Saudi Navy Expansion Program

The Royal Saudi Navy is planning to replace virtually all of its Eastern Fleet. The expected price tag has been variously reported as between $11.25 and $20B. One of Saudi Arabia’s two fleets, the Eastern Fleet is based in the Persian Gulf and faces off squarely against Iran’s Navy and Revolutionary Guard Corp. The Western Fleet is based in the Red Sea and includes seven French built frigates.

The existing Eastern fleet, all American built, includes four 75 meter (246 foot), 1,038 ton corvettes and nine 58 meter (190 feet), 495 ton guided missile boats. All are nearing the end of their useful lives, having entered service in the early ’80s.

It appears Saudi Arabia is again looking to the US to build this new fleet, reportedly buying  four up-rated Lockheed Martin Freedom Class Littoral Combat Ships.  While these ships have been much in the news, they are only part of a much larger program.

In February Defense News reported that Saudi Arabia had sent a letter of request to the US Navy that outlined the entire program.  It specified:

  • Four 3,500-ton “frigate-like warships” capable of anti-air warfare, armed with an eight-to-16-cell vertical launch system (VLS) capable of launching Standard SM-2 missiles; fitted with an “Aegis or like” combat system using “SPY-1F or similar” radars; able to operate Sikorsky MH-60R helicopters; with a speed of 35 knots.
  • Six 2,500-ton warships with combat systems compatible with the frigates, able to operate MH-60R helos.
  • 20 to 24 fast patrol vessels about 40 to 45 meters long, powered by twin diesels.
  • 10 “maritime helicopters” with characteristics identical to the MH-60R.
  • Three maritime patrol aircraft for coastal surveillance.
  • 30 to 50 UAVs, some for maritime use, some to be shore-based.

This shopping list sounds remarkably specific. This suggest that they already have a good idea what they expect to buy.

Four 3,500-ton “frigate-like warships”

Plans have firmed up for the four frigates. While they will not have the Aegis like radars they will have a, “…16-cell (Mk41) VLS installation able to launch Evolved Sea Sparrow missiles, and will carry Harpoon Block II surface-to-surface missiles in dedicated launchers, and anti-air Rolling Airframe Missiles in a SeaRAM close-in weapon system. The MMSC will also mount a 76mm gun… a Lockheed Martin COMBATSS-21 combat management system, which shares some commonality with the much larger Aegis combat system, and feature the Cassidian TRS-4D C-band radar.”

The design for the six smaller ships hasn’t been discussed openly, so this is a bit of speculation, but at least I think we can expect something like this. The video below, from Swiftship, recently appeared without much explanation.  The similarity in design to the Freedom class is striking and it claims to be a proven hull form. If Marinette Marine is too busy to build these smaller ships in addition to the LCS and the Saudi Frigates, having Swiftships build them might be a way have having them delivered relatively quickly and it looks like it might fit the description. Note there is no mention of an ASW capability for these ships (other than the ability to embark an MH-60R). This parallels the current fleet structure where only the four largest vessels have an ASW capability and the next largest class vessels do not.

Swiftships has a record of selling vessels through “Foreign Military Sales” and the vessel in the video shares a number of systems in common with the projected Saudi frigates including a 76mm gun, RAM missiles, MH-60s, and possibly Harpoon (they show only a generic representation of an ASCM).

20 to 24 fast patrol vessels about 40 to 45 meters long, powered by twin diesels.

A likely choice for the patrol boat is this one, eight of which were sold to Pakistan. Reportedly these 43 meter, 143 foot vessels can make 34 knots and operate a ScanEagle UAS.

Another possibility is this 43.5 meter vessel that was provided to Lebanon under FMS.

Both of these PCs have the capability to stern launch an RHIB.

10 “maritime helicopters” with characteristics identical to the MH-60R.

A request for ten MH-60Rs was submitted earlier and has been approved by the State Department.

Included in the buy of the helicopters are, “one-thousand (1,000) AN/SSQ-36/53/62 Sonobuoys; thirty-eight (38) AGM-114R Hellfire II missiles; five (5) AGM-114 M36-E9 Captive Air Training missiles; four (4) AGM-114Q Hellfire Training Missiles; three-hundred eighty (380) Advanced Precision Kill Weapons System rockets; twelve (12) M-240D crew served weapons; and twelve (12) GAU-21 crew served weapons.”

I note that the 380 Advanced Precision Kill Weapons System (APKWS) semi-active laser homing 70mm rockets is exactly the number to fill twenty 19 round launchers. These weapons are probably an ideal counter to the much vaunted Iranian “swarm.”

Three maritime patrol aircraft for coastal surveillance:

These are almost certainly P-8s.

30 to 50 UAVs, some for maritime use, some to be shore-based:

While there is no indication which system is favored.  This sounds like too many systems for Firescout.

ScanEagle or one of Insitu’s slightly larger systems seems more likely, and if the Swiftships Offshore Patrol Vessel video is any indication, it includes a ScanEagle launch and recovery.

Conclusion:

This will be a major upgrade to the Saudi fleet that should allow them to maintain an advantage relative to the Iranian Fleet.

  • The ships and patrol boats will be three to five times larger than those they replace and far more survivable.
  • Fleet air defense systems which have been limited to 76mm guns and Phalanx CIWS will get a basic local area defense in the form of Evolved Sea Sparrow Missile, which will be backed up by rolling airframe missiles.
  • ASW  capability will take a quantum leap with the addition of the three Maritime Patrol Aircraft (MPA), the ten MH-60R.
  • The Eastern fleet was relatively well equipped to target larger surface targets with a total of 68 Harpoon launch tubes on the existing ships, but they were less well equipped to deal with numerous Iranian small craft.  MH-60Rs  armed with Advanced Precision Kill Weapon System guided rockets should provide an effective counter to Iran’s swarm strategy.
  • MPA and Unmanned systems will enhance ISR capability.
  • The larger patrol craft should significantly improve maritime security.
  • According to my “Combat Fleets of the World,” the Saudi Navy has a Marine Corp of 3,000, but their only Amphibious Warfare ships are four LCUs and two LCMs. The addition of at least 30 ships with RHIBs, assuming the patrol craft have this capability, should allow the Saudi Navy to consider at least small scale raids and other forms of maritime Special Ops. If the six 2500 ton ships are configured like the ship in Swiftships video, with four RHIBs, it would seem particularly appropriate for this role.  The addition of ten helicopter decks where there were none before also opens up options for these types of operations.

‘Net Security Provider’ Defined: An Analysis of India’s New Maritime Strategy-2015

During the Naval Commanders Conference held in New Delhi on 26 October 2015, the Indian Defence Minister Shri Manohar Parrikar released India’s revised maritime-military strategy titled, ‘Ensuring Secure Seas: Indian Maritime Security Strategy’ (IMSS-2015). It supersedes the 2007 strategy document titled, ‘Freedom to Use the Seas: India’s Maritime-Military Strategy (IMMS-2007). This essay seeks to examine the salient features of the new strategy, including in comparison to IMMS-2007.

IMSS-2015 is the first strategy document released by the Indian Navy since the 26 November 2008 terrorist attack in Mumbai (26/11), when jihadi operatives well-versed in nautical skills used the sea route from Karachi to Mumbai, and carried out dastardly cold-blooded killings in India’s ‘financial capital.’ In wake of 26/11, the Indian government designated the Indian Navy as the nodal authority responsible for overall maritime security, including coastal and offshore security. The new strategy reflects the overwhelming imperative for the Navy to counter state-sponsored terrorism that may manifest in the maritime domain, and prevent a repeat of 26/11. It also addresses India’s response to other forms of non-traditional threats emanating ‘at’ and ‘from’ the sea that pose security challenges to ‘territorial’ India and its vital interests.

While 26/11 may have been among the major ‘triggers’ for India to review its maritime-military strategy, IMSS-2015 clearly indicates that proxy war through terrorism has not prevented India to adopt an outward-looking approach to maritime security. The new strategy dilates the geographical scope of India’s maritime focus. Ever since the Navy first doctrinal articulation in 2004—the Indian Maritime Doctrine, 2004, which was revised in 2009—India’s areas of maritime interest have been contained within the Indo-Pacific region, with the ‘primary area’ broadly encompassing the northern Indian Ocean Region (IOR). IMSS-2015 expands the areas of interest southwards and westwards by bringing in the South-West Indian Ocean and Red Sea within its ‘primary area;’ and the western Coast of Africa, the Mediterranean Sea and “other areas of national interest based on considerations of Indian diaspora, overseas investments and political reasons” within its ‘secondary area’ of interest.

IMSS-2015 is merely an expression of intent of the Indian Navy to engage with the countries and shape the maritime environment in these areas. Nonetheless, the Navy’s multi-vectored and expanding footprint in recent years through overseas deployments clearly indicates that the maritime force is developing the capabilities to implement the intent.

India has always maintained that the International Shipping Lanes (ISL) and the maritime choke-points of the IOR constitute the primary area of interest. However, the new strategy goes beyond IMMS-2007 to include two additional choke-points: the Mozambique Channel and Ombai-Wetar Straits, which are strategically located at the far end of the south-western and south-eastern Indian Ocean (respectively). Through a formal ‘recognition’ of these choke-points, IMSS-2015 not only reiterates the embayed nature of the Indian Ocean, but also highlights—albeit implicitly—the ocean’s geo-strategic ‘exclusivity’ for India.

IMSS-2015 also clarifies India’s intent to be a ‘net security provider’ in its areas of interest. The concept of ‘net security’ has hitherto been ambiguous and subject to varied interpretations. It is, therefore, refreshing to note that the document defines the concept, as “…the state of actual security available in an area, upon balancing prevailing threats, inherent risks and rising challenges in the maritime environment, against the ability to monitor, contain and counter all of these.” In the process, India’s role in this context also stands clarified. India seeks a role as a ‘net security provider’ in the region, rather than being a ‘net provider of security’ as a regional ‘policeman.’

IMSS-2015 expounds on India’s strategy for deterrence and response against conventional military threats and the attendant capability development, sufficiently enough for an unclassified document. In doing so, it may be inferred that the concept of ‘maritime security’—at least in the Indian context—operates across the entire spectrum of conflict. The new strategy attributes this to the “blurring of traditional and non-traditional threats…(in terms of their) sources, types and intensity…(necessitating) a seamless and holistic approach towards maritime security.” Notably, in contrast, for the established naval powers of the ‘western hemisphere,’ the usage of the concept of ‘maritime security’ is limited to ensuring security at sea against non-traditional threats, including those posed by non-State actors.

Although the epithet of India’s maritime-military strategy has changed from “Freedom to Use the Seas” (IMMS-2007) to “Ensuring Secure Seas” (IMSS-2015), ‘freedom of seas’ for national purposes remains inter alia a key objective of the current strategy, which is sought to be achieved through the attainment of a more ‘encompassing’ end-state of ‘secure seas.’

India’s role as a ‘net maritime security provider’ in the region is not only its normative responsibility as a regional power, but is closely interwoven with the nation’s own economic growth and prosperity. The ‘roadmap’ in IMSS-2015 provides a direction to the Navy to play this role as an effective instrument of the nation’s proactive foreign policy, in consonance with the ongoing endeavour of its apex political leadership, and echoes the enunciation of Prime Minister Narendra Modi’s vision of “SAGAR” (Security and Growth for All in the Region). However, it remains to be seen how India’s navy would effectively balance the rather conflicting national security priorities of ensuring territorial defence across its oceanic frontiers versus providing ‘net maritime security’ in its regional neighbourhood.

Russia Resurgent Week: The Conclusion

The Russia Resurgent Topic Week took a big-picture viewpoint of Russia and its strategic choices – and that was perhaps a fortunate approach. With ongoing developments every day with Russian activities in Syria, anything more time-sensitive would have been quickly rendered moot by events.

These events are instructive, though, in the sense that shootdowns and other Russia-NATO incidents are far from unprecedented – it is not difficult to argue that the East-West relationship is simply returning to form. That said, 2015 is not 1985, and the Russian military, in particular its navy, will take a very different form than in the last period of such tense relations. Michael Kofman addresses this, recognizing that although Peter the Great would recognize the Russian strategic imperatives at work, the fleet itself will be oriented toward the green water more than the blue. Small ships with powerful missiles can exert substantial coercive force within their home region, while a small number of legacy platforms like Kirov-class battlecruisers can continue to project power and prestige.

Of course, Russia itself has more grandiose plans, as described by Sean MacCormac in a re-posted article from September about Russia’s new maritime doctrine. Notable strategic priorities are control of the Arctic, presence in the Mediterranean, and cooperation with India and China as means of protecting Russian interests. A great global force is envisioned to provide the operational means to achieve these objectives, though the realities of shipbuilding may intrude.

Patrick Truffer examines the future of Russia’s fleet in great detail, looking at the current structure and capacity for new construction. He assesses the Russian Navy as capable of projecting power globally, but only in a single operation on a limited time horizon. Ongoing activities in Syria are readily displaying limits on Russian logistics and its virtually non-existent amphibious lift capability. But don’t forget a Russian submarine force that remains potent at the strategic level.

Dmitry Gorenburg makes similar points about shipbuilding capacity, while adding more description of operational doctrine and a force structure to implement it. Universal vertical launch tubes filled with precision-strike anti-ship and land-attack missiles can be fitted onto many varieties of small combatants, as well as submarines. These form “the heart of Russia’s naval modernization” and provide the multi-role ships necessary for a credible regional threat.

Shifting gears, Vidya Sagar Reddy finds signs of Sun Tzu’s influence in Russian strategy. By behaving aggressively in widely-dispersed theaters such as the Pacific Ocean and Black Sea, Russia is putting its principle competitor – the U.S. Navy – off balance. This gives Russia the initiative and ability to strike when and where its enemy is weakest.

Robert C. Rasmussen introduces readers to one of the tools Russia has been using to unbalance its foes – Reflexive Control Theory. If applied doctrinally to strategic communication, Reflexive Control Theory helps Russia keep outside powers uncertain as to real Russian intentions and operations. The end result is to induce foreign powers to make decisions favorable to Russian interests. This obfuscation has contributed, most notably, to keeping foreign powers from intervening in Ukraine, and (to use the most recent news) is probably at work in Russian accounts of its Syrian air strikes.

Despite superficial success – they’re operating in the Med, right? – Ben Hernandez asks if Russian maritime strategy is in fact adrift. This essay, re-posted from August, notes the extreme mismatch between rhetoric about the future and capability to build it. This has been described in other posts this week, but Ben adds that Russia could easily “paint itself into a corner” if it continues down this road. With nuclear weapons as the most cost-effective means of destruction, their employment in a fit of bellicosity grows more likely when Russian conventional capabilities cannot deliver the desired effects.

Finally, our gaze shifts to the Arctic, which appears in Russian strategic planning and is the subject of two posts. Laguerre Corentin makes the case that, in contrast with the bellicose rhetoric described in prior articles, Russia is positioned to pursue its objectives through application of international law and custom. It has had success with this approach since Czarist days, and is likely to continue to do so as long as its interests align with such methods.

Providing further analysis of Russia’s role in the Arctic, we reprise Sally DeBoer’s contribution from August about rival nations’ claims to Arctic territory. She examines Russian claims of the North Pole and other parts of the “donut hole” of high seas at the top of the world, as well as competing claims.

And closing out the week is a graphic depiction of the Soviet fleet of 1990 compared with the Russian fleet of 2015, researched and designed by Louis Martin-Vezian. The scale of the work ahead if Russia intends to reach the maritime heights of 25 years ago becomes clear.

Some have said over the years that post-Soviet Russia was only relevant on account of its nuclear arsenal. This was merely an excuse to ignore it in favor of other things as we met the supposed End of History. The fact is, Russia is, well, Russia – and as long as people call that territory home, those people will have certain interests that are not going away. Read a map; read a book; read the news. This week’s discussions have certainly not provided all the answers on Russian resurgence, though we hope to have offered a meaningful contribution; but to ignore the discussion and downplay Russia as a relic of the Cold War is folly. Russia is right where we left it, and will continue to make its impact felt.
