A Geographical Breakdown of What’s Going on in the World

East Africa: More Than Just Pirates

The challenges facing East African maritime security are many, and without viable measures taken to combat growing sea-born threats, the region is destined to remain in a state of instability and war. The absence of a formidable naval power in the area has allowed illicit smuggling activity to flourish in the Indian Ocean and the Gulf of Aden, and has also allowed state and non-state actors to manipulate the lawlessness to their own advantage, leading to increased insecurity in the region.  Looking past East Africa’s most publicized maritime problem, piracy, I would like to discuss two equally threatening, but less well-known issues, currently inhibiting its stability.

Illicit Trafficking

The first major issue that arises due to inadequate regional naval capabilities is the widespread smuggling of illicit arms, drugs and people into, out of and throughout East African countries. The influx of drugs, munitions and other illicit goods, arm and fund terrorist organizations and militias not only on Africa’s Eastern coast but in the rest of the continent as well. Somalia’s al Shabaab, Kenya’s al Shabaab affiliate, al Hijra, and the Congolese rebel group M23, are all examples of groups sustained through illegal maritime smuggling.

Weapons enter the region not just through the vulnerable Gulf of Aden and the Somali coastline, but also through considerably more stable and peaceful countries like Kenya and Seychelles. Once ashore, illicit materials easily find their way through the hands of corrupt government officials to destabilizing, violent actors. New intelligence estimates point to growing cross continental smuggling networks between groups like al Shabaab and North Africa’s Al Qaeda in the Islamic Maghreb, heightening the importance for a secure Eastern shore.

Human trafficking, another dangerous issue, further highlights the permeable nature of the regions’ maritime borders. According to the International Organization for Migration, in the first four months of 2012, 43,000 migrants traveled from East Africa, through the Gulf of Aden and the Red Sea, to Yemen. This constant flow of migrants in and out of the region allows for a massive human smuggling market.

In recent news, there have been reports of the success of the NATO fleet in reducing piracy in the Gulf of Aden and the Indian Ocean. But under Operation Ocean Shield, NATO vessels are strictly tasked with counter-piracy measures and are unable to intervene in the practice of illicit trafficking occurring in those same bodies of water. While good work is being done to prevent piratical attacks, illegal smuggling of people, munitions, and other goods remains unchecked.

The second problem that surfaces is due to an uneven balance of power. Kenya possesses the overwhelming naval advantage in the region, allowing it hegemonic rule over maritime boundaries. Kenya has 23 ships in its fleet, which were mainly acquired through Western allies such as the United States, France, Spain and Great Britain. Kenya’s offensive capabilities are limited and its fleet only has two amphibious assault vessels, which were most recently used to attack the terrorist-held Somali city of Kismayo in September 2012. While the Kenyan fleet is small when compared to international standards, it is far more powerful than any other East African country.

Kenya’s Southern neighbor, Tanzania, has a navy that consists of seven attack vessels and twelve patrol vessels obtained from the Chinese between 1969-1971. Tanzania’s navy is effectively untested and would likely be unable to engage in any meaningful military action to secure its coastline. To Kenya’s north, Somalia has no navy to speak of, and has been reliant on the Kenyan naval power in helping secure key al Shabaab stronghold’s along Somalia’s Southern coast.

The absence of another equal, or at least, threatening East African power in the Indian Ocean allows Kenya to exert undue control over its maritime neighbors. Kenya and Somalia are in the middle of a maritime border dispute that is currently leaning in favor of Kenya. The Somali government believes the border should be drawn perpendicular to the coastline, whereas the Kenyan government wants the border to be drawn along the line of latitude. Complicating the issue are potential underwater oil reserves and existing oil licenses granted by both countries for exploration in the disputed area. Kenya continues to push for exploration agreements with private companies, despite the inability of the two countries to delineate an agreeable maritime boundary, aggravating an already tense relationship.

Further irritating Kenyan and Somali border relations, are corrupt Kenyan Navy officials who have taken advantage of Somalia’s fledgling central government and have begun to encroach on its sovereignty. A UN report released in July 2013, asserted that following al Shabaab’s defeat in Kismayo, the Kenyan Navy took over control of the port. It now controls all goods coming into and going out of Kismayo, and corrupt Kenyan officials collect revenues from the port that should instead be managed by the Somali government. Kenyan Navy personnel even flouted the UN ban on charcoal exports from Kismayo, despite protestations from the Somali government and international organizations.

Kenya’s unilateral maritime power allows corrupt individuals to adhere to their own rules of engagement and many times disregard international norms, infringing on neighboring countries’ maritime, and land-based sovereignty. This severely threatens stability in the region as this manipulation of power creates tenuous and volatile relationships with other East African nations and the international community.

The First Steps

When thinking of possible solutions to help increase naval power and maritime security in East Africa, it is hard to imagine viable near-term options. Some governments have taken steps to try to address maritime vulnerabilities. Kenya passed a law in 2010 formerly recognizing human trafficking as a crime. Also in 2010, the semi-autonomous Somali state of Puntland established the Puntland Maritime Police Force. It was first created as an anti-piracy body but it has had some success in intercepting arms, drugs and human smugglers. These measures are good first steps, but broader, regionally agreed upon action must be taken.

It is hard, however, for these countries’ governments to justify spending money to secure their nations’ maritime borders, when the there is no certainty of peace on land. But of course, it is necessary to understand that without maritime stability, that peace cannot be assured.

West Africa: An Ounce of Prevention

After a series of high-profile stand-offs with Somali pirates, the international community has directed a great deal of resources toward securing the Gulf of Aden. But with an increase in piracy and other criminal activities in the Niger Delta and the Gulf of Guinea, some of which may be linked to terrorist networks, what role can the Atlantic community play in securing the coasts of West Africa?

On the one hand, the United States and European partners are making an important contribution in terms of equipment. In particular, vessels provided through the U.S. military’s Excess Defense Articles system have bolstered the capabilities of naval forces in the region. A recent example is the acquisition by the Nigerian Navy of a former U.S. Navy survey ship and a U.S. Coast Guard cutter, due to be delivered by early 2014. These donated vessels will go a long way to boosting capabilities, especially as at this time the Nigerian Navy is largely dependent on Seaward Defense Boats commissioned from the Indian shipyard Garden Reach Shipbuilders and Engineers. The Indian Navy itself has decommissioned its own complement of Seaward Defense Boats because these vessels generate a disproportionately large maintenance overhead – the materials and method of construction leave the patrol craft with very low corrosion tolerance.

More than vessels and equipment, however, the naval forces of West African countries require training assistance. In this area, some training and joint exercises are being conducted by NATO and EU member states, but much of this is carried out on a bilateral, case-by-case basis. In April 2013, French and American military advisors provided training to Liberian Coast Guard personnel, including such topics as non-compliant vessel boarding, search and seizure tactics, weapons familiarization, and hull sweeps for mines and smuggling compartments. All of this mentorship and training was limited to a four-day port visit by a French frigate to Monrovia, the Liberian capital.

Other training opportunities take place intermittently. U.S. Naval Forces Africa (NAVAF) has introduced the Africa Partnership Station (APS) program, through which U.S. Navy and Coast Guard crews carry out mentoring initiatives similar to the Monrovia visit described above. The Africa Maritime Law Enforcement Partnership (AMLEP) sees personnel from the U.S. Coast Guard and relevant African institutions operating alongside one another for a slightly more sustained duration. Under this latter program, a U.S. Navy or Coast Guard vessel patrols the territorial waters of the African host country, carrying both an American boarding party and a boarding party from the host country, enhancing that country’s counter-piracy capabilities while also exposing the partner country’s personnel to U.S. Coast Guard best practices.

Although AMLEP benefits from a greater duration and depth of interaction, the exchanges are still too brief to develop naval forces that can operate independently in West Africa. More must be done in this area in order to avoid a scenario in which piracy interferes with shipping in the Gulf of Guinea to such an extent that NATO and its partners must field an intervention of the same scale and extent as Operation Ocean Shield, which continues to this day in the Gulf of Aden. To reduce reliance on Ocean Shield, the European Union has since 2012 mounted an ambitious training assistance mission, known as EUCAP NESTOR, with the objective of providing consistent and intensive training assistance to the maritime forces of such countries as Somalia, Djibouti, and Kenya. The mission has 45 full-time staff members working in the countries – primarily Djibouti – and a planned capacity of 137. Begun with a mandate of two years, EUCAP NESTOR could be renewed until these East African states are able to take charge of policing the Gulf of Aden, replacing Ocean Shield.

Whereas EUCAP NESTOR was introduced in East Africa as a response to a full-blown crisis of pirate activity, a similar mission could be launched in West Africa as a preventative measure. The lessons that could be provided and the connections that could be forged in a two-year mandate would likely surpass what can be achieved in a four-day port visit. Whether such a training mission would be better carried out under the auspices of the EU or NATO is a matter of political debate. From a practical standpoint, however, committing resources to the sustained development of the Nigerian Navy, the Liberian Coast Guard, and other regional partners would be more cost-effective than the eventual alternative: the deployment of an Ocean Shield-style mission to the Gulf of Guinea.

NATO in the Arctic?

Canada’s recent assumption of the Chairmanship of the Arctic Council prompted much discussion of Arctic issues, including security, an important element of which is the ongoing tug-and-pull over whether NATO should play a role in the region. Russia is, unsurprisingly, opposed. But there is division within NATO itself: Canada against, Norway and other Nordic states for, and the United States seemingly unsure. These divisions are rooted in the varied nature of the Arctic security challenges that each state or group faces. Therefore Arctic security solutions must be equally tailored.

According to Rob Huebert of the University of Calgary, both Russia and the U.S. are viewing the Arctic in military-strategic terms. Russia aims to maintain its nuclear deterrent, including in the Arctic, through submarine-based missiles to be deployed in its Northern Fleet. Meanwhile the U.S. has bolstered its ballistic missile defence forces in Alaska, and maintains fighter and airlift squadrons as well as a naval submarine presence. Both see their own moves as crucial to national security, but likely view the other with concern, a mindset also prevalent among the Nordic states.

Norway has prioritized Northern defence, moving its operational headquarters to the High North in 2009 and working closely with other circumpolar states, including Russia. But Norway has also been pushing for a NATO presence there because of the importance of the Arctic and increasing interest around the world. It has likewise made clear that as Russia continues its military modernization, Norway sees an Arctic presence of NATO as crucial to continued Norway-Russia cooperation.

Norway’s concerns are similarly felt by Sweden and Finland, which have hosted U.S. and NATO training exercises and deepened ties with the Alliance, as well as by the Baltic states (Latvia, Lithuania, Estonia). This has lead to talk of a Nordic-Baltic alliance or perhaps even of British involvement. Regardless, it is clear that real deterrence of the interested countries’ more powerful neighbour depends on the wider NATO organization.

These actions have caused concern in Russia where NATO, not to mention its expansion, has historically been viewed with suspicion. It is important that after a recent visit to Norway, NATO Secretary-General Anders Fogh Rasmussen said that NATO would not increase its presence in the region. He also noted, though, the legitimacy of Norway’s expectation that NATO principles apply to all NATO territory, including its northern reaches. So it seems that while no increase in activity is imminent, neither is a reduction, and the Nordic states will almost certainly continue to seek greater NATO involvement. But while Norway and others have good reason to look to NATO, Canada has good reason to not want an Alliance presence.

With boundary disputes set to be resolved through the U.N. Convention on the Law of the Sea and all Arctic states saying that military activities are mainly to support of commercial and other civilian priorities, Canada’s desire, especially under the current government, is to see Arctic states focus primarily on economic development. Furthermore, despite sometimes harsh public rhetoric, Canada has a good economic working relationship with Russia it wishes to maintain, as the two countries have much to offer one another. Burgeoning NATO-Russia competition in the Arctic would undermine both those goals. But Canada cannot block U.S., Russian, or Nordic strategic aims, and so it must simply do what it can to defuse Arctic tensions: work to influence the means by which security is organized in the Arctic.

Whether or not the Nordic states achieve their goal of a greater northern NATO presence will depend on the keystone of the Alliance, the United States. In some ways NATO is an attractive option for the Americans, as five of the eight circumpolar states (Canada, Norway, Denmark, Iceland, the U.S.) are member states and the Nordic-Baltic states seem fully willing to contribute to the extent of their (relatively limited) capabilities. But, as its National Strategy for the Arctic Region indicates, the United States is no more interested in de-stabilizing the region than is Canada. Therefore a tension-creating NATO presence is neither ideal nor a foregone conclusion.

This presents Canada with an opportunity to promote an alternative to NATO: NORAD, the North American Aerospace Defence Command. The NORAD option is attractive for several reasons. In concrete terms, NORAD boasts a North America-specific defence architecture (NATO does not), a connection to ballistic missile defence, and an emerging focus on the maritime domain. Through these capacities, it can support both military-strategic and economic activities. In terms of perceptions, NORAD, while closely linked to NATO, is a separate organization. Whereas a NATO presence would stretch solidly from Alaska to the Nordic region, a degree of separation between northern North American and northern European security may present a less anti-Russian and less threatening posture. In the same vein, although it was established during the Cold War NORAD lacks some of the legacy of NATO, which for decades stood at the symbolic heart of East-West competition.

It is important to remember that warfare among the Arctic states is highly unlikely. And, while there will always be disagreements and competition among all states, much of the current Arctic tension is the result of uncertainty about the shape of the Arctic security structure going forward. The task for now is to ensure that the final shape settled on is the best one to calm existing tensions and manage future disputes.

Prosperity or Instability? The Natural Gas Game in the Eastern Mediterranean

The discovery of substantial natural gas deposits in the Eastern Mediterranean sea holds the potential to bring great prosperity to several countries in the region. But the overlap of the gas fields with long-standing disputes has upped regional tensions, threatening to de-stabilize the area’s politics. The outcome will, of course, depend on many factors.

Security in the tension-fraught Middle East often fills international headlines, from conflict in Syria to Iran’s alleged nuclear program, to Israel-Palestine and more. However, many players are now focusing on a less flashy issue that may be just as important – substantial natural gas deposits in the Eastern Mediterranean sea.

Some 35 trillion-cubic-feet (tcf) have been located, while estimates range up to 120tcf, dispersed in the Tamar and Leviathan fields, among others. To date, the key beneficiaries are Israel and Cyprus, who stand to gain through achieving significant energy security, as well as through exports. However, the predicted locations of some gas fields overlap several maritime boundaries causing disputes between Israel and Lebanon as well as Greek- and Turkish Cyprus, intensifying long-standing tensions. Whether the eventual exploitation of these deposits will strengthen or undermine regional stability depends on many factors.

The Israeli-Lebanese border dispute is complicated by the potential for action by Hamas, which has threatened to attack Israeli gas platforms. Israel’s navy is largely occupied with enforcing its blockade of Gaza, and may lack the capacity, and capability, to secure offshore platforms especially from unconventional threats. Meanwhile Turkey, which does recognize Greek-Cypriot boundary claims and possesses the region’s most powerful navy, has been increasingly active, scheduling major naval exercises and upping its general presence in the area.

The US and Russia are important players as well, and could play multiple roles. Russia’s Gazprom has indicated financial interest, and the Russian navy has held three major exercises in the Mediterranean since 2011. Its potential as a stabilizing force in the future, though, depends on the uncertain fate of its Syrian naval facility, without which Russia’s ability to deploy in the area would be severely restricted. The Americans have been involved in exploration from the beginning and have good relations with most actors in the region. However, its support for Greek-Cypriot claims (also supported by Russia) could cause problems with Turkey while the US navy’s attention is fixed on the Persian Gulf and increasingly on Asia-Pacific, presumably restricting America’s willingness to balance Mediterranean tensions.

Another key factor will be the evolving state of the Israel-Turkey relationship. Their recent re-starting of diplomatic ties certainly bodes well for regional stability, and the potential for energy cooperation may spur its development. However, its impact on maritime boundary disputes, and therefore resource extraction, remains to be seen. Closer ties might calm the Cypriot dispute, although those tensions could also pose challenges (Israel concluded a maritime boundary agreement with Greek Cyprus in 2010, which Turkey does not recognize on principle). In the former case, Turkey’s naval power could serve to fill any gaps left by Israel’s security forces, and an alliance of these key regional powers might negate the need for a balancing force from outside. On the other hand, it could equally prove de-stabilizing in the latter scenario, should Turkish-Israeli naval confrontations become a reality (which I believe is unlikely).

All things considered, the future of natural gas development the Eastern Mediterranean is clouded, and the risks may in fact equal the potential rewards. From the outside, we will simply have to watch and wait.
