Sequestration: America’s Great Harbor

For the Athenians, the Great Harbor of Syracuse was anything but.  A monument to the Athenian tactic of bottle-necking of the “world’s” most powerful navy, the battle at the Great Harbor symbolizes the cost of trading mobility for convenience.  Today, the five carriers lined up in Norfolk like dominoes are reminiscent of that inflexibility, serving as a greater metaphor for constraints the fiscal crisis may impose on the U.S. Navy worldwide.

During the siege of Syracuse, the Athenian expedition anchored its naval task force inside the protected Great Harbor of Syracuse.  Maintaining such a large force in a single place and at anchor decreased the costs of manning and command and control (C2).  The single entrance of the harbor and its copious defenses against wind and wave also simplified the fleet’s maintenance and logistics.  The convenience came at heavy cost.  The fleet’s great numerical advantage was lessened by lack of mobility.  Infrequent patrols allowed the Athenians to deploy navigational hazards and blockade runners.  Syracuse’s superficially low-cost, reactive approach lost to the proactivity of the enemy.  The harbor’s single entrance turned into a nightmare scenario as the massive fleet was locked into the harbor by a chain of ships strung across the entrance.  The fleet of the mightiest naval power in the world died in a Sicilian quarry without a single ship remaining.

America’s Great Harbor is not in a foreign land, but up Thimble Shoals Channel and through the gap in the Hampton Roads beltway.  Five carriers, the world’s most powerful collection of conventional naval power in one location, sit idle at harbor, one beside the other.  The United States maintains a massive naval center of gravity, within a single chokepoint that could be plugged at a moment’s notice in prelude to further enemy action.  The concentration not only lends itself to easy containment, but simplifies the potential for espionage and terrorism.  The fiscal noose tightening around the Navy’s neck is creating a prime target that goes against every lesson we’ve learned from Pearl Harbor to Yemen.

America’s Great Harbor is a vicarious manifestation of a more terrifying fleet-wide atrophy.  Sequestration will force the navy into a fiscal Great Harbor.  A 55% decrease in Middle Eastern operational flights, a 100% cut in South American deployments, a 100% cut in non-BMD Mediterranean deployments, cutting all exercises, cutting all non-deployed operations unassociated with pre-deployment workups, as well as a slew of major cuts to training – these further compound the losses from the Navy’s previous evisceration of the training regime.  Despite a growing trend of worries about fleet maintenance, a half year of aircraft maintenance and 23 ship availabilities will be cancelled.  The snowballing impact on already suffering training and maintenance will further exacerbate that diminishing return on size and quality created by the fiscal Great Harbor.  Nations like China and Iran continue to make great strides in countering a force that will recede in reach, proficiency, and awareness.  The mighty U.S. Navy is forced to sit at anchor while the forces arrayed against her build a wall across the harbor mouth.

Military leadership has done a poor to terrible job advocating the true cost of defense cuts.  A series of actions by the brass has undermined their credibility and covered up the problem.  The blinders-on advocation for teetering problems like LCS and the F-35 have undermined the trust that military leadership either needs or can handle money for project development.  The Navy personnel cuts were pushed for hard by leadership, and when the Navy grossly overshot its target, the alarms were much quieter than the advocation; the ensuing problems were left unadvertised.  In general, military-wide leadership uses public affairs not to inform, but as a method to keep too positive a spin in a misguided attempt to keep the public faith.   That public faith has removed vital necessary support in a time when the military is rife with problems that absolutely require funding.  The PAO white-wash helps under-achieving programs and leadership get passed over by the critical eye.  Where Athenian leaders were frank with their supporters at home, stubbornness and inappropriate positivity have undercut military leadership’s ability break loose from the fiscal harbor.

Those who dismiss the hazard of sequestration are wrong in the extreme.  When I was an NROTC midshipman, I remember a map on the wall of the supply building: a 1988 chart of all US Navy bases around the world.  Today’s relative paucity of reach leads some to believe that surviving one scaling back shows inoculation against another.  However, the law of diminishing returns has a dangerous inverse.  Each progressive cut becomes ever more damaging.  The U.S. Navy and sequestration apologists must realize what dangerous waters the Navy is being forced to anchor in.  The question is, how long can the navy safely stay in the Great Harbor before her enemies get the best of her?

Europa Universalis at Sea – Strategizing Gibraltar

Following Kyle Mizokami’s own shot at war simulation, I apply the exercise to European waters by focusing on a potential clash over Gibraltar.

Much has been written about the so-called frozen conflicts of Eastern Europe but few pay attention to the crystallized conflicts of Western Europe.  There are border disputes between Portugal and Spain, Spain and Morocco, France and Italy, Ireland and the UK, Netherlands and Germany, Serbia and many of the post-Yugoslav republics, etc.  Perhaps the one that most often elicits media attention is Gibraltar – with rival claims by the UK and Spain unresolved to this day.

Periodically clashes occur between British and Spanish forces in the territorial waters (with 28 Spanish ‘incursions’ in Jan alone) – and more rarely in the land border crossing – of ‘the rock’.  This article addresses from a military perspective the potential for conflict as well as the likely outcome of one.

Imminent War?

Is there a threat of imminent war?  In short the answer is a resounding ‘no’.  Using the Falklands conflict as analogy one can conclude that Gibraltar is not as economically important as the Falklands – with its fishing banks, a large EEZ and potential oil and gas reserves – and Spain is not as politically populist as Argentina – whose politicians are ever-tempted to use the Falklands as a ‘rally to the flag’ instrument in times of economic downturn.  Nor is Gibraltar that far from Great-Britain and hence as strategically vulnerable.  Then there are the catastrophic diplomatic and political consequences of a conflict between two EU and NATO member-states, and the underlining fact that Madrid is much more militarily on par with London than Buenos Aires could ever hope to be in the foreseeable future – the UK spends around $60 billion ($17 billion goes to the Royal Navy) to Spain’s $14 billion ($2 billion goes to the Armada) in their respective militaries, but both spend far more than Argentina’s meager $3 billion in overall military expenditure.

Strategically the case against belligerence grows even stronger if one considers the relative advantage Spain would enjoy fighting a war in its own turf.  The UK would be forced to fight this war – if one assumes the UK would want to fight in the Mediterranean – 2000 km away from its shores (if, of course, one does not include Gibraltar itself).  This means the Royal Air Force would be of little or no use, especially considering that neither air force enjoys advantages in aerial warfare – both Spain and Britain deploy the Eurofighter Typhoon as air superiority fighter – and that Britain no longer flies strategic bombers, which might have helped target Spanish installations with cruise missiles.  That said, Britain would still have a distinct advantage in numbers with its 5 destroyers, 13 frigates, 11 submarines, and 2 amphibious assault ships.  In operational terms, this means London could continuously deploy a task-force comprising 6 surface combatants, 3 submarines and probably 1 assault ship.  Madrid operates 5 destroyers, 6 frigates, 3 submarines and 3 assault ships but without the hindrance of force projection, it could probably operate half of them continuously.  This means in turn that together with the aid of the Spanish Air Force and with the Armada’s 10+ coastal patrol vessels, it could very possibly keep the Royal Navy away from its continental shores.  An important factor would be the gap that the Portuguese coast represents in separating Spain’s Atlantic fleet from its Mediterranean ones: no fighting would be tolerated in Portuguese territorial waters and EEZ which means that while Spain could theoretically move its ships through Portuguese waters, the British would also be able to shadow them, and this would imply a great risk.  More dubious would be its defense of the Canary Islands which would be vulnerable to British submarine warfare and thus tactical isolation.  The two nations’ maritime concerns throughout the world, from fishing fleets to oil tankers, would be equally vulnerable to interference from occasional minor naval sorties from either fleet – conceivably the British could capture Spanish trawlers in the Atlantic and the Spaniards could intercept British oil tankers out of the Middle East.  Spain would be able to prevent the British navy from crossing the strait of Gibraltar and could then deploy the occasional warship to the Red and Arabian seas while Britain could do the same but with much longer lines of supply.  The Royal Navy could also force Madrid’s Atlantic fleet into coastal defense, and pick off Spanish civilian vessels one at a time in the Atlantic Rim.

The result of a conventional conflict would thus be a draw, with no side able to win without spilling too much blood and treasury to prove the issue.  More likely than all-out war might be a single clash: one bad enough to bring both parties to a halt and later on to the negotiation table.

Single Engagement

Most clashes in the area of Gibraltar occur between Royal Gibraltar Police and the Royal Navy’s Gibraltar Squadron small craft on one side, and on the other small craft of Spain’s Guardia Civil – a paramilitary force which is also used as the Spanish Customs Surveillance Service – and most often, Spanish fishing vessels.  None of these is heavily armed and none could go beyond exchanging gunfire.

Among the reported incidents involving the Spanish Armada itself, the biggest vessels to date were the 27 crewed Anaga-class ship Tagomago and the 100+ crewed Descubierta-class corvette Vencedora. The Royal Navy in turn deploys periodically to Gibraltar, with warships transiting through the Mediterranean – generally frigates such as the 180+ crewed Duke-class HMS Argyll – in an attempt to deter the Spaniards from further incursions in what London calls “Gibraltar territorial waters”.

If a major exchange were to happen – be it carefully planned or as a result of hotheads – these would likely be the type of vessels involved.  Who then would get the upper hand?

Combat Tactics

For the purpose of this scenario we’ll give only a cursory look at the Tagomago aside and go instead with the corvette Vencedora since the former would have no means of counter-attack due to its lack of heavy armament.  A Harpoon-missile attack from the Argyll on Tagomago would actually be overkill since one missile alone suffices to disable a frigate and to use it against a patrol boat would likely disintegrate the craft’s structure.  On the other hand, if the Argyll’s crew couldn’t obtain radar lock (the Harpoon needs a minimum firing range of 3km) or decided to switch to the frigate’s 114mm Mark 8 gun, the result would still be disproportionately bad for the Tagomagowhich would sustain the hits of heavier shells fired from a longer range and guided by an automatic targeting system; the Spanish ship would not be able to respond in kind with either of its 76 mm Mk22 or Oerlikon Mod. 5 TG 20 mm cannons and it would be facing a much bigger target.

The Vencedora would be a different proposition altogether as the Descubierta class can be deadly to a frigate in close proximity.  The good news for the British is that if Argyll fired first, the old corvette would likely not survive the impact, not least because it lacks a CIWS system.  On the other hand, what chance would the Vencedora have if it detected Argyll’s radar lock and preempted the missile attack with one of its own?  At a great distance Argyll’s air-defense Sea Wolf missiles and two 30mm DS30M Mark 2 Automated Small Caliber Guns should be able to intercept perhaps two incoming missiles, and lets optimistically discount another two lost to the British frigate’s electronic counter-measures.  However if the Spanish corvette fired a complete volley of its eight Harpoons the Argyll would surely not live to fight another day.  Yet a third possibility would be for Argyll’s helicopter to fire first on the Vencedora.  Every Duke-class vessel carries a helicopter, one usually intended for anti-submarine warfare, and HMS Argyll carries a Westland Lynx which can also be equipped with anti-ship missiles.  If the British wanted to sink the corvette, it might be preferable to risk a helicopter rather than a frigate.  If the British intended only to intimidate, the helicopter could also be a good option since it would send a message without exposing the lives of 180+ British sailors to a Spanish overreaction, even if the helicopter itself would become an easy target for the corvette’s Sea Sparrow air defense system.

A second possible type of engagement is the less dire possibility of the two ships exchanging cannon fire.  This would have the potential of avoiding de facto war by allowing both ships to attempt intimidation, save face, and avoid the complete destruction of ships and the death of hundreds.  Such an exchange would pit the Argyll’s 114 mm Mark 8 against the Vencedora’s Otobreda 76 mm.  The two guns have similar range and both fire High-Explosive shells; the difference is in the number of projectiles fired per minute which is higher in the 76mm and the size of the projectile which is bigger in the 114mm.  Another essential factor would be the top speed of each vessel which would give a competitive edge in maneuvering to the fastest ship, in this case the British frigate.  Because the British frigate would pack more of a punch and would be able to position itself better, the outcome of this encounter also leaves the British on top.

In addition, given the Spaniards task is essentially to provoke with their presence so as to deny acceptance of Britain’s local sovereignty fait accompli – it stands to reason that the British vessel would be the first one to fire.  The tactical advantage of initiative together with the British frigate’s superior weaponry would most likely punish the Spaniards for their trespass, even if at close distance the Spaniards would enjoy some equalizing edge.

Of course as previously mentioned the victory would be tactical rather than strategic.  Trading blows would be a media sensation and the electorates would almost certainly push for a real push for a permanent political settlement.

A Relay Race: Communication Relay Drones

Much of the conversation surrounding the advent of naval drone warfare has focused on those platforms performing the more ‘kinetic’ types of warfare – anti-submarine warfare, surface warfare, air warfare – and those of the voyeuristic surveillance variety.  However, a quick look at the composition of the carrier air wings of the U.S. Navy or the dispersed air units of a land campaign reminds us that supporting elements such as electronic warfare and command and control (C2) remain an integral part of modern combined operations.  While it may not be as “sexy” as the ability to deliver a missile on target, the ability to maintain battlefield communications is arguably more important as it is an enabler of nearly all other actions. 

In January, The Aviationist described the U.S. Air Force’s reiteration of the importance and utility of airborne assets providing communications by developing a new line-of-sight system:

The U.S. Air Force is trying to turn the targeting pods carried by some of its legacy fighters and the B-1 Lancer bomber, into flying wireless routers that would allow ground troops to communicate each other.

The U.S. military and associated defense contractors have experimented in the use of UAVs as communication relays over the ground wars in Iraq and Afghanistan, outfitting extant UAVs with communication relay packages (CRPs) to extend the range of terrestrial communication – primarily radios.  At sea, UAVs outfitted to act as communications relays could fill a variety of roles. 

First, as their name suggests, aerial communication relay drones (CRDs) could act to expand the reach of vessels and shore facilities to either additional unmanned aerial, surface, or subsurface vehicles; or to outlying manned vessels such as RHIBs or other small craft.  Even if not the primary means of communication, or necessary for a second craft’s operation, CRDs could provide dedicated data paths with enhanced exchange rates to pass more information on more reliable connections.  This would be all the more important in an operational environment with disbursed tactical components – such as the mothership concept – with increasing competition for limited communication paths.

Second, CRDs could act to re-establish communications with outlying stations, between vessels, or between vessels and shore facilities in the event primary comm paths are degraded, denied, or compromised.  Whether it’s the effects of jamming, environmental interference, data corruption, equipment malfunction, or the outright loss of that equipment (such as the perennial fear of anti-satellite actions) the ability to restore secure and reliable communications is critical capability.

Once again, the more a navy follows a distributed model of naval warfare, the more it will rely on comm paths to effectively wage war, and the more crucial it will be to be able to restore them.  Drone autonomy can help mitigate this reliance with built-in protocols in the event of loss of comm, but it does not prevent the loss of information flowing to the C2 nodes (i.e. decision makers lose sight of what’s going on) or between units, with a potential loss in tactical efficiency.  In truth, the more comfortable a navy becomes with autonomous drone operations, the more units a single C2 node will command, and the more expansive an operational area it will need to communicate across.  Adding to the problem, the more modern naval warfare relies on these comm paths and the more fragile they appear, the likelier they will be the target of adversary actions.

A third role for CRDs would be as a critical tool during humanitarian assistance/disaster response (HA/DR) efforts.  Natural disasters have a nasty habit of taking down communication infrastructure such as cell towers, and even when they don’t, humans have a less nasty habit of trying to get in touch with their loved ones – thereby overwhelming what remains of the communications grid.  CRDs could help fill the gap.  Observation of recent international calamities has in fact led the U.S.’ Federal Communications Commission (FCC) to explore the use of UAVs to do just that, pressing ahead with ideas for the Deployable Aerial Communications Architecture.  Such an ability would also be useful in case of expeditionary operations into areas where such infrastructure never existed.

The capacity to restore comm paths, or establish alternates, could be achieved in a variety of manners.  CRDs could be purpose built or they could be so designated when a communications relay package/payload is fitted on to a multipurpose drone.  Depending on the mode of communication, CRDs could be designed to enhance extant communications past its normal quality, range, or security or they could provide simple bare-bones back-up.  CRDs could operate continuously in orbit or they could be held in reserve.  There are a lot of options to explore and a lot of tactical considerations to experiment with.  Perhaps the most important from a technical feasibility and cost/benefit analysis standpoint will be to parse through the various modes of communication that might be improved or restored – from radio to infrared to wireless to cellular.

While they haven’t received nearly as much attention as their sub-hunting, rocket-launching, or enemy-peeping kin, CRDs could fill a role just, if not more, important in the future of naval warfare.

Tactical Employment of Drone Motherships

As discussed in an earlier post, dynamics between unmanned naval systems and the platforms that carry them are changing rapidly to accommodate new technologies and tactics.  Arguably, various types of drone motherships have the potential to transform mine countermeasures more than any other warfare area, and the evolution in mine-countermeasures tactics towards the mothership-unmanned underwater vehicle (UUV) partnership is already underway.  One of the first major demonstrations of this concept occurred last summer during the U.S. 5th Fleet’s International Mine Countermeasures Exercise (IMCMEX), when a number of UUVs were tested from large amphibious motherships including USS Ponce (AFSB(I)-15).

Essentially, the Navy is moving from dedicated MCM ships, such as the Avenger-class minesweeper, to a trio of platforms operating together: a Generation I mothership (ex: an AFSB) carrying Generation II platforms (ex: manned RHIBs) and the UUVs themselves.  The Gen I mothership provides the endurance and sustainment to the package.  The RHIBs (specially modified to carry UUVs, as pictured below) take the mine-hunting or neutralization payloads off-board to minimize danger to the larger mothership.  And the payloads – in this case, high-resolution imaging sonars – are delivered to the target area via a small UUV.  Another option for getting the sensor/sweeping delivery systems to their operating area is using drones carrying drones, such as the French Espadon or Fleet-class Common Unmanned Surface Vessels (CUSV), launched from Gen III motherships like the Littoral Combat Ship’s (LCS).

A further example of an innovative drone carrier was revealed during the January 2013 Surface Navy Association’s annual meeting, when Major General Timothy C. Hanifen, USMC, Director, of OPNAV’s Expeditionary Warfare Division (N95) discussed how the U.S. Navy will demonstrate the forthcoming MK VI Coastal Patrol Boat to carry and launch UUVs for mine hunting and neutralization. 

There are likely a couple of reasons for this movement towards alternative motherships such as USS Ponce and smaller platforms like the MK VI to carrying MCM drones.  Clearing an area of mines is a complicated, methodical operation.  Simply described, mine clearance involves getting equipment (sonar, sweeping gear, and/or neutralization charges) on target to locate, classify, and neutralize mines as rapidly as possible in a port, shipping lane, or other expanse of water.  Generally speaking, more sensors moving more quickly over a wider area will complete the mission in less time, which is why airborne mine-sweeping and -hunting operations have proven so important.  Deploying smaller manned and unmanned craft from a larger ship, each carrying more than one mine-hunting or mine-neutralization vehicle will get more mine-hunting equipment in the water.  A single minesweeper can utilize one sonar and moves slowly through the water from mine to mine.  The mothership/drone combination multiplies the number of sonars in the water several times.  This unconventional platform experimentation is also likely a response to the technical problems and delays in deploying a viable mine warfare mission package on the Littoral Combat Ship, especially with the RMMV. 

The Chief of Naval Operations’ push for “payload over platforms” will lead to additional experimentation with other mothership/drone pairings.  Expect to see new combinations of unmanned vehicle carriers expanded into other warfare areas, including anti-surface (ASUW), anti-submarine (ASW), and intelligence, surveillance, and reconnaissance (ISR).
