Advancing Information Warfare and Reforming Naval Intelligence

Earlier this year, Admiral John Richardson, the U.S. Chief of Naval Operations, released his Design for Maintaining Maritime Superiority, articulating a vision for how the Navy intends to both deter conflict and conduct “decisive combat operations to defeat any enemy.” Some of the factors it identifies as making the maritime system “more heavily used, more stressed, and more contested than ever before” include expanded trade, the impact of climate change opening sea lanes in the Arctic, increased undersea exploitation of the seabed, and illicit trafficking.

As U.S. Navy operations afloat take place within a more contested maritime system, the need for better “Battlespace Awareness,” one of the three “Fundamental Capabilities” identified in the Navy Strategy for Achieving Information Dominance, is clear. Battlespace Awareness requires a deep and substantive understanding of the maritime system as a whole, including tasks such as the “persistent surveillance of the maritime and information battlespace,” “an understanding of when, where, and how our adversaries operate,” and comprehension of the civil maritime environment.

The U.S. Navy operates across a spectrum ranging from simple presence operations, maritime security, strike warfare ashore in support of land forces, to potential high-end conflict at sea and even strategic nuclear strike from ballistic missile submarines. These operations do not occur in a vacuum, but in a highly complex and dynamic international environment that continues to require real expertise, particularly in its uniquely maritime aspects.

To execute these operations the U.S. Navy needs an intelligence arm employing experts that understand the details of the maritime system and how it can impact naval operations at sea. Three ways to move towards achieving real expertise in the maritime environment include:

  • Fielding better analytic tools and using advanced analytics to assist in collection, exploitation, and all-source fusion
  • Deploying intelligence analysts and tools to lower echelon units closer to the fight
  • Training intelligence personnel in vital skills such as foreign languages

Task 1: Improve Use of Advanced Analytics and Sophisticated Tools

The Design portrays a world in which rapid technological change and broadened access to computing power have narrowed the distance between the U.S. Navy and potential competitors. Wealthy states no longer have a built-in military advantage simply by having access to immense sums of money to invest in military platforms and weapons, including communications and information technology.

The Design notes that this advantage has been eroded as new technologies are “being adopted by society just as fast – people are using these new tools as quickly as they are introduced, and in new and novel ways.” Virtually anyone now has the ability to access and analyze information in ways that were previously only the preserve of the most advanced intelligence agencies. Indeed, today’s “information system is more pervasive, enabling an even greater multitude of connections between people and at a much lower cost of entry – literally an individual with a computer is a powerful actor in the system.”

This story of rapid technological change does not necessarily have to be one where the leader in a particular field inevitably loses ground to more nimble pursuers. The explosion of “Big Data” gives the U.S. Navy opportunities in which to better understand the maritime system, provide persistent surveillance of the maritime environment, and achieve what the Information Dominance Strategy describes as “penetrating knowledge of the capabilities and intent of our adversaries.”

In addition to an explosion of social media across the planet that provides readily exploitable data for analysis, the maritime environment has its own unique indicators and observables. One example of the ways publicly or commercially available data can be used to develop operationally relevant understanding of maritime phenomena was a 2013 study by C4DS that detailed how Russia has used commercial maritime entities to supply the Syrian government with weapons.

Nation-states and their agencies no longer control the raw materials of intelligence by monopolizing capital-intensive signals intelligence (SIGINT) and imagery intelligence (IMINT) collection platforms or dissemination systems. Anyone can now access huge amounts of potentially informative data. The barrier to entry for analytic tools has drastically declined as well. An organization that can develop analytic tools to exploit the explosion of data could rival the impact that British and U.S. experts in Operations Analysis achieved during the Second World War by improving Anti-Submarine Warfare (ASW) efforts in the Battle of the Atlantic.

The navy that can successfully exploit the data environment and make it relevant to operations afloat will be better positioned to formulate responses to challenges fielded by potential adversaries often characterized by the now discouraged term “Anti-Access/Area-Denial (A2AD).” With the barrier to entry for advanced analytics and use of statistical techniques so low, it would be criminal to not apply cutting edge methods to the various analytic problems faced by intelligence professionals.

Task 2: Employ Intelligence Tools at the Tactical Edge

For a variety of historical and technical reasons, all-source intelligence fusion for the U.S. Navy has generally taken place at the “force” or “operational” levels; typically by an afloat Carrier Strike Group (CSG), Amphibious Ready Group (ARG), or numbered Fleet staff, rather than with the forward-most tactical units. Since at least the Second World War, the U.S. Navy has emphasized the importance of deploying intelligence staff with operational commanders to ensure that intelligence meets that commander’s requirements, rather than relying on higher echelon or national-level intelligence activities to be responsive to operational or tactical requirements.

Since the Cold War, technological limitations such as the large amounts of bandwidth required for satellite transmission of raw imagery had limited the dissemination of “national” intelligence to large force-level platforms and their counterparts ashore. The need to exploit organic intelligence collected by an embarked carrier air wing, coupled with the technological requirements for bandwidth and analytic computing power, made the carrier the obvious location to fuse nationally-collected and tactical intelligence into a form usable by the Carrier Strike Group and the focal point for deployed operational intelligence afloat.

With computing power no longer an obstacle, however, only manpower and the ability to wirelessly disseminate information prevents small surface combatants, submarines, aircraft, and expeditionary units from using all-source analysis tailored to their tactical commander’s needs. The Intelligence Carry-on Program (ICOP) provides one solution by equipping Independent Duty Intelligence Specialists onboard surface combatants like Aegis cruisers and destroyers (CG/DDGs) with intelligence tools approaching the capability of those available to their colleagues on the big decks.

The next step for Naval Intelligence in taking advantage of these new technologies is to determine whether it is best to train non-intelligence personnel already aboard tactical units to better perform intelligence tasks, or deploy more intelligence analysts to the tactical edge of the fleet. Additionally, Naval Intelligence must advocate for systems to ensure that vital information and intelligence can actually get to the fleet via communications paths that enable the transmission of nationally-derived products in the most austere of communications environments.

There is an additional benefit to pushing intelligence analysis down-echelon. The potential for an enemy to deny satellite communications means that the ability of a tactical-level commander to make informed decisions becomes even more important. The Design for Maintaining Maritime Superiority argues that “one clear implication of the current environment is the need for the Navy to prepare for decentralized operations, guided by the commander’s intent.”

Five of the six steps of the “Kill Chain” or “Dynamic Targeting” process of Find, Fix, Track, Target, Engage, and Assess (F2T2EA) involve intelligence. These include tasks such as detecting and characterizing emerging targets (Find), identifying potential targets in time and space (Fix), observing and monitoring the target (Track), the decision to engage the target (Target), and assessment of the action against the target (Assess). Decentralized operations require the ability to apply more or all steps of the Kill Chain at the tactical edge meaning forward units need an organic intelligence capability.

Enabling tactical units to perform intelligence tasks essential to the Kill Chain at the tactical edge through trained manpower and better intelligence tools could greatly enhance the ability of afloat forces to operate in a what are sometimes described as Disrupted, Disconnected, Intermittent, and Limited bandwidth environments (D-DIL). Potential adversaries have developed a wide variety of capabilities in the information domain that would deny the U.S. military free access to wireless communications and information technology in order to “challenge and threaten the ability of U.S. and allied forces both to get to the fight and to fight effectively once there.” In a possible future war at sea where deployed combatants cannot rely on the ability to securely receive finished national- or theater-level intelligence, the ability to empower tactical-level intelligence analysts is a war-winning capability.

Task 3: Develop Widespread Language and Cultural Understandings

One of the Design’s four lines of effort is to “Achieve High Velocity Learning at Every Level” by applying “the best concepts, techniques, and technologies to accelerate learning as individuals, teams, and organization.” It also calls for a Navy that can “understand the lessons of history so as not to relearn them.” The irony here is that Naval Intelligence continues to ignore one of its most successful education efforts in history: the interwar program that detailed dozens of officers to study Japanese language and culture in Japan (with others studying Chinese and Russian in China and Eastern Europe) during the inter-war years.

Emphasizing the importance of language training and regional expertise would seem obvious goals for Naval Intelligence in light of the Information Dominance Strategy’s call for “penetrating knowledge” and deep understanding of potential adversaries. The direct result of sending men like Joe Rochefort and Eddie Layton to Japan to immerse themselves in that society was victory in the Central Pacific at Midway in June 1942.

While there are language training programs available to the U.S. Navy officer corps as a whole (such as the Olmsted Scholar program), they are not designed to provide relevant language or expertise of particular countries or regions for intelligence purposes. If Olmsted is the way which Navy Intelligence plans to bring deep language and regional expertise into the officer corps, it has done a poor job in terms of ensuring Intelligence Officers are competitive candidates as the annual NAVADMIN messages indicate that only eight have been accepted into the program since 2008.

There has been much debate in recent years, particularly heated in the various, military blogs, over the relative importance of engineering degrees versus liberal arts for U.S. Navy officers. What has been left out of that debate is the obvious benefit associated with non-technical education in foreign languages. A deep understanding of foreign languages and cultures is not just relevant to Naval Intelligence in a strictly SIGINT role. Having intelligence professionals fluent in the language of potential adversaries (and allies) allows deep understanding of foreign military doctrine and the cultural framework in which a foreign military operates.

Foreign language expertise for a naval officer is not a new concept. In the late nineteenth century prospective Royal Navy officers had to prove they could read and write French in order to achieve appointment as a cadet, and officers were encouraged to learn foreign languages. Interestingly, the U.S. Naval Academy does not require midshipmen majoring in in Engineering, Mathematics, or Science to take foreign language courses.

Conclusion

Naval Intelligence is vitally relevant to the U.S. Navy’s afloat operations, but can be significantly improved by taking advantage of the current technological revolutions in data and data exploitation. While the Design uses new terminology and does not address intelligence’s role specifically, the core missions and tasks of Naval Intelligence remain the same as they were in 1882 when Lieutenant Theodorus Mason started work at the newly established Office of Naval Intelligence (ONI). Maritime experts can provide the decisive edge in combat operations through more advanced and sophisticated tools, by pushing intelligence expertise to the tactical edge to advise front-line commanders and mitigate new high-end threats, and by applying more detailed knowledge of the languages and cultures of potential adversaries in the most challenging environments.

Counter Influence Activities to U.S. Posture in the Mediterranean and Persian Gulf

The year is 2030, five years after the Joint Comprehensive Plan of Action (JCPOA) officially expired, and Iran has made its move to go nuclear. As the United States and its allies attempt to militarily respond, they face a new reality: assured access and freedom of movement (FOM) is no longer guaranteed due to Russian and Chinese counter influence activities in the Mediterranean and Persian Gulf Region. Should this scenario come as a surprise?  The answer is no, because the Russians and Chinese are putting the pieces in position now.  

Since the end of WWII, the most potent aspect of the U.S. military has been its forward posture consisting of a network of forces, footprints, and agreements. With Russia, China, North Korea, and Iran being identified as the four primary state challengers to the U.S.-led global order, the Defense Department is examining its global posture to ensure it has the means to assure allies, deter challengers, and if necessary defeat aggressors. However, Russia and China have not been sitting idle as the U.S. seeks to strengthen its position. In fact, they have studied our doctrine and are implementing their own global posture initiatives to secure their national interests and, if necessary, threaten our interests. Their focus has been around the three critical maritime chokepoints: the Suez Canal, the Bab-el-Mandeb, and the Strait of Hormuz.   

Russia

Russia has been the most visible in re-asserting itself in the Middle East with its military campaign to support the Assad Regime in Syria. Russia’s principal interest in Syria is ensuring its continued access to a warm water port in the Mediterranean. The U.S. and its western allies’ early attempts to prevent Russian support for Syria by denying the Russians the ability to ship helicopters in 2012 motivated Russia to reposition its naval forces in the area and build relationships with countries in the region.

Its reinforcement of advanced air-defense systems in Syria extended Russia’s Anti-Access/Anti-Denial (A2/AD) network from the Baltic region to the Eastern Mediterranean. Recent reports also indicate that Russia is seeking to re-establish its military presence in Egypt at a former air base abandoned in 1972. If Russia is able to establish a foothold in Egypt, its bases in Syria along with its fleet operating in the Eastern Mediterranean would pose a significant challenge to U.S. and allied forces in a potential future conflict while attempting to conduct strikes or move through the Suez.

China

When it comes to China’s military expansion, most observers focus on events in the East and South China Seas and its susceptibility to the “Malacca Straits” dilemma. Like Russia, China has not been idle in developing a “globalized security posture” to secure its interests abroad. The construction of China’s first military outpost in Djibouti is a clear manifestation of China’s global outlook. This is a worrying development for the U.S., which operates from Camp Lemonier, a military base not too far from where China is establishing their base. The future danger of a Chinese base in Djibouti is demonstrated by the recent attacks against U.S. ships off the coast of Yemen. While the U.S. is capable of defending itself and responding to untrained Houthi rebels in Yemen, it may find a more competent and better equipped Chinese force threatening access to the Bab-el-Mandeb a more difficult challenge.

Besides Djibouti, China is reaching out to Oman for access and has established an agreement with Pakistan to use the Port of Gwadar. While the Port of Gwadar is viewed by many as a means for China to challenge India’s influence in the region, it could also be used to challenge the U.S. Navy from operating in the region as well, especially to reinforce its position near the Straits of Hormuz. In a nutshell, China in partnership with Russia and Iran, could shut down three of the most important maritime chokepoints in the world.

Conclusion

General Dunford, the Chairman of the Joint Chiefs of Staff, recognizes the threat of Russia and China along with Iran, North Korea, and Violent Extremists in his 4+1 construct. However, our efforts to deter these actors individually could have the unfortunate consequence of drawing them closer together as an unholy alliance seeking to diminish U.S. influence. The scenario in the beginning is clearly possible if Russia and China in partnership with Iran choose to deny the U.S. assured access and freedom of movement. While the U.S. is developing numerous concepts to defeat various forms of A2/AD in the Pacific and Persian Gulf regions already, it must accept that for future operations against determined enemies who have studied our doctrine of warfare, the cost of winning will be considerably greater.

In our increasingly global world, the issue of maritime security becomes more important each day. More than 80 percent of global trade travels by sea, rising powers are still attempting to exert their interests on the water, and legislative bodies and armed forces around the world are debating what their future fleets will be capable of.

In order to keep these debates lively and strong for the future, we are launching our annual CIMSEC Outreach drive on Kickstarter. This winter, we will be announcing the topic for our annual CIMSEC High School Scholarship, to be awarded in May 2017. This scholarship will be presented to one rising or graduating high school senior in the United States on a topic pertinent to maritime security.

An Interview with Vice Admiral Tom Rowden on the Future of the Surface Navy

Vice Admiral Tom Rowden, Commander, Naval Surface Forces, spoke with CIMSEC about the future of surface warfare and how the surface fleet is supporting the Chief of Naval Operations’ Design for Maintaining Maritime Superiority. In particular, he discussed the ongoing development of the distributed lethality concept, how the surface warfare enterprise is evolving, and what the recently commissioned USS Zumwalt means for the future of the surface navy. This interview has been edited for length and clarity.

You are leading an effort to turn the surface navy into a more distributed force. What efforts have to be synchronized across the surface warfare enterprise to foment this transformation?

As we focus on distributed lethality I think the Distributed Lethality Task Force (DLTF) has done a phenomenal job of directing us in four areas. The first is tactics, and those tactics are focused on winning and sustaining sea control. The second is talent, and I think that is all about attracting and retaining our very best and raising the quality of performance across the force. The third is training. That’s really advanced tactical training and the development of this warrior ethos through a number of centers of excellence that we have in integrated air and missile defense, antisurface warfare, antisubmarine warfare, and antimine warfare. Finally, there’s tools, which entails offensive lethality across the board in the ships that we operate and defensive resiliency in those same ships. Tactics, talent, training, and tools, that’s really what we are focused on.

This year, three destroyers deployed as a Pacific Surface Action Group as a part of the distributed lethality concept’s development. What was learned from this deployment and what further plans do you have for refining and testing the concept?

The deployment is ongoing and we are still assessing the lessons learned. We certainly are in the process of learning about operations in the western pacific and what it means for distributed lethality and sea control. The thing I keep in mind is that when you have the opportunity to combine the lethality of three ships operating in a surface action group, the whole becomes much greater than the sum of the parts. As we look to send a PACSAG across the ocean, how do we think differently about the command and control of those ships and the utilization of their capabilities? What do we project for future surface action groups?

One of the things we are looking into is what we refer to as an upgunned ESG, which is taking a surface action group and putting it under the tactical control of an Expeditionary Strike Group that is operating forward, perhaps one with joint strike fighters. How does that tool look in the commander’s toolbox and how can we utilize that? There are a lot of opportunities to learn from the PACSAG. But as we deploy our forces, can we think differently about our independent deployers and moving them into surface action groups, providing them with a command element, and then issuing specific tasking or things to learn about how to operate those ships in a group. I think this holds great promise for the future.

What institutions are playing a key role in the development of distributed lethality and how are they contributing?

There’s a lot going on across the force. It comes back to Tactics, Talent, Training, and Tools. The Naval Surface and Mine Warfare Development Center (SMWDC) plays a big role in a lot of things we are working on. They are singled up on not only our tactics, but our training and talent as well with some influence in our tools piece, but really those three areas. On the training side of the house, I would also say the numbered fleets and certainly the Afloat Training Groups are helping with their ability to get the ships trained up.

Other folks that are contributing significantly to the development of our tactics are the numbered fleets with the large exercises we are executing such as RIMPAC. On the talent side of the house, in addition to SMWDC and the warfare tactics instructors they are developing, we are working closely with PERS41 in order to make sure from a leadership perspective that we are taking care of and properly progressing the young men and women that are coming into the surface force.

Finally, the OPNAV staff N96 and the requirements and resource folks working for RADM Boxall, Naval Research Labs, NAVSEA, and NAVAIR are contributing greatly to the “tools” concept.

With respect to the analysis we are executing, there are several significant organizations within the Naval Postgraduate School and the Naval War College that are helping us.

How do communities outside of the surface warfare enterprise such as submarines, aviation, information warfare, and others fit into distributed lethality?

The term was kind of born with the surface force and in some of the conversations we were having back in Washington D.C. when I was working the resource side for the CNO. The concepts applied not only to other communities but across the naval force and the joint force.

Truth be told we are already moving in this direction. The retirement of the SSGNs led the submariners to develop the Virginia payload module, and I think it is going to be a significant asset as we bring it online. The networking capabilities of the F35 creates airborne distributed target networks, and with the F35B coming to our bigdeck amphibs, that’s a tremendous asset we can leverage for sea control and also bring the Marine Corps in on executing the sea control mission.

We certainly are hearing more and more about operating in a more distributed manner with it being referred to as “distributed maritime operations,” which I think is an offshoot of the concept and organizing principle of distributed lethality. I think it stretches across the fleet and the joint force as well.

CIMSEC has launched several topic weeks on distributed lethality, and two in partnership with the Distributed Lethality Task Force. How have these writings contributed to the concept’s development?

We really appreciate all of CIMSEC’s efforts to raise awareness on distributed lethality and to encourage a broad spectrum of people to think about how best to improve our Navy. I think that’s critically important. It is also important to think about how we advance the distributed lethality concept from the conceptual phase into the operational phase. I think the intellectual opportunities CIMSEC provides for a larger group of thinkers is vital, and especially for our junior officers. The JOs I get to interact with on the waterfront– what a talented and excited group of young folks. Any opportunity that we can take to leverage their thoughts, enthusiasm, and professionalism seriously raises the level of discourse and can only add to the discussion.

Where we are deriving a ton of benefit is from thinking about some of the enablers for distributed lethality. Command and Control, electronic warfare, cryptologic operations, and unmanned vehicle integration are things that are not necessarily touched by surface warfare, but we have the opportunity to reach across a broader spectrum and bring them in. I think that’s vital, and I appreciate CIMSEC’s efforts there.

Distributed lethality is not just about offensive weapons. It is about presenting an adversary with a difficult set of operational problems. Our robust C2, the facets of electronic maneuver warfare, distributed agile logistics, all of that is necessary. All of that has been featured in your forums, and that’s really important for us.

Glad to hear it, sir, thank you. Many have raised the point that more authority should be delegated to more junior commanders in order to truly enable distributed lethality. What is your vision for the command and control of a distributed force?

I envision a scalable C2 structure, and starting with a theoretical limit of perfect sensing and perfect networking. A fleet maritime operations center is capable of centralized planning and decentralized executing of fleet operations, which certainly we’ve seen before. On the other end of the scale, I see distributed operations in a mission command, comms-denied environment. One in which our commanding officers have already practiced, and where they feel confident in the employment of their weapons systems in the pursuit of the last order they received from their commander, all the while exercising the initiative required to exploit the tactical advantage wherever it is presented. That’s really what it is all about.

A week and a half ago you spoke at the USS Zumwalt commissioning ceremony, and in your remarks you stated “She builds upon more than two centuries of fighting spirit and innovation.” What will be your immediate priorities for the Zumwalt when she arrives in San Diego, and what does the Zumwalt tell us about the future of the surface navy?

I often think about what an exciting time it is not only to be a part of our Navy, but especially a part of our surface navy. We’ve got new ships, new classes of ships, and new concepts. We are working hard to recruit and retain the most talented men and women this nation has to offer, and we are working hard to improve our tactics, our training, and our procedures.

With that as a backdrop, we are really looking forward to getting her out here. We’ve got to get her through post delivery availability, through combat systems activation and testing, and to an initial operational capability. The priority is to do everything I can to give Captain Kirk the time to train his crew across the broad spectrum with which we will be able to apply this ship.

For the future of our Navy, I think Zumwalt points to some very meaningful directions. The first I think of is stealth. We specifically designed that ship to significantly reduce its radar cross-section. How can we utilize that in future operations, how we can think differently about the utility of the ship in those operations, and how might we take that knowledge and leverage that into future ship classes that we build?

On size, she is certainly larger than a DDG, but with that increased size comes increased opportunity. Just look at the vertical launch system alone. She has the ability to take much larger missiles into her MK57 VLS than we have in the MK41 VLS. Her computing power, firepower, that huge flight deck, the new undersea warfare systems, we are going to leverage all of that. The power that ship generates — 78 megawatts of power — is more power than we have generated on any other surface ship. How do we utilize and leverage that power for future weapons systems, perhaps directed energy or railguns?

From the computing perspective we are looking to understand the ship’s total computing environment and how that impacts our ability to fight the ship. On the survivability piece, she has something called integrated fight-through power, which allows the ship to stay up and operational even if she sustains battle damage.

Those are some of the things that we have put on the ship, and we are gonna get her out, get her operating, get her in the hands of the sailors and Captain Kirk, and have them come back and tell us how we can leverage all of these capabilities to the maximum benefit of the fleet going forward.

Any closing thoughts?

 I see excitement in the fleet on a daily basis. I have the great privilege of being able to go out and spend time on our ships and spend time with our sailors. I was recently on the Makin Island for the penning of the new Chief Petty Officers. There’s a lot of excitement, professionalism, and enthusiasm out there. Not that we haven’t had all of those in the past, but I’ve got to tell you, when I go on board the ships today it is palpable.

I think it is a great time to be serving our country and a great time to be serving on our surface ships. I could not be prouder of all the young men and women that are serving on our ships and all the great folks on the acquisition side, requirements side, and support side that are making these ships great. We will continue to do the best we can for them, and I know they will continue to do their best for us back here at home.
