September Member Round-Up Part One

 Welcome to Part One of the September 2015 Member Round-up, covering the first two weeks of the month. CIMSEC members examined several international maritime security issues, including Russian blue water operations, European maritime security threats, the PLA-N maritime strategy in the Asia-Pacific and aspects of the U.S. military defense procurement program.

The first part of the September Round-up begins with Alex Calvo for The Jamestown Foundation, where he discuses Russia’s naval presence in Spain’s African exclave of Ceuta. Mr. Calvo describes the strategic importance of Ceuta as a launching point for Russian surface fleet operations throughout the Mediterranean Sea region. Additionally, a geopolitical assessment is provided regarding the unique relationship between Spain and Russia in a period of high tensions between Russia and NATO over Ukraine.

Continuing on European maritime security issues, Chuck Hill, for his Coast Guard Blog, discusses the development of Offshore Patrol Vessels (OPV) in France and in the Netherlands. Mr. Hill identifies the development of OPVs in France as a response to the government attempting to increase their enforcement capabilities of EEZ territory. Regarding the Netherlands, Mr. Hill describes the specifications of future OPVs with emphasis on the deployment of ‘hull vane’ technologies to increase OPV mobility, stability and range.

Entering the Asia-Pacific region, Ankit Panda, for The Diplomat, analyzes aspects of innocent passage and the movement of U.S. warships near the newly constructed Chinese islands in the South China Sea. With tensions increasing in the region, Mr. Panda explains that continued cooperation between India and Vietnam could enhance the strategic security relationship between the two countries allowing for a more effective approach to confronting China.

In a separate article, Mr. Panda explains that Vietnam has independently begun to increase its maritime capabilities by approving Coast Guard vessels to deploy major weapon systems. This will allow the Vietnamese CG to be more active in the nation’s maritime security objectives and will significantly increase the effectiveness of EEZ enforcement. Mr. Panda also provided a description of three major Chinese missile systems that pose significant regional and global threats to military adversaries. The Df-16 SRBM, the YJ-18 anti-ship cruise missile and the DF-41 ICBM are components of China’s missile force that greatly contribute to the country’s access denial strategy and global military influence.

Harry Kazianis, for The National Interest, shares an analysis on the U.S. Navy’s plan to modernize the Aegis Combat System’s hardware and software. The technological improvements being added will provide increased effectiveness for the Aegis system to conduct its integrated air and missile defense operations. Also for The National Interest, Mr. Kazianis discusses China’s new DF-21D anti-ship ballistic missile as well as the characteristics of a conflict between China and the U.S. in the South China Sea.

Bryan McGrath for The War on the Rocks, concludes the Round-up with discussing aspects of the U.S. Navy’s procurement strategy. He provides a detailed examination on the number of ships required by the U.S. Navy to meet the current security threats facing the United States as well as to sustain the requirements of the maritime objectives of the navy itself. Mr. McGrath explains that the current and projected size of the U.S. Naval fleet, 273 and 308 respectively, is too small to remain effective in multiple regions. He references the U.S. Navy’s 346-ship fleet from the Clinton-era as an appropriate number for managing the current maritime environment and providing sufficient influence in all U.S. theatres of operation.

The logistical side to the US Pivot to the Pacific. One of the aspects not often discussed of the US “Pivot to the Pacific” is that it is not just combat forces (US Army, US Air Force, US Navy and US Marine Corps) moving, but also the Military Sealift Command, which constitutes the cornerstone of logistical support for US operations all over the world. Just to get an idea of its size, if this command’s ships belonged to another nation they would be the fourth-largest navy in the world. As a consequence, NATO European members must reinforce their logistical capabilities.

The best-prepared naval forces to achieve this are the Royal Navy (the Royal Fleet Auxiliary, to be more precise) and France’s Marine Nationale. Germany is beginning to boost her global-scale force projection capabilities, limited to date due to well-known historical reasons. Now, the economic crisis and ensuing budget cuts are providing added impetus to the development of shared capabilities. While there is a growing pressing to achieve this, it is nothing new. For example, we can mention the United Kingdom and the Netherlands as a model of force integration, with their UK/NL Landing Force. By the way, there is a Catalan angle to this. Anglo-Dutch cooperation in amphibious operations dates back to the 1704 landing in Gibraltar, where a 350-strong Catalan battalion under General Bassett also took part. Therefore, should a future Catalan contingent join the UK/NL Landing Force, they would just be coming back home. Another significant example are the three Baltic Republics, which combine their naval forces in the BALTRON (Baltic Naval Squadron).

Barcelona and Tarragona Harbours: two key dual-use infrastructurs in the Western Mediterranean. When we talk logistics, one of its key elements are ports. It is precisely when countries are pondering how to cut costs that the concept of dual-use infrastructures comes to the fore. In this area, the ports of Barcelona and Tarragona can make a much greater contribution that they do at present. Right now, other than the occasional port visit by the US and other Allied navies, they are not the permanent home of any Spanish Navy unit. Furthermore, despite healthy growth in terms of tonnage, much of their necessary connecting infrastructure remains incomplete. In particular, a European gauge connection to the French railway network. However, in addition to featuring in plans for a future Catalan Navy, they could also become an strategic asset for NATO, being home to a portion of the Atlantic Alliance’s logistical units in the Mediterranean Theatre.

It is not just a matter of size. Both infrastructures are located in areas sporting a concentration of industry and transportation links. These links must certainly be improved, in line with the EU’s 2013 decision to confirm the “Mediterranean Corridor” as a key element of the Old Continent’s transportation networks. This label refers to a railroad transportation axis connecting cities and ports along the Spanish southern and eastern seaboards to France. Since most EU member states also belong to NATO, there is no reason to expect any discrepancy between the two organizations when it comes to the logistical map of Europe.

The benefits on the civilian economic front of completing this infrastructure have already been explained at length by myriad economists, such as for example Ramon Tremosa, currently serving as member of the European Parliament, who has written extensively on the project and worked hard as a lawmaker to see it come to fruition. This explains the support of the French Government and the European Commission, which have rejected alternative proposals to drill a tunnel in the Central Pyrenees, connecting Spain and France through the Aragon region. From a naval logistics perspective, this alternative plan would not have benefited NATO and allied navies to the same extent, since it would have meant bypassing Tarragona and Barcelona. The benefits of the “Mediterranean Corridor”, on the other hand, also extend to the field of defense. For example, should NATO’s Response Force (NRF) need to project one of its battle groups in a crisis scenario, we may ask ourselves whether Toulon, Marseilles, and Naples harbors would suffice. While it would not be impossible, it may make it harder to label it a rapid-reaction force.

Tarragona Harbor

The Pivot to the Pacific rests on a strong NATO and a secure Mediterranean. The US Pivot to the Pacific, and more widely the growing coordination among the maritime democracies in the Indian-Pacific Ocean Region, are based on the assumption that the Mediterranean will be secured by NATO. Thus, any move reinforcing security in this body of water has a direct, positive, impact on the struggle for the rule of law at sea in the Indian-Pacific Region. A struggle, let us be realistic about it, that is surely to be bitterly tested in the future ahead. As a historical reminder of the connection between the two regions, we may mention the failed British strategy to defend Singapore. Built at a time of scarce resources, the naval base was supposed to provide the necessary facilities for a strong naval and air force to be moved in the event of a crisis, without the expense involved in a permanent presence. However, the need to protect home waters, the Atlantic, and the Mediterranean, meant that all that London could send were HMS Prince of Wales and HMS Repulse, sunk by Japanese land-based naval aircraft in the South China Sea in the opening days of the Second World War in the Pacific.

Conclusions. Barcelona and Tarragona are key dual-use facilities in the Western Mediterranean, whose naval logistical potential to date has not been fully exploited. Their worth will multiply once the “Mediterranean Corridor”, backed by Paris and Brussels, is completed. Their potential contribution to NATO is growing as pressure on defense budgets forces countries to get as much bang for the buck as possible, and as moves to reinforce the Indian-Pacific Ocean Region make it imperative to fully secure the Mediterranean.

Collective Defense in the High North: It’s Time for NATO to Prioritize the Arctic

In late May of this year, NATO, along with Sweden and Finland, participated in the Arctic Challenge Exercise (ACE) 2015. The aerial exercise, which included more than 100 aircraft and 4,000 ace_4personnel, predictably ruffled a few feathers in Moscow; Russia responded by mobilizing their nascent but formidable ‘Arctic Brigade’ for an unannounced inspection. Russia’s ambitions in the Arctic (and in general) are thinly – if at all – veiled. Russia unabashedly considers itself the preeminent actor in the High North. Recent remarks by U.S. Coast Guard Commandant Paul F. Zukunft seem to codify this self-assessment. On July 8th, Zunkunft conceded that the U.S. is “not even in the same league as Russia right now” (this assessment was based on a comparison between U.S. and Russian Arctic investment and infrastructure). The discussion of the changing Arctic landscape is hardly new, nor is it limited to re-freezing Cold War tensions. The United States, NATO, and their Nordic allies have a vested interest in building and sustaining a meaningful presence in the High North. While a good start, ACE and other exercises like it won’t be sufficient to secure not only these actors’ self-interested notions but also the idea of the Arctic (and its rapidly opening maritime corridors) as a freely accessible extension of the global commons. The U.S. and their arctic-minded allies should encourage NATO to make the Arctic a higher priority now.

NATO’s stance on the Arctic has, to this point, been non-committal. As recently as 2013, NATO outright rejected idea of establishing a strong direct military presence in the Arctic High North, citing laudable diplomatic hopes that cooperation would win out over confrontation in the region. It’s possible, but unlikely, that a lack of meaningful counterweight in the High North will lead to more cooperative regimes or greater adhesion to existing legal precedents. The Arctic is dynamic and should be treated as such. The following analysis provides just a few reasons to support a defined, consistent, and robust role for NATO in the Arctic.

Arctic actors, including many NATO member states like the U.S., Iceland, and Norway, have much to gain economically from a rapidly opening Arctic in terms of both resources and newly navigable shipping routes. The Arctic is often described as a vast storehouse of resources – oil and natural gas, other minerals, fisheries, and forests- and the prospect that climate change will permit increased exploration for, and exploitation of, these presumed resources has generated a great deal of interest, both public and private.[1] The High North has long been a lynchpin of the Russian petro-state. Indeed, as of 2013 eleven percent of Russia’s GNP, 93 percent of its natural gas, and 75 percent of its oil came from the Russian Arctic.

With access to these lucrative resources increasing and costs to exploit them decreasing, so too will conflict over access to those resources increase. In addition to tangible reserves, climate change has also opened previously impassable shipping lanes, some of which overlie disputed sovereignty claims. The national interests of NATO and allied actors with either Arctic real estate or interests would be best served by a consistent, cohesive NATO policy on the Arctic that would serve as a counterweight to Russia’s economic ambitions; a prospect that has thus-far eluded the alliance.

A sustained allied naval presence has been, over the past several decades, been the primary arbiter of freely accessible global maritime arteries as an extension of the global commons. This protection must extend to the Arctic, particularly as new shipping routes progressively open. The Northwest Passage just to the north of Canada could become an economically viable shipping route, passable most of the year, by mid-century. above Siberia, an issue of particular concern to the U.S. Thus far, efforts to resolve disputes over the High North have been cooperative and civil, but that civility has never been significantly challenged. As the Heritage foundation’s Luke Koffey and Daniel Kochis argue, “NATO should consider the implications of Russia’s recent aggressive military behavior; NATO is a collective security organization with five members that are also Arctic countries and two close allies (Finland and Sweden) with Arctic territory. NATO’s commitment to a consistent and robust presence in the High North would be the surest protection of continued rules-governed behavior if (and likely when) tensions rise. Rather than contribute to tensions in the High North (which, this author predicts, will be the narrative Russia will pursue in response to a more cogent NATO Arctic policy), NATO’s presence and prescience, if such a policy is meaningfully pursued, would be a stabilizing force that would ensure free access to newly navigable waters and accessible resources in accordance with international law and orderly management of territorial claims.

The practicalities of achieving the consensus necessary within NATO to move forward with such a step cannot be overlooked. Historically, the alliance has struggled with a general scarcity of consensus. U.S. leadership on the issue of the Arctic will be indispensable in convincing member states with no direct Arctic interests (and plenty of competing security concerns) to move forward with policy and action on the High North, as well as convincing fellow arctic actors that non-Arctic member states deserve their share of influence in NATO’s Arctic policies. Despite any challenges inherent in alliance operations, supporting a greater and more carefully defined role for NATO in the changing Arctic remains far preferable, in this author’s estimation, to a unilateral attempt to provide a counterweight in the High North.

A possible first step might be to cooperatively drafting a statement of intention on NATO’s intentions and intended role in the Arctic, officially acknowledging NATO’s interests and stakes in the region. Further, continued and broader participation in exercises like ACE send a clear signal to Arctic allies like Finland and Sweden, along with the international community at large, that NATO is prepared to face the unique challenges inherent in Arctic operations. The sooner that NATO can find cohesion and take action on their Arctic policy, the better. Already playing from behind in terms of investment and strategy, a comprehensive NATO Arctic policy and presence will provide the best chance to sustain not only for NATO members’ and allies’ economic interests but also the concept of the changing Arctic as an extension of the global commons.
