The Sinews of War

Carting around beans and bullets has never much interested me until recently. Of course, the Military Sealift Command has been on my mind due to the recent engagement of a suspicious vessel by the USNS Rappahannock. I’ve also been reading more about the Falklands War after my conversation with Scott Cheney-Peters on TheRiskyShift.com‘s “Debrief” and recently found an out-of-print book from the 1960s titled Conflict and Defense: A General Theory with a lot of smart things to say about military might. Finally, Undersecretary of the Navy The Honorable Bob Work has been weighing in on forward basing of ships over at Information Dissemination. Though they seem unconnected, all of this has led me to the following conclusions:

  1. You can’t claim to be a Navalist without having an interest in logistics. When we talk about future fleet composition, we’re not spending enough time talking about how we will support our combat ships and how many/what types of replenishment and pre-positioning ships we need.
  2. If you’re looking for a single measure of national power, the size of a country’s merchant marine is a good place to start, but:
  3. The globalization of the shipping industry both affects this last measure and may make large conventional wars less likely.

The Falklands War is a clear example of what Scott calls “The Tyranny of Distance.” The further a state has to go to get to the fight, the less combat power they will be able to apply in that fight. Part of the reason Argentina decided to invade the Falklands in the first place was that they believed that they were so far away from Britain, whose military power (and some would argue, national power) was on the decline. Few believed the British could sustain military operations so far from home – and with good reason. The Royal Fleet Auxiliary (RFA) could only muster 22 ships with around 120,000 tons combined displacement to sustain a naval task force, a brigade of Royal Marines, an army brigade, and other ground, air, and special operations forces.

One of the reasons for Britain’s success was the rapid signing of the Requisition of Ships Order of 1982 and the launch of “Operation Corporate” – the rapid conversion of civilian ships to aid the RFA. Virtually overnight, Britain quintupled its replenishment and sealift tonnage. These ships were indispensable to the war effort, allowing the British to concentrate far more military strength in the Falklands theater than many outside observers anticipated. This is why I think a country’s merchant marine is a critical measure of national power – military forces rarely invest enough in logistics capabilities during peacetime. Once a crisis erupts, countries with robust merchant fleets can quickly convert them for wartime use. Great powers need to respond globally, and sometimes that will require surging logistics forces during a crisis.

The United States operates under the tyranny of distance every day. Perhaps that’s why we’ve become insensitive to our logistics forces – we rely on them so often. And we have such a professional and robust force in the Military Sealift Command that the merchant marine becomes an afterthought. But our merchant marine has shrunk drastically since the 1940s. It’s telling that the United States lost 733 merchant ships greater than 1,000 tons displacement in World War II – our current merchant marine stands at only 393 ships according to the CIA World Factbook. I’m not advocating for a return to a 6,000 ship merchant marine, but this historical perspective should spur us to ask the question: do we need more sealift capability in reserve? What kinds of policies might increase our merchant fleet? And comparatively, when we talk about China, we rarely note that it has the largest merchant marine of any great power at 2030 ships.

Going down the rabbit hole further, I find it interesting that our National Defense Reserve Fleet – the ships in “mothballs” – is shrinking significantly. According to a report published in May, the US Maritime Administration is planning to dispose of 34 of 142 ships, with the potential for more down the road. Most of the vessels being disposed of are some kind of bulk carrier or tanker.

Forward basing definitely mitigates some logistics challenges. According to Conflict and Defense by Kenneth Boulding, a Professor of Economics at the University of Michigan in the 1960s, forward bases can actually reverse the tyranny of distance – so powerful is their influence. Students of Mahan know this argument well. Forward basing is also the sensible posture to assume in times of austerity, allowing more operational use to be had from a smaller number of ships without completely burning out equipment or people. But we must consider the future of our logistics capability, particularly the reserves from which we might surge during a crisis.

Finally, a thought on globalization: with the rise of multinational shipping companies and the prevalence of flags of convenience, I think that conventional wars between great powers – particularly invasions across the seas – might be far less likely. In this sense, the decline of national merchant marines might offer some security advantages. Famed international relations theorist John Mearsheimer coined the term “the stopping power of water.” With countries less able to mobilize the logistics capability to transport large numbers of ground troops, great powers (like, perhaps, the United States and China) will be less able to invade one another.

Although I have yet to hear the results (I don’t particularly care to hear my own voice played back), I can say without reservation that Kurt is quite insightful on the issues we tackle. A Nuclear Reaction…

This week the British Defence Secretary, Philip Hammond, announced a £1.1billion contract to build nuclear reactors for the next generation of British submarines that will replace the current Vanguard-class SSBNs. Though he stopped short of saying that this guaranteed Britain would renew Trident, with a formal decision due to be made in 2016, it is a clear step further in that direction, despite the divisiveness of the issue within both the government and national politics. The Conservatives’ coalition partners, the Liberal Democrats, are openly against renewal on cost grounds and are investigating alternative deterrent options. The Scottish National Party are ideologically opposed to the idea of weapons of mass destruction being present within Scotland, with the current Trident fleet based in Faslane, and with no alternative locations in England at present without huge financial and environmental expense. The issue is even more politically charged with a referendum on Scottish independence scheduled for 2014, where a yes vote would potentially torpedo Britain’s ‘independent’ nuclear deterrent. That is an issue in itself, with the missiles in essence leased from the United States.

Britain’s ability to construct nuclear submarines is at least being safeguarded with this investment, which as my last post suggested was one of the tough choices the government had to make, and what industries it prioritsed in the national strategic interest. On the flip-side, who loses out? The Royal Navy is overwhelmingly in favour of Trident’s renewal, as the service would be indespensable to the missile’s deployment. But with tensions rising over the Falklands, the recent fishing dispute with Spain in Gibraltar, Somali piracy, and humanitarian atrocities being committed in Syria, surely what the RN needs right now is more surface ships. The Vanguards and their successors can’t help Britain with these current flashpoints, while the vessels that could make a difference, destroyers and frigates, have been cut down to just nineteen. There are forms of deterrence other than the nuclear kind, and a more visible naval presence in the world’s trouble spots could provide that, preventing problems from escalating to a point where intervention becomes a whole lot more costly, both financially and to human lives.

Parallel Rocks

Civilian authorities spot a foreign fishing vessel trawling their nation’s territorial waters. The authorities move to intercept but are held at bay by the offending vessel’s government escorts. The scene: Gibraltar. The actors: The U.K. and Spain.

As readers of this blog know, stand-offs over fishing rights and territorial disputes have made a lot of news of late when they occur between China and its Asian neighbors. But they don’t happen solely in the Pacific.

The long-running territorial dispute between Spain and the U.K. over the famous gateway to the Mediterranean has grabbed headlines locally in recent weeks as Spanish trawlers have twice fished in Gibraltar’s territorial waters while Spanish Civil Guardia vessels escorted the vessels.

According to the BBC, in the latest incident four police vessels and a British Royal Navy patrol boat intercepted a single trawler but did not attempt to board the vessel as it was shadowed by two Civil Guardia vessels. Spokesman for the Royal Gibraltar Police, Richard Ullger, said “we avoid active enforcement because it could provoke an incident.” Yet the captain of the Spanish trawler, Francisco Gomez, highlighted the tenseness of the confrontation claiming the vessels were so close that some of the hulls scraped each other. After 6 hours the vessel left. The Royal Gibraltar Police will issue a court summons for the crew, but it is not expected that they will appear in court.

In light of the incident a Member of the European Parliament for Gibraltar, Julie Girling warned, “What we don’t want in Gibraltar is a situation like the Falklands: there seem to be disturbing parallels in attempts to damage the livelihoods of Gibraltar’s fishermen.”

These are not The Rocks you’re looking for

Girling was of course referring to the current situation in the Falkland’s, not the situation preceding the 1982 war. Yet a comparison between Gibraltar, the Falklands (then and now), and the South China Sea yields interesting insights.

In all three locales, resources contained therein play a role in pushing confrontation. In the South China Sea, rich fishing banks and oil exploration are primary causes for the scramble for territory. In Gibraltar, resources are not really the prize (besides for the local small-scale fishing operations) – the fishing expeditions merely provide a convenient means for pushing the larger territorial claim. Resources didn’t play much part sparking the Falklands War, but today many believe the resurgence of Argentine clamor for the islands is due to the potential oil reserves and fishing that invigorated the islands since the war. Today, the U.K. claims harassment of its own boats in Falklands water by Argentine coast guard vessels.

With regards to both the Chinese and Spanish fishing vessels, one of the more interesting questions is whether it is fishermen or government officials who are the driving force for journeys into contested waters. Are the maritime officials simply assisting their citizens in pursuit of excellent fishing grounds, or are they providing safety to vessels recruited and sent forward in calculated moves? How high in the government do such sensitive expeditions need approval?

The strategic value of these bits of territory also plays a role in their attraction. Gibraltar, dominating the chokepoint between the Mediterranean and the Atlantic, also oversees much traffic that heads through the Suez Canal. Islands in the South China Sea sit astride trade routes vital for many economies, and can serve as forward operating bases or logistics and communications relays. The only exception is the Falklands, despite one Argentine paper’s claim at the time of the war that the islands were “strategically important because they were on a direct maritime route to India.”

Another Rock with a contested past

One of the most important distinctions between the South China Sea and the other two instances is that of self-determination. On the issue of sovereign control of territory, international law, international institutions, and disinterested intentional sentiment routinely come down on the side of the principle of self-determination. In Gibraltar the locals have voted in referendums for continued British rule (by 98.9% in 2002). The British meanwhile say they are open to a UN-sponsored referendum in the Falklands, where a similar result is likely, and tellingly it’s an offer the Argentines ignore. This makes it hard for Argentina or Spain to rally legal or global public opinion to their side. The difference for the South China Sea islands is that by and large there are no locals. Most of the bits of territory are tiny non self-sustainable pieces of rock or submerged reef, making resolution harder.

Of these points of conflict, the only that so far turned into a shooting war in modern times was the Falklands. In that case the dictatorship generated a nationalist distraction from a plummeting economy. As smarter people than me have said, this is one good reason no one should wish for the Chinese economy to slow precipitously. While Spain and Argentina today are in their own economic messes, both have the safety valve and check on their actions of democracy.

The good news is that the most common denominator in all of these cases is at least lip service towards peaceful resolution. Despite the nationalist push for the Falklands, President Cristina Kirchner has stated she will obtain the islands only through peaceful means. Foreign ministers of Spain and Britain met Tuesday and urged a peaceful resolution to the fishing issue. In Cambodia the defense secretaries of China and Philippines did the same on the same day.

One final thought. All of this shows the importance of coastal patrol forces, including those administered by civilian agencies, and that they can be used for either defensive or offensive strategic-level maneuvers. Interesting then to see that the Chinese ship construction buildup is not in naval forces alone – the Chinese Maritime Surveillance agency will commission 36 cutters in the next 3 years. (h/t CGblog)
