An Alternate Naval Typology

This was inspired by a question raised by Dr. Robert Farley here and here.

Within a navy the terms ‘frigate’ and ‘destroyer’ may have specific meanings, but there is no international standard.  Governments often choose to call a ship a cruiser, destroyer, frigate, or corvette for political reasons, so the terms have lost much of their meaning.  With the Germans building 7,200-ton F125-class ‘frigates’ and the Iranians calling their 1,500-ton Jamaran-class ‘destroyers,’ the naval typology system has lost its ability to inform. 

Cruisers have all but disappeared.  The term has certainly lost its relevance as a step between destroyer and battleship.  In the few cases they do exist, with the sole exception of the Russian “Peter the Great,” they are  functionally virtually indistinguishable from ships called destroyers, and even from some ships called frigates.

All these classes actually form a continuum of capabilities, influenced most strongly by their displacement.  All fight primarily with gun, torpedo, or missile.  All these ships are cruisers in the classic sense of a ship capable of sustained independent operations.  They are all cruisers in the way Julian Corbett used the term, in that they are the ships that exercise sea control by enforcing blockades and protecting friendly commerce while denying it to the enemy.  Additionally these are the ships that most commonly do boardings and fight piracy. 

When the term cruiser first appeared it was a generic term that referred to a range of ship types with their own names.  Frigates, sloops, and brigs might all have been referred to as cruisers.  I’d like to propose a  a return to something closer to the original meaning, to use cruiser as a generic term for surface warships that are not amphibs or aircraft carriers.  I will suggest a further breakdown based on displacement with this example to show how this might be more informative:

For illustrative purposes, below is a comparison of five fleets.  I have included ships of the U.S. and Russian Coast Guard, because they are also capable of doing some cruiser-type work, but added a notation.  The numbers may be suspect.  My sources may not be up to date, but I believe the comparison is generally valid.

There is no reason this typology could not be used in parallel with existing national or alliance systems that retain the destroyer, frigate, and corvette terms.  The numbers above are based on the following:

Modernizing the Polish Navy

The Polish Navy may be small, but it actively participates in many international exercises and NATO operations.  Its core consists of two unmodernized Olivier Hazard Perry frigates (short hull), three Fast Attack Craft (FAC) upgraded with RBS Mk3 missiles and Thales C2, three minesweepers turned modernized mine-hunters, four German-designed Kobben-class diesel coastal submarines, and a Soviet-era Kilo-class.  In March 2012, the Polish Ministry of Defense announced a long-awaited Navy modernization plan. In contrast with previous practice, the plan has been made public (unsurprisngly, but perhaps unfortunately for readers of NextWar, in Polish).

The new plan foresees replacing virtually all existing ships (except the newly modernized Orkan-class FAC) within more than 25 years. In simple terms, we’re talking about the complete reconstitution of all Navy platforms.  Yet, many people remains skeptical.  One reason is a previous plan, stalled for 10 years, to build a series of Gawron corvettes. Recently Ministry of Defense decided that the ship will be finished as a patrol corvette with ASW capabilities. But this skepticism has a deeper roots and to understand it better we need to look at broader context.

Role of the Navy

Beyond the superficial popular arguments about inadequate military funding, we find more useful reasoning, surprisingly in A.T. Mahan works:

The necessity of a navy, in restricted sense of the word, springs, therefore, from existence of a peaceful shipping, and disappears with it, except in the case of a nation which has aggressive tendencies, and keeps up a navy merely as a branch of the military establishment.

The Polish Navy finds its purpose from the first part of the above phrase, while the General Staff is more concerned about other countries taking theirs from the latter portion.  In fact, both the MoD and BBN (National Security Bureau), following the logic “home first,” have defined the area of interest for the Navy as “Baltic Plus.”  BBN’s recently concluded survey on the security environment of Poland stated that there is no danger of open armed conflict in foreseeable future.  However, Prof. Stanislaw Koziej, who leads BBN, is concerned about the fact that Poland is a frontier country of the European Union and as such is exposed to some tensions and conflicts.  Not surprisingly the most recent investment for the Navy was a shore battery of the Kongsberg anti-ship Naval Strke Missile (NSM), while the next priority is for new submarines, mine hunters, and then ASW helicopters.

Traditions

Defeating the dasterdly Swedes

Poland is geo-strategically located between two traditional European powers – Germany and Russia.  All armed conflicts with these two powers have been resolved on land.  Likewise, the 17th century wars with Turkey ended with a great Polish victory at Vienna, far from the sea.  The only war with an important, although not decisive, naval episode was the war with Sweden.  In 1627, the Polish fleet achieved victory over the Swedish squadron at Oliwa.  The Polish Navy was restituted immediately after regaining independence in 1918.  20 years later, a young and small navy unable to save the country continued its fight at the side of the British Royal Navy.  One participant of these struggles, the destroyer Blyskawica has been depicted by CDRSalamander in his Fullbore Friday series.  The Polish Navy, rightly proud of its traditions, nevertheless historically had little influence on the outcome of wars of the past.  And this is probably the General Staff’s point of view.

Budgeting

A few years ago, the investment budget of all the Armed Forces was centralized.  All projects now compete for resources within the same structure of the MoD.  Such centralization theoretically allows for better spending of scarce money, but it leaves Services without control over their own future.  Even much bigger navies have from time to time had problems in justifying their mission, a problem amplified for a small navy in a continentally oriented country.

Industrial Base

Although there are shipbuilders in Poland with profitable operations, none of them is now involved in warship design and construction.  The dilemma therefore follows: should a navy rely on foreign construction and unknown support or on a local industry which has no expertise.  It is possible to build such expertise over time, but is Poland’s new modernization plan enough to support such a venture?

As outlined above, some skepticism has well-founded reasons.  On the other hand, my belief is that a navy should be confident in its better future, and the reason is simple.  Poland, as a young member of the European Community, wants to be active in the international arena.  Operations in Iraq and Afghanistan allowed our Armed Forces and politicians to learn a lot.  The price of these lessons is high and the next step is discovering that using a navy to express political will is typically much cheaper.

The Plan in Detail (From Maritime Business Poland):

The basic assumptions of the concept include:
· Permanent financing at a level of PLN 900 million per year
· Abandoning modernization of current old equipment in favour of obtaining modern ships
·A three-phase modernization of the Polish Navy, implemented until 2022, 2026 and 2030 respectively
· By 2030, in line with the modernization plans, the Ministry of National Defence plans to acquire, among other things:
– 3 new submarines
– 3 coastal defence ships with a displacement in excess of 1,000 tonnes
– 3 patrol ships with minesweeping abilities
– 3 modern minesweepers
– 2 rescue ships
– 2 electronic reconnaissance ships
– 7 support ships, including an operational support ship and logistic support ship
– 6 SAR helicopters and 6 anti-submarine helicopters
– unmanned aerial systems: 6 reconnaissance planes (3 ship-based, vertical take-off and landing type, and 3 land-based) and 10 mine   identification and destruction systems
–  Rearmament of the Coastal Missile Unit
–  Purchase of two short-range anti-aircraft systems for the defence of main naval bases

La Frigata USS Nicholas

 

U.S. officials offload drugs from USS Nicholas in July.

With the constant stream of news about maritime disputes in the Asia-Pacific, the threats of piracy, and bluster of the Iranians, it can be easy to forget about the regular naval drama in the Western hemisphere. The U.S. Navy’s contributions to drug interdiction efforts don’t get a as much press, but they are a major focus of naval operations up and down the Atlantic and Pacific coasts, and in the waters of the Caribbean. Yesterday Spanish-language station Univision helped shed light on the mission and its impact thanks access it was given to USS Nicholas (FFG 47).

It’s estimated that over 80 percent of the cocaine entering the United States is transported during part of its journey by sea. For that reason, the U.S. Coast Guard has moved the battlefield in the fight against drug trafficking to the oceans.

 

Univision’s Ricardo Arambarri got exclusive access on board the USS Nicholas during Operation Martillo, a 175-day-long mission patrolling the Caribbean Sea and the Atlantic and Pacific coastal waters of South and Central America.

 

Arambarri and cameraman Herman Ulloa were on board for 10 days and witnessed the interception of a speed boat loaded with drugs. Operation Martillo returned to land on July 17th with four tons of cocaine and marihuana seized during the mission, with an estimated wholesale value of $93 million.”

This is some great footage, especially if you haven’t spent much time on a surface ship. It again highlights the benefits that mostly untrammeled access can achieve – namely helping generate an understanding of what it is the Navy does in the minds of the American (and international) public. Kudos to the PAOs and whoever else made the decision to give them the access.

According to WAVY 10, “Nicholas‘ crew seized a total of 16,000 pounds of cocaine and 500 pounds of marijuana during the deployment, worth more than $515 million…the crew also captured 14 suspected drug smugglers.”

This is also a reminder of how well the sea services can work together with practice. In addition to the Nicholas, a maritime patrol aircraft (MPA), an embarked SH-60B Seahawk helicopter, and a Law Enforcement Detachment (LEDET) of the U.S. Coast Guard along for the ride all make an appearance. It is sad, however, to see during the gun shoot and SCAT-team fire (yes, the military does love its acronyms, as the reporter kindly points out) that we still can no better than boxes for targets. They must have run through all their killer red tomatoes. But at least they have some non-combat expenditure allocation (NCEA) ammunition to shoot off, and at least the boxes look like they’re floating. While I’m all for going the inexpensive route, it was hard to tell how well a gunner was at hitting a target when the plywood from pallets we were using slipped below the waves after only a few rounds.

 

Another thing the videos reinforce is that speed is a big factor in ultimately catching the drug runners. But it’s the speed of the airborne assets that matter, not the surface vessel.

In Brief: New Frigates of the Netherlands and Singapore

The Netherlands’ De Zeven Provinciën Class

HNLMS Evertsen is one of four De Zeven Provinciën class air defence and command frigates in service with the Royal Netherlands Navy (Koninklijke Marine). Evertsen is the youngest of the four, having been completed in 2003 and commissioned in 2005. These ships superseded the two smaller Tromp class frigates, decommissioned in 1999 and 2001. Despite being classified by the Netherlands Navy as frigates, their displacement (6,050 tonnes), complement (202 + 30 aircrew), and role make them comparable to many destroyers. They are similar in these respects to the RAN’s planned Hobart-class Air Warfare Destroyers (AWD).  The Netherlands Navy also intends to use the De Zeven Provinciën class in a limited Ballistic Missile Defence (BMD) role, having recently awarded a contract for modification of the ships’ Thales SMART-L and APAR radars. According to an article in January’s Proceedings magazine, these modifications are expected to be complete by late 2017. It should be noted that the currently planned modifications only endow the class with the capability to detect and track ballistic missile threats, and do not provide for surface-to-air interceptor missiles.

The De Zeven Provinciën class are armed with five 8-cell MK 41 VLS modules, with a typical loadout of 32x SM-2MR Block IIA (RIM-66L-2) and 8x quad-packed RIM-162 Evolved Sea Sparrow surface-to-air missiles. They are equipped with two quadruple-canister RGM-84 Harpoon SSM launchers, an Oto Melara Otobreda 127mm/54 Compact dual-purpose gun, and 2x twin-tube MK 32 Mod 9 torpedo tubes (with Raytheon MK46 Mod 5 torpedoes). Two Thales ‘Goalkeeper’ CIWS, 2-4x browning M2 .50 calibre machine guns, and 4x FN MAG 7.62x51mm machine guns are also fitted. The De Zeven Provinciën class carry either a SH-14D Super Lynx or an NH90 NFH. The Evertsen is currently carrying a Super Lynx for Operation Ocean Shield.

HNLMS Evertsen participated in EUNAVFOR’s Operation ATALANTA in 2009; in one operation her crew were responsible for capturing thirteen Somali pirates who had previously attempted to board the BBC Togo off the coast of Oman. In 2010, HNLMSTromp took part in Operation ATALANTA, including the retaking of the German flagged MV Taipan by Dutch marines. Evertsen has returned to the Horn of Africa as the Netherlands’ contribution to NATO’s Operation Ocean Shield, under the command of Commander Boudewijn Boots, and serves as the flagship of Ocean Shield for Commodore Ben Bekkering, current Commander SNMG1 (Standing NATO Maritime Group 1), and his international staff of 24. She has been involved in several successful counter-piracy actions, including detaining Somali pirates who had hijacked an Omani dhow and its crew, and used the vessel to attempt to board the MV Namrun. The Evertsen carries a Royal Netherlands Marine Corps Enhanced Boarding Element (EBE) as part of its counter-piracy capability. The EBE is made up of operators from the Royal Netherlands Marine Corps Maritime Special Operations Forces (MARSOF), assigned to the vessel for counter-piracy duties. It may also be supplemented by regular marines.

A Formidable Frigate

Meanwhile, Singapore’s Formidable class frigates are considered amongst the most advanced surface combatants in Southeast Asia. Built around a substantially modified version of the French La Fayette class, they feature an advanced stealth design incorporating a range of Radar Cross-Section (RCS) reduction features. The inclined planes of the hull and superstructures, concealment of typical ship’s equipment, low profile housings for armaments, and enclosed sensor mast are chief amongst these. The Formidable class armament includes: an Oto Melara 76mm Super Rapid naval gun, 8x RGM-84C Harpoon SSMs, and 4x 8-cell Sylver A50 VLS containing a mixture of Aster 15 and Aster 30 SAMs. The ships are also capable of firing EuroTorp A224/S Mod 3 torpedoes, and carry a Sikorsky S-70B naval helicopter with ASW equipment (they formerly operated Eurocopter AS-332M Super Pumas).

 

The Formidable class are also highly automated, operated by a complement of only 71 crew (90 including air detachment). By way of comparison, a US Oliver Hazard Perry class has a nominal compliment of 176, an Australian Anzac class a complement of 163, and a French La Fayette class a complement of 141. The Formidable class are designed to operate as the naval centrepiece of the Singapore Armed Forces’ (SAF) Integrated Knowledge-based Command and Control (IKC2) network. Integrating the advanced sensor packages and armaments of the ships to give commanders the ability to rapidly assess the battlespace and respond accordingly was a key design focus for the project. Dr Kenneth Kwok, Programme Director for Information Exploitation at the DSO national Laboratories noted: “The frigate has many state of the art weapon systems and sensor systems, but it is really how you put them together and integrate them into a fighting system that makes the difference”.

 

Six Formidable class frigates were built, with all but RSS Formidable being built by Singapore Technologies Marine (ST Marine) at their Benoi Shipyard, in Singapore. Construction of the class ran from late 2002 until mid-2006, with all ships being commissioned by January 2009. All are currently active, and form the 185 Squadron of the Republic of Singapore Navy (RSN). The RSS Formidable was Singapore’s contribution to the forces conducting RIMPAC 2012, operating in conjunction with participants from twenty-one other nations. Singapore’s incumbent Minister for Defence, Dr Ng Eng Hen, has confirmed that a Formidable class frigate (and the attached S-70B) will soon deploy to the Gulf of Aden as part of Singapore’s contribution to CTF-151.
