Countering Hybrid Threats in the Maritime Environment

Introduction: Hybrid Threats

Today, there are state and non-state actors challenging nations, institutions, and private companies through a wide range of overt and covert activities targeted at their vulnerabilities. Both NATO and the European Union refer to these as “hybrid threats” and the maritime domain has proven to be especially vulnerable.1 As we’ve seen recently, in both Crimea and the South China Sea, a hybrid approach lowers the political price for aggression, making regime change and territorial annexation possible “on the cheap.”2

Many refer to this phenomenon as “hybrid warfare” and in the process militarize a phenomenon that is actually much broader and more complex. This phenomenon requires a whole-of-government and whole-of-society approach to access the necessary means and authorities to address them. Thus, hybrid threats are best understood when framed as an attack on governance, specifically democratic governance.

Hybrid uses subtle, far-reaching, and opportunistic methods – and seldom with a return address. In other cases, they can be more brazen, but operate in a gray zone in which the impacted state has few good response options without escalating the situation into armed conflict.

In general, governments and institutions with weak governance are more susceptible to hybrid and transnational threats. Corruption, low levels of public trust, weak public and private accountability, ineffective law enforcement, poor border and port security, weak security protocols for critical infrastructure, and a lack of cooperation between ministries, institutions, and the private sector leave them more vulnerable to these attacks on governance.

Of course, these threats have always existed, but what makes hybrid threats different are the new vulnerabilities presented by a globalized world interconnected by instant global communications, systems of finance, and commerce. Hybrid threats represent the weaponization of globalization.

The governance which is threatened by hybrid threats is not just public, but private as well. The majority of the world’s supply chain, communications providers, financial systems, and media outlets are found in the private sector. For example, 80–90 percent of many Western countries’ critical infrastructure is owned and operated by the private sector. This infrastructure is widely recognized as the first target of a hybrid campaign.3 Given NATO’s heavy reliance on the private sector to provide logistics and communications capabilities during a crisis, these vulnerabilities can have far-reaching effects. 

Vulnerabilities to Maritime Hybrid Threats

Commercial. Commercial vessels and ports are vulnerable to hybrid threats in the form of sabotage, navigational spoofing, and cyber-attacks on supply chain information systems, resulting in lost or disrupted cargo, denial of access to critical port facilities, and environmental damage. At the same time, foreign ownership and control of commercial port facilities can lead to the disruption of their use when these same facilities are required in times of crisis. 

Cyber. Commercial and military maritime activities are more reliant on cyber-enabling capabilities than ever, with everything from navigation systems to port information systems all being vulnerable to cyber-attack by hybrid actors and criminal organizations.4 The Maersk incident of 2017 illustrates the challenge well. A cyber-attack on the government of Ukraine inadvertently impacted Danish global shipping giant Maersk when they went to pay their Ukrainian taxes online. 

As a result, Maersk’s global operations came to a halt as they temporarily lost the ability to govern their fleet. Numerous other industries were also impacted as the global supply chain was disrupted.5 If this attack was actually aimed at commercial ports and logistics companies, the damage and disruption could have been much worse. 

Under this same category, some commercial shipping companies are currently testing technologies to enable the use of cyber-controlled unmanned container ships to move commodities across the world’s seaways.  Obviously, the risks associated with this potential development are self-evident when looked at through the lens of maritime hybrid threats, with a potential scenario of a cyber-hacked unmanned vessel being turned into a weapon.

Energy. Diversification of energy supplies has led to an increase in the importance of liquefied natural gas (LNG), to include the transport vessels and onshore offloading facilities. In addition, gas and oil exploration in the eastern Mediterranean and the trans-shipment of petroleum and LNG at sea makes the energy supply chain more vulnerable to hybrid threats against the commercial entities which explore, extract, and ship these commodities.6

Communications.  Today’s economies are very reliant on the global information technology infrastructure with 97 percent of intercontinental communications moving through undersea cables, most of which lack even basic defenses. Approximately $10 trillion in financial transactions is carried over these 213 cable systems every day, illustrating the global economy’s reliance on them.7 These cables are not owned by states, but rather by private entities which cannot afford to harden them and still make a profit.  

The potential impacts are apparent when considering that in December 2008, accidental cable cuts in the Mediterranean and Persian Gulf resulted in widespread internet outages in the Middle East and India. For example, during that accident, Egypt lost 70 percent of internet connectivity, while India lost 50 percent.8

Territorial Vulnerabilities. The borders and exclusive economic zones (EEZ) of coastal nations can be disrupted and contested by hybrid actors acting on behalf of a state in order to contest the governance of their sovereign territory. In the South China Sea, China seeks to expand its claims, often interfering with the territorial waters and exclusive economic zones (EEZ) of countries like Vietnam and the Philippines, using methods such as armed fisherman to challenge the authorities of these nations and their commercial entities operating in their own EEZ.

Since the ability to control, maintain, and protect sovereign territory is a key aspect of governance, these are among the central tasks of coast guards and naval forces. In some cases, governments find it necessary to modify the rules of engagement for coast guards to be authorized to use deadly force, as Finland did in 2017.

Threats to Maritime Security Forces. Clandestine hybrid actors using armed frogmen or unmarked vessels disguised as commercial or fishing craft can surprise and swarm military vessels, disabling or disrupting them to keep them from being able to respond to other elements of a hybrid attack. The ability to detect, attribute, and respond to these threats is among the greatest challenges presented to security forces. In addition, the availability of increasingly sophisticated commercial off-the-shelf technology (COTS) to hybrid actors means that maritime security forces must constantly adapt in order to mitigate these emerging risks.

Disinformation. Alongside the previously mentioned maritime hybrid threats is the vulnerability to adversary disinformation campaigns aimed at eroding internal and regional trust by creating a false counter narrative. These disinformation campaigns across the media spectrum can bring into question the intentions and activities of friendly maritime security forces and their governments, not just in other countries but at home among their own people.

Strengthening Maritime Governance to Counter Hybrid and Transnational Threats 

The answer to these assaults on governance is resilient, credible, and capable governance; with deeper cooperation among public, private, and international organizational entities. High-trust societies are much more difficult for hybrid actors to target with disinformation campaigns.

Strong public and private governance presents a credible deterrence to both hybrid and transnational threats and well governed entities are more resilient when faced with them. 

In a broader sense, there are three levels of cooperation and collaboration which better enable governments and societies to deter and be more resilient to both hybrid and transnational threats:

  • A whole-of-government approach in which all agencies and ministries from national to local level cooperate and share information to reduce any gaps, seams, and vulnerabilities which can be exploited by hybrid and transnational threats.
  • A whole-of-society approach, which is similar to the whole-of-government approach, but also includes engagement with private sector, academia, and civil society stakeholders. Finland’s Comprehensive Security concept is a good example of a best practice for a whole-of-society approach.
  • A comprehensive approach in which the whole society of like-minded nations works together with international organizations and entities such as NATO, EU, UN, World Bank, the private sector, and civil society, collaborating and coordinating to face these challenges together.9

Seeking to focus on governance, instead of looking at hybrid and transnational threats primarily through a military lens, does not exclude a role for military capabilities. Rather, it puts these threats into a perspective which more closely matches each nation’s own legal authorities and frameworks. Given the nature of these threats, the first to detect and respond are most likely to be civilian entities (both public and private), which may require varying degrees of military capabilities to provide support. This is especially important since no government can afford to pay for the same capabilities twice.

In the event of a situation possibly escalating, close civil-military cooperation and interoperability is necessary to ensure a measured and appropriate response with all instruments of national and international influence available. For this reason, comprehensive and whole-of-society tabletop exercises (TTX) and scenario-based discussions on hybrid and transnational threats are vital to building trust and interoperability, while also identifying and closing any gaps and vulnerabilities in our legal and procedural frameworks. 

At the same time, the ability to counter maritime hybrid threats can be assisted by optimizing the use of existing systems and arrangements such as EUROSUR and Frontex’s European Patrols Network (EPN). In addition, new ways should be explored to leverage the expertise and capacity building efforts of the NATO Cooperative Cyber Defense Centre of Excellence, the NATO Maritime Interdiction Operations Training Center (NMIOTC), and the European Centre of Excellence for Countering Hybrid Threats (Hybrid COE).

Emerging Requirements to Counter Maritime Hybrid Threats

As recent history has shown us, these vulnerabilities point to a new list of emerging requirements in order to deter and counter maritime hybrid threats:

  • A review of national legal frameworks and the rules of engagement for maritime security forces to ensure they are sufficient and appropriate to the task of deterring and countering maritime hybrid threats.
  • A national and EU-wide foreign investment screening process for critical infrastructure and sensitive technologies.
  • The ability to operate in and regain control of contested commercial spaces.
  • The ability to differentiate clandestine hybrid threat vessels from other commercial and privately owned vessels.
  • The ability to operate in and regain control of contested cyberspace.
  • The ability to detect and attribute hybrid threats on shore and at sea.
  • The ability to operate quickly and decisively in a contested public information environment.
  • The need for whole-of-government, whole-of society, and comprehensive approach tabletop exercises and scenario-based discussions to develop deeper cooperation and information sharing between public and private entities.

Through meeting these new requirements, strengthening public and private governance, and seeking deeper and broader cooperation among institutions, nations, and civil society, we can turn globalization and our greater interconnectedness from a vulnerability into an advantage.

The Ultimate Stealth Ship

When one thinks of a stealth ship, images of the Chinese Type 055 destroyer, the French La Fayette-class frigate, or Swedish Visby-class corvette come to mind. The use of material and technology to produce a smaller radar cross-section or to reduce sound and electronic emissions are all common attributes of what is commonly considered a stealth ship. Yet, if one was to ask what is the stealthiest ship in the U.S. Navy, the answer may prove surprising. It is not USS Zumwalt, the newest destroyer in the fleet. It is also not the most recent Virginia or Seawolf-class submarine, and it most assuredly is not one of the littoral combat ships. The ship that holds this title is not even a commissioned vessel in the U.S. Navy, or owned by the government, but leased from one of the largest ship operators in the world. MV Ocean Trader, chartered by the Military Sealift Command for the U.S. Special Operations Command, most assuredly holds this title.

One may remember back to early 2014 when articles began to appear about the Navy obtaining a “Big, Secretive Special Operations Mothership,” as reported by David Axe in War is Boring. The story went, “The U.S. Navy is quietly converting a 633-foot-long cargo ship into a secretive helicopter carrier with facilities for supporting a large contingent of Special Operations Forces and all their gear, including jet skis.” In 2016, pictures appeared of the ship while at the BAE Shipyard in Mobile, Alabama. Constructed in the Odense Steel Shipyard in 2011 for Maersk Line, MV Cragside is capable of speeds of up to 21 knots. Her design is a common one in Europe, derived from the Flensburger roll-on/roll-of ships. She is a near sister ship to the four Point-class roll-on/roll-off ships chartered by the United Kingdom Ministry of Defense in 2002. The ship’s configuration, when compared to photos of the vessel before conversion, indicate an addition aft of the main house without windows or ports. Forward of the house, two enclosed helicopter hangers are added with the addition of a large flying off platform indicated by the drop-down nets along the edges.

That picture of the ship in Mobile is the last available image and report of the vessel by an American source. A French news agency reported the arrival of the renamed MV Ocean Trader in the Mediterranean on May 16, 2016. According to Maritime Administration records, the ship was renamed on October 30, 2015 and remains on the rolls as a U.S. flagged merchant ship as of July 1, 2017, although a few of the sources identify the ship as Marshall Island flagged. Checks of various Automatic Identification Systems (AIS) has the ship in Gibraltar on May 14, 2017, Souda Bay, Crete on May 24, 2016, and Amsterdam on August 16, 2017. The ship does not currently show up on any active AIS systems. A search of the Navy’s Military Sealift Command records, including both their annual reports – which state all the vessels owned and under long-term charter to the Navy – and the U.S. Navy’s official sites, have no records of the ship. Even the list of MSC contracts does not identify MV Ocean Trader, nor MV Cragside, nor contract N00033-14-C-2015. The ship has been deployed to the Mediterranean and possibly the Baltic for over a year, yet no news or information has been released about the vessel. While stories abound about the Navy’s and MSC’s hybrid-crewed afloat forward staging base, USS Ponce AFSB(I)-15, and the recently deployed Lewis B. Puller and its change in designation from USNS to USS, no press or mention has been made about MV Ocean Trader.  

Ocean Trader has the capability to house a total of 209 special warfighting personnel, enough stores and provisions for 45 days of operations and the capability to refuel and replenish at sea, along with capacity to launch, recover, refuel, and resupply up to four small craft, including UAVs. She includes a flight deck rated for day and night operation of Chinooks, Seahawks, Blackhawks, Kiowas, Apaches, Ospreys, Sea Stallions and Little Birds. There is storage and launch capability via the stern ramp for Zodiacs, RHIBs and jet skis. The ship contained all the command and control and food services, including the ability to provide hot lunches between 2330 and 0030 hours. A ship, forward deployed for over a year, can easily disappear amid an ocean filled with commercial shipping.

MV Ocean Trader, along with Expeditionary Support Bases, such as Lewis B. Puller and USNS Hershel “Woody” Williams, and Spearhead-class Expeditionary Fast Transports, provide a unique capability to project military power afloat and ashore. Ocean Trader’s commercial guise (like an auxiliary cruiser of old) provides stealth suitable for congested areas such as the Mediterranean or Baltic. Spearhead-class T-EPFs, like dozens of Incat and Austal catamarans around the world, also possess that capability to meld into the background or operate in the open, except for their Navy-gray exteriors.

The days of small radar signatures, applying special material to the hull, or suppressed sounds may just be giving way to the hoisting of false flags akin to the day of sail. While this may sound like a story from the age of piracy, MV Ocean Trader remains under contract to the United States through March 14, 2018, and she may be preforming missions as we speak.

Understanding the Role of Hybrid Warfare and U.S. Strategy for Future Conflicts

The boundaries of war have widened significantly with the technological investments each new era brings. Some believe war has lost the boundaries it once possessed, prompting an adoption of what some see to be a new way of war. The idea of “hybrid warfare” has become the 21st century political obsession, and allegedly poses a problem for the United States’ military strategy against growing powers like Russia, China, and even non-state actors like Daesh. While it may be true that the U.S. has reached a difficult point in foreign relations, the notion of “hybrid warfare” poses a fatal threat to U.S. security only so long as it continues to be hyperbolized. By deconstructing the idea of hybrid war, the U.S. can better articulate an effective form of strategy, like budget reform and multilateral cooperation, to address inherent threats without the fervor created by the exaggerated significance given to this dystopic concept.

Using analyst Frank Hoffman’s definition, “hybrid warfare” is “a tailored mix of conventional weapons, irregular tactics, terrorism, and criminal behavior in the same time and battlespace to obtain [a group’s] political objectives.” Despite the new-aged prominence political analysts are assigning to it, hybrid warfare does not entail anything the international community has not contended with before, having previously named similar conflicts “compound war.” For example, the rape and trafficking of thousands of women by Daesh is a component of their hybrid strategy. Yet, this cultural weapon has been systematically enforced from the top down in cases like the Dirty Wars, the Bangladeshi Liberation War, and the genocidal rapes commissioned by the Serbian forces. It seems that the narrow difference to justify a new slogan is the modern technology and information systems being used today. Yet, even the effects of these systems seem to be exaggerated. The supporters of this “new” concept point to the use of unmarked “Little Green Men” by Russia in the annexation of Crimea. However, the conditions in which Russia obtained Crimea are hardly innovative, nor are they indicative of future reproductions. In fact, Crimea supported a large population that held pro-Russian sentiments, and Russia possessed an “in” in the form of the Sevastopol base in southwestern Crimea. Furthermore, the divestment of patches hardly speaks of a new tactical form of war, and is instead more indicative of the high-end special forces operations the U.S. has long participated in. If anything, the focus on hybrid warfare as a new concept has hindered the U.S. by implying the existence of a new strain of conflict to be addressed. Aggressors like Russia and China may wave shiny new toys under the eye of the Western allies, all while operating in simultaneous spheres to achieve their political aims; but the reality is, they are not moving too far from the conventional and irregular methods of past conflicts. The U.S. should look at aggressors not as innovators, but as exceptional strategists recycling old algorithms of war to appear unrecognizable. When the U.S. can step out of the dystopia painted by the terror of a new form of war, it will see that current threats have not deviated from the path of history.

The U.S. must change its force structure to meet all potential threats and achieve its desired interests for order and protection. Threats can emerge from different categories, ranging from great powers to rogue states. As a global hegemon, the U.S. has the need and capability to address all of these threats, but must maintain a flexible force structure to meet demand. Currently, primacy – the preservation of current U.S. hegemony – is the most beneficial and cost-effective way to ensure the peace of a liberal world order. The U.S. defense budget should reassess its priorities to achieve this grand strategy. While the current budget still supersedes Cold War and WWII numbers, just over $600 billion, its priorities reflect the misleading understanding of today’s inherent threats. For example, the U.S. expects to spend up to $1.45 trillion on the F-35 Joint Strike Fighter , technology that has proven to be unnecessary and fraught with developmental problems. Alternatively, funds should be appropriated to much needed naval technology, like littoral combat ships, to preserve U.S. power projection in the Pacific. Instead of cutting active-duty soldiers, the U.S. could increase ground forces to meet the demand for land based warfare, reflected in the guerilla attacks from non-state actors and conventional training in Russia’s military. An investment in Army, Marine, SFO, NGO, or human intelligence programs, is a much-needed element of our force structure to combat the cultural strains of war the U.S. is facing. The U.S. needs to step out of a technocentric mindset, reallocate funds being spent on imprudent technological programs, and invest in areas like training for protean threats and power projection abroad. For example, in addition to the investments in navy technology that would increase intelligence capabilities in the Pacific, the U.S. should secure ties with states near the South China Sea, “possibly including new U.S. deployments or even bases,” to provide a firm resistance to Chinese expansion. A benevolent flex of power not only deters feasible revolution, but also allows for our allies to shoulder a part of the cost to police that region.

Overall, the terror brought about by the phrase “hybrid warfare” hasn’t been constructive for U.S. foreign policy and security. Discussing current threats in this way distorts the role advanced technology and war strategies are actually playing in the international community. By deconstructing hybrid warfare to its parts, it becomes easier for the U.S. to adapt military strategy to meet those specific avenues of conflict. While the U.S. should not anticipate any serious oncoming threats to its security, it should still work to ensure its global primacy and future well-being through revising the budget and securing ties with states abroad.

The governments and peoples of the Baltic States recognize that, following Russia’s takeover of Crimea and intervention in eastern Ukraine, they are once again in the Kremlin’s sights facing the prospect of Russian destabilization and even outright invasion.

NATO’s leadership termed Russian strategy “hybrid warfare,” defining it as warfare in which “a wide range of overt and covert military, paramilitary, and civilian measures are employed in a highly integrated design.”1  Questions were raised immediately about the suitability of the designation, as the label NATO adopted fails to adequately capture the reality of what Russia inflicted on Ukraine—and may inflict on states in the Baltic Sea Region (BSR) in the near future.

Russian successes in Crimea reinvigorated two longstanding instruments of its power: its armed forces and its capacity for intensive information warfare.2 “Grey-zone” perhaps captures the orchestrated multidimensional nature of Russian actions calibrated to gain specified strategic objectives without crossing the threshold of overt conflict and exploit Western concepts of war and peace as two distinct conditions.3 Any conflict between NATO and Russia will likely occur at the Article 4 rather than the Article 5 level, complicating any Western response.4

Hybrid War in the BSR: Political and Information Warfare Dimensions          

It is possible to count all the fighters, bombers, troops and ships in the Baltic and arrive at a correlation of forces. But the BSR is a peripheral region, and only three things matter when it comes to its security:

  • The commitment of core NATO powers – especially the U.S. – to the region’s defense;
  • Russia’s determination to restore its sphere of influence in the region; and
  • Russia’s desire to probe for Western weakness.

Russia is interested less in territory than in effect. NATO’s focus on military measures to defend the Baltic States may overlook the challenge posed by all arms of Russian power to identify and exploit political, social, economic, and military vulnerabilities in its target states and the Western alliance.

These dimensions have been underplayed in NATO thinking, a tendency reinforced by the military nature of its Charter and institutional culture. Questions remain as to whether NATO’s own legal framework and traditional instruments are sufficient to deal with these non-military challenges, and certainly whether they can respond to a fast-changing situation. The means Russia is prepared to use in order to deceive and confuse NATO are based on the same tools it used during the Cold War, but it has adapted them to the mores of the social media age, which lacks the experience to judge the import of Russian messaging or actions.

Applying the Hybrid Model to Warfare at Sea

Russia’s high-end forces would not constitute the first movers in a hybrid conflict. They should be regarded as deterrents to local resistance and intervention by NATO and other Nordic states. It would rather pursue more ambiguous methods.

Broadly speaking, two scenarios for a Russian campaign in the BSR appear possible:

1. A low-key, possibly opportunistic, campaign that exploits real or manufactured discontent among Russian compatriots to destabilize one or more of the Baltic States, creating a “frozen conflict” that undermines NATO’s credibility; or

2. A more structured, high-tempo campaign to achieve the same objectives against NATO power in the BSR and also render Nordic defense cooperation redundant.

It is reasonable to assume that the Baltic Sea Fleet and other organs of Russian maritime power will play supporting rather than leading roles in any such conflict.

Aside from Moscow’s ability to manipulate the loyalty of Russian expatriate communities in the Baltic states, many of the points where it can apply pressure lie on or under the Baltic Sea itself. These include:

Geographically Isolated Islands and Disputed Borders

The Bornholm, Gotland and the Aland group are respectably Danish, Swedish, and Finnish islands that have considerable strategic significance in the BSR. Many are ideal as bases, supply points, staging areas, and jumping off points for SOF operations and ambushes, while bays, fjords, and peninsulas provide hiding places and launch points for fast raiders.

Undersea Cables

Modern economies depend upon a remarkably vulnerable information and communications infrastructure. Roughly 95 percent of intercontinental communications traffic—e-mails, phone calls, money transfers, and so on—pass through fiber-optic cables that “lack even basic defenses, both on the seabed and at a small number of poorly guarded landing points.”5

When it comes to the Baltic Sea particularly, Poland, Lithuania, and Latvia have only a few nodes that need be severed, while Estonia, the Nordic countries, and Germany have much more redundancy in their connections. Still, the economic disruption caused by severing these undersea cables would be considerable in time and cost and be difficult to mitigate, even for those countries with multiple nodes. They would therefore be a prime target in a hybrid warfare campaign.            

Energy Supplies

It has long been recognized that Estonia, Latvia, Lithuania, and Poland depend upon Russian energy. This exposes them to the possibility of economic coercion. These states have reduced their dependence on Russian supplies, but diversification has been difficult given the cost of replacing existing infrastructure and vulnerabilities remain.

Port and Supply Chain

Ports and ships could be subject to sabotage and strikes using SOF as part of a hybrid offensive. Yet the most serious threat could come from cyberattacks, a concern that already animates much of the landward resilience debate. Modern ports could not operate absent sophisticated computer systems, while modern ships are increasingly automated to cut crew costs. Any prolonged interference with the region’s maritime trade could severely impact industrial production flows and economic security.

Why Would Russia Disrupt the BSR?

Russia is a revisionist power. Internationally, it wants to revise the existing regional order at the least possible political and military cost to itself, diminish U.S. power, and further a multipolar world. Domestically, Putin’s government requires an enemy to divert attention from internal troubles. The Baltic States lie at the point where American power is most extended and Russian power can be concentrated most easily. As Russia is under no illusion it can fight the U.S. directly, or a coalition of America’s core allies, its challenges will stay below the level of direct confrontation.

The Soviet Union invested around fifty percent of its shipbuilding capacity in the St. Petersburg area. A second vital facility is located in the Kaliningrad Oblast. The Baltic Sea has also become a vital conduit for Russian trade. Prolonged interruptions in flows of energy and goods would inflict considerable damage on Russia’s poorly diversified economy. During 2015, 52 percent of Russian container traffic passed through St. Petersburg. Europe remains a major customer for Russian crude oil shipped by tanker from ports near St. Petersburg. On the seabed is the Nord Stream gas pipeline. A second pipeline–Nord Stream 2–has been proposed that would double the capacity. This connection reinforces the dependency and mutual interest that already exists between the EU and Russia and risks compromising Western European responses to possible Russian aggression in CEE.

The Baltic Sea Region has plentiful points of vulnerability where Russia can test Western resolve. While these are not confined to the Baltic States, the most obvious point of leverage is the Russian minorities who reside in each one with concentrations in port cities and other maritime areas.Nor are the Baltics removed from Russia’s deeply ingrained sense of insecurity arising out of its loss of strategic depth. Advancing the Russian right flank to the Baltic Sea would right a perceived wrong, prevent the encirclement of Kaliningrad, the main base of the Russian Baltic Sea Fleet, and provide a platform from where Russia could threaten the entire Baltic Sea littoral.

Sweden and Finland are clearly concerned about this possibility. Sweden has returned its army garrison to the strategically important island of Gotland, while towns and cities across Sweden have been told to make preparations against a possible military attack.Conscription has also been reintroduced.However, any move by either to join NATO could “provoke Russia to launch a pre-emptive provocation in order to demonstrate the alliance’s weakness” and deter either country from proceeding with its application.9

Russian Military Capability

Despite the importance of the Baltic Sea routes, the Russian Baltic Sea Fleet is the weakest of Russia’s four fleets (Baltic, Black Sea, Pacific, and Northern). It continues to have the lowest priority for new units.

That does not mean modernization has not taken place. Since 2007, the fleet has been upgraded with two new classes of corvette equipped with land-attack missiles, a capability that is new to the Baltic Sea fleet.10 However, the fleet’s submarines have not been modernized and remain inferior to German and Swedish boats. Lacking AIP propulsion, which Russian industry is having problems mastering, they are also likely to be noisier. The fleet’s anti-submarine warfare (ASW) and mine counter-measures (MCM) capabilities are also limited.

That said, the Baltic Sea is relatively small with an average width of only 193km (120 mi). The sea and surrounding littoral can–and almost certainly would–be dominated by air power and air-deployable ground forces in any high intensity conflict. In particular, Russia is able to effectively dominate large areas of the Baltic Sea and air space using missile forces based in the Kaliningrad and Leningrad oblasts.11 The Iskander-M mobile ballistic missile is capable of hitting targets in much of Sweden and from southern Poland to central Finland, whether fixed or mobile.

NATO movement would be affected in all environments: air transports bringing reinforcements into theater would be at risk from manned interceptors and a layered, air-and-missile defensive system equipped with the S-300 and the highly-capable S-400 systems. Movements by sea would be threatened by the Bastion-P coastal defense system based on the supersonic 300km-range P-800 Yakhont anti-ship missile, which Russia has announced will shortly be deployed to the Kaliningrad Oblast.12

NATO ground forces, meanwhile, would need to travel further than Russian units to reach the capitals of the Baltic states and throughout the transit could be subjected to long-range air and ground-based bombardment.

Naval “Hybrid Warfare”

Hybrid warfare as deployed by Russia in Crimea and Eastern Ukraine has received considerable analytical coverage; hybrid warfare at sea less so.13 The geography of the Crimea and Ukrainian theaters, and the circumstances of the incursions, meant the naval role was limited in both. However, Russia appears to have taken note of the success China has achieved with hybrid warfare tactics in the South China Sea, including its harassing behavior as multiple incidents have taken place on and over the Baltic and Black Seas.14 At the same time, Russia has resumed Soviet-style probing missions against NATO countries, while the Baltic states, Sweden, and Finland have all had their territorial waters and airspace compromised.15

The Chinese have made extensive use of their maritime paramilitary forces to assert maritime claims and to deny neighboring states access to waters for fishing and resource extraction purposes. The opportunities for the disruptive use of coast guard and border forces appear to be less in the BSR yet Russian behavior–for instance withholding ratification of the Narva Bay and Gulf of Finland Treaty–demonstrates that they are maintaining the potential for disruption inherent in the handful of disputes that remain.16

Mitigation Measures

Given the essentially political nature of hybrid war, mitigation measures should focus on political, economic, and information outcomes. Still, Russia needs to be convinced that all BSR states are committed to challenging Russian aggression at sea. The maritime component of NATO’s 2014 Readiness Action Plan includes intensified naval patrols in the Baltic built around the Standing NATO Maritime and Mine Countermeasures Groups, increased sorties by maritime patrol aircraft, and an expansion of the annual BALTOPS naval and amphibious exercise.17 However, BALTOPS in large measure still reflects the Alliance’s focus on high-end military operations. Changes have been made that broaden its focus and these need to be maintained and expanded in order to continuing raising maritime readiness and interoperability standards at all stages along the deterrence-to-conflict continuum. In addition, both Baltic and NATO navies need to exercise lower-end maritime security, VBSS, fishery protection, and SAR missions, while regional navies need to demonstrate they can act seamlessly with regional coast guards and border forces, port authorities and other maritime agencies, police forces and intelligence services. Furthermore, cooperation in intelligence sharing and analysis through a BSR Hybrid Threats Fusion Cell coupled with a strategic communications response capability to provide swift and consistent factual responses to false narratives would contribute to building societal resilience.

Societal resilience also requires less dependence on Russian energy supplies. A new facility for the import and regasification of liquefied natural gas (LNG) has been built at Klaipeda in Lithuania. Ensuring its security is vital. Further diversification could be achieved if additional terminals were to be built in Estonia and Latvia with reversible-flow pipelines linking all three. Ideally, a trans-Baltic pipeline should be built to link the Baltic States with the Swedish system.18 These pipelines would supplement the “NordBalt” power cable laid between Sweden and Lithuania. Notably, this link was interfered with by Russian warships on three occasions during the course of its construction. Finally, BSR states need to place a strong emphasis on port and supply chain security. This must include defenses against cyber-attacks. Protecting this largely maritime infrastructure would place a premium on effective Baltic Sea maritime domain awareness (MDA).

Conclusion

Russia considers itself to be a maritime power. It has always sought to control the seas that give it access to the world ocean. The Baltic Sea is vital in this regard. Despite this perception, Russian power, when compared to its Soviet predecessor, is sadly diminished. It is therefore understandable that it should continue to augment its remaining military power with the measures of influence, deception, and covert action that were so characteristic of the Soviet approach to inter-state relations.

Any repetition of the Crimean model is likely to be a whole-of-government effort of political subversion and destabilization in which the conventional military—as opposed to SOF and proxy militia—will play a largely passive role until the last minute, or unless the political campaign fails and can only be redeemed using conventional military force. Whole-of-government aggression demands a whole-of-government response.

In this sense, there is no such thing as maritime hybrid warfare, certainly in Russian political or military doctrine or practice. What states in the BSR may be confronting even now, however, is a long-term campaign of politically motivated societal disruption, aspects of which may occur in, through, or from the maritime domain. The seaborne aspects of the campaign will be maritime rather than exclusively naval in that what takes place could involve any of the ways people use the sea, the seabed, and the airspace over the sea. It will involve warships, submarines, and military aircraft but also include fisheries, shipping and ports, coast guards, and border forces along the way. Conventional naval forces are likely to play an analogous background role in any disruptive campaign at sea in the Baltic, as they did during the Crimea invasion and Ukraine intervention.
