Naval Escalation in an Unmanned Context

On March 14, two Russian fighter jets intercepted a U.S. Air Force MQ-9 Reaper in international airspace, breaking one of the drone’s propellers and forcing it to crash into the Black Sea. The Russians probably understood that U.S. military retaliation – or, more importantly, escalation – was unlikely; wrecking a drone is not like killing people. Indeed, the incident contrasts sharply with the recent revelation of another aerial face-off. In late 2022, Russian aircraft nearly shot down a manned British RC-135 Rivet Joint surveillance aircraft. With respect to escalation, senior defense officials later indicated, the latter incident could have been severe.1

There is an emerging view among scholars and policymakers that unmanned aerial vehicles can reduce the risk of escalation, by providing an off-ramp during crisis incidents that, were human beings involved, might otherwise spark public calls for retaliation. Other recent events, such as the Iranian shoot-down of a U.S. RQ-4 Global Hawk in the Persian Gulf in 2019 – which likewise did not spur U.S. military kinetic retaliation – lend credence to this view. But in another theater, the Indo-Pacific, the outlook for unmanned escalation dynamics is uncertain, and potentially much worse. There, unmanned (and soon, autonomous) military competition will occur not just between aircraft, but between vessels on and below the ocean.

Over the past two decades, China has substantially enlarged its navy and irregular maritime forces. It has deployed these forces to patrol its excessive maritime claims and to threaten Taiwan, expanded its nuclear arsenal, and built a conventional anti-access, area-denial capacity whose overlap with its nuclear deterrence architecture remains unclear. Unmanned and autonomous maritime systems add a great unknown variable to this mix. Unmanned ships and submarines may strengthen capabilities in ways not currently anticipated; introduce unexpected vulnerabilities across entire warfare areas; lower the threshold for escalatory acts; or complicate each side’s ability to make credible threats and assurances.

Forecasting Escalation Dynamics

Escalation is a transition from peace to war, or an increase in the severity of an ongoing conflict. Many naval officers assume that unmanned ships are inherently de-escalatory assets due to their lack of personnel onboard. Recent high-profile incidents – such as the MQ-9 Reaper and RQ-4 Global Hawk incidents mentioned previously – seem, at first glance, to confirm this assumption. The logic is simple: if one side destroys the other’s unmanned asset, the victim will feel less compelled to respond, since no lives were lost.

While enticing, this assumption is also illusory. First, the example is of limited applicability: most unmanned ships and submarines under development will not be deployed independently. They will work in tandem with each other and with manned assets, such that the compromise of one vessel – potentially by cyber means – often affects others, changing a force’s overall readiness. The most serious escalation risk thus lies at a systemic, or fleetwide, level – not at the level of individual shoot-downs.

Second, lessons about escalation from two decades of operational employment of unmanned aircraft cannot be imported, wholesale, to the surface and subsurface domains – where there is little to no operational record of unmanned vessel employment. The technology, operating environments, expected threats, tactics, and other factors differ substantially.

Our understanding of one variant of escalation, that in the nuclear realm, is famously theoretical – the result of deductive logic, modeling, or gaming – rather than empirical, since nuclear weapons have only been used once in conflict, and never between two nuclear powers. Right now, the story is similar for unmanned surface and subsurface vessels. Neither side has deployed unmanned vessels at in sufficient numbers or duration, and across a great enough variety of contexts, for researchers to draw evidence-based conclusions. Everything remains a projection.

Fortunately, three existing areas of academic scholarship – crisis bargaining, inadvertent nuclear escalation, and escalation in cyberspace – provide some clues about what naval escalation in an unmanned context might look like.

Crisis Bargaining

During international crises, a state may try to convince its opponent that it is willing to fight over an issue – and that, if war were to break out, it would prevail. The goal is to get what you want without actually fighting. To intimidate an opponent, a state might inflate its capabilities or hide its weaknesses. To convince others of its willingness to fight, a state might take actions that create a risk of war, such as mobilizing troops (so-called “costly signals”). Ascertaining capability and intent in international crises is therefore quite difficult, and misjudging either may lead to war.2

Between nuclear-armed states, these phenomena are more severe. Neither side wants nuclear war, nor believes that the other is willing to risk it. To make threats credible, therefore, states may initiate an unstable situation (“rock the boat”) but then “tie their own hands” so that catastrophe can be averted only if the opponent backs down. States do this by, for example, automating decision-making, or stationing troops in harm’s way.3

The proliferation of unmanned and autonomous vessels promises to impact all of these crisis bargaining strategies. First – as noted previously – unmanned vessels may be perceived as “less escalatory,” since deploying them does not risk sailors’ lives. But this perception could have the opposite effect, if states – believing the escalation risk to be lower – deploy their unmanned vessels closer to an adversary’s territory or defensive systems. The adversary might, in turn, believe that his opponent is preparing the battlespace, or even that an attack is imminent. Economists call this paradox “moral hazard.” The classic example is an insured person’s willingness to take on more risk.

Second, a truly autonomous platform – one lacking a means of being recalled or otherwise controlled after its deployment – would be ideal for “tying hands” strategies. A state could send such vessels to run a blockade, for instance, daring the other side to fire first. Conversely, an unmanned (but not autonomous) vessel might have remote human operators, giving a state some leeway to back down after “rocking the boat.” In a crisis, it may be difficult for an adversary to distinguish between the two types of vessels.

A further complication arises if a state misrepresents a recallable vessel as non-recallable, perhaps to gain the negotiating leverage of “tying hands,” while maintaining a secret exit option. And even if an autonomous vessel is positively identified as such, attributing “intent” to it is a gray area. The more autonomously a vessel operates, the easier it is to attribute its behaviors to its programming, but the harder it is to determine whether its actions in a specific scenario are intended by humans (versus being default actions or error).

Unmanned Aerial Vehicles?

Scholars have begun to address such questions by studying unmanned aerial systems.4 To give two recent examples, one finding suggests that unmanned aircraft may be de-escalatory assets, since the absence of a pilot means domestic publics would be less likely to demand blood-for-blood if a drone gets shot down.5 Another scholar finds that because drones combine persistent surveillance with precision strike, they can “increase the certainty of punishment” – making threats more credible.6

Caution should be taken in applying such lessons to the maritime realm. First, unmanned ships and submarines are decades behind unmanned aerial vehicles in sophistication. Accordingly, current plans point to a (potentially decades-long) roll-out period during which unmanned vessels will be partially or optionally manned.7 Such vessels could appear unmanned to an adversary, when in fact crews are simply not visible. This complicates rules of engagement, and warps expectations for retaliation if a state targets an apparently-unmanned vessel that in fact has a skeleton crew.

Second, ships and submarines have much longer endurance times than aircraft. Hence, mechanical and software problems will receive less frequent local troubleshooting and digital forensic examination. An aerial drone that suffers an attempted hack will return to base within a few hours; not so with unmanned ships and submarines because their transit and on-station times are much longer, especially those dispersed across a wide geographic area for distributed maritime operations. This complicates efforts to attribute failures to “benign” causes or adversarial compromise. The question may not be whether an attempted attack merits a response due to loss of life, but rather whether it represents the opening salvo in a conflict.

Finally, with regard to the combination of persistent surveillance and precision strike, most unmanned maritime systems in advanced stages of development for the U.S. Navy do not combine sensing and shooting. Small- and medium-sized surface craft, for instance, are much closer to deployment than the U.S. Navy’s “Large Unmanned Surface Vessel,” which is envisioned as an adjunct missile magazine. The small- and medium-sized craft are expected to be scouts, minesweepers, and distributed sensors. Accordingly, they do little for communicating credible threats, but do present attractive targets for a first mover in a conflict, whose opening goal would be to blind the adversary.

Inadvertent Nuclear Escalation

During conventional war, even if adversaries carefully avoid targeting the other side’s nuclear weapons, other parts of a military’s nuclear deterrent may be dual-use systems. An attack on an enemy’s command-and-control, early warning systems, attack submarines, or the like – even one conducted purely for conventional objectives – could make the target state fear that its nuclear deterrent is in danger of being rendered vulnerable.8 This fear could encourage a state to launch its nuclear weapons before it is too late. Incremental improvements to targeting and sensing in the past two decades – especially in the underwater realm – have exacerbated the problem by making retaliatory assets easier to find and destroy.9

In the naval context, the risk is that one side may perceive a “use it or lose it” scenario if it feels that its ballistic missile submarines have all been (or are close to being) located. In particular, the ever-wider deployment of assets that render the underwater battlespace more transparent – such as small, long-duration underwater vehicles equipped with sonar – could undermine an adversary’s second-strike capability. Today, the US Navy’s primary anti-submarine platforms aggregate organic sensing and offensive capabilities (surface combatants, attack submarines, and maritime patrol aircraft). The shift to distributed maritime operations using unmanned platforms, however, portends a future of disaggregated capabilities. Small platforms without onboard weapons systems will still provide remote sensing capability to the joint force. If these sensing platforms are considered non-escalatory because they lack offensive capabilities and sailors onboard, the US Navy might deploy them more widely.10

Escalation in Cyberspace

The US government’s shift to persistent engagement in cyberspace, a strategy called “Defend Forward,”11 has underscored two debates on cyber escalation. The first concerns whether operations in the cyber domain expose previously secure adversarial capabilities to disruption, shifting incentives for preemption on either side.12 The second concerns whether effects generated by cyberattacks (i.e., cyber effects or physical effects) can trigger a “cross-domain” response.13

These debates remain unresolved. Narrowing the focus to cyberattacks on unmanned or autonomous vessels presents an additional challenge for analysis, because these technologies are nascent and efforts to ensure their cyber resilience remain classified. Platforms without crews may present an attractive cyber target, perhaps because interfering with the operation of an unmanned vessel is perceived as less escalatory since human life is not directly at risk.

But a distinction must be made between the compromise of a single vessel and its follow-on effects at a system, or fleetwide level. Based on current plans, unmanned vessels are most likely to be employed as part of an extended, networked hybrid fleet. If penetrating one unmanned vessel’s cyber defenses can allow an adversary to move laterally across a network, this “effect” may be severe, potentially affecting a whole mission or warfare area. The subsequent decline in offensive or defensive capacity at the operational level of war could shift incentives for preemption. Since unmanned vessels operating as part of a team (with other unmanned vessels or with manned ones) are dependent on beyond-line-of-sight communications, interruption of one of these pathways (e.g., disabling a geostationary satellite over the area of operations) could have a similar systemic effect.

The Role of Human Judgment

Modern naval operations already depend on automated combat systems, lists of “if-then” statements, and data links. For decades, people have increasingly assigned mundane and repetitive (or computationally laborious) shipboard tasks to computers, leaving officers and sailors in a supervisory role. This state of affairs is accelerating with the introduction of unmanned and autonomous vessels, especially when combined with artificial intelligence. These technologies are likely to make human judgment more, not less, important.14 Many future naval officers will be designers, regulators, or managers of automated systems. So too will civilian policymakers directing the use of unmanned and autonomous maritime systems to signal capability and intent in crisis. For both policymakers and officers, questions requiring substantial judgment will include:

The “moral hazard” problem. If unmanned vessels are perceived as less escalatory – because they lack crews, or because they carry only sensors and no offensive capabilities – are they more likely to be employed in ways that incur other risks (such as threatening adversary defensive or nuclear deterrent capabilities in peacetime)?

The autonomy/intent paradox. When will an autonomous vessel’s action be considered a signal of an adversary’s intent (since the adversary designed and coded the vessel to act a certain way), versus an action that the vessel “decided” to take on its own? If an adversary claims ignorance – that he did not intend an autonomous vessel to act a certain way – when will he be taken at his word?15

The attribution problem. Since unmanned vessels have no crews, local troubleshooting of equipment – along with digital forensics – will occur less frequently than it does on manned vessels. Remotely attributing a problem to routine component or software failure, versus to adversarial cyberattack, will often be harder than it would be with physical access. Will there have to be a higher “certainty threshold” for positive attribution of an attack on an unmanned vessel?

The “roll-out” uncertainty. How will the first few decades of hybrid fleet operations (utilizing partial and optional-manning constructs) complicate the decision to target or compromise unmanned vessels? If a vessel appears unmanned, but has an unseen skeleton crew – and then suffers an attack – how should the target state assess the attacker’s claim of ignorance about the presence of personnel onboard?

The cyber problem. Do unmanned systems’ attractiveness as a cyber target (due to their absence of personnel, often highly-networked employment) present a system-wide vulnerability to those warfare areas than lean more heavily on unmanned systems than others? Which warfare areas would have to be affected to change incentives for preemption?

Since unmanned vessels have not yet been broadly integrated into fleet operations, these questions have no definitive, evidence-based answers. But they can help frame the problem. The maritime domain in East Asia is already particularly susceptible to escalation. Interactions between potential foes should, ideally, never escalate without the consent and direction of policymakers. But in practice, interactions-at-sea can escalate due to hyper-local misperceptions, influenced by factors like command, control, and communications, situational awareness, or relative capabilities. All of these factors are changing with the advent of unmanned and autonomous platforms. Escalation in this context cannot be an afterthought.

Troubles Of Our Own: Why 2014 Is Not Like 1914 (But Is Scary Anyway)

It has become fashionable, on the eve of the centennial of the outbreak of World War One, to ask, or worry about, whether it could all happen again. This vague sense of anxiety – this sense of how good we have it now, and how it could all be gone tomorrow – is perhaps fitting, given that it has become an accepted (if debatable) point of history that neither the decision-makers nor the publics of the various European powers expected a prolonged and civilization-devastating war. Such anxiety has a long pedigree: Kipling, writing a poem for Queen Victoria’s Diamond Jubilee a mere decade and a half before the war broke out, chose to quietly shelve his now-infamous imperialist tribute, “The White Man’s Burden,” for another occasion, in favor of publishing the more sombre and (at the time) jarring “Recessional,” which reminded its reader that all glory is fleeting and God alone is permanent (“Far-called, our navies melt away/On dune and headland sinks the fire/Lo, all our pomp of yesterday/Is one with Nineveh and Tyre…”).

In fact, the war’s outbreak and subsequent course probably were predictable in advance, and if anything reflected what we would now call a failure of analysis, either on the part of the leaders of the European states, or on the part of their people. The prescient military analyst Ivan Bloch had warned that carnage, stalemate, and industrial exhaustion were practically inevitable in modern warfare; the general staffs on what were to become both sides were at least dimly aware of this reality. Diplomatically, Europe had bounced from crisis to crisis in the preceding decade. Its people were all trained for war and (particularly, but not only, in Germany) cheered their respective militaries and military leaders with a fervor now reserved for football fans. One would have had to be blind not to see it coming.

Millions were. Millions paid.

In that spirit, it would be foolish indeed to believe that major war is now a thing of the past, or that a terrible catastrophe could not befall us. Indeed, the belief that such catastrophes are a thing of the past appears to be a prerequisite for their occurrence. And the rise of other military powers relative to the U.S. should indeed give us pause: this is the sort of time when we should be worried.

But for all that, there are key differences between the modern world and the world of 1914. They suggest that, at a minimum, the kind of wars we have seen in the past are unlikely to repeat themselves. Something altogether different awaits us. This in itself is ominous, because there are no recent historical models to guide us or point the way; avoiding repeating the past is not as simple as learning from a mistake. This, too, is a lesson of the past: World War One did not resemble the Napoleonic Wars, and Europe in 1914 did not resemble Europe in 1789. But understanding the present in light of the past is necessary all the same.

I therefore submit, for consideration, some key differences between 1914 and now.

1. We have nuclear weapons now, and we don’t make light of them. Two points must be understood. In the first place, invading the home territory of an adversary in a modern war between great powers will sooner or later (and probably sooner) result in the destruction of both. Notwithstanding innumerable debates about when, exactly, it would be “rational” to employ nuclear weapons in self-defense, the presence of nuclear weapons places an upper limit on warfare between the major powers. Marching on Paris (or Beijing, or Moscow, or Washington, or Brussels) is less an inevitable goal of military operations than an exercise in playing with fire (or plutonium). And, in the second place, this point is understood by most of the decision makers involved: the carnage on the Somme was a distant hypothetical in 1914; the devastation of Hiroshima can be viewed online.

Of course, decision makers can miscalculate. Just as the European political leadership in 1914 and after were apparently unaware of how to stop what had been started or how bad things could get, so too it is difficult in a crisis for modern decision makers to know where the lines are. That, of itself, may point the way to where things will (may?) someday go wrong. The possible future addition of other nuclear states to the mix will merely make things more complicated.

2. It is more difficult to hold onto conquered territory now, and less useful to do so. A mainstay of European warfare for probably two centuries or more prior to World War One had been the assumption that land could be taken for sovereign use, that a treaty at the end of the war would legitimize the winner’s gains, and that docile civilians would sit by and not care too much to whom they ultimately would pay taxes. In fact, the Napoleonic Wars (which saw the first nationalist partisans) and the Franco-Prussian War (in which German troops had to contend with irregular “franc-tireurs”) had already called this issue into question by 1914, and it is significant that Bismarck, in an earlier era, sought to avoid peace treaties that required Germany to integrate too many non-Germans. But whatever problems European states had in this area by 1914 are multiplied tenfold now.

The world is awash in cheap former Soviet weaponry, and it is all too easy for a rival power, if it decides it is worth its while, to arm an insurgent faction anywhere where government is less than perfectly stable. The tactics and strategy of insurgent warfare were perfected in the wake of World War Two by Mao Zedong, Ho Chi Minh and Vo Nguyen Giap, the Algerian FLN, and others; mass-casualty terrorism was perfected by Al Qaeda. As Thomas Hammes notes in The Sling And The Stone, modern communications technology and cheap transportation make coordinating an insurgent group much easier. Since the Arab Spring and the Euromaidan, a viable model exists for coordinating quasi-peaceful, quasi-violent opposition to a government; it is now more dangerous than ever for a government to be both weak and illegitimate at the same time, and this is the position a conquering force effectively starts from. Twitter, YouTube, and a sympathetic globalized media ensure that atrocities committed to quell a rebelling populace will receive widespread attention, even as they allow protesters to coordinate their actions. If a state does succeed in overcoming all of these problems, it is less certain now than in 1914 (notwithstanding anything else one might say) that its actions will have international legitimacy. And, needless to say, the destruction wrought by resistance to occupation renders any conquered territory inherently less valuable.

This is not to say it is impossible for a state to conquer territory in the modern world and hold it. It is to say that the costs of doing so have gone up and the benefits have gone down. This, rather than anything the international community did, may be the main reason Vladimir Putin chose to overtake parts of Ukraine by fomenting unrest and sending covert thugs rather than by force majeure: a country roughly the size of the American Midwest with 44 million people is difficult to swallow even in part, and certainly not with only a few divisions.

But it is also easy to see how these changes could pave the way for the next conflict. If invading another great power’s territory is out of the question, indirect methods may be the preferred course. Therein may lie danger.

3. There is no military conscription in most great powers today, and there are demographic and technological reasons why it is unfeasible. In Europe in 1914, every able-bodied male citizen of every great power except Britain and the U.S. performed military service upon reaching adulthood, and was subject to reserve service and periodic refresher training thereafter. Older men carried military identity cards that told them where to go if called up. This was an accepted way of life in virtually every European state, and there was even a movement in favor of conscription in Britain. It did not dampen public enthusiasm for war when war came, and may have inured the publics of the various states to war’s hardships.

Except for Russia, no great power employs military conscription today. Nor can they. As Edward Luttwak has noted, low birthrates and smaller families mean that losses are more keenly felt in wartime; this of itself makes drafting eighteen-year-olds impracticable; indeed, historically wars have been fought by states with rising populations, not populations that have plateaued or are falling. In the west, public cynicism over Vietnam and Iraq further dampens enthusiasm for any sort of civic militarism that imposes costs on the general public.

If the teenagers of the respective great powers are reluctant to serve, the militaries in question are reluctant to receive them: not only are discipline problems associated with unwilling recruits, but mass conscription of its nature implies a choice of quantity over quality – in modern, technologically reliant armies, training a soldier to use his equipment well takes more time than the average conscript would normally spend in the army, and requires more training resources than would be available on a universal basis. The Russian Ground Forces’ experience with conscription is the exception that proves the rule: draft-evasion is rampant, morale is low and discipline is often shoddy (a situation abetted by horrific hazing practices), and readiness is affected by the need to achieve technical proficiency that cannot be learned in the time available.

Some of the factors driving the trend towards professionalism and away from military conscription might be reversed, while others are more permanent – but the kind of national mobilization that was part and parcel of early twentieth century warfare is not possible at the moment. What applies to manpower applies to machines as well: as is readily apparent in observing the procurement process for ships and aircraft, the replacement of lost equipment will be a more complicated matter in any future war than it was in 1914.

It is ambiguous what this might mean for great power war in the future. On the one hand, it is indicative of a more pacific-minded public; on the other hand, it means that the costs of such a war will be borne by a few until they are borne by many.

4. The great powers are broke. With the possible exception of Russia, all of the major powers are carrying huge loads of public and private debt – including national debts, provincial and municipal debts, and private debt. (Yes, this includes China; it’s just that in the latter case the figures are more carefully hidden, which is in itself terrifying.) Economic growth is slowing across the developed world, including, most ominously, in China, which relies on double- or high-single-digit growth to appease its restive population and provide jobs for its surfeit of young men (the combination of the One Child Policy and traditional sexism having run its logical conclusion).

In financial terms (and solely in those terms), the world today more closely resembles the world before World War Two than it does the world before World War One. This is not necessarily reassuring.

5. Finance is globalized. The great powers’ national debts are publicly traded. It is tragically amusing to note that a war with China would mean the U.S. would have to find a new foreign creditor, and quickly. This is in stark contrast to the financial world of 1914, in which governments overwhelmingly owed money solely to their own citizens, and the purchase of government debt in wartime could be sold to the public as a patriotic duty or contribution.

6. And finally: people are older, richer, more heavily taxed, more heavily subsidized, and more cynical. It’s quite obvious, but it must be said: a prolonged war today would require financial sacrifice from the publics of the various great powers that they would not easily make. Government spending and taxation relative to private income is stratospheric compared to 1914 levels, and in the West the overwhelming majority of this spending is repaid to the public at large via entitlements. The percentage varies from great power to great power (it is higher in Europe), but it is high across the board. All of the great powers have aging populations that are, on average, much older than in 1914. All of their populations, in a period of prolonged great power peace, have structured their lives (particularly, the size of their houses and the size of their debts) on the assumption that current levels of income, taxation, and benefits will be roughly stable. The sacrifices necessary to pay for a war (even the economic damage caused by a disruption of trade in the event of a war) might be less severe than in 1914, but would be felt more keenly by publics that are not only used to comfort but in fact rely on it. (One cannot make one’s house smaller and easier to pay for, magically reduce one’s mortgage, or easily accept early twentieth century levels of medical care.)

Such sacrifices are bearable if a war is about something. But whereas in 1914 the publics of the European powers believed in all too many cases that the nation was an end in itself, modern publics are less idealistic. Particularly in Europe, but also in the U.S. and to some extent in China, if only because of the experience of two world wars, let alone the more recent experiences of Vietnam and Iraq, calls to sacrifice for the nation when there is money to be made and a comfortable life to be lived will ring hollow, particularly if the war is not about anything. The levels of nationalism that drove the world to war in 1914 are not only absent today, but are often the subject of derision.

This is not to say that war is impossible for this reason, either. As was the case before World War Two, we may yet decide that war is not worth fighting only to find ourselves in a situation where we have no choice. Cynicism and complacency are rarely wise.

But it is to say that today is not yesterday. Those who fear that 2014, or the coming years, will be like 1914 can probably rest easy. Today’s problems are not like yesterday’s.

They are different.

Towards a More Intelligent Debate over Air-Sea Battle

One of the curious aspects of the debate over Air-Sea Battle has been that the arguments taking place often dwell not on substance, but on definitional disagreements. For example, one side will critique ASB out of concerns of strategy or the nature of our relationship with China; the other side will rightly complain that these concerns belong in a separate, well-deserved debate because ASB is an operational concept, not a strategy. CIMSEC has commissioned an entire week on ASB in the hope that we can move past this inescapable logic-loop. On that note, I recently came across two pieces (both published journal articles) that are stand-ins for where we do and do not want this debate to go.

One is a recent article published in the journal Military Review, entitled “A Role for Land Warfare Forces in Overcoming A2/AD,” written by COL Vincent Alcazar and COL Thomas Lafleur, formerly Air Force co-lead and Army strategist for the Air-Sea Battle Office, respectively. Sounds promising! Unfortunately, what followed was a jargon-laced, logically questionable, and utterly indefensible article. In a sentence, they argued that ASB is not sufficient to meet the A2/AD challenge of the future. Instead we should land a Brigade Combat Team on the soil of our future putative enemies to conduct reconnaissance, raids, and seizures of key A2/AD capabilities. What an incredible argument! Without any reference to actual scenarios, concrete adversaries, or political costs this is not just a useless argument, it is a dangerous one, because someone somewhere out there might actually take it seriously. Beyond substantively bad ideas, this article is also marred by poor writing. For example:

Land warfare forces are not an invasion or long-term occupation force, or utilized as the vanguard of a nation-building effort; even “kicking in the door” comes later. Early land warfare force employment against A2/AD is about tailored BCTs and slices of BCTs that enter the neighborhood to shape its places for the joint force subsequently to kick in the doors to the key houses, which themselves constitute key opponent targets. (p. 80)

If you can understand that, I’m not sure I can congratulate you. The entire article reads like this. A final problem is that the article bizarrely confuses strategy, operations, and tactics. One choice quotation: “Nations employing A2/AD have four goals; however, it is inaccurate to conflate these ‘goals’ with ends. Rather, these goals are considered a framework to explain the strategic and operational so what of A2/AD.” (ital. original) (p. 82-83) How are the authors distinguishing “goals” from “ends?” How can you even talk about strategy without referring to specific countries? What does the term “so what” mean? In sum this article indicates to me that even within the ASBO itself people are still confused over definitions, and basic logic. Pardon the overwrought nautical metaphor, but it does not instill in me much confidence that the ship is being steered in the right direction.

Striking a completely different tone, Jonathan Solomon’s recent article published in Strategic Studies Quarterly, “Demystifying Conventional Deterrence: Great-Power Conflict and East Asian Peace,” was a tour de force. Even though I do not necessarily agree with his conclusions, Solomon expertly defends the necessity of Air-Sea Battle and long-range conventional strike systems through a clear and logical (if dense) elucidation of conventional deterrence theory. He also makes criticisms of blockades that proponents of competitors to ASB, like Offshore Control, must contend with: that over-land blockade running or rationing could thwart a blockade; that a blockade might harm third-party allied countries; and that an adversary could put the US in a situation where it had to choose between further escalation or compromising the integrity of the blockade.

But I still have issues with an article even as well written as this. First, the author is largely talking about an “end of the world” scenario in which China initiates a premeditated first strike a la Pearl Harbor. Solomon spends comparatively little time addressing lower-order conventional deterrence/crisis escalation scenarios, except to say that high-end conventional deterrence is still useful between levels of escalation and that U.S. and allied constabulary functions are still necessary. While some argue that China has an incentive in certain situations to conduct a preemptive strike, it seems likely that such a strike would come in the context of an ongoing political crisis rather than as a bolt out of the blue attack. In this case, lower-end deterrence (defusing the crisis) would be more important than higher-end deterrence.

Second, Solomon intelligently lays out example after example of how both conventional and nuclear deterrence could fail due to strategic misperceptions, psychological issues, China becoming more volatile, and the U.S. fiscal situation weakening, etc. But then he pins the solution on confidence-building measures and multi-track diplomacy. But what happens when multi-track diplomacy does NOT work and China continually rejects confidence-building measures? I am actually one of the biggest proponents of Sino-U.S. mil-mil cooperation, but I am NOT confident that, as Solomon puts it, the United States and China “educate” each other about “their respective escalatory threshold perceptions.” (p. 133)

This is why it is important to craft a more conservative deterrence policy that does not depend on having perfect knowledge of the adversaries’ intentions, doctrine, strategic culture, or leadership psychology. As is well documented by history, intelligence has often been catastrophically wrong, and signaling has been imperfectly interpreted or outright failed—such as the fine-tuned signaling intended by U.S. strategic bombing during the Vietnam War, or when the United States thought it was fighting an anti-communist war in Vietnam while the Vietnamese thought they were fighting a nationalist and anti-colonialist war. We absolutely must try to increase transparency and mutual understanding, but we also have to be aware that we could fail, with catastrophic results. It seems as if Solomon is well aware of these issues, but at times he contradicts himself; there is even one section where he suggests “overt, predeclared ‘automaticity’ in [the] deterrent posture,” which clashes with his warnings against misperceptions, etc. (p. 136)

Finally, the author rightly points out that a Chinese first-strike would inflame the Clausewitzian passions of the U.S. and allied publics and would provide a psychological boost to our side. Why then wouldn’t U.S. retaliatory strikes against mainland targets (even if they are only against counterforce targets) not inflame the passions of the Chinese public, making de-escalation on the Chinese side that much more difficult? We have ample evidence of the nationalist sentiments of the Chinese public, and the below-the-surface antipathy towards the United States that could erupt (e.g. the Belgrade embassy bombing). CCP leaders could fear popular revolt if they capitulated, even if they understood themselves to be in a long-term losing situation. The CCP’s interest in maintaining their leadership position may not be the same as China’s national interest. That is a scary thing to consider.

These two articles seem to strike out two different future intellectual trajectories for the military and our national security apparatus. In one, alternative strategies are debated with an eye towards academic theory, well-informed history, and sound logic. In the other, a gob of reheated mush is coated in incomprehensible jargon and delivered to us as “fresh thinking.” Which direction do we want to go? We can have intelligent or unintelligent debates about ASB. The choice will directly influence our national security, and whether we stumble into yet more undesired wars or keep an uneasy peace. It is my hope that this week at CIMSEC will steer us in the right direction.
