North Korea’s Sea-Based Nuclear Capabilities: An Evolving Threat

Introduction

North Korea stunned the world by conducting its first nuclear test in 2006, a mere three years after its withdrawal from the Treaty on the Non-Proliferation of Nuclear Weapons. Despite the small, one-kiloton yield of the device, the test nevertheless signified the rogue state’s entry into the nuclear arena and further complicated the already strategically challenging position on the Korean Peninsula. A recent report by the U.S.-Korea Institute at the Johns Hopkins School of Advanced International Studies estimated that Pyongyang currently possesses a growing stockpile of between 10-16 nuclear weapons, though the exact number remains unknown. More alarming are the rapid advancements North Korea has recently made in developing nuclear weapon delivery systems, including the recent missile test-launch on May 14th showing considerable progress toward an intercontinental ballistic missile. Considerable resources have been devoted to this pursuit by the famine-stricken state, and investments are beginning to bear fruit. Despite its emphasis on land-based systems such as the new Hwasong-12, North Korea’s evolving sea-based nuclear delivery potential is beginning to pose a considerable threat, lending additional credibility to the Kim regime’s nuclear deterrent.

Nukes at Sea

Of particular concern, North Korea has been making progress toward attaining a nuclear triad by developing a submarine-launched ballistic missile (SLBM) capable of delivering a nuclear warhead. After several failures, the DPRK successfully tested its first SLBM, known as the Pukkuksong-1/KN-11, in late August 2016. With a two-stage solid fuel propellant system, the KN-11 has an estimated range of almost 500 nautical miles, more than enough to threaten major population centers such as Seoul and Tokyo, or military installations like Kadena Airbase in Okinawa, with only limited travel of its launch platform outside of home waters. Notably, it seems the decision was made to opt for a more stable, solid fuel propellant at the expense of range after a series of liquid-fueled missile failures. Not only is a solid fuel propulsion system less volatile, but it enables the missile to be launched on short notice, as it does not require the lengthy and dangerous fueling process required before the launch of a liquid fueled ballistic missile. Currently, the operational status of the KN-11 is unclear, with estimates of service entry varying from late this year to 2020.

In addition to technical advances in SLBM technology, North Korea has made considerable progress in developing a new class of submarine for the Korean People’s Navy (KPN) capable of deploying these weapons. With the first vessel launched in the summer of 2014, the Sinpo-class represents Pyongyang’s first diesel-electric ballistic missile submarine. Similar in size and shape to older Yugoslavian designs like the Heroj-class, the Sinpo-class appears to have incorporated features derived from the Soviet Golf II-class ballistic missile submarine. Indeed, in 1993 North Korean technicians had the opportunity to examine a number of ex-Soviet Pacific Fleet Golf II-class boats before they were scrapped.

When looking at the Sinpo’s ballistic missile launch tubes, the influence of older Soviet designs becomes apparent. In a similar arrangement to the Golf II, a rectangular section of the conning tower houses what appear to be one or two ballistic missile launch tubes. Likewise, given its diesel-electric propulsion system, the Simpo-class shares the Golf-class’ range limitation, estimated to be around 1,500 nautical miles. When paired with the moderate range of the KN-11, the Sinpo-class would require fueling to achieve launch distance of the continental United States. Nevertheless, once made fully operational, these submarines could potentially threaten strategic targets throughout East Asia and could prove difficult to track and eliminate. Moreover, a ballistic missile submarine can launch its SLBMs from a variety of directions, complicating missile defense planning and increasing the vulnerability of potential targets.

Currently, only one Sinpo-class ballistic missile submarine appears to be active, but additional vessels will likely be completed in the near future. The submarine reportedly suffered damage to its conning tower on 28 November 2015, after a KN-11 failed to successfully eject from its launch tube during a test. Nevertheless, on 24 August 2016, a successful test was conducted where a KN-11 was launched from the vessel. Despite this success, the operational status of North Korea’s SLBM capability remains unclear. Ultimately, the Sinpo-class remains the largest submarine built for the KPN and will represent a significant enhancement of North Korea’s nuclear delivery capacity once perfected, though its small size, limited range, and rudimentary design are substantial shortcomings.

Complicating Deterrence 

The addition of an SLBM, complemented by a workable launch platform, will greatly enhance the survivability of North Korea’s nuclear delivery capacity and improve the credibility of its nuclear deterrent. Currently, North Korea’s land-based nuclear delivery systems rely heavily on fixed infrastructure and operate in the open, which makes them particularly vulnerable to attack. As a result, if Washington were to lose ‘strategic patience’ with the DPRK, Pyongyang would likely see its land-based nuclear forces neutralized in a first strike. Ballistic missile submarines, on the other hand, are more survivable than fixed infrastructure because the vastness and depth of the oceans provide concealment within a wide operational area.

Though the anti-submarine warfare (ASW) capabilities of the combined U.S.-ROK forces are second to none, even a rudimentary submarine such as the Sinpo-class would be difficult to locate and destroy quickly. Consequently, it is plain to see how a ballistic missile submarine would enhance North Korea’s nuclear deterrent. If the DPRK were to ever lose its land-based nuclear delivery systems in a surprise attack, it would still have the ability to retaliate with an SLBM launch against South Korea or Japan. Politically, this would alter the cost-benefit analysis when weighing military action against Pyongyang. Once the nuclear armed Sinpo-class becomes fully operational, it will be even more difficult for the United States to guarantee the complete elimination of all North Korean nuclear delivery systems in a first strike. Under those circumstances, it seems unlikely that South Korea would agree to any preemptive military action against North Korea. Therefore, the scope of action that can realistically be taken against the rogue state is diminished, granting the Kim regime additional political leverage on the international stage. With this in mind, the significance of a fully operational nuclear armed North Korean ballistic missile submarine becomes abundantly clear.

The Range of DPRK Seaborne WMD Threats

Given the range limitations and reliability issues associated with North Korea’s current arsenal of ballistic missiles, the Kim regime may turn to unconventional methods to deliver nuclear weapons to targets well outside the range of its missiles. In the extreme, North Korea could smuggle a nuclear or radiological weapon in a shipping container aboard one of its numerous merchant vessels. A 2005 report by the Congressional Research Service titled, “Terrorist Nuclear Attacks on Seaports: Threat and Response,” highlighted the challenging nature of preventing such an attack. Certainly, North Korea has already demonstrated its willingness and ability to smuggle contraband aboard its merchant vessels undetected.

In 2013, a North Korean-flagged freighter, the Chong Chon Gang, traversed parts of the Pacific undetected after disabling its Automatic Identification System. Eventually, the freighter made it to the Panama Canal where its illicit cargo was discovered after being boarded by Panamanian port authorities. Fortunately, in this case its cargo merely consisted of surface-to-air missile components, disassembled MiG-21s, night-vision goggles, and ammunition. Yet, if the ship was transporting a nuclear or radiological device, the damage that could have been inflicted upon the Panama Canal would have been substantial.

For North Korea, smuggling a nuclear device on a freighter would be a high-risk high-reward strategy. A successful smuggling operation followed by a detonation in close proximity to the intended target could serve as the first strike in the opening of a larger war. On the other hand, if the nuclear cargo was intercepted en route to its destination, North Korea would lose the element of surprise and open itself to a retaliatory attack. Although it is unlikely that North Korea would opt to smuggle a nuclear weapon aboard one of its merchant vessels, the threat should not be discounted entirely.

Conclusion

Recent developments in the sea-based nuclear delivery capacity of the KPN have complicated the strategic situation on the Korean Peninsula even further. By diversifying the means by which it can deliver nuclear weapons, the Kim regime has strengthened the credibility of its nuclear deterrence, forcing the U.S. and its allies to think twice before considering military action. Although the North Korean military would eventually succumb to the overwhelming force of American-ROK full-spectrum dominance in a full-scale war, the possibility of nuclear strikes against South Korea and Japan would likely be considered an unacceptable risk by political leaders, thereby taking the option preemptive military action against North Korea off the table. Meanwhile, the threat of nuclear smuggling looms large, adding an additional layer of complexity to the North Korean nuclear problem.

As the DPRK continues to perfect its missile technology, we may one day see Pyongyang with the ability to deliver a nuclear weapon to the continental United States with an intercontinental ballistic missile (ICBM). At this point, whether or not to pursue a strategy of forcible denuclearization is up for debate, but given this turn of events it seems the window of opportunity to do so is closing rapidly.

Assad’s Deadman Switch

Russia has saved the world from loose WMD before; in the aftermath of the Soviet Union’s dissolution, Russia arranged the Lisbon Protocols with Ukraine, Kazakhstan, and Belarus to systematically destroy or return massive nuclear stockpiles. If only Syria had the stability of post-Soviet chaos. If the Syrian “Lisbon Protocol” fails and the regime collapses, the presence of WMD is a guarantor of intervention, most likely by the US.

The Russian arrangement is not yet official and may be Assad’s play for time. The chemical weapons are potentially more powerful against the US than rebels. Likely, a reality causing Secretaries Kerry and Hagel to eschew the term “regime change” is that the danger of Syria’s chemical weapons (CW) to the US increases as Assad teeters. Though rightfully loathed, Assad and his men secure their CW and have so far resisted handing party favors to associates.

As the regime crumbles, CW facilities may find themselves overwhelmed or guards shifted to critical fronts, doors open to terrorists or unscrupulous brokers.  Though some argue we do not have a dog in Syria’s fight, a whole henhouse is under threat if those dogs break loose. There are only three likely solutions if a Russian deal fails:

  1. "Kill yourself" is my final offer.

    Political Agreement: If only all parties could agree to a two-part plan to stop murdering one another and share power. Guards stay on post, conflict ends, and world moves on after the noble work of aiding refugees. The rump of Assad’s regime keeps its pulse and constant pressure to the switch. Unfortunately, with parties whose non-negotiable point is that the opponent “die”, and multiple Al-Qaeda (AQ) militias, this seems nigh impossible.

    Russian Military Operations: Russia is a big fan of Syria. Russia has a naval presence in the country and a large portion legitimacy and energy policy invested in the management of the regime. Russia would like to keep Syria’s CW from groups connected to their own domestic extremistss. Most cynically, with very public domestic problems, military operations to save the world from CW seem a likely move for President Putin. In the words of Orwell, “War is Peace.”

    Russia has particular advantages in their contact with Assad’s regime. They likely could access exact locations for the regime’s CW in a pinch. The world has no high standard for Russian intervention, so a sting operation to grab or destroy the vast stores of CW without any follow-on reconstruction would not be shocking to the global community. This also serves as a guise for direct military support for regime survival.

    That said, Russia has managed the Syria narrative well and knows the US could not abide Assad’s weapons falling to extremists. Russia has enjoyed the umbrella of security provided by primarily US operations against extremists in the Middle East and likely has no desire to get bogged down or gain unwanted attentions. Russia is still just “a” rather than “the” “Great Satan.” It would likely leave the mess to the final and least pleasant option:

    American Intervention: In a conflict with too many “thems” and not enough “us’s”, the fog of Syria’s war is thick. Unfortunately, nothing is unclear about the peril of loose CW or the peril of a necessary US military response.

    Boots: The number and location of all weapon sites remains a mystery, requiring resources spent in the search phase of “seek and destroy” operations. The time or scale necessary also removes the critical element of surprise. A lengthy chain of smaller operations warns enemies to secure weapons at un-sanitized sites while they still can. A massive simultaneous operation would strain an already creaking military budget and drop the US fully into the war, leaving the US in control of large swaths of territory and people it  could not just leave to extremists.

    Strikes: Dead suffocated civilians, lack of verification, and PR for terrorists lies at the end of an aerial campaign. Though the US has invested in weapons that can neutralize chemical weapon stockpiles, most leave a large margin of error or have almost as toxic byproducts. The explicit refusal to consider striking Assad’s chemical weapon stockpiles should be evidence enough of the unsavoriness of such an operation.

    Unfortunately, loose CW is not an option in a war-torn hellscape crawling with groups who have plotted against US interests and citizens for over two decades.

Though an embarrassing stolen march, the Russian deal is the US’s best chance is to avoid Syria. Nonetheless, US policymakers must plan for the worst while stumbling upon the best. The US must accept the real-world possibility of Assad’s collapse and subsequent unlocking of Pandora’s Chemical Box; many rightly desire to have nothing to do with the conflict, but while we may not be interested in Syria, Syria is very interested in us.

On August 16, 2011, the Canadian government announced the re-naming of Canada’s naval forces from “Maritime Command (MARCOM)” to its original designation, the “Royal Canadian Navy (RCN).” The last time Canada’s naval forces were known as the RCN was in 1968, when Lester B. Pearson amalgamated the three branches of the Canadian military under one command, named the “Canadian Forces.” Whatever name they operate under, Canada’s naval forces will continue to prove their importance in decades to come by playing a key role within NATO in increasingly critical waters.

Canada is proving its maritime mettle in a number of NATO operations around the world. Canadian vessels have played an active role in the NATO operation Active Endeavour. The operation was initiated on October 6, 2001, as a response to the September 11th attacks, which invoked NATO’s collective-security defence clause – Article 5. The aim of Active Endeavor is to keep the Mediterranean trade routes open and safe from pirates or terrorists, and to track and control vessels suspected of transporting weapons of mass destruction (WMDs).

Among the Canadian vessels that have participated in Canada’s portions of Active Endeavour, operations Sirius and Metric, are the Halifax-class frigates HMCS Charlottetown (FFH 339) and HMCS Vancouver (FFH 331). Most recently, Charlottetown returned to the Mediterranean in January 2012, continuing to patrol the area for suspect vessels until re-tasked to join Operation Artemis in April as part of Combined Task Force 150 (CTF-150) in the Arabian Sea. To date, Active Endeavour operations have hailed over 100,000 vessels and boarded some 155 suspect ships. Continued RCN participation in this operation not only gives Canada the capability to respond to crises in the immediate region but offers security to a region where a tremendous amount of world trade is conducted.

Another recent Canadian effort has been as part of Standing NATO Maritime Group One (SNMG1). SNMG1 is an integrated maritime force, consisting of four to six destroyers and frigates from different NATO Member and Partner countries, that plays an important part in maritime security. It normally operates in the eastern Atlantic Ocean during peace time. However since August 17, 2009, SNMG1 has been operating in and around the Gulf of Aden, a body of water that lies between the southern coast of Yemen and Somalia. The current operation, Ocean Shield, has made significant contributions to international efforts aimed at combating piracy off the Horn of Africa.

Within Ocean Shield Canadian vessels  have played crucial roles. Among them, Charlottetown helped disrupt the movement of illicit cargo off the coast of Yemen. On May 5, 2012, for instance, Charlottetown successfully intercepted 600 pounds of hashish.  Speaking at the changeover of Charlottetown with HMCS Regina (FFH 334) on August 19, Canadian Minister of National Defence, Peter Mackay stated, “Regina’s deployment continues our strong tradition of participation in overseas operations with our allies, while making meaningful contributions to international security and stability.” Ocean Shield is expected to end in 2014, but until then the Canadian Navy will no doubt continue to take an active role in the operation.

On March 23, 2011, NATO initiated Operation Unified Protector, under the command of Canadian Lt. General Charles Bouchard, to enforce UN resolutions 1970 and 1973 concerning Libya. The resolutions authorized NATO forces to maintain a no-fly zone and arms embargo against the Libyan government.

Both Vancouver and Charlottetown participated in the operation. On May 12, 2011, Charlottetown, along with French and British warships, engaged several Qadhafi regime small boats involved in an attack against the port of Misrata, and 18 days later came under fire from BM-21 rockets launched from shore. Meanwhile Vancouver worked alongside NATO allies to enforce the arms embargo placed against the Libyan government until its fall. As shown, Canada can and does play a leading role in NATO operations on the seas and oceans of the world.

NATO’s Arctic Future
In addition to its involvement in NATO operations abroad, Canadian vessels can perhaps play a key role in shaping NATO’s Arctic policy. As the Arctic becomes more navigable, there will be much more traffic in the region, commercial and military, which will necessitate a stronger RCN presence. On June 3, 2010, the Canadian government announced its new National Shipbuilding Procurement Strategy (NSPS). This strategy will see $35 billion dollars spent to construct both large and small combat vessels. Among the first batch of vessels slated for delivery are the Arctic Offshore Patrol Ships in 2018. These vessels are seen as fundamental to securing Canada’s security and sovereignty in the Arctic.

The Canadian government was initially quite bellicose in its rhetoric regarding Arctic sovereignty, but more recently that stance has softened. The number of speeches mentioning new science and economic endeavours are outnumbering those proposing military bases, for example. However, in leaked US cables dating from 2010, Canadian Prime Minster Stephen Harper apparently cautioned NATO Secretary General Anders Fogh Rasmussen that NATO had no role in the Arctic and any such moves would only serve to increase tensions with Russia. According to the cable the PM commented that there is, “no likelihood of Arctic states going to war, but that some non-Arctic members favored a NATO role in the Arctic because it would afford them influence in an area where they don’t belong.”

In fact, there are plenty of reasons to get NATO involved. While a war among Arctic nations is indeed a far-fetched and unlikely event, there are other considerations to take into account. First, as the Northwest Passage becomes more easily navigable, experts predict the route may become the busiest waterway in the world. As the passage sees increased commercial traffic, a greater military presence will be required to inspect passing vessels for illicit or dangerous cargo, and to enforce possible environmental regulations.

Furthermore, Russia, the other major player with a massive interest in the Arctic, is already militarizing the region. Over the past few years, Russian air and submarine activity in the Arctic has reached levels not seen since the Cold War. It has even re-opened its old airbases on frozen archipelagos located above the Arctic Circle. Since Canada’s Arctic forces at current can’t hold a candle to Russia’s, a simple solution would see Canada include all NATO allies in current discussions taking place in the Arctic Council. This would be followed by working closely with all NATO allies to establish a new force primarily dedicated to the Arctic. This new force would naturally include the new Canadian vessels being built to operate specifically in the region. Such a move would no doubt give Canada a leading role in the matter considering the country’s proximity and forward position in the region. Why wait until Russia has moved deeper into the region and takes advantage of slow-moving talks in the Arctic Council?

Canada has already proven that it is a power on the oceans and seas of the world by aiding in counter-terrorism operations, anti-piracy operations, and naval warfare operations. It can be proud of its RCN and the contributions and leadership it provides to both past and present NATO operations. Now, however, is the time to codify a new role for the RCN for the new century – the Arctic. This of course, is solely in the hands of the Canadian government. All it has to do is reach out and include its NATO allies.

Earlier this month the Federation of American Scientists held its annual Symposium on Catastrophic Threats and Awards Ceremony at the National Press Club in Washington, D.C.  The date – November 9th – was chosen to coincide with the November U.S. presidential election and provide a forum for policy recommendations to a newly elected administration.  The symposium provided a wonderful venue for the discussion of the most-pressing threats facing the U.S.  Panelists called for steps to prevent catastrophic events, and increase response planning and preparation to those possible dangers.  These recommendations were published in a booklet, available electronically.

Because science plays such a critical role in underlying U.S. policies, from disaster preparation to farm subsidies, leaders must be armed with a science-based knowledge of the risks and opportunities policy choices present.  To this end, the symposium featured moderated discussions of four-to-five distinguished experts, grouped into related threat-areas: Nuclear Weapons; Biological, Chemical, Conventional, and Cyber Threats; and Energy and Infrastructure.

The session devoted to nuclear threats reiterated the group’s long-held goals of stockpile reduction and eventual total disarmament.  Senior FAS Fellow Charles Blair emphasized that the U.S. must start differentiating violent non-state actors in terms of their ability to pose a bona fide radiological or nuclear (R/N) threat, rather than treating all threats as possessing equal capabilities.  Proper identification of the threat will allow targeted policies and avoid wasteful expenditures of time and resources on groups that do not pose significant R/N threats.  Another FAS Fellow, Dr. Robert Norris, proposed that a fundamental alteration of Cold-War era nuclear doctrine is a prerequisite for arms reduction, with a minimal deterrence mission the only necessary use for the U.S. nuclear arsenal.

Lengthy discussions of biological-, chemical-, and conventional-weapons threats highlighted the need for increased accountability and controls, which are scarcer outside the United States.  Perhaps the most significant threat in the chemical and biological weapons fields stems from the fact that there is a growing dearth of technical experts in the former Soviet Union to handle existing stockpiles of agents. Without the incentives of prestige and financial rewards available during the years of the thriving Soviet weapons programs, even fewer personnel with the requisite training will be available to handle and safeguard stockpiles in the future.

The energy and infrastructure panel spoke in favor of nuclear energy with reminders that natural gas does not eliminate greenhouse gas production.  They also reminded attendees that the U.S. will likely import oil from Canada long after it frees itself of overseas imports.  Dr. Steven Koonin, of NYU, called for increased funding for alternative energy research and a reorganization of the Department of Energy to enable better understanding of markets and business policies.  Notably absent from the discussion was an in-depth assessment of the impact that the Fukushima Daiichi incident will generally have on nuclear power endeavors in the future, and in Japan specifically.

One subject that stood out for immediate attention is developing a framework for rules and definitions in cyber security and warfare.  The United States is ill-prepared to respond to a major denial of service attack aimed at critical infrastructure, especially in the cyber realm.  Dr. Kennette Benedict, from the Bulletin of Atomic Scientists, explained that the field lacks clarity on responsibilities and acceptable scope for security.  Increasingly sophisticated attacks on private and public networks demand a robust effort to ensure reliability and freedom from interference.  While the private sector has tremendous incentives to shore up defenses against intrusion and would benefit from federal support in defending network architecture, transparency and trust are in short supply at this time.

As an illustration, were a major electrical grid or other critical infrastructure component attacked, resulting in losses of life and industrial output, how would the United States respond?  Would this be defined an act of terror an act of war?  Would the response be treated like a natural disaster?  No clearly defined roles have been established for preventing and/or prosecuting major acts of cybercrime.  No public forum exists to discuss the norms associated with cyber warfare, define acceptable measures that may be taken against individual or state-sponsored actors, or set limits to intrusion that occurs under the guise of security.

Not only will clarifying these issues benefit the private sector, but transparency will also pay major dividends in foreign policy negotiations.  As with any new weapon, uncertainty will lead to mistrust and fear, which often precipitate wasteful arms races.  U.S. leaders must come to the table with candor in order to develop policies that promote security with minimal interference for all.  A massive blackout or disruption of services would be devastating for everyone; CIMSEC could be the group that suggests a way forward.
