy’s Petroleum, Oil & Lubricants (POL) expenditure; seeming to coincide with the initial operating year of the gas-powered Hamilton WHECs. While the cutters by themselves cannot be the sole cause, it’s a reminder that with new acquisitions comes a increased overhead – there are no free lunches. Gas-turbine plants are also a novelty, having been introduced to the Fleet only on the WHECs – and an older model to boot. Given all that, it’s likely that the winning bid will be diesel-based. This is also a characteristic of patrol vessels, prioritizing fuel efficiency and a greater operating range while trading off reduced speeds for sprints, evasive maneuvers and transits.

Other aspects to consider:

  • Embarked helicopter and rigid hull inflatable boat (RHIB) facilities, including full hangar space for the aviation asset
  • Accommodations for special warfare or other occupants
  • Selection of a 2D air search radar and Electro-Optical (EO) sensors
  • A quadruple Surface-to-Air (SAM) launcher with infrared or semi-active homing missiles (5km minimum range)
  • Two dual-box Surface-to-Surface Missile (SSM) Launchers (total of four missiles, 50 km minimum range)
  • 76mm main gun
  • One (1) secondary stabilized gun

Again, some subtle differences delineate this vessel’s requirements from a pure combat craft. Helos and RHIBs are common to both ship types – force multipliers that enable presence, intelligence-gathering and and if needed, kinetic reach well beyond the ship’s limits. Conversely, they can also be used for search-and-rescue (SAR) and law enforcement. A possible supporting indicator is whether the winning bid uses ramps versus davits. The latter method is more versatile and enables SAR operations in rougher seas that would swamp a ramp-equipped ship. The additional accommodations, while noted for special warfare detachments, can also double as holding areas for refugees, survivors or detainees.

When selecting a sensor suite for a frigate, there are no advantages to having a 2D radar versus a more capable 3D radar that facilitates, among other things, effective anti-air warfare. Coupled with the minimal SAM armament that is purely defensive in capability, this cannot be one of the ships meeting the AAW role. The under specification of the SSMs (eight missiles are nominally found on most warships) is another indicator of the balance between versatility and weapons fit, potentially indicating that deckspace is either at a premium or needs to be freed for other purposes. The 76mm main gun leverages operational and maintenance commonality, as the Oto-Melara is present on other ships in the fleet. It is also just about the largest caliber that can be found on patrol vessels. No explicit Close-In Weapons System, a staple in modern warfare against missile-equipped opponents, is another tell. Very rarely are OPVs armed with last-ditch defense systems, and their secondary gun is usually a slower-firing weapon in the 20-35mm range rather than high-speed multi-barrelled Phalanxes or GoalKeepers.

Of the eleven prospective bidders, what are some of the offerings that might fit? The tight budget requirement really drives baselines to be a small hull, likely accompanied by a custom sensor/weapons fit that may not tick all the boxes.

Navatia’s Avante 1800 is an excellent candidate, ticking and in most cases, exceeding the requirement checkboxes. South Korea could be sitting pretty, as the pending sale of FA-50 fighters could put them at the top of the list to leverage same-source efficiencies. But it will take a lot of corner-cutting to get Hyundai’s Incheon-class frigate down-specified to fit the bill. While not in the prospective bidders list, other close alternatives are BAE’s Amazonas-class OPV, and ST Marine’s Fearless baseline platform. Other alternatives may be immediately disqualified on the basis that they must be “proven vessels,” – i.e., previous successful sales of the platform in the past ten years.

Given the short period that has passed since publication of the technical specifications, it’s not surprising that the bidding deadline moved to the end of November, granting interested parties more time to build competitive proposals. Of all the hurdles they face, the one that may be most daunting is the projected total budget of roughly USD400 Million for both units plus integrated logistics support. The situation is further complicated by the notorious 2-Stage Bid Process that has derailed previous acquisition programs.

A term that will likely puzzle and frustrate the bid analysis is “Fitted for but not with” – meaning, “yes, we’d like to have Feature X, but if your bid doesn’t have it, it might still be okay and we might actually have the money for it but we can’t tell you right now.” It’s a very big symptom of the program’s tone of uncertainty. If no changes are issued to the technical specifications, then only pre-bid Q&A will enable prospective companies to tailor their offerings.

The program could quickly run out of steam if winning bids don’t emerge. If that happens, the bid process resets with accompanying waiting periods. Several factors are lining up that would make such delays to a successful signed contract fatal. For starters, the monies allocated will need to eventually be reset if not spent, requiring passage again through an already lengthy and onerous legislative process. President Benigno Aquino III’s term will end in 2016, and there is no guarantee that the following administration will be as supportive of military modernization. Finally, there is growing call for a rejection of purchases that are not addressing immediate security needs such as the Sabah and Zamboanga crises. Assuming a bid makes it past, they will still have to reckon with Stage 2, where potentially something as small as a documentation omission or error could force a reset back to the beginning as well.

To succeed, the Frigate Acquisition Program needs to move away from a minimums-only approach on technical specifications. A Request-for-Proposal that states minimums exclusively will beget minimums – driving the bidders to a cost-sensitive solution. By emphasizing what this platform really should excel at (i.e., surface warfare or AAW), this gives maneuvering room for the suppliers to build in additional selling points under the bottom line. This gives the Philippine Navy a solution that should satisfy cost limitations and deliver the most value.

Top 10 Maritime Assistance/ Disaster Needs and Best US Platforms

With a rush of wind and the deafening sound of rotor blades cutting through the humid Philippine air, U.S. Navy and Marine Corps helicopter and V-22 crews are delivering lifesaving aid to remote villages in the Philippines following the devastating Typhoon Haiyan.  This does not happen by accident.  The U.S. ability to project humanitarian assistance/disaster response (HA/DR) efforts across the globe is a direct result of investments in capabilities and platforms as well as in personnel and forward posture.  So what are material capabilities are most useful in disaster response, what are the “X” factors, and which U.S. surface ships platforms deliver those capabilities best (for the best cost)?

The 10 Material Capabilities Essential to Conduct HA/DR:

1 – Helicopter/Vertical Lift Capacity:   Operating from naval forces stationed off the coast, a helicopter’s low footprint and vertical take-off and landing makes it a palatable option for delivering aid and conducting search and rescue in almost any circumstance, especially where infrastructure has been negatively affected and disaster damage extends into the interior of the country.  Helicopters/vertical lift assets enable relief organizations to centralize relief supply stockpiles in airports capable of landing larger cargo planes, and the Navy and Marine Corps helicopters and V-22s are then able to ferry those supplies to remote and inaccessible areas.   Likewise, helicopters can transfer needed supplies (including water) directly off ships stationed off the coast to areas on land.

2 – Small Boats/Landing Craft:  Particularly useful in HA/DR situations where port facilities have been damaged (or nonexistent), with the majority of the damage on the coast. Landing craft (LCACs, LCUs) can transfer heavy supplies and equipment (bulldozers, trucks, etc.) quickly and without requiring port facilities.

3 – Medical Facilities:  Onboard ship facilities or the ability to provide medical personnel and treatment ashore becomes critical in the initial response for traumatic injuries as well as in subsequent days when infections and diseases spread by unsanitary conditions in the wake of the disaster.

4 – Cargo Handling:  Ships capable of quickly loading and offloading supplies play an important role.  Several ships have unique capabilities (cranes, roll-on/roll-off, etc.) to load and offload supplies in port, provided port facilities are still functioning in the disaster area.

5 – Humanitarian Supplies:  Supplies provided a lifeline in the initial and follow-on phases of the HA/DR response.  Tents, plastic tarps, portable RO units, food, blankets, etc. can be stored on ships or loaded in port for transfer to the HA/DR area.

6 – Shipboard Potable Water (H2O):  Ships make fresh, potable water from seawater using a variety of methods including reverse osmosis (RO) and evaporation.  Producing fresh water at sea is important to relief efforts as access to safe drinking water is always one of the biggest issues facing the disaster struck population ashore.  Bottled water is expensive to store and transport into the area, so being able to bottle the ship’s potable water and transfer it to shore via air or landing craft saves time, money, and often showcases the ingenuity and innovation within a ship’s crew.

7 – Speed to Station:  All the supplies, personnel, and equipment are useless unless the Navy can get them on station quickly.  Natural disasters can occur with little advance notice and cause extensive damage quickly over a broad area.  Quick response times prove critical as the first few days of a disaster are crucial to locate survivors (search and rescue), treat the seriously wounded, and provide critical supplies to isolated populations before infrastructure is restored.

8 – Command and Control (C2):  Communications enable ships to relay information to the Joint Task Force Commander (should one be appointed), Combatant Commander, relief organizations (USAID and non-governmental organizations (NGOs)), other ships, aircraft, and diplomats ashore in order to de-conflict potential issues and efficiently distribute aid.

9 – Surge Berthing:  The ability to house additional people onboard a surface ship certainly to support HA/DR efforts.  In some cases this might mean hosting non-governmental organizations (NGOs) or other U.S. government organizations like USAID.  Berthing can also be useful to house host nation and coalition liaisons, rescued locals, and joint task force personnel should a joint force be set up.

10 – Draft:  Disasters typically negatively affect port facilities and transit capabilities on land, so ships with the ability of getting closer to land cut down transit time (and turnaround time) for helicopters, small boats, and landing craft coming from sea-to-shore and vice versa.  A shallow draft typically enables ships to operate closer to shore.

*One important note on capabilities, local politics, and sensitivities must always factor into decisions on the extent and types of capabilities to use.  For example, in some cases, the Navy might have a fantastic ship-to-shore supply transfer capability using LCAC’s and landing craft, but the optics of the U.S. “assaulting” the beach might not play well in certain circumstances – so commanders must be cognizant of the cultural conditions and public perception.

The “X” Factors

Of course, all that material capability to do HA/DR would be fairly useless without the U.S. Navy’s advantages of forward deployment, extensive training, and skilled personnel.

Being there counts.  Forward deployments and overseas stationing has meant the difference in many HA/DR missions because the U.S. has been able to respond quickly and with a credible capability shortly after a disaster strikes.

Being trained counts.  An around the clock operations tempo (optempo) for most major HA/DR missions stresses a crew’s training to the limit – this where the “readiness” that the Navy’s expensive yet effective training pipeline and the Navy’s considerable operations and maintenance budget expenditures shine through.

Being motivated counts.  Sailors and Marines have demonstrated a remarkable operational agility, creativity, and mission dedication in HA/DR events.  Perhaps this has been the ultimate “X” factor in HA/DR events.  Their ability to respond quickly, act cooperatively and professionally, and demonstrate a genuine humanity and kindness for those in need – you just can’t create that in a Navy and Marine Corps overnight.

The Best Platforms:

So, given the Top 10 Material Capabilities and the “X” factors, which platforms give commanders the best “bang” and “bang for the buck” in HA/DR operations?

1 – Big Deck Amphib (LHD/LHA):  Several factors make the LHD the best platform – large organic helicopter/vertical-lift capacity (with deck space enabling simultaneous refueling and reloading for multiple aircraft), surge berthing, medical facilities, and a shallower draft.  However, the big difference between the LHD and the #2 (the aircraft carrier) is the well deck with associated landing craft, LCACs/LCUs, and embarked Marines and Marine equipment.  These factors enable LHDs to perform heavy lifts from ship-to-shore and vice-versa that the carrier simply cannot deliver.  Essentially, LHDs were designed to support amphibious/expeditionary operations so supporting HA/DR ashore is embedded in the platform’s DNA.  LHDs bring capabilities to deliver supplies and aid, much like it delivers Marines ashore.  When you factor in cost of the platform (~$3B a ship), the LHD also provides the most “bang for the buck” for a HA/DR situation.

2 – The Aircraft Carrier (CVN).  A close second, the carrier has significant capabilities to support HA/DR, especially if it embarks a full complement of helicopters and flies off most of the fixed-wing jets.  Its large deck space, speed to station, medical facilities, fresh water generation, C2 suite, and berthing space make it a formidable HA/DR asset.  From a public outreach/optics perspective, one cannot deny the soft/smart power appeal of sending an “aircraft carrier.”  The public perceives that CVN’s have become the symbol of U.S. seriousness in many cases.  The generally more capable (and less expensive) “helicopter carriers”/LHDs just do not carry the same cachet in international media and political circles.  From a cost perspective, however, the CVN costs about $5B to buy and the new Ford-class costs well over $10B.  Unlike the LHD, the CVN was designed for strike aircraft sorties and projecting power with fixed wing aircraft – not expeditionary missions.  It is a testament to the CVN crews how well they have adjusted on the fly to a helicopter/vertical lift mission during a HA/DR operation. In the end, the carrier is an incredibly valuable asset to use for HA/DR from a public relations and capability standpoint.

3 – The Other Amphibs (LPD/LSD):   With reduced helicopter capability due to smaller deck space and housing, the LPD comes in lower than the flattops in overall HA/DR capability, but still provides a powerful asset to any HA/DR mission.  The LPDs ability to load and off load supplies in port easily enables it to gather critical supplies before getting underway to a disaster response.  Like the LHDs, LPDs also have large well decks from which to sortie LCACs and LCUs for ship to shore transfers of heavy equipment.  LPDs also have a shallow draft, medical capabilities, and ability to store humanitarian supplies.  However, its speed to station factors negatively against the platform.  Yet, LPDs provide considerable HA/DR capability for relatively low cost (a little under $2B).

4 – JHSV:  Speed, low draft, loads of berthing, and supplies-storage capability make JHSV a contender in HA/DR response.  With a few modifications to the new platforms, JHSV could be a very low cost (only $200-300M a copy), and high capability asset for use in future HA/DR situations.  If you combined several JHSVs together in a HA/DR “wolf pack” you could perhaps take care of the majority of disaster response events without having to call on the larger, capital ships.

5 – Hospital Ships:  Like the carrier, the media attention the U.S. gets for deploying one of its two USNS hospital ships is considerable.  The medical facilities and ability to be a game changer in HA/DR situations is unquestioned, but they are hampered by slow speed to station, deep draft, and lower helicopter capacity.  However, their slow speed to station is the ship’s largest hindrance, meaning by the time they arrive on station for a natural disaster outside of the Western Hemisphere, their most unique function (high end trauma operating rooms) are not as in demand. The symbolism, however, can be a powerful signal and make hospital ships a key element in HA/DR events, especially in regions with limited health infrastructure.

6 – Supply Ships:  The backbone of any HA/DR operation, USNS ships provide massive stores, supplies, fuel, and water to sustain the HA/DR response, as well as an ability to support the effort using the USNS’s organic boats and helicopters.  They are essential to establishing and sustaining the sea base of operations during the HA/DR response, yet usually do not provide support without another surface platform working in concert.

7 – Cruisers/Destroyers (CG, DDG) and Littoral Combat Ships (LCSs):  The least capable platforms (material-wise), they score lowest in the top 10 HA/DR capabilities and are relatively costly to acquire.  Yet, they serve a valuable presence function, and can act as a “lily pad” for refueling helicopters operating off the larger surface platforms (or their own organic helicopters) – serving as a range extender for those invaluable relief and search and rescue flights.

The most cost-effective (as far as platform procurement goes) and highest capability HA/DR response group would be a LHD and LPD in combination with a USNS supply ship.  However, time counts and perceptions matter, so one can bet on continued use of CVNs and cruisers/destroyers as the “first responders” by Combatant Commands if they are available and closer to the scene.  Certainly one sees this in the latest Typhoon Haiyan response where the initial George Washington battle group sortied first, subsequently followed by amphib deployments from Japan.

The future is in the JHSV, Afloat Forward Staging Bases (AFSB), and Mobile Landing Platform (MLP).  This group of lower cost platforms can cover most of the stability and disaster response missions.  From Theatre Security Cooperation to HA/DR, having these platforms forward deployed with significant humanitarian supplies, surge berthing capacity, and ability to surge helicopter and land craft dets aboard will enable the United States to potentially contribute to HA/DR missions without pulling capital ships off station.

How I Learned to Stop Worrying and Love the HA/DR Mission.  Over the last two years, with the increased budget uncertainty, HA/DR was not mentioned as much in naval circles in favor of more “warfighting-centric” missions.  Yet, the Navy still holds HA/DR as a “Core Capability” in their 2007 Cooperative Strategy for 21st Century Seapower and in the Naval Operations Concept 2010.  While HA/DR has had its share of detractors, the reality remains that naval forces will continue to perform HA/DR missions. The positive public perception of the Navy’s role in HA/DR, civilian leadership’s desire to “do something” in the face of suffering, and the very real potential geopolitical gains will continually translate into HA/DR missions for Navy. In fact, from the Indonesian tsunami in 2004 to the Japanese tsunami response in 2011, the U.S. Navy averaged over 1.5 major “reactive HA/DR” missions per year.  Perhaps, not coincidentally, the Navy’s slogan became “A Global Force for Good” during that same time period. The Navy bought into HA/DR by being good at it, and the demand signal from home and abroad will continue to spike when disaster strikes; simply  put, the international community and American public now assume the U.S. Navy will be en route shortly. Perhaps more importantly these days, the Navy’s timely and very public involvement in HA/DR missions can help bolster the Navy Department’s case to secure funding within the Pentagon as the nation’s forward deployed, ready response force.

Navy leadership should embrace HA/DR and use it as a real way to explain the U.S. Navy and Marine Corps’ “value proposition” to DoD and to the American public in the looming sequestration budget battles.  The public does not necessarily understand what Navy ships do at sea and/or even understand why they are at sea in the first place, but the American public does understand when they see Navy ships, Marines, and helicopters delivering aid to those in need – that makes sense – and it manifests the utility of the U.S. Navy’s investment in presence and forward deployment.  Additionally, HA/DR is relatively inexpensive to conduct, and it can provide a sizable return on investment.  Jonah Blank of RAND recently estimated that the massive U.S. response to the Indonesian “tsunami of 2004, is estimated to have cost $857 million. That’s roughly the price of three days’ operations in Afghanistan last year.” Using HA/DR to advance U.S. strategic and geopolitical goals in critical areas of the world, is a prudent use of “Smart Power” and provides “returns” on par or better than most other military operations in the public perception arena.  Furthermore, the relief missions provide real world operations tempos for Navy crews, and generally provides Sailors and Marines with an immense sense of gratification by contributing tangibly to those in need – “A Global Force for Good” indeed.
