Expert Panel Forecasts Asia-Pacific Dynamics and Maritime Security

CIMSEC convened a panel of Asia-Pacific experts to weigh in on recent security developments in the region, provide context on evolving international dynamics, and highlight potential issues to watch closely. Listen to the audio or read the transcript below.

Mina Pollmann: Hello everyone. Thanks for joining us on this call. My name is Mina, and as CIMSEC’s Director of External Relations, I have the honor of moderating today’s call on maritime security trends in the Asia-Pacific. For our CIMSEC listeners, I am pleased to say we have an exciting panel lined up, with four distinguished Asia-Pacific experts joining us to discuss security issues in the maritime domain from various different angles.

Before we begin, I would like to introduce our panelists.

We have joining us today, Captain Jim Fanell, a Government Fellow with the Geneva Centre for Security Policy. Jim retired from the U.S. Navy in January 2015, after spending 30 years as a naval intelligence officer specializing in Asia-Pacific security, with an emphasis on the Chinese Navy and its operations.

We have Greg Poling, director of the Asia Maritime Transparency Initiative and a fellow with the Southeast Asia Program at the Center for Strategic and International Studies. He oversees research on U.S. foreign policy in the Asia-Pacific, with a particular focus on the maritime domain and the countries of Southeast Asia.

We also have Elina Noor, director for foreign policy and security studies at the Institute of Strategic and International Studies Malaysia. Her policy interests include U.S.-Malaysia bilateral relations, cyber warfare and security, radicalization and terrorism, and major power relations.

And Scott Cheney-Peters also joins us, founder and chairman of CIMSEC, and a reservist in the U.S. Navy. His interests focus on maritime security in the Asia-Pacific and naval applications of emerging technologies. The views expressed are those of Scott’s alone and not necessarily representative of the U.S. government or U.S. Navy.

Without further ado, I would like to begin with Jim.

Jim, can you talk us through the most significant changes to the Chinese Navy over the course of 2016 – from a doctrinal and/or capabilities perspective? Also, how do you weigh the prospects for U.S.-China cooperation or conflict in 2017? Are incidents like the spat over the UUV that China picked up last month likely to increase?

Jim Fanell: First of all, thanks Mina for coordinating this and inviting me to participate. I’m very happy to be working again with CIMSEC and the great work you all do.

To answer your questions as concisely as possible, the biggest thing that happened in 2016, in my view, after spending the last couple days reviewing about 10,000 of my emails from the Red Star Rising, is the series of major changes President Xi instituted to the PLA – creating a separate PLA headquarters, elevating the status of the strategic rocket forces and the strategic support force, and reorganizing the seven military regions to five theater commands – all of which had an indirect impact on the navy, elevating their status.

The navy’s status had been rising since before 2016, but that trend continued throughout the past year, which is also evident when one considers the sheer number of events the Chinese Navy held – not only exercises inside the first island chain, but also the great number of operations that occurred outside the first island chain and globally in the Indian Ocean, the Mediterranean, up to the Baltic, down to the South Pacific, and into South America. What we saw was the solidification and culmination of Admiral Wu Shengli’s final year as chief of naval operations for the Chinese Navy.

I think you also saw President Xi recognize that the PLA is the principal tool for Chinese power and acquisition, to maintain China’s outward orientation, including as a part of the One Belt, One Road Initiative. You also saw China participate in RIMPAC 2016, which is a very big operation for them, and a solidification of what they did in 2014 and 2012 – establishing the pattern that they expect to continue in 2018. We’ll see how that goes.

In terms of shipbuilding, it looks like they built about 4.5 times as many ships as the U.S. did in the past year, so their shipbuilding program continued pretty strong. They were globally deployed in many ways, including submarines in the Indian Ocean while they were operating and doing fleet reviews in India – a kind of hard power-soft power approach by the Chinese.

In 2017, we can look for more of the same in terms of their presence. They’ve made it clear that they want to break outside the first island chain, and they demonstrated that very consistently in 2016 – culminating the year with their naval air forces flying outside the first island chain with bombers, fighters, and re-fuelers, circumnavigating Taiwan with their aircraft carrier. We can expect to see more of that in 2017.

I think we can also expect to see the rollout of the new carrier, an indigenous one. This will be their second carrier, but the first one they produced themselves. I think we’ll also get more information about their ballistic missile submarines officially being on SLBM patrol, helping shore up that portion of the nuclear deterrent capability they’ve been talking about.

With controversies, like with the UUV at the end of last year, it’s quite possible we’ll see more things of that nature. I think what you’ll see though, especially in the South China Sea dispute over the Spratly Islands and even over Scarborough, is that you’re going to see the Chinese incrementally continue to react to the United States’ presence.

Before October 2015, you could describe it as a “zone defense.” But by my read, from October 2015, through all of 2016, and even into 2017, the Chinese have taken a man-to-man approach in dealing with the presence of the United States in the South China Sea. I think, now, every time we’ve done one of our four freedom of navigation operations or when we have dual carrier operations or single carrier operations, the Chinese have gone out of their way to make clear and publicize that they are shadowing and following our naval vessels as soon as they come into the South China Sea. We can expect to see that increase, and the pressure from their vessels to become sharper in tone. I don’t expect to see shouldering or ramming, but it all depends on how they interpret the new administration. They will use statements and anything else that comes out of the new administration as justification for such challenging behavior – and we have to be prepared for that.

Mina: Thank you, Jim. Now, I’d like to turn to Greg. What are the most salient facts to know about China’s recent construction activities in the South China Sea? To make sense of their construction activities, what are the key indicators you are looking for in 2017 as signals or markers for Chinese intentions? Will the PCA ruling or a potential ASEAN code of conduct modify Chinese behavior?

Greg Poling: Thanks, Mina. I think what we saw, certainly over the last year, is continued consolidation by China of the installations made in the Spratlys and the expansion of its capabilities in the Paracels, all the while, at least in the second half of the year, pretty successfully diverting international criticism, at least diplomatically so.

If you only read the press on the South China Sea in 2016, it looked like two different years. In the first half of the year was high level bullying, especially of the Philippines but also everybody else, in an effort to prevent nations from publicly supporting the PCA ruling, along with this “will they-won’t they” debate about construction at Scarborough, which the U.S. seems to have successfully deterred in the short-term.

But after the July ruling, all of a sudden, we heard a tonal change from the Chinese. The election of President Rodrigo Duterte in the Philippines opened that door, but Beijing gladly walked through it. They continued to lash out at the U.S., Australia, Japan, and Singapore for perceived support of the Philippines, but towards the rest of ASEAN and especially the Philippines, they took a more polite approach. That pretty successfully helped them avoid the widespread censure that would have at least brought some pressure to change Chinese actions. Since that didn’t happen, I think they’ll see that they have largely a green light to return to a more coercive stance in 2017.

So while all of this change in tone, and all of this diplomatic effort was going on, we still saw the completion of 72 small hangars for combat aircraft at the three biggest islands in the Spratlys, the construction of larger hangars for maritime patrol, heavy lift, and refueling craft, continued upgrades to ports and docking facilities that allow the Chinese Navy, coast guard, and paramilitary forces to stay out in the southern regions of the South China Sea 24/7 in a way they haven’t been able to prior to the artificial island construction, and we continue to see the increase in their monitoring capabilities with radar facilities, signals and intelligence. Fiery Cross Reef looks like it’s being turned into a hub for all of this data collection apparatus.

What I’m going to be looking for next – which seems almost inevitable – is the first deployment of combat aircraft to the Spratlys, and I think that’s really a matter of when, not if. The Chinese did not build all of this air infrastructure to not use it. I think we should expect to see the deployment of surface-to-air missiles pretty soon. The HQ-9 systems that made waves last year are still emplaced on Woody Island. Woody Island has in many ways been a lower scale model of what we see in Mischief, Subi and Fiery Cross Reef. So I think we’ll see those deployments soon. And they might very well be used early in the next U.S. administration, as a test of the Trump team’s willingness to confront the Chinese.

If you are a Southeast Asian claimant, life is going to get a lot harder this year. So far we’ve seen a backing off of the most aggressive behavior by the Chinese. But it’s also the middle of storm season, so we don’t have hundreds of fishermen getting into it with the Chinese like we will in the spring. I think we are going to see the next escalation triggers sooner rather than later as the math works against us – the sheer number of Chinese vessels willing to try to close off the disputed area to the claimants is going to increase, whether we like it or not.

And on the code of conduct – much has been made of this pledge by Foreign Minster Wang Yi on the sidelines of the ARF that China would agree to a framework code of conduct by mid-2017. But that is a pretty “squishy” commitment. First, I have no idea what a “framework” for a code of conduct means. I don’t think anybody does. Second, we’ve seen no willingness by China to agree to a binding code of conduct – and even if they did, they have no willingness to clarify their claims, so it’s hard to imagine where that even applies. Third, if China’s past behavior is the best indicator of future behavior, then this seems to be nothing more than a delaying tactic. It took a decade to get China to agree to the guidelines for implementation of the DOC, which have still not been implemented, and have really done nothing to stop the escalation. Even if we get a toothless precursor to the COC this year, I don’t think it really changes anything.

Mina: Thank you, Greg. Elina, focusing more on the bilateral aspect of the U.S. relationship with Southeast Asian states, and how the U.S. is trying to promote the rule of law in this complicated dispute, how significant are the changes we saw in 2016 in terms of the U.S. relationship with Vietnam? And with the Philippines? How are other states – such as Malaysia, Singapore, Indonesia – trying to respond to the increasing U.S.-China tension in the region?

Elina Noor: I think the short answer to your last question is, is with difficulty. But I think context is very important to keep in mind here. When considering Southeast Asian states and the sometimes puzzling behavior of their respective leaders, we often tend to superimpose a geopolitical, major power rivalry – in this case the U.S. and China – to understand some of their complex behavior, and we often fail to see things from the national perspective.

The Philippines for example – I think there was this perception that the Philippines was casting aside the U.S. as its long-term ally, and moving close towards China in particular towards the end of last year. But if you look at developments more closely, you see that President Duterte was only trying, and is still only trying, to do is what many other Southeast countries have been doing for a very long time – which is trying to balance the major powers in the region. We’re all very small countries here, with maybe the exception of Indonesia. And under President Aquino, the Philippines was seen as completely being in the U.S. orbit, while President Duterte, in my view, is just trying to “rebalance” that relationship, so to speak, and trying to bring it back closer to the center, to reposition the Philippines among all these different and influential powers in the region while also trying to extract maximum benefits for the Philippines itself.

For Vietnam, definitely the lifting of the arms embargo as conditional as it was, was still very significant. We know the bitter history between the U.S. and Vietnam. But, again, to cast this in light of this big U.S.-China rivalry is only one aspect of the consideration.

Similarly, there has been a lot talk of Malaysia turning towards China because of all these deals. These are mostly economic deals and investment-based. But there was also the defense deal that was done during Prime Minister Najib’s official visit to Beijing in late October/early November 2016. The fact that Najib himself called it a “landmark deal” lent even more flavor to the idea that it was about Malaysia aligning itself more closely with China. But when you look more closely at the details, you will see that the China-Malaysia defense relationship is still very nascent and underwhelming, especially considering that China and Malaysia had signed a defense MOU back in 2005. It hasn’t really developed over the years, and it’s only been in recent times, during the last two to three years, that it culminated in a tabletop exercise and a command exercise, and from now on, on an annual basis, we will see joint exercises of friendship and cooperation. But this is really just a confidence building exercise that both the Chinese and Malaysian military is embarking on, really just trying to assess the comfort level between the two militaries. On the other hand, consider the fact that Malaysia has a long, established, solid defense relationship with the U.S., in particular, but also with other countries in the region – like Australia, Singapore, and New Zealand.

If we view things more holistically and drill down to the details, you will see that the U.S. relationship with Southeast Asian states is still very significant, but I caution anyone against trying to understand national developments in the Philippines, Vietnam, Malaysia, Singapore, and Indonesia as mainly a U.S.-China-and-“pick your Southeast Asian country” trilateral relationship. It’s more about the national interest of each of the Southeast Asian states and how they position themselves between the major powers of the U.S. and China or try to optimize their national interest in the midst of all this rivalry.

Mina: Thank you, Elina. And finally, Scott, taking a macro view of developments in the Asia-Pacific in 2016, how do you assess President Obama’s “rebalance”? Did the U.S. succeed in creating new partnerships and strengthening existing relationships in the naval domain? Have other U.S. allies or partners been successful in this regard? One of the most exciting stories early on in 2016 was whether Japan and Australia, two key US allies, would cooperate on submarine production, but that initiative fizzled. Is defense technology cooperation a feasible area for future U.S. leadership in the Asia-Pacific?

Scott Cheney-Peters: Thank you so much for that. Absolutely so. I think the key underpinning of the strategic rationale of the “rebalance” was correct and it still holds true. And that is, that outside of North America, Asia will be the most important region for the U.S.’s security and its values. Dan Rather had a good piece in the Washington Post about how President Obama’s foreign policy focus was a little bit like Jon Snow’s from the Game of Thrones in that it was right in the big picture about the “rebalance” to Asia but a little bit negligent about the dangers of conflicting agendas. It talks about how things like the Iran deal could be seen in the framework of removing these distractions, but also how, despite these efforts, many real world events and folks with other goals, like Putin, get in the way of this vision. As such, the record in prioritizing and safeguarding U.S. interests in Asia against other threats has been something of a mixed bag.

I’m going to focus on the security front in particular. And since my esteemed colleagues have talked a lot about China, I’m going to put that a little on the backburner, but it has brought us this focus through the “rebalance,” this enhanced substantial cooperation with many countries in the region including Japan, Australia, Vietnam, the Philippines, Singapore, Indonesia, India, Sri Lanka, and even China. But these gains can be seen as tactical and reversible – as we saw with Thailand and the coup, and in the Philippines as Elina alluded to, because our interest is not singular. It’s not just security, or economics, or values. It’s a mix of those because we understand the intertwined nature of these interests over the long run.

While eight years without any major conflict in Asia during this past administration is not insubstantial, and several long-running internal disputes and boundary issues were resolved or moved closer to resolution, other security threats have increased. The U.S. is going to have to figure out how to deal with North Korea, which seems to be determined to pursue increasingly capable nuclear weapons. And as Jim and Greg alluded, also dealing with a China that is undertaking this campaign of maritime coercion while violating international norms and laws. In the maritime domain, there are non-state threats, such as resurgent piracy, kidnapping, and armed robbery at sea and increasingly aggressive competition for marine resources. We’re seeing also an influx of Islamist radicalism that could potentially inflame ongoing insurgencies in Thailand and the Philippines. Of late, we’ve also seen the potential for radicalization of the repressed Rohingya in Burma. So we’re seeing a lot of security threats and issues that have somewhat metastasized over the past several years.

On other fronts, like economics, we obviously spent a lot of time and effort trying to develop the Trans-Pacific Partnership, which I understand now has been withdrawn prior to ratification and it remains to be what seen what will replace it – but that cannot be counted as a win for the “rebalance.”

Regionally, we have seen a lot of participation by the U.S. in things that are going to build and strengthen regional framework for maritime security cooperation, things like the Maritime Security Initiative, the DoD-led initiative to help develop the maritime security capabilities of some of our Southeast Asian partners; ReCAAP, the regional agreement for countering piracy and armed robbery; and the ASEAN Regional Forum. These all have really gotten their feet under them, really developed, just over the past eight years or so. But without sustained diplomatic effort, which is one of the things the “rebalance” was good at investing, it remains to be seen how much further these can develop. The good news for the region is that, probably, other than the MSI, they can support themselves without U.S. support and participation, but certainly our involvement would help to mature and strengthen them.

As to our partners, I think Japan has been quite successful in constructing maritime partnerships in part due to what I call “patrol boat diplomacy” of helping Southeast Asian partners develop their maritime capability on generous terms, whether it’s Vietnam, the Philippines or Malaysia. And this is something that Australia has also long undertaken, especially in the South Pacific. India has also been warming to this approach. We see a couple of new deals between India  through no longer just its “look east” but also its “act east” policy. In the future we are likely to see all three continue to pursue maritime technology cooperation and defense export opportunities. I would add a caveat that the exact nature of those deals remain to be seen and will depend on the calculation of both sides, not just in terms of security considerations, but also, sometimes primarily, on domestic economic and political concerns – for things like shipbuilding jobs and technology transfers.

I don’t know how much of a leadership role the U.S. will take in technology transfers or technology cooperation, but I remain optimistic about improved ties in technology cooperation with India, and what that means in terms of developing naval aviation capabilities. So that’s a broad stroke, and I’m looking forward to our discussion, I have some questions I want to ask our fellow panelists

Mina: Great, thanks, Scott. I’m going to begin with one follow up question, and then we can have a little bit of a discussion. There’s still plenty of questions about what policies this administration will pursue, but I think we can already say that this administration will be characterized by unexpectedness, unpredictability, and misinformation. How are these traits of the Donald Trump administration going to shape how states in the Asia-Pacific, including key allies such as Japan, craft their maritime strategy and foreign policy?

Scott: I’d like to put a spin on that question and shoot it over to Elina. I’m curious what you think the nations in Southeast Asia, what signals or messages from the United States will help them breathe a sigh of relief?

Elina: I think that’s a tough one, Scott. As Mina pointed out there does seem to be a lot of unpredictability and uncertainty right now. We heard President Trump’s speech during his inauguration, and his emphasis on America First. I think what we can see in Southeast Asia – subject to whatever develops in the next few months  – is that the relationship will be a transactional one as many people have said. And that transactional relationship will be dependent on how much the Trump administration can draw from its partners in Southeast Asia. Now this will be a bit of bargaining back and forth between Southeast Asia and the U.S. Obviously, the smaller Southeast Asian nations will not have the bargaining chips to play that the United States does.

Some of the signs Southeast Asian states are looking for will not be forthcoming in the next few months, because I think they’re looking for signs of predictability, reassurance and stability – none of which has been present thus far. ASEAN in particular, given its fiftieth anniversary this year, will be looking for some form of commitment, at least the presence of President Trump at the EAS, and I’m not sure that we can even expect that. I know that in the past the U.S. has sort of downplayed the appearance of its leaders at events like the EAS and even senior officials at the ARF, but I think as we all know, in Southeast Asia just showing up is key. And at this stage, I don’t think we can even expect that come November.

All the signs Southeast Asia is looking for – predictability, certainty, stability, assurance, it’s all coming now from the one unpredictable actor that was around and has been around and will continue to be around: China. In the past, we saw signs of reassurance from the U.S. against China, but now the situation seems to be reversed.

Scott: That’s a great answer and great points. Greg, I’m wondering if you’ve seen to Elina’s point, any policies coming out from Trump’s administration pertaining to Asia outside the U.S.-China context.

Greg: Well, no, not outside of the U.S.-China relationship. Despite its many shortcomings, the one thing the Pivot did quite well was focus on middle powers and Southeast Asia states. It situated China policy within Asia policy, not the other way around. So far, for Trump and most of his senior advisers and the transition team, what we’ve heard is an Asia policy almost entirely dominated by China with a sprinkling of North Korea. If you expect a transactional approach to interstate relations, which I think is reasonable, you’re perceived value vis-à-vis U.S.-China relations is going to determine your value to a large degree. If you’re sitting in a Southeast Asian capital, that’s the one thing that should really worry you. Elina mentioned the importance of just showing up in Asia – I don’t think we should expect Trump at the East Asia Summit. That seems extremely unlikely. We’re not going to see the same focus on Southeast Asian states, Australia, India, Japan except through that bilateral U.S.-China prism.

The biggest factor of uncertainty though, is how much does the stated policy and platforms of the president-elect and nominee Trump actually translate into foreign policy? How much does President Trump want to be involved in foreign policy? We’ve certainly heard suggestions that he’s not going to play a very active role. He’s going to allow a much bigger role for players like Michael Flynn, the NSC, Mike Pence, and General Mattis, so it is possible that all of these statements from the president don’t actually frame the way the president pursues foreign policy.

Mina: That makes a lot sense – just from the flip-flopping we’ve been seeing between the campaign and what is now a two-days-old presidency at the time of this recording. I’m still curious how states are reacting to the U.S., but breaking out of Southeast Asia, what are the signs that Japan and Taiwan in Northeast Asia are looking for? We haven’t really touched on the East China Sea but that’s also a hot spot in the Asia-Pacific that has gotten increasingly tense over the past year.

Scott: Jim, maybe that’s an opportunity for you to jump in here. You mention the Red Star Rising, but perhaps you could provide a little more context for our listeners about that and if you’ve seen any discussion about the role of Taiwan in the new administration.

Jim: First of all, the Red Star Rising is just an email distribution list that I’ve had going on for 11 years. Got a number of people at State, DOD, academia and the press, and people in theater, in the country and regions are on the list so we try to follow things from their perspective. Anybody listening to this send us an email at kimo.fanell@gmail.com and we’ll add you to the list.

Second, before we get to Taiwan, I would like to give an alternative view about the characterization of the Trump administration. One, Mina said it, they’ve been in power a day and a half. Two, if you go back and look at the Obama administration’s announcement of the rebalance or the pivot that was a year and a half into his administration before it was announced, and it was certainly another two years before we started seeing tangible aspects of that policy being implemented. I would caution people not just in the United States but also overseas to give it a little more of a “breather” here. There have been no stated policies on anything, so to make judgments about what these will be and to make assumptions that everything is going to be transactional is very premature.

Especially when you listen to testimonies of Secretary of Defense Mattis and Secretary of State nominee Tillerson, their comments reflect an understanding of the requirements and necessities to sustain our alliance structure. General Mattis’ first statement yesterday after he was confirmed, he said to the Department of Defense “I’m glad to be working with you,” and to the people of the intelligence community, and the last portion of that two or three sentence message to the Department, he said we need to have “friends and alliances,” so I think we need to see US foreign policy through the lens of greater continuity in the post-WWII environment. In my opinion, our commitment to the international order is not going to be upended, and take it for what it’s worth, but I think that’s the message you’ll be seeing coming out of this new administration. There will be parts of it that will echo and reinforce what the president-elect said, but I didn’t hear those statements even in the Inauguration speech. He talked about America not forcing its view on other countries, but I think there’s a lot there to work with. People may not like all that is said, but there is a longer continuity to history.

With respect to Taiwan, I do think it’s an area where this new administration is not going to be constrained by previous history. I’m kind of undercutting what I just said, but I think it’s very clear what happened is not just happenstance, and we can expect to see more direct challenges to the idea that the United States cannot deal with and talk to Taiwan. I think there’s been a lot of discussion about what is the “One China” policy. And if you go back and look at the original statements from the 70s, we said we accepted the understanding that China believed Taiwan was part of China, but we were not making a judgment on that. I think that hasn’t been focused on in the past two, three decades, but I think that will be under discussion again and that will certainly upset Beijing. I think the purposes for that, you may attribute to transactional relationships in other aspects, like economics. I think this new administration is going to challenge China on its unwillingness to uphold the international order – such as their unwillingness to follow the PCA ruling – and they might do that through an indirect or asymmetric approach.

Mina: Thank you very much. I’m sure our listeners will appreciate this. And now finally, before we sign off, I have one last question for each of our panelists, in the same order as initial responses, and it is, what project are you most excited to be working on this year, that CIMSEC readers and listeners should keep an eye on?

Jim: I’m always working on all kinds of different things, but I think my focus will stay on watching what the Chinese Navy is doing in terms of enforcing their view of the task to rejuvenate and restore China, including in their maritime domains. That’s where my focus will remain.

Greg: Not to parrot Jim’s answer but me personally and at AMTI, we will be looking to do more of the same. We’re looking to boost readership of the site, increase our ability to bring pressure and transparency. Part of this is, for instance, we just launched multilingual versions of the website in Chinese, Malay and Vietnamese to drive readership outside of the United States. We’re also looking to do a couple new projects that move beyond just pulling back the curtain on what China’s doing in the South China Sea but look at, well, what do we do about that, beyond just the military realm, which is what we have been working on. We want to look at environmental issues, legal issues, law enforcement, et cetera.

Elina: I’m excited to be focusing more on cyber issues. It doesn’t have direct links to what we are talking about now, maritime security, but as you know, operations in cyber space cut across all traditional domains. So in the next few months, you will hear about a global commission on stability in cyberspace being announced. I don’t want to preempt or undercut any public announcement, but I think you will hear exciting news coming from that space, and I will particularly be helping try to craft norms and rules for state behavior in cyberspace and international relations. That’s what I’m looking forward to this year.

Scott: Those all sound like fascinating projects, and I look forward to learning more about those. Sea Control 127 – Dr. Tom Fedyszyn on Russian Navy Ops, Acquisition, and Doctrine

If you’ve turned on the news recently, you probably noticed that Russia has been dominating it. From their intervention in Syria, to the increasing range and scope of their naval deployments, and the release last year of their new Maritime Strategy, Russia – and the Russian Navy – have turned our focus back to our Cold War foe. In this episode of Sea Control, we explore the Russian Navy’s modernization plans and recent newsworthy stories with U.S. Naval War College Professor (and retired Navy Captain) Tom Fedyszyn.

AO: Hello, and welcome to the Center for International Maritime Security’s Sea Control podcast. I’m Ashley O’Keefe, the CIMSEC Secretary, and I’m here today with Dr. Tom Fedyszyn, of the U.S. Naval War College. He’s been a member of the faculty here since 2000, and he serves as the senior advisor to the College’s Russian Maritime Studies Institute. He received a PhD from the Johns Hopkins University in Political Science while he was on active duty. His 31-year naval career included military assignments as the U.S. Naval Attaché to Russia, and two tours at NATO headquarters in Brussels. He commanded the USS Normandy and the USS William V. Pratt, and deployed to the Mediterranean, Baltic, and Norwegian Seas. He was a principal contributor to both the Lehman-era 1980s maritime strategy, and NATO’s strategic concept following the Cold War. He’s a nationally recognized expert and publishes regularly on maritime strategy, NATO strategy, and the Russian Navy, which is our topic today.

Let’s start off with a very basic question: why is it that we should still be interested in the Russian Navy? I thought that we were interested in China’s rise these days.

TF: Most people in the U.S. Navy seem to care more about China’s navy than the Russian navy. I can attest to that because I’ve been a Russian navy guy for a long time, and I was the rough equivalent of the Maytag repair man for about twenty years. My phone never rang! I’m sure my China counterpart’s phone was ringing regularly.

But the world has changed. Let’s quickly take it to a couple of years ago, when you’re looking around the world, and see Russia, which for about 20 years had been that big former enemy who looked like it was going to be the next big cooperator – a nation aligned with and becoming more and more like the West. And then we were shocked in 2014 when all of a sudden Russia annexes the Crimea, starts a hybrid war in eastern Ukraine, and gets everyone’s attention. And so that same country that was cooperating with everyone back in 1998, even 2005, is now listed in NATO documents, for example, as some combination of adversary and aggressor. So, all of those military forces that they had that looked like they were going to do nothing but exercises with us now are potentially aggressive forces that we, especially those in the intel world, need to look at a lot harder.

AO: So where does the Russian Navy operate today? Are they in the same places that they used to be? Are they really a meaningful threat?

TF: Those old enough in the audience remember the old Soviet Navy. For 15-20 years, they were effectively our equivalent, less carrier battle groups. In other words, they outnumbered us in terms of submarines, they were equivalent to us in major surface combatants, and every theater we operated in, they did too. Then they had a 20-year period where they went to sleep, were in a coma. So that’s why we didn’t hear about the Russian Navy for a long time. I’ll make the case that starting around 2008, the Russian Navy began to get money, they began to get smart, they began to get joint, and they began to operate again. So today, pretty much anywhere, you can find ships of the Russian Navy. In some parts of the world, you can see a militarily significant force, and others just in ones and twos. But noting that 15 years ago they were nowhere, there were none in the Atlantic, there were none in the Mediterranean…whereas today they’re almost everywhere. However, they’re not necessarily a military force to be reckoned with at the high level.

AO: Admiral Sir Philip Jones (the British First Sea Lord) said a few days ago that they were seeing the highest level of Russian submarine activity in 25 years. That’s a sentiment we’ve heard not just from the Brits, but also from the NATO commander last year. If that’s true, what is so significant about that fact?

TF: Going back to that turnaround, it was sometime around the year 2000. Speaking only from unclassified sources, from what’s been in the open press, I’ll summarize for you. Between 2001-2003, our best guess is that there were virtually no Russian submarines in the Atlantic. Realizing, of course, that was going to be where a good portion of WWIII was to have been fought, for them to have no submarines in the Atlantic is a very low standard against which to compare the First Sea Lord’s number. But what we’ve been seeing is almost every year since 2008, there’s been an increase in submarine activity of between 5-15 percent. So right now, we’re getting roughly 1,500 at-sea days for Russian submarines all around the world, but an increasingly higher percentage in the Atlantic. So, again, we did start from around zero, but we’re looking at meaningful numbers again. Certainly not the level that we saw during the Cold War, but the trend is very clearly upward.

AO: Specifically when we hear about submarines, we often hear about the “GIUK gap.” For a generation that didn’t grow up during the Cold War, we don’t know what that means. Can you tell me its significance, and do we care about it today?

TF: We lived and died by the GIUK gap back during the Lehman days. This is the “Greenland-Iceland-UK gap.” Just look at a map of the North Atlantic and you can see that it’s the rough equivalent of a choke point for any Russian submarine to get out into the Atlantic – it’s got to run that gauntlet. We did set up a veritable gauntlet there. We had all kinds of sonar and SOSUS activities, we had our own submarines up there, and we had probably the biggest maritime patrol aircraft base in the world up in Iceland, with P-3s flying everywhere. The likelihood that some of our forces would find you, if you were a Russian submarine running that gauntlet, was very, very good. This is essentially what we’re up against now. We had about 20 years of nobody trying to run that gap, and now they’re running that gap again and we’re seeing – or hearing them – again.

AO: Another thing that we didn’t used to hear about was Russian aircraft carriers. We thought the Admiral Kuznetsov was going into an extended maintenance period, and instead, she shows up off the coast of Syria. How did she perform, and what did we learn from that deployment?

TF: First, let me make a little editorial about Russian aircraft carriers. Russians have been talking about building aircraft carriers for a long, long time. It has effectively been talk. What we’ve seen, loosely, is that the Russians’ ability to build very large ships is not very good. With the possible exception of submarines, their performance in building large things that float has been at the “D”/ “D-” level. And of course aircraft carriers are part of that category.

So, when you get what we might call a “sea control” admiral in charge of the Russian Navy, invariably, he will talk about building aircraft carriers. I don’t think there’s been a time when there wasn’t someone in the Russian Navy talking about building aircraft carriers. But what they deliver – well, for their operations right now, they delivered one ski-jump carrier with a very limited air wing.

Do understand that it’s a very high-prestige ship in their navy. It’s unique, and it does give a special capability to their navy that no other ship brings. So, Russian people are very proud of it. Much as in American politics, domestic politics matters to them, too. And the fact of the matter is that the Russian press, which used to be reasonably free when I lived there 20 years ago, is no longer free. It’s very much controlled by the government, and it’s a propaganda tool. What you have now is an opportunity for the government to put a spin on aircraft carrier deployments, which obviously make them look good, and that’s what we saw.

Two stories: when Kuznetsov deployed to the Syrian coast, if you had only read the Russian press, you’d be convinced it was the most successful deployment in the world. Note, of course, that the air wing was only about half of what it might have been, and only a quarter of what we would consider a real air wing.

So, if you read the British press, all you’d see is a ship belching black smoke (and on some days, it even looked like white smoke, for all you surface warfare officers, not good). You’d also have seen the four British destroyers that were tailing it and having it in their sights the whole way.

So, was it successful? To the Russian people, absolutely, A+. To the western world, not so much. The air wing that they took was miniscule. Second, they don’t have much opportunity to exercise their air wing. While I’m not an aviator, I know that this is very difficult. So, I wasn’t at all surprised when within their first week they lost two airplanes due to an inability to operate a flight deck and an air wing properly. So when you only take over 20-25 airplanes, and lose two in the first week, we shouldn’t be surprised that effectively the entire air wing went ashore. That probably wasn’t anywhere in the Russian press, but it certainly was in the western sources. So, did Russia end up with more airplanes in their Syrian operation? Yes. Did the Russian aircraft carrier carry them down there? Yes. Was it a successful aircraft carrier operation? I would say no.

AO: Given that lens, my next question may seem a little silly, but what about the Shtorm 23000E, the next generation aircraft carrier? Defense News was reporting about it earlier this month, citing possible Indian Navy interest. Does this seem likely to be built? Will they keep trying?

TF: The Russian economy is built on exporting minerals (mostly oil and gas). Below that, it’s arms exports. They export almost as much as we do! But they have such a small economy that their arms sales really matter. So, when you look at Russian military capability, sometimes that’s just a small part of why they deploy. A larger part of why they deploy is to show off what type of technology they have and to try to sell it. You mentioned the Indian Navy. When I was in Moscow, there were more Indian officers there than from any other nation. U.S. was second. Why? Because the Russians, by the default of politics, ended up selling India its navy. Still today, about 70 percent of the Indian Navy is Russian. I’ve spoken to lots of Indian Navy officers about this. The sense is that they don’t like the Russian ships, they don’t work too well, they’re suboptimal, but they can afford them. The U.S. has this double-whammy where we’re not that good at selling high technology, and when we sell it, it costs a lot of money. And the Indian budget makes them buy Russian – and they continue to buy Russian. So, should the Russians be able to continue to build the Shtorm, India would be the most likely nation that would buy it.

But remember, of course, Russia just sold and delivered to them the Vikramaditiya, a ski-jump carrier which was 4 years overdue, 300 percent over budget, and every Indian naval officer I’ve spoken to has said, “Well, it’s not a good ship, but we needed an aircraft carrier and we could afford it, so we got what we got.” If this Shtorm really does turn out to be good, the Indians may well want it, but the Indians are also in the process of building their own nuclear-powered aircraft carrier, which would be their first choice, and if they can build it (they’re not very good at building ships either, unfortunately), they’ll stick with their domestic product.

Now, will the Russians actually build it? I would be very pessimistic. When they talk about Shtorm, they talk about building between 3 and 6. That’s how definitive they are – they can be off by a factor of two. It seems that they’re leaning in the direction of nuclear power, but sometimes you can read press articles that suggest maybe not. So they’re so unsure of where this is going, and their track record of having a yard that can build a 65,000 ton ship…it’s unlikely. In fact, if they ever get around to it, they’ll probably have to build it in two sections and then weld it together. I’m no shipbuilder, but I know this can’t be easy.

AO: Let’s switch gears and talk about their new Maritime Doctrine, which was released in 2015. What’s changed since the last version?

TF: Their last one was in 2001, and I’m nerdy about this but I read these documents. It’s important because you need to know what changes there are from one document from the next. If you read American naval strategy, you’ll note that there are significant differences between the one that just came out on the street and the one in 2007 – those differences will affect how we operate and what ships we build. Same for the Russians. In 2001, they wrote what they called a Maritime Doctrine, and it was almost as if there wasn’t a Navy admiral present at the drafting. It was like the Secretary of Commerce, the Secretary of Tourism, and the Secretary of Energy sat down and, at the last minute, invited an admiral in to come in and write a couple of words. It clearly was a maritime doctrine, not a naval doctrine.

In 2015, the new maritime doctrine was signed by President Putin in a formal scene built for television, aboard a brand-new frigate, named for Admiral Gorshkov, as you’ll recall, the founder of the great Soviet Navy, in Kaliningrad harbor. The only other people there were the admiral who ran Kaliningrad harbor, the chief of the navy, the chief of Russian defense, and Russia’s national security advisor. The Secretaries of commerce, tourism, etc. weren’t invited because this new document is significantly different. The tone is just wildly different. You will read phrases like, “The Russian Navy’s mission is to ensure non-Russian naval ships are not allowed to operate freely in the Arctic.” Things like, “NATO is the principal threat to Russia therefore the Russian navy must deploy to the Atlantic because the NATO Navy must be engaged before it gets to Russian shores” and “The Russian Navy will have a permanent flotilla in the Mediterranean.”

Remember, for a lot of years, there were virtually no Russian ships. When I deployed William V. Pratt there in 1989, we watched the 5th Eskadra leave the Med. We were fully expecting that we would be doing the usual tricks with our Soviet counterparts, cat and mouse games with their submarines, etc. They all left! And so the admiral called in all the skippers and said, “We have nothing to do. Any ideas?” I said, “15 port visits?” And he had nothing better, so we were able to have a loveboat cruise. But obviously the world has changed. The Russians are back in the Med. They’ve got a flotilla there, between 7-10 big serious warships, and the reason that they’re there, according to their maritime doctrine, is because of the NATO threat. You read “NATO threat” all over this document. When you read it in the Pacific, it’s clear that they are all about establishing better relations with the Chinese and Indian navies. And so they call a spade a spade. They’re not afraid to talk about which fleets are growing.

And by the way, every fleet is growing according to this document. You wouldn’t think it, but the Black Sea fleet, which was supposed to go away, now because of Ukraine and Crimea is now getting bolstered more than almost any other fleet. They’re talking about expanding each of their fleets – qualitatively and quantitatively. Finally, there’s a huge chapter on shipbuilding this time. They have a huge shipbuilding organization, and it is tasked with building navy ships in response to the demands of the navy – the missions that the navy intends to do. So, in tone and in tenor and in content analysis, the words in the 2015 document are significantly different. The picture of Putin and chief of defense sitting there in the wardroom of the frigate Gorshkov, I think is worth 10,000 words by itself.

AO: Let’s pick apart this modernization plan. There’s a strategy, then there’s a modernization plan inside of that strategy. Let’s talk about the surface navy, first. How do they expect to evolve and modernize?

TF: They’ve got a plan, and I’ll give you another editorial, too. Whatever they say, decrease it by about 50 percent. They lie, cheat, and steal when they talk about how many ships they intend to operate this year. When I look back on what they say and what they actually do, they get about half. Once again, it’s one of these “how tall are the Russians?” questions. During the Cold War, the debate always used to be, “are they 8 feet tall? 10 feet tall?” We ended up saying maybe 5’6.” Today, we’re having that debate again. No one is saying that they’re 10 feet tall. We’ll get to that later. But, for about 20 years, they were about 0 feet tall. They built virtually nothing. The ships that they had – which was the second-biggest navy in the world back in 1989 – they pulled the plug on it. The ships were just tied at the pier, they began to rot. Though quantitatively it was still huge, qualitatively it was a mess. I can attest to that because I was at the embassy in Moscow in the mid-90s and probably a lot of the reports that I wrote on the Russian Navy at the time, when they were read in Washington, were laughed at. They were so horrifically bad. Now when you talk about modernization, they went from nothing to the point where they’re building a few ships now. The few ships that they did build were aimed at arms exports. So yes, they sold submarines to Indonesia, Vietnam, India, the Chinese Navy; they kept very little. Just ones and two of everything they built.

That started to change around 2008. They continued to build ships, but increasingly to build it for themselves. In the year 2000, it wasn’t uncommon when they started to build, say, a frigate, to take 14 years from the time they laid the keel to the time that they delivered it. Laughable, yes. But that was the way life was back then. Understand, of course, Russia. Russia is a small economy. They lost the Cold war because their economy couldn’t keep up with our economy. We outspent them to death. They’re very aware of that. But what we had was that if we forced them to build a lot of ships, they would run out of money fast. They knew that, therefore they didn’t build a lot of ships. Starting around 2005-2007, economists can help us here, but the economy started to go up. I don’t mean to say this with scorn, but to a great extent, Russia is a large Nigeria. They’re dependent on the price of oil. And if the price of oil goes up, their wallets are very thick. Price of oil goes down, they’re threadbare. Price of oil went up – it was over $100/barrel, and they had more money than they knew what to do with. They had a brand-new secretary of defense back in 2008, Serdyukov. Maybe we don’t know him in the west, but in Russia, they really appreciate what this guy did. He demanded that a lot of money be spent on all the services, and the navy got more than their fair share – 40 percent – of this building budget.

He did that, one, and two, he also kicked a lot of butt and took a lot of names with respect to the operational readiness of the fleet. He saw, full well, that the Russian Navy couldn’t operate with the Russian air force, or the Russian Army. Remember that, back in the 70s and 80s in the U.S.? That’s what they started to grow out of. Under Serdyukov, he understood that they had a conscription-based military, many sailors were almost illiterate, and they, of course, were not the type of sailors that you and I would like on our ships. He started a policy that said, “if it goes to sea, and certainly if it’s new construction…no conscripts.” Conscripts were left to be mess cooks at navy bases. And the real sailors, the contract sailors, went to ships. Remember before I told you ships didn’t go to sea too much in 2000-2002. But they started to go to sea more, without the conscript sailors, and so you got a qualitatively improved force. And at the same time, you were building ships that weren’t just for arms export. They were for your navy. I’m bragging here – get over this – but it used to take them 14 years to build a frigate and now they can build one in five or six. OK, that’s not very fast, but they’re getting better at it. They’ve consolidated their shipbuilding, and they’re building a couple of ships per year. They announce they’re putting out eight warships a year. I’ve yet to see a year where eight ships came out. But, three and four, yes. And of course, they’re not big ships, they’re smaller, they might even be enhanced patrol boats, but at least they are putting out ships. But there are meaningfully, a few classes of ships and submarines that they’re putting out that do appear to be successes.

AO: So speaking of submarines, perhaps you can give a brief overview of today’s submarines, especially how they stack up against U.S. submarines. Are they as good as they once were?

TF: The answer is yes, remembering of course that they were never as good as our submarines. But they got close, and they’re getting close again. Two general areas. First of all, boomers, SSBNs. We have the luxury of having a blue water sea control navy. They don’t. We can talk about that later. But first and foremost, their navy is there for strategic deterrence. So when they get a dollar, they spend it on strategic deterrence, first. Their most successful building program is what they call their Borei class – the 955 class SSBN. They’ve got three in the water already and five more coming, and most western analysts look at it as a successful building program. The bigger problem that they have is with the solid-fuel missile that they’re trying to mate to it, the Bulava. That’s had a very checkered past, in which at times virtually every shot was a failure. Now they’re getting about a 50 percent success rate. They’re happy with that. They’re mating the Bulava to the SSBN, and they claim they’re ready to operate. Their deployments have been short. They tend to be in the old Bastion areas that we got used to looking at during the Cold War. But the point is that their SSBNs are going to sea again with an SLBM. And even though they did have a few other Delta IIIs, Delta IVs, Typhoons, these were unreliable, it was rare for them to deploy. The Russians were proud to say that if necessary they could fire a ballistic salvo from pier side. That’s true. But I’m not sure that’s anything to brag about. So yes, they did have a submarine force with ballistic missiles. But now they’ll have a force, with more to follow, that I expect will be delivered on time. So now they’ll have a force of about eight SSBNs that can deploy and shoot missiles from sea.

Now, SSNs, they’ve got a very impressive new submarine. It’s large, has got a lot of new weapons systems, and is reputedly very quiet. At least in the unclass world, it looks to be close to, but not quite, an LA and Virginia class. It’s got a lot of things, but the problem is that it’s so sophisticated by Russian standards that they’re having a hard time following it with what they claim to be seven more of the Severomorsk class warships. I think it’ll happen, but it’ll happen very slowly, and it’ll be almost like custom-made cars. They’ll happen, but it won’t be like an assembly line. It’s a little too difficult for them to put them on an assembly line yet. But they will be very good, once they do come out, and they’re now talking about a follow-on class of SSN with hypersonic cruise missiles and more sophisticated gadgetry. But if I can summarize, their submarine building is way better than their big surface ship building program. That’s where they’ve concentrated, where they’ve put their talent, their money, where they’ve had most of their successes, and that was true back during the Cold War much as it is today.

AO: Continuing our scope through “things the Russians might build…” missiles. What does it mean that Russian corvettes were able to successfully launch missiles out of the Caspian Sea last year?

TF: Well first of all, cynics say, ‘boy won’t a lot of people want to buy that missile?’ We’re sure that the Russians are wanting to sell it, and they’ll probably sell it a lot cheaper than the U.S. will. But the Russians couldn’t get over how great this was because they were able to shoot this Kalibr-class missile from two different directions, from two different, small platforms. The Buyan patrol boat, which is a 1000 ton patrol boat, can carry 8 of these missiles, with a range of 1500 miles, which is a lot, and, depending on what you read, only three of them were misfires. 23 out of 26 hit something, presumably a target. You know, when we were shooting our first cruise missiles 25 years ago, we had a worse failure rate than that. And they not only shot from Buyans in the Caspian flotilla, but then they also shot from diesel submarines, the brand-new improved Kilo-class submarines, which are delivering to the Black Sea fleet. They shot a series of them from the Med. So they had cruise missiles coming from both directions, from unsophisticated small-ish ships. Very sophisticated weapon, and the world took note of that.

AO: Changing gears a bit, let’s go a bit bigger picture and talk about maritime power. Is it fair to call Russia a maritime nation? Most people would call it a land power. How does that figure into Russia’s national security posture?

TF: That’s right. It’s mostly a land power. But it’s a land power that knows how to use maritime power in selective and judicious ways. I’m going to inject a bit of personality into this too. I think Vladimir Putin prides himself on his navy. I think he identifies with his navy. The navy is sleek, it looks cool, it packs a quick punch. He is a judo master after all. He has used his navy in a number of ways – Syria is the classic example – not only does he have a force off of the Syrian coast, but he is protecting the logistics with his flotilla. 99 percent of all the Russian logistics that goes to Syria comes from the Black Sea, through their port in Tartus. It’s defended by his naval forces, they’ve delivered air power also, and there’s air defense that they’ve set up there. What he has is an opportunity to play a weak hand and to play it forcefully. To a great extent, he played his navy in the 2013 red line on Syria chemical weapons – that’s when he deployed his force. And he was quick to point out that he had a naval force in the Med, when we really did not. His naval force would watch and ensure that the Syrian chemical weapons were delivered to the right place for destruction. It’s a small hand, but he plays it and isn’t afraid to over play it.

He sends his ships, when we were discussing reestablishing relations with Cuba – he sent a cruiser into Havana harbor, and it was sitting there while our diplomats were discussing relations with the Cubans. So, he does a lot with a little. And he’s more than happy to identify with his navy. There’s really no navy celebration that he doesn’t put on his navy hat. With the exception of going barechested, he is most likely seen in Google wearing navy hats. He just seems to like his navy. And he’s been funding his navy very well for quite some time.

So, I’m not going to go so far as to say that it’s a maritime nation, because it’s not a sea control navy. He has admirals that have been telling him to build a sea control navy. But our 6th fleet commander did take a look at what he would be up against, and he was not afraid to admit that while it isn’t a sea control navy, it’s not just an A2AD navy, either. It can do more than bloody our nose if we decide to get into a fight with them in the Black Sea, in the Baltic, and certainly in the Arctic. It can do a number of things that can hurt us. They just don’t have the sailors, the seamanship, the tradition, the Admiral Gorshkov, to go after us again in the middle of the Atlantic or the middle of the Pacific. But near their shores, they’re extremely potent.

AO:  Is there anything else you think our listeners need to know, that you think we’ve missed, to wrap up our discussion?

TF: Sleep well at night. If it were a fair fight, our navy still can so wildly outperform their navy that they would never seek a fight like that. As you see Russian doctrine talking about things like hybrid warfare – they’re always interested in an unfair fight. So, they may very well want to take their hybrid warfare, their little green men equivalent, to sea, and they may be interested in provoking us in other ways that we have yet to predict, and we should be ready for that. This would not be existential. But it could certainly hurt us, and it could hurt our pride, and it could certainly surprise us. So I would say let’s be ready for that.

But on the positive side (assuming you look at Russia as an adversary or as an aggressor), their military, much as the Soviet leaders, is dependent on their economy. Their economy has performed very poorly over the past couple of years. Partly price of oil, partly western sanctions, but the bottom line is they’ve had a negative GDP for a couple of years. What’s happened under Mr. Putin is that his budgets have had to shrink in every area. If you were a provincial governor, your budget shrunk by 50 percent last year. If you were a pensioner, your pension was cut 50 percent last year. If you were the chief of navy, your budget wasn’t cut, and you were about the only guy whose budget wasn’t cut. If their economy continues its bad performance, I would argue that the chief of navy is going to get his budget cut next year. All of the grand plans for the new aircraft carriers, destroyers, will be put on hold, and it will be again, sometime in the future. Don’t expect to see it in the near term.

The U.S.-Philippines Alliance in Context

“Alliance does not mean love, any more than war means hate.” The words of Francis Parker Yockey accurately suggest that states build relationships with other states to advance mutual interests. The U.S.-Philippines alliance is no exception. Though the very close relationship between the two countries has experienced some hiccups recently, this article suggests that the mutual interests of both states are substantial enough to sustain cooperation between the two countries.

Forging Alliances 

For the majority of American history, the lawmakers of the country were apt in following George Washington’s advice on foreign affairs: “It is our true policy to steer clear of permanent alliance with any portion of the foreign world.” As a result, for the first 165 years of its existence, the U.S. did not form any alliances with the exception of France during the revolutionary war. However, a completely different course has been taken since WWII, when the U.S. became heavily involved in global affairs. With the preeminence of transnational organizations and multi-party international treaties such as the United Nations and the North Atlantic Treaty Organization, Washington made numerous alliances. To this end, Washington’s isolationist policy was replaced by a highly inclusive and internationalist one.

However, there has been another noticeable episode in the United States’ relationships with its allies. From Europe to the Middle East and the Asia-Pacific, relationships with countries that at one point seemed politically untouchable have increasingly become vulnerable. The past few years have seen some uneasy episodes with Saudi Arabia, Israel, Turkey, the UK, and Japan. In that sense, the Philippines is only the latest chapter in the recent history of weakening partnerships.

Friend of the Philippines

The U.S.-Philippines relationship has been historically strong and is often categorized as a special relationship. It has seen its evolution from conflict to partnership to friction to re-emergence. Yet despite its unsettling history, the relationship between the two countries has been on the rise in recent years. The Enhanced Defense Cooperation Agreement between the Philippines and the United States signed on April 28, 2014 not only gave U.S. access to select Philippines bases, but also allowed the Philippines access to American ships and planes. In addition, the Philippines was set to gain invaluable training and assistance lessons to defend its sovereignty, which included more than $41 million – or almost 85 percent of the $49.72 million total amount this year of the Maritime Security Initiative funding for capacity-building initiatives in Southeast Asian states near the South China Sea. Philippines is also the largest recipient of U.S. assistance in Asia. The U.S. Agency for International Development (USAID) has facilitated more than $5 billion in infrastructure investments since 2013.

Though the relationship has been very close over the past few years, the election of Philippine President Rodrigo Duterte in June 2016 has instilled doubt in the future of the U.S.-Philippine alliance. In October 2016, Duterte announced a Philippines separation from the U.S. in favor of a closer relationship with China. The State Department, baffled by Duterte’s suggestion, said that it would seek an explanation of what the Philippines leader meant. This initial exchange was only the beginning of what became a series of episodes leading to an uneasy relationship between the two countries.

However, despite heavy rhetoric and passionate speeches, it is unlikely that the world has seen an end to the decades-old alliance. The reason is simply that the practical advantage of such an arrangement is beneficial to both the U.S. and the Philippines, and both countries are better off in cooperation than in discord.

Enduring Interests and Ties

Though the President of the Philippines wants to exercise an “independent foreign policy,” the reality is that the country is still heavily dependent on the U.S., especially in the matter of defense. As one of the region’s weakest militaries, the Armed Forces of the Philippines (AFP) rely significantly on the U.S. to address its security challenges, including tension in the South China Sea, terrorism, and natural disasters. Even domestically, the AFP will not look too favorably upon an isolationist policy towards Washington. The military plays an instrumental role in the security of the country and is vital for peace processes with communist rebels and insurgent groups. Duterte would not go far in achieving his objectives unless the basic security condition is met. For that, he is much better off having the U.S. on his side.

A fundamental question remains unanswered by Duterte or his aides: which country would the Philippines turn to for help if it chooses to end its bond with Washington? Granted, there have been some talks with China and Russia, but it is unlikely either of the two countries will be able to fill a void as big as the U.S. Dependence on China would be problematic for the Philippines due to the disputed territorial claims, especially when China’s ambitions over the South China Sea have been described as the biggest threat to Philippines sovereignty. Moreover, the early proposals of buying equipment from China and Russia have already seen some pushback in the defense circles both privately and publicly.

Practically speaking, even if there is a genuine desire to escape any relations with the U.S., the wise policy would be to incrementally remove its dependence on Washington instead of revolutionary-style revisionism. This would allow the Philippines some time to become more self-sustaining as well as to forge alliances with other countries. However, such an arrangement may take several years for Manila and can certainly not be achieved in the six-year term of Duterte.  

There is already elite and bureaucratic resistance to Duterte. For instance, the Defense secretary, Delfin Lorenzana, has voiced clear support for the U.S. mutual defense treaty. Moreover, separation from the U.S. is also going against the local public, which has long been heavily in favor of the U.S. According to the Pew Research Center, 92 percent of respondents in the Philippines said they had a favorable view of the United States. In comparison, only 54 percent said they regarded China favorably.

Economically, Japan, a strong American ally, is the largest trading partner of Philippines followed by China, the U.S., and Singapore. The Philippines exports 42.7 percent of all its exports to the U.S., Japan, and Singapore, compared to only 10.5 percent to China. The Philippines imports 16.1 percent of its total imports from China, while almost all the remaining imports are from the U.S. and its allies.  

These realities have at least in part been recognized by Duterte. For instance, though he initially called for the withdrawal of U.S. troops from the nation’s south, he later conceded that the country would need U.S. presence for the South China Sea. His aides have also accepted that the existing treaties would also remain enact.

Conclusion

The Philippines, Southeast Asia’s oldest democracy, is an important trade and security partner for the U.S. The Philippines has grown to become one of Southeast Asia’s strongest growing economies with GDP growth of about six percent a year and trade with the U.S. at $18 billion last year. If the Philippines aligns itself with China, Washington will struggle to hold the “first island chain” in the Western Pacific that encompasses “the Japanese archipelago, the Ryukyus, Taiwan, and the Philippine archipelago.” Defending the first island chain has been an important U.S. foreign policy objective since the Cold War and Washington is unlikely to change that policy given its significance for deterrence. Freedom of navigation in the South China Sea is a contentious issue where $5.3 trillion in goods is estimated to pass through the South China sea annually, including $1.2 trillion in U.S. trade. With the Philippines no longer on its side, the U.S. Navy would find it much harder to protect important sea lanes and sustain military operations.

The U.S.-Philippines alliance may have suffered but it is certainly not dead. Both countries gain a strategic advantage by being in such a relationship. Ups and downs are a natural course for alliances and the U.S.-Philippines relationship is no exception to the rule. It is possible that some change may occur in the conduct of the relationship, but sooner or later both countries will realize it is better to remain in such an arrangement, even if they do not see eye to eye, than to stray to a path unknown.

Exponaval 2016 and Latin America’s Arms Fairs

The Southern Tide

Chile organized the 10th Exponaval exhibition from 29 November – 2 December. The arms fair brought dozens of defense companies to northern Chile, where they showcased their latest maritime defense technology with the hope of securing new contracts. Arms fairs are a common event in the defense industry and they regularly take place in locations across the world, hence the success of Exponaval is particularly relevant as it will help Chile, and Latin America, cement its place in the global arms fair circuit.

Exponaval 2016

The Chilean government and Navy give great importance to Exponaval (full name Exhibición y Conferencia Internacional Naval y Marítima para Latinoamérica) as exemplified by the participation of President Michelle Bachelet, who gave a speech on 29 November to officially open the arms fair. The country’s defense minister and military authorities were also present. Unsurprisingly, during her speech, President Bachelet took a moment to praise her nation’s state-run shipyard Astilleros de la Marina (ASMAR) as it is constructing, with support from the Canadian company Vard, a new ice breaker for the Navy, which is scheduled to be completed in 2018. Exponaval 2016 was held at the at the Concon naval base in Viña del Mar, northern Chile. It is also important to note that the recent arms fair was actually a two in one event, as  the 10th Exponaval was also the 5th Trans-Port (full name, Exhibición de la Industria Marítima Portuaria para Latinoamérica), an exhibit of port industries in Latin America.

As for the type of technology that was exhibited, some examples include Russia’s Rosoboronexport, which displayed “Project 12150 Mangust fast patrol boats, the Varshavyanka-class (Project 636) submarines and Amur 1650 class submarines among other vehicles.” A number of British companies were also present, as Mercopress news agency explains that “companies exhibiting on the Department of Trade’s Defence and Security Organisation’s stand include: Leafield, SEA, MOD Disposals Agency and Ultra Electronics. Other UK companies exhibiting include BAE Systems, MBDA, Qinetiq, Kelvin Hughes, Lloyds Register and Thales.”

Additionally, there were also important developments among Latin American maritime defense industries. Case in point, a representative from Colombia’s Corporación de Ciencia y Tecnología para el Desarrollo de la Industria Naval Marítima y Fluvial (COTECMAR) told the defense news agency IHS Jane’s that “a joint programme between Brazil, Colombia, and Peru to develop a new river patrol ship is now under way, with design work expected to conclude in the second half of 2017.” The project dates back to 2015, but it is an important development that there is already a (still somewhat distant) deadline for the completion of the design.

Apart from the sales booths, there were several technical presentations via which experts shared their knowledge. According to Exponaval, the presentations included representatives from renowned defense companies like Navantia, MBDA Missile Systems, SAAB Group as well as Chile’s ASMAR.

Even more, the Chilean Navy had  prominent participation in the fair, as it carried out exercises for the audience. This included a simulation in Valparaiso Bay of a vessel carrying radioactive material that is taken over by terrorists, where Chilean naval forces demonstrated how they would react to this hypothetical crisis.

Other Latin American Arms Fairs

It is worth noting that other Latin American countries also have arms fairs, though Exponaval stands out as it focuses on maritime defense technology. For example, Chile organizes another arms fair for aerial technology, the FIDAE-International Air & Space Fair (Feria Internacional del Aire y del Espacio). As for other regional states, Brazil organizes the LAAD Security–Feira Internacional de Segurança Pública e Corporativa (International Fair of Public and Corporate Security); Colombia has the Expodefensa International Fair of Defense and Security (Feria Internacional de Defensa y Seguridad); while Peru organizes the SITDEF–International Show for Defense Technology and Disaster Prevention (Salon Internacional de Tecnologia para la Defensa y Prevencion de Desastres).

Like with Exponaval, other governments and militaries provide support for these fairs in their respective nations. For example, while Exponaval 2016 took place at the Concon naval base, SITDEF 2017 will reportedly be held at the Peruvian Army’s headquarters in Lima.

Significance

What is the importance of Latin America organizing arms fairs? This author would argue that the main objective is to demonstrate that Latin America should not be regarded as a sole importer of military technology, but also a producer and a “showcase center” where deals can be made. President Bachelet voiced a similar idea in her welcome message as she stressed how this arms fair “allows a meeting between [suppliers] from the naval defense and maritime industry with official delegations from Latin American navies and the port agencies from other countries.”

In a 22 August commentary for CIMSEC entitled “The Rise of the Latin American Shipyard” the author discussed how various Latin American nations are constructing their own naval platforms and are even attempting to sell them to foreign customers. Since said commentary was published there have been new developments in the region: Colombia’s COTECMAR has signed a contract with Honduras and another one with Panama for logistic multipurpose vessels; Peru’s Servicios Industriales de la Marina (SIMA) has reached an agreement with Bolivia to sell its navy a riverine hospital ship; finally Ecuador’s shipyard Astilleros Navales Ecuatorianos (ASTINAVE) on 10 November “announced it is to construct three passenger boats for the Panama Canal Authority.”

Hence, regional arms fairs are particularly important for Latin American defense industries as they they allow for opportunity to showcase their products to regional navies and international firms in order to attract future sales. The aforementioned deals by ASTINAVE, COTECMAR and SIMA highlight that intra-regional naval platforms sales are already happening, and future arms fairs will benefit these companies in their eternal quest for new customers; hence it should not come as a surprise that SIMA and COTECMAR were present in Exponaval.

This brings us to the obvious question: to what extent do the exhibitions and meetings made during these arms fairs, such as Exponaval, result in actual contracts? Exponaval naturally summarized the recent fair as a success, explaining how over 140 company experts gave presentations, while putting the number of attendees at over nine thousand visits. Additionally, regional navies deployed some of their platforms, including Argentina’s corvette Robinson; Brazil’s Niteroi-class frigate Constitucion; Mexico’s patrol vessel Centenario de la Revolución; while the United Kingdom deployed the frigate HMS Portland and the tanker RFA Gold Rover.

As for contracts, Exponaval’s declared in a statement that deals were made for more than USD $800 million, but “this amount is related to the projects that the participating navies have in development for the next few years.” Hence, we will have to wait and see if in the coming months announcements are made about contracts between Latin American navies and maritime defense companies, and whether they can be traced back to Exponaval 2016.

Final Thoughts

The Exponaval 2016 arms fair which recently took place in northern Chile should be regarded as a success for local government and maritime forces. It was reportedly well-structured, with over a hundred companies showcasing their maritime defense products, it hosted thousands of visitors, and even featured visiting warships from friendly nations. Santiago also demonstrated the accomplishments of its state-run shipyard ASMAR as well as the professionalism of its naval forces. Ultimately, we will have to wait to see if, indeed, Exponaval (not to mention other Latin American defense fairs) can reliably serve as a place where suppliers and customers can meet and ultimately reach sales agreements.
