Syria: Finding the Lost Cause in China

Welcome to America’s Syria Policy, the China round. Having made the public announcement of support to the rebels, only two feasible policy options remain for the United States; these examples arise from two moments in history, existing together on a razor’s edge of success in a smorgasbord of disaster. We either take a page from the Kuomintang-Maoist balance during the invasion by Imperial Japan or from America’s opening of China in the 1970′s.

Option 1: Beyond the Syrian Sub-Plot

To much of the leadership of the Maoists (CCP) and the Kuomintang (KMT), both members of the Second “United Front”, the invasion by Japan was merely a precarious backdrop to the continued struggle for the face of China’s independent future. In the words of their leadership:

Even while the battle with Japan raged, Chiang-Kai Shek and Mao’s soldiers exchanged fire behind the lines of control. The conflict was partially a vessel by which the KMT and CCP collected foreign aid and built local influence/human resources for the final battle between the United Front’s membership. The limits of treachery within the Chinese alliance were often what each party felt able to get away with. China’s fate, not the rejection of an interloper, was the main prize.

The Syrian civil war has become such a major sub-plot; the two major parties, the Assad regime and the rebellion, are dominated by equally bad options: an extremist authoritarian backed by Hezbollah and Iran, and extremist Islamists backed by Al-Qaeda. Syria is beyond her “Libya Moment” when moderates and technocrats were still strong enough to out-influence extremist elements in stand-up combat with the regime. Like the KMT or CCP, the United States must now concentrate on the survival of what little faction of sanity exists within the war, as opposed to the war itself.

To concentrate on the “Rebel-Regime” narrative now is a mistake; for the United States, the only real narrative is the survival of moderate freedom fighters.  U.S. policy must concentrate on the perspectives of Mao and Chiang: the survival of the preferred eventual party, not the defeat of the temporal enemy.  Both extremist parties must lose; enclaves of moderates must be armed and pushed to defend themselves from both regime and rebels if need be. If such an operation is feasible, the moderate enclave could be made strong enough to sweep up and put together the pieces after extremist regime and extremist rebel have sufficiently weakened each other. The authoritarian regime is a disease of the skin, extremism is a disease of the heart.

 

Option 2: Trees for the Forest

America’s sudden opening with China was a calculated move to create a counter-balance to the conventional perception that the world was going the Soviet Union’s way. In that vein, sacrifices had to be made:

“I told the Prime Minister that no American personnel … will give any encouragement or support in any way to the Taiwan Independence Movement. … What we cannot do is use our forces to suppress the movement on Taiwan if it develops without our support.”

Eventually, America went so far as to switch official diplomatic recognition from their Taiwanese allies to the PRC. Some question whether the balancing program started by the Nixon administration’s efforts generated tangible results. Such is the risk of trading policy for intangible influence. However, the election of moderate cleric Hassan Rouhani as president of Iran has given the United States the chance to trade her potential quagmire in Syria for a brighter future for and with Iran.

Up until the recent election, policymakers had called Iran for the conservatives. Now, a moderate (note: moderate does not mean reformer) has been elected on a rather explicit platform:

Like the PRC, President Rouhani is far from lock-step with western powers, but offers a great chance to shift the internal Iranian power balance to a more palatable place for United States policy. In the China scenario, the opponent was the Soviet Union and the offering was neutrality in the major PRC territorial concern: Taiwan. In this scenario, the Soviet player is the internal conservative element in Iran that prefers antagonism as a path to regional power. Although not a direct regional concern, Syria is nonetheless a part of Iran’s sphere of influence and a key part of Iran’s core interest to be the regional power. Offering to scale our Syrian direct involvement back to containment could give the new Iranian president the necessary trophies to allay conservatives and giving Rouhani the juice to convince the real powers Iran to throttle back on the nation’s own ill-advised plans for further involvement in Syria. No doubt he would like to make room for his original platform of diplomatic reform and internal growth. A trophy from the West in hand, he may gain the legitimacy to further push a more conciliatory approach with the west in regards to even nuclear policy. This would encourage greater region-wide stability through decreased Iranian antagonism. Unlike a direct Syria strategy, this vector suppresses a regional instigator of extremism, rather than attacking one particular instance.

The Pitfalls:

Option 1: Death Spiral

The direct Syria strategy potentially drags the United States into a military quagmire where her legitimacy of policy has been indirectly hung upon forces with which she considers herself at war. It may also force potential political fellow travelers in Iran to abandon their hopes of conciliation with the West as we become further associated with direct attacks on what Iranian strategists consider a sphere of influence supporting their core interests. Further pushing Iranian knee-jerk involvement in Syria, the United States either gets sucked in with her incredibly unpleasant bedfellows or must publicly divest herself of a major policy to great embarrassment. While fighting in China, General “Vinegar Joe” Stillwell once said, “We must get arms to the communists, who will fight,” missing the greater oncoming historical narrative. A direct strategy in Syria may accidentally force us into a conflict with no right sides and no exit; no matter the choice, we may foul the over-arching narrative of moderation and humanity in the face of extremism.

Option 2: Three Steps Back

While getting us out of a potential quagmire, we may sacrifice our public support of a legitimately beleaguered people for what may be little to no political advantage. There are no guarantees that trading direct involvement for containment will have any traction in the cloistered government halls of Iran. The U.S. abandonment of the anti-government elements during Desert Storm reverberated painfully. Can the United States afford to create a pattern of supporting and flipping rebels for political convenience if a chance still exists in Syria? While the political and military initiative of the moderate movement in Syria may be gone and the vacuum filled by monsters, the regular people behind that moderation are still there. As said by one of the philosophical forebears of the Republic, “all that is necessary for the triumph of evil is that good men do nothing.”

A Painful Choice:

Posing a series of ideas without taking a stand is the equivalent to cheating. Unfortunately, we arguably lost in both historical scenarios. The KMT was eventually defeated by the CCP and our later sacrifices in opening China may have been unnecessary, as the PRC may have already been girding themselves to take such actions.

As heartbreaking as it is, our hesitation painted us into a corner where we have no real palatable options inside Syria. “Helping” may only arm monsters. Unfortunately, wishes and hindsight cannot change the present. Progress must be found elsewhere.

As much as it pains me to leave behind the besieged people of Syria, that conflict appears to the amateur to be too far gone. The West’s chance to out-influence the extremists was lost last year. When the drowning people of Syria reached out their hand, the only ones to grab ahold were our enemies while we looked on. Our involvement would suck us into a cycle of escalation in a conflict with no side we wish to favor. If Assad and his allied extremists wish to exchange with AQ and their extremists associates, both our enemies lose. No scenario exists, without Western boots on the ground, which does not lead to more mass death.Victory for either side will leave a long and bloody shadow. The better hope lies in the long view that a sustained positive relationship with Iran may serve as a conduit for increased moderation now and internal reform later. As for Syria, we must merely pray that the innocent can escape.

At the time we may have sacrificed too much in our opening to China, but its end result was increased reforms. No one would argue that the China of today is anywhere close to Mao’s terrifying schizophrenic state. Our opportunity with Iran is not as primed as the position potentially under-played by Nixon and Kissinger. Syria is enough of a mess and the Iranian opportunity great enough that a shift is worth the risk. If Iran can be encouraged to give via moderation the West the political space to open sanctions, economics rather than militancy could become the face of Iranian influence in the region. This could lead to greater stability, prosperity, and opportunity for everyone both outside and inside Iran.

Low Tech – High Tech: The Dichotomy of Piracy Tactics and Threat Mitigation

Maritime security, specifically counter-piracy, has undergone an evolution. Spikes in piracy and changes in contemporary threat perception first introduced the ‘Generation One’ maritime security paradigm: the presence of armed guards and kinetic means to protect vessels, goods, and people at sea. Pushes by various groups and governments for increased regulation in this sector, however, quickly ushered ‘Generation Two’ onto the scene, marked by decreases in armed personnel along with rapid acquisition and deployment of high-tech equipment.

Increased reliance on technology increases vulnerabilities. The more components that exist in a system, the more chances the system has to break down or fail. Evaluating radio and satellite communications, vital for ship-to-shore and ship-to-ship communication creates a weak-link even in the most basic technology. Mostly unencrypted, these virtually open frequencies are susceptible to interception by hostile parties. Pirates, for example, can and do listen-in on radio communications, using gathered intelligence to plot ship courses and plan their attacks. They can wreak further havoc by interfering with communications, jamming signals, or even feeding misinformation. Thus, commercial maritime security has morphed from physical protection of assets to incorporate elements of signals intelligence, electronic, and cyber warfare.

More disturbing perhaps are reports of pirates, leveraging not only conventional communications, but Automatic Identification System (AIS) data to plan attacks. AIS, used for monitoring vessel movements, has now become an intelligence tool for pirates to locate and select targets. Unlike radar monitoring which requires sophisticated hardware and skill, AIS data is readily available online by a variety of commercial Geographic Information System (GIS) providers. Pirate planners, with standard computer and internet connection, or even just a smartphone, can view and monitor AIS connected vessels worldwide. They can then selectively evaluate potential targets, track their movements, and use gathered information to coordinate attacks. This exemplifies the double-edged sword that technology is: on one hand aiding safety and security, allowing precise positioning and geomapping of vessels to aid operators in their daily business and guide search-and-rescue teams should anything go wrong at sea. On the other hand, improvements in technology also open vulnerabilities that multiply risk, proliferating cheap hardware and valuable information to potential perpetrators.

Interestingly, pirates, just like terrorists, drug-runners, and other criminals, are simultaneously employing low-tech, low-fi solutions to overcome or circumvent high-tech defenses. They are enhancing the performance of engines and hulls; are insulating outboard motors in (mostly unsuccessful) attempts to hide from thermal-imaging cameras; and, are even observed wearing ear-muffs to mitigate effects of Long Range Acoustic Devices (better known as LRADs or Sound-cannons). Such synthesis of simple, yet outside-the-box creative tactics and low-tech equipment, which together are capable of overcoming expensive and sophisticated systems is today’s ‘Generation Three’ piracy/counter-piracy paradigm. It’s exemplified by the continuation of asymmetric threats in the maritime domain, the widening of the technological divide between attacker and defender, and the carry-over of the debate about technology’s ability to reduce risk at sea.

Although shiny kits and gizmos undoubtedly ease processes and enhance operators’ technical situation, experts must evaluate if employment of such sophisticated hardware, whether on a ship, offshore installation, or even in ports will genuinely reduce risk while operationally remaining within legal constraints. They must consider how technology can enhance security, how it can fail, how it can be defeated, and moreover how it can be exploited by potential assailants.

Maritime security planners must not only seek to develop innovative products and procedures to enhance safety in this ‘Generation Three’ paradigm, but must also apply ingenuity in fusing high and low-tech solutions to counter asymmetric maritime threats. They must consider borrowing successful land based tactics from counter-terrorism, counter-insurgency, and other low intensity conflict operations and find applications for their use in the maritime environment. On land, this blend of hardening assets in conventional ways, maintaining an innovative yet ‘low-tech-low-fi’ profile, and preempting perpetrators actions through better understanding the rules and tactics of their own game has proven triumphant. Replicating this strategy at sea will be a crucial key to piracy threat reduction.

Uncertainty and Australian Force Structure Planning

When talking about current defence and security matters there seems strong agreement on at least one characteristic: the future is uncertain. Of course that’s true, and many things could potentially happen but, even so, what does this uncertainty mean for Defence?

Eggs in one basket2Defence could choose a single future scenario, press on with it, and hope for the best. A fundamental problem in basing force development on a particular anticipated future is that if those specific circumstances don’t materialize, the force acquired might prove quite ineffective. This happened to Australia in the grim days of 1942. The inter-war emphasis on acquiring warships to be based in Singapore for coalition naval operations (PDF) proved completely inappropriate to the actual circumstances that arose. Precious time and resources were squandered preparing for an eventuality that didn’t happen, while consuming resources that could have created the force structure actually needed.

This force structure dilemma, being ill-prepared for the future that actually occurs, is evident in the varying advice given about the implications of the rise of China. Some recommend building a bigger defence force ‘just in case,’ others opt for going amphibious (and in Japan as well), others say to engage while creating a force structure around hedging, yet others don’t see the need for worrying over a military response at all. These alternative courses reflect real uncertainty amongst professional analysts, defence staffs, foreign affairs specialists, and commentators over whether China’s rise will be peaceful or not—and what the appropriate response is if not. It seems that realists fear that war’s inevitable while liberal thinkers see much value in deep economic integration with the People’s Republic. The real answer is that no one yet knows; there are many possible futures, depending on the choices that China and the rest of us make.

One way of thinking about this is to accept this uncertainty and survey the space of possibilities (with credit to LTG Noboru Yamaguchi for pointing this out). To take extreme positions, China will become either a peaceful great power cooperating with all or a revisionist great power aggressively remaking Asia. In either circumstance the role of the United States will be highly influential in determining what Australia and many others will do. America could remain deeply engaged in the Asian region and be strongly intent on shaping the regional order. Conversely, it might retire from the field of play and focus its efforts elsewhere. What do these four alternative futures look like for us? Maybe like this (click to enlarge):

Seen this way, most futures seem OK. Three range from the really good ‘Nirvana’ to the ‘we’ve done this before and survived’ Cold War Redux. The Home Alone future is, however, a really bad one. Should we then accept this worst-case analysis and structure our defence force for it? If we did, then surely the worst that could happen is that Australia will be unnecessarily poorer than it should be? Not quite. The danger of going that route is that others might follow—they might think we know something they don’t or that we harbour aggressive intentions ourselves. For example, developing a nuclear capability would certainly draw attention.

How about force structuring around the competition-heavy Cold War Redux possibility? Such a force would be in case an aggressive China arose and the U.S. embraced a new containment strategy that we’d become a part of. If we really thought such a future was likely, then extensive trade with the ‘enemy’ would be most unwise as this would simply be supporting a hostile military build-up—a notion that might have historical resonance as well. Sharply constraining trade though would inflict some real economic damage on us as we missed out on much of the financial gains from China’s rise. Worse, it might also set off a security dilemma in which China sees the west bulking up its power projection and containment capabilities and talks itself into a major arms expansion. We need to be careful that we don’t inadvertently create the future we fear.

Should we then hope for the best and force structure for the better alternatives? This though runs significant risks if the future turns dark, as it did with the Japanese attacks in late 1942.

A potential answer lies in adopting a robust force-development strategy that aims to meet the different challenges of the four possible worlds, identified with all their differences, albeit set against the constraints of limited resources. Such a strategy doesn’t presuppose an ability to identify the most, or indeed the least, likely outcomes. Instead, it seeks to build a force structure that resembles a market, with a range of capabilities that covers a broad array of possibilities and evolves over time, with some succeeding and some failing. In this approach, a robust strategy isn’t an ‘optimum’ strategy, this being inherently impossible in an uncertain environment (except in retrospect). Instead, it tries to meet strategic needs within a limited resource base by being designed to evolve over time as strategic circumstances change.

How many eggs in how many baskets? There are of course some problems with this approach. It needs some real intellectual thought—always a scarce commodity—and it isn’t ‘set and forget’. The external environment needs continuous monitoring so that the force structure can be steadily tweaked as the actual future progressively arrives.

The value of the approach lies in realising that the future could be good or downright terrible, but that we might be able to tilt the probabilities towards the better futures. In using our instruments of national power and in building a force structure we can act to nudge the future in the direction we prefer. With an understanding of what might happen, we’re better able to work towards achieving such an outcome.

With such an optimistic thought comes a word of warning. While this focus has been on China, security even in the Nirvana future might well include dealing with tyrannical regimes, failing states, transnational terrorism and civil wars. There’ll be a need for effective and efficient armed forces in whichever alternative future arrives, it’s just their shape that will differ—and whether we’re prepared or not.

West Africa: An Ounce of Prevention

After a series of high-profile stand-offs with Somali pirates, the international community has directed a great deal of resources toward securing the Gulf of Aden. But with an increase in piracy and other criminal activities in the Niger Delta and the Gulf of Guinea, some of which may be linked to terrorist networks, what role can the Atlantic community play in securing the coasts of West Africa?

On the one hand, the United States and European partners are making an important contribution in terms of equipment. In particular, vessels provided through the U.S. military’s Excess Defense Articles system have bolstered the capabilities of naval forces in the region. A recent example is the acquisition by the Nigerian Navy of a former U.S. Navy survey ship and a U.S. Coast Guard cutter, due to be delivered by early 2014. These donated vessels will go a long way to boosting capabilities, especially as at this time the Nigerian Navy is largely dependent on Seaward Defense Boats commissioned from the Indian shipyard Garden Reach Shipbuilders and Engineers. The Indian Navy itself has decommissioned its own complement of Seaward Defense Boats because these vessels generate a disproportionately large maintenance overhead – the materials and method of construction leave the patrol craft with very low corrosion tolerance.

More than vessels and equipment, however, the naval forces of West African countries require training assistance. In this area, some training and joint exercises are being conducted by NATO and EU member states, but much of this is carried out on a bilateral, case-by-case basis. In April 2013, French and American military advisors provided training to Liberian Coast Guard personnel, including such topics as non-compliant vessel boarding, search and seizure tactics, weapons familiarization, and hull sweeps for mines and smuggling compartments. All of this mentorship and training was limited to a four-day port visit by a French frigate to Monrovia, the Liberian capital.

Other training opportunities take place intermittently. U.S. Naval Forces Africa (NAVAF) has introduced the Africa Partnership Station (APS) program, through which U.S. Navy and Coast Guard crews carry out mentoring initiatives similar to the Monrovia visit described above. The Africa Maritime Law Enforcement Partnership (AMLEP) sees personnel from the U.S. Coast Guard and relevant African institutions operating alongside one another for a slightly more sustained duration. Under this latter program, a U.S. Navy or Coast Guard vessel patrols the territorial waters of the African host country, carrying both an American boarding party and a boarding party from the host country, enhancing that country’s counter-piracy capabilities while also exposing the partner country’s personnel to U.S. Coast Guard best practices.

Although AMLEP benefits from a greater duration and depth of interaction, the exchanges are still too brief to develop naval forces that can operate independently in West Africa. More must be done in this area in order to avoid a scenario in which piracy interferes with shipping in the Gulf of Guinea to such an extent that NATO and its partners must field an intervention of the same scale and extent as Operation Ocean Shield, which continues to this day in the Gulf of Aden. To reduce reliance on Ocean Shield, the European Union has since 2012 mounted an ambitious training assistance mission, known as EUCAP NESTOR, with the objective of providing consistent and intensive training assistance to the maritime forces of such countries as Somalia, Djibouti, and Kenya. The mission has 45 full-time staff members working in the countries – primarily Djibouti – and a planned capacity of 137. Begun with a mandate of two years, EUCAP NESTOR could be renewed until these East African states are able to take charge of policing the Gulf of Aden, replacing Ocean Shield.

Whereas EUCAP NESTOR was introduced in East Africa as a response to a full-blown crisis of pirate activity, a similar mission could be launched in West Africa as a preventative measure. The lessons that could be provided and the connections that could be forged in a two-year mandate would likely surpass what can be achieved in a four-day port visit. Whether such a training mission would be better carried out under the auspices of the EU or NATO is a matter of political debate. From a practical standpoint, however, committing resources to the sustained development of the Nigerian Navy, the Liberian Coast Guard, and other regional partners would be more cost-effective than the eventual alternative: the deployment of an Ocean Shield-style mission to the Gulf of Guinea.
